This study begins by examining the reason for the lack of urban planning that takes the water cycle into consideration. While there are institutions that support environmentally friendly development or smooth water circulation, these designs are not reflected in planning nor in the real world. After reviewing foreign case studies, policy suggestions and possible policy implications for Korea are derived. In Korea, there is not a sufficient level of relevant laws or institutions systematically established to make it possible to deal with rainwater in a decentralized way. Instead, facility standards or guidelines are considered separately for the control of water and for preventing natural disasters. And even though an environmentally friendly approach is stipulated in relevant laws in terms of spatial planning, there are no planning systems or implementation tools to actualize this kind of approach. The factors that make decentralized rainwater management possible in urban planning are analyzed based on the case study of Germany. Germany requires developers to plan in order to achieve ecological urban development. In addition, as a detailed implementation tool to promote conservation of the water cycle, the law provides for various kinds of measures such as restrictions on the proportion of impervious surface area according to the use of the land, required compensation measures for environmental degradation following development, introduction of a fee for rainwater runoff and the establishment of ecological landscape planning. The actual reason these measures can be implemented however is the provision of planning guidelines and design criteria for rainwater utilization, absorption and containment, and the construction of a database for various environmental information.
The Product Carbon Footprint Labeling has been run for more than four years by the Ministry of Environment and there are number of products labeled by KEITI(Korea Environmental Industry & Technology Institute), as for declaring products with their carbon emission during life cycle stages. There are several categories for certifying products by the characteristics of usage. Building products which are applied to a building as combined components or elements, are classified as production goods which means that the products are chosen by a business, not by a final consumer. In this paper, current status of PCF labeling has been reviewed focused on building products and the characteristics of carbon emission by a kind of product such as interior products, window products, structural products, system products and others. Until Dec. 2013, 82 products has been labeled and it covers about 53% among labeled product goods by the certification. Among the labeled building products, interior products are main products. From the results of comparison, variations of emission amounts by products have been found and the cause of variation could be explained by the purpose and material properties of products. However, the exact reason for variations cannot be acquired because of lack of information and the short operation period of the certification program. Further studies and more products are needed to be studied and analyzed focused on the emission characteristic by each product and to suggest reduction technologies for sustainable building products.
Starting in modern times by Le Corbusier, architectures made by concretes are still developing in these times. For several decades, the shape of box architecture has been the most familiar type of buildings. Of course "The concrete is the type of box building" isn't always right, but what we have most seen was the buildings which has been stylized and made by concretes. Through modern times to these days based on international style and functionalism, the type of box building was the most effective and good profit type of architecture which has not disregarded the capitalism. Free-form building are becoming a common place, and many of these are designed and constructed using sophisticated techniques. The main technique being used is Generative Technology of Form for free-form construction. People's interest is growing in this, and it is becoming widely used both abroad and domestically. The purpose of this paper is to investigate the use of Generative Technology of Form which is a digitally adapted design methodology in architecture. The digital design process used for contemporary buildings share many typical features that exist within a standard digital template, but also an increasing amount of mass customization that has to be produced at an additional cost. This paper will summarize these features in terms of free-form architecture, and in terms of the digital design process. In fact, 3D models have to be conceded as main design products considering features of Free Form Design Architecture. However it is practical to design twice over, because all forms of architectural drawings are 2D. From now on, design of Free Form Design Building is not to separate between design process and practical process, but to compound them as unified design system applied the process to communicate information interactively. For this, it should be required to impose unified digital design process and perform researches about effective way to apply in the field of Free-form Design Architecture.

In recent years, the relationships and inter-dependencies between the countries in East Asia have deepened, and the vision for regional cohesion such as the East Asian Community have been gradually elaborated. A Grand Design for Northeast Asia is one of these comprehensive visions that aim to improve and develop international infrastructure through cooperation in the field of transportation, energy, environment, and information technology. This study paid attention to the possibility for a system for regional cohesion and cooperation in spatial development in East Asia, and analyzed the roles of the ESDP according to the requirements of the East Asian situation. As a result, it was understood that while the development of infrastructure is a main stream in the case of the regional cohesion in East Asia, the cooperative visions for the conservation of natural and cultural heritage, which are being positioned as an important policy in the EU, have not been seen. It is a very important subject to promote the policy cohesion/cooperation on the conservation and management of natural/cultural heritage and the development of tourism infrastructure for the sustainable development of East Asia, considering the trends in the growth of the interchange population and tourism market in East Asia. It was discussed that the role of research networks like the International Landscape Architectural Symposium of Korea, China and Japan is becoming important in supporting this policy cohesion and in grasping the present conditions and trends of the spatial development of these counties.
