양식어업 어장관리선에 승선하는 어선원의 안전사고 위험요인 분석 (Analysis of risk factors for safety accidents for fisher onboard aquaculture fisheries management vessel)

  • This study aimed to quantitatively analyze the risk using data from 329 safety accidents that occurred in aquaculture fisheries management vessels over the recent five years (2018-2022). For quantitative risk analysis, the Bayesian network proposed by the International Maritime Organization (IMO) was used to analyze the risk level according to the fishing process and cause of safety accidents. Among the work processes, the fishing process was analyzed to have the highest risk, being 12.5 times that of the navigation, 2.7 times that of the maintenance, and 8.8 times that of the loading and unloading. Among the causes of accidents, the hull and working environment showed the highest risk, being 1.7 times that of fishing gear and equipment, 4.7 times that of machinery and equipment, and 9.4 times that of external environment. By quantitatively analyzing the safety accident risks for 64 combinations of these four work processes and four accident causes, this study provided fundamental data to reduce safety accidents occurring in aquaculture fisheries management vessels.

  • Currently, environment-friendly and sustainable fisheries are one of the major issues among fisheries authorities. A variety of alternative management policies and projects are going on to enhance fisheries management systems and fishery resources such as a TAC management program and a VDS (Vessel Day Scheme) management scheme for distant water fishing nations in Western and Central Pacific Fisheries Commission (WCPFC) convention area. These kinds of efforts among fisheries management authorities are aimed at limiting fishing capacity or fishing power. In terms of fisheries management, Fishing capacity and fishing power have increased the importance of the impact on a fishery and level of the resources. Increased fishing capacity and fishing power have caused not only depletion of fisheries resource, but also additional fishing cost. therefore, there is a clear need for authorities to manage fishing capacity and fishing power. It is also help ensure the conservation and sustainability of the fishery resources. Because of lack of data, absolute fishing power is difficulty to measure. The notion of relative fishing power is frequently used. In this study, relative fishing power was assessed using Mastuda (1991) method for fishing power index. The raw data for assessment was based on fishermen's logbook data from sampled fishing vessels in coastal snow crab gillnet fishery. Data Envelopment Analysis (DEA) method was used to assess fishing capacity. DEA is a linear programming methodology to measure the efficiency of a set of entities called Decision-Making Units (DMUs). It was recommended by FAO for assessing capacity in fisheries.

새만금방조제 건설로 인한 조업구역의 변경이 전라북도 근해형망어업의 패류어획량에 미치는 영향 (Influence on the catch of shellfish by offshore dredge fishery according to change fishing area to the construction of the Samangeum Dike in Jeollabuk-do, Korea)

  • The maximum sustained yield (MSY) of shellfish caught through dredge fishery was 7,250 to 7,490 MT from 1990 to 1999, which was not affected by the construction of the Saemangeum Dike. The MSY from 2000 to 2016, under the influence of the dike, was 1,716 to 1,776 MT when the total annual fish catch was 1,000 MT or more, and 289 to 336 MT when it was less than 1,000 MT. The construction of the Saemangeum Dike led to a decrease in the catch volume of the offshore dredge fishery in Jeollabuk-do, to 4.2 to 23.7% of that before its construction. The allowable biological catch (ABC) was estimated to be 313 to 1,532 MT per year, which was about 72.3 to 94.3% less than before the construction of Saemangeum Dike. Currently, the dredge fishery in Jeollabuk-do relies on comb pen shells. For fishery management, the catch per vessel should be set at 51.0 MT/year or less, and the number of fishing vessels should be reduced to 22 as quickly as possible. Besides, in the long term, the number of current fishing vessels should be reduced to less than half in consideration of the comb pen shell collecting period in Jeollabuk-do.
