Conceptual Shift of Archival Management in Digital Environment (전자환경에서의 기록관리 개념에 관한 재검토)

  • Electronic environment affects archival community to a great extent. It redefines virtually every stage of archival management form creation to current and semi-current use, to appraisal, and to preservation of records. Faced with the problems caused by ever increasing electronic records, the community is forced to reconsider traditional concepts, approaches, methodologies, even the basic paradigm embedded in archival theory and practice. The present paper discusses the need to reexamine principles and techniques of archival management in the light of digital environment. It also urges archives and archival institutions, the archival profession, or the archival community at large, to participate in this critical enterprise. Success in this endeavor will, eventually, pave the road toward creating, organizing, providing access to, preserving reliably and authentically electronic records and designing proper system for the societal collective memory in recorded digital information.

A Fundamental Study on the Classification Criteria and Properties by Detail Type of Archival Information on Architectural Heritage of Korea (건조물 문화재 기록정보의 유형 구분 기준과 세부유형별 속성에 관한 기초 연구)

  • This study aimed to distinguish categories of archival information and identify properties by their detail types, so that the various forms of architectural heritage information generated can be managed based on their attributes and characteristics. First, the specific uses of terms in the legal system were reviewed and their associated concepts specifically defined. "Architectural heritage" was defined as architecture belonging to the category of tangible cultural heritage as designated by law, and "architectural heritage archival information" was defined as all kinds of material expressed by electronic processing of the actual status for preservation and management. Next, the production status of architectural heritage archival information was reviewed in relation to the legal system. This confirmed that relevant legal systems were organized hierarchically and that various types of archival information were generated in a single project. Furthermore, it was confirmed that even archival information produced in the same form contained differing contents depending on the specific purpose and method, and that there was no classification by which to cover all archival information. Finally, it was also confirmed that detailed drawing types could be categorized according to the purpose of production and the target of the records. Based on the findings of this review, the type and properties of archival information were presented as the primary classification criteria, and the architectural heritage archival information was divided into 6 general types and 27 detailed types. Specifically, the linguistic form, dimension, temporal property, and graphic form of archival information were applied as criteria for the classification of general types, and the target, production purpose, production method of archival information, and content characteristics of archival information properties of archival information by type were comprehensively reviewed.

A Study on the Promotion of Electronic Government and Plans for Archival Management (전자정부 추진과 기록관리방안)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

  • This paper is a preliminary study aiming to establish an archival objects system in Korea. This study analyzes the archival objects systems in the US, Canada, Australia, and China. This paper attempts to conceptualize archival objects and substantiate a management system of archival objects based on legal statues and guidance of each nation's records management. Moreover, this paper includes present conditions of utilization of exhibition by scrutinizing official websites of archival institutions and interviewing related officials in above mentioned countries.

  • The goal of this paper is to review the process of formation of the Early Soviet Archival System with a focus on the incarnation of the Tsar Russian System and Theories. Most of the western researchers take the uniqueness of the Soviet Archival System for granted and regard it as a Soviet Invention. However in this paper, researcher tries to find the archaic form of the Soviet system in the Kalachov's archival theories in the late 19th century. In the main body of this paper, researcher tries to reveal the whole feature of the Kalachov's theories, then, compares them with the Soviet System including 'Glavarkhiv.'

The Formation and Development of the Archival System in the Primorskii Krai of the Russian Federation (러시아 연해변강주(沿海邊疆州)에서의 기록관리업무의 성립과 발전)

  • This paper aims to research the historical development of the archival systems in the Primorskii Krai of the Russian Federation. The history of the archives in this region might be divided into the three periods. The first period extended from the territorial acquisition of the Far East to 1938, when the international situation reached the crisis. From then to the end of the Second World War the history of the archives of the Primorskii Krai underwent the second period. The third period has ranged from 1945 to the present day. As the imperialistic countries, including England, Germany and Russia, claimed and conquered the lands in China in the last decade of the nineteenth century, the Russian government was forced to produce a lot of records, which resulted in the establishment of the several archival institutions in the Far East region. Although the Soviet government issued "Decree On the Reorganization and Centralization of Archival Affairs in the Russian Socialist Federated Soviet Republic" in 1918, the political turmoils prevented the Primorskii region from constructing the archival system. However, A. P. Georgievskii and his colleagues made desperate efforts to arrange the archival administration. Thanks to their struggles, the Far Eastern Republic, a buffer state, which existed from April 6, 1920 to November 14, 1922, passed the autonomous regulation, which defined the organization of the committee for the archival administration in the Primorskii region. The Primorskii Krai Archive originated from the committee. As the international situation became aggravated in the East Asia, the Soviet government made a decision to evacuate the records from the Far East region to the western Siberian cities like Tomsk, Omsk and Minusinsk. It was on August 1943 that the Central National Archive of the Far East of RSFSR was established in Tomsk. After the end of the Second World War, the main archival institutions of the Primorskii Krai, that is, the Central National Archive of the Far East of RSFSR and the Primoskii Krai Archive have played an important role in the archival administration in this region. The archivists have not only prepared the catalogues, but also proceeded the descriptions of the archival collections. Furthermore, the archival institutions of the Primorskii Krai have published a series of archives and contributed to the development of the archival system in the Far East of the Russian Federation. It might be concluded that the archives of the Primorskii Krai, reaching were the products of the desperate efforts which the archivists of this region made from the 19th century to the present day, regardless of the political changes.

The historical contexts and structure of records & archives management system of Korea (한국 기록관리체제 성립과정과 구조 -정부기록보존소를 중심으로-)

  • The purpose of the present study lies in understanding the historical context as well as regulatory and administrative restraints of records and archival management system of Korea, with the case of Korean Government Archives and Records Service(GARS). Insights gained from the historical analysis of GARS are expected to provide strategies to develop and reinvent GARS so that the national agency could be the basis of reforming Korean archival system in the future. The present study firstly reviews historical context of 1960s and 1970s, during which GARS was established, as well as its role and hierarchical standing in Korean administrative system. Second, its organizational system is analyzed, focusing on the extent of its specialization and organizational independence. Third, the study proposes to develop strategies to reinvent GARS through reinforcing the public records and archives management act(1999).

A Study of Archival Authority Records for Corporate Bodies (기록물을 위한 단체 전거레코드 연구)

  • Many problems of archival description in new environments can be solved by building archival authority databases. This study examines function and structure of archival authority records comparing with library authority records, and analyses the archival authority records in NARA system and Australian CRS System which accepts dynamic description process for archival records. Based on these investigations, some development directions for national archival authority database are recommended.

German Historicism, Positive Historical Science and the Establishment of Archival System of the 19th Century: Ranke, Sybel, Lehmann and the Principle of Provenance/Original Order (19세기 독일의 역사주의 실증사학과 기록관리 제도의 정립: 랑케, 지벨 그리고 레만과 출처주의/ 원질서 원칙)

  • This article shows how the tradition of German historicism and positive historical science contributed to the establishment of German archival system, especially the principle of provenance and original order. The theory of historicism focused on the recognition and realization of the individuality of the history as a whole unit which is made up of the mutually and organically organized cultural entities. The theory of historicism as this kind of world view got its academic basis from the methodology of the positive historical science, namely the critical reviews on the archival sources which exist in mutually and organically organized record entities. In this context, the scholars of the historicism saw the establishment of the efficient archival systems as necessary. To some great degree, the emergence of the principle of the provenance and original order was its logical result. The author of this paper tried to highlight this point of view historically, on the basis of the activities of Ranke, Sybel and Lehmann around and in the Prussia Privy State Archives throughout the 19th century.

  • This study aims to design and implement RSS-based archival information service system for activating online-based archival information circulation and providing personalized archival information services. To achieve the goals, XML document formats and database schema for four selected items are designed and implemented. Also, an performance of the implemented service system is evaluated to with a general web browser.
