The purpose of this study was to suggest directions for developing a Health Promotion Program for the elderly in Korea for the future. For this, twenty previously developed & implemented health promotion programs were reviewed and analyzed in terms of target population of the program, components of the program, measurement variables for effects of program, the effects of the program. The results were as follows. 1. Most of the target populations were older adults living independently in the community. 2. Components of the program were health education, health assessment and counseling and exercise program. - Health education was done in most of programs. The topics of health education that were often included in the programs were life style changes, medical knowledge, independent living, the concept of health promotion and changes related to aging. - In health assessment and counseling, health professionals discovered their health problems through health assessment or health risk appraisal. Then they developed health recommendations on each health problem and encouraged the elderly to implement the recommendations. 3. Variables measuring the direct effects of the program were health behavior, knowledge, attitude, skill, use of medical/health reference book. Variables measuring the indirect effects, biometric outcome, health status, functional status, medical service utilization, medical cost and wellbeing. 4. The analysis showed that health education was effective for changing health behaviors, improving knowledge, skill and attitude in the elderly. Those results were suggested to be used as guidelines for developing a health promotion program for the elderly in Korea for the future.
Background & objective: The Korean government has expanded its benefit coverage to enhance patients' access to orphan drugs and cancer medicines. However, the number of new drugs whose indications were not applied to reimbursement in health insurance was increased. This study aimed to understand the perspectives of experts and various stakeholders on the introduction of a new funding program for cancer treatment and orphan drugs. Methods: We conducted email surveys comprising 19 questions, from September 9 to 26, 2016. We distributed questionnaires to members of the Pharmaceutical Benefit Appraisal Committee and Cancer Assessment Committee. We also conducted a qualitative study through group interviews with stakeholders, including pharmaceutical companies and some patient groups for diseases. Results: A total of 35 survey respondents recommended the introduction of a funding program for orphan drugs, whereas 66% recommended the launch of funding for anticancer drugs. In addition, most pharmaceutical companies and patient groups recommended the introduction of new funding programs targeting patients with cancer and rare diseases. However, some participants asserted that it would be more appropriate to modify the existing reimbursement scheme than launch new funding. Conclusion: This study concluded that introducing new funding needs a social consensus to relieve financial hardships at the patient level.
This study was carried out to assess the variations of water quality caused by the dam construction on the river. Six dams-Yongdam, Miryang, Hoengseong, Boryeong, Jangheung and Buan- constructed recently in Korea were selected for the study. Chemical oxygen demand(COD) was increased in the initial stage of water storage at dams compared to the lotic(river) environment, but after 3 years it was maintained lower and stabilized concentrations. Five dams except for Jangheung Dam were maintained Ia~Ib grade conditions under the water quality criteria of Korea. The concentrations of total nitrogen(T-N) were decreased under the lentic(reservoir) environment compared to the river status. Total phosphorus(T-P) was decreased 13~63% at the reservoir condition. We concluded that increase of COD concentration was due to the debris organic materials of the land, but temporary phenomenon. T-N and T-P concentrations were decreased at the lentic condition compared to the lotic.
The purpose of this research is to analysis the application of the ISG(Index of Streetscape Greenness) in EIA through case study of Seoul. ISG is a new index which directly expresses human's perceptions of plants in a street and is defined as the area ratio of which leaves of plants occupy an eye-level view of a person standing on the center line of a street. In this research the 42 cases of 3 step reports such as plans, drafts, and final reports which had been passed through the EIA procedure of Seoul were analyzed. The results are as follows: In the drafts frequent mistakes or errors such as unsuitable picture composition, unsuitable sample points, inconsistency of the simulation result with the planting plan, and insufficient numbers of analysis were found, but almost of them were corrected in the final reports. In the most of final reports, the 30% of minimum requirement was satisfied. At all cases the changes of the ISG values were clearly positive. Finally the average current ISG was 19.6%, meanwhile the average proposed ISG was 35.4%. It was verified that the ISG is very practical index to promote green streetscape, but in order to guarantee an achievement a thorough investigation of reports are needed.
본 연구에서는 본 학회지(제9권, 제5호 (2010년 10월))에서 발표한 교통약자보호시스템이 설치되어 있는 지역에 대한 어린이 지킴이 서비스 만족도 평가기준을 단순한 보호자 만족도 평가에서 벗어나 객관적인 구축평가 기준으로 정립하였다. 또한, 인식장치를 신규배치하기 위한 지역에 대해서는 사전 예측평가를 실시하여 인식장치 적정배치에 판단근거로 삼아 효율적 예산집행이 가능하도록 하였다. 시스템 구축평가에서는 가장 기본이 되는 최대 안심 거리는 72.2m로 나타났다. 이를 토대로 위험도개념을 도입하여 심리적위험도와 사고위험도를 종합한 위험도 순위에 따라 인식장치를 인식장치 배기거리에 맞게 배치하는 방식으로 향후 사업이 진행될 수 있도록 평가기준을 제시하였다. 평가기준에 의거 사례지역에 대한 종합위험도 평가결과 시범사업 후 종합위험도가 35.2% 감소한 것으로 평가되었다. 또한, 예산 규모 내에서 인식장치를 배치기준에 의해 설치할 경우 전체적으로 위험도가 33.1% 낮아져 예산규모는 당초 시범사업보다 21.9% 적게 투입하고도 종합위험도는 당초 시범사업의 94% 수준까지 낮출 수 있어 본 연구에서 정립한 위험도에 따른 인식장치 배치방법이 종합위험도 감소와 예산절감에 향후 효과적으로 적용될 수 있음을 알 수 있었다.
This paper provides two case studies of environmental impacts with socio-economic values. The first case is on flood protection levees conducted from 2003 to 2004 in Phu Tan district, An Giang province. The impacts were found by comparing full flood protection levees area (FFPL) to non-full flood protection levees area (NFFPL). Participatory Rural Appraisal (PRA) tools per each group of rich, middle, and poor people were used to list the impacts. Then, major impacts were selected by ranking and interviewing 60 households per site, and assessed by Cost Benefit Analysis (CBA) in rice production from 1996 to 2002 between two areas. The tested research indicated moving system of NFFPL to that of FFPL lost about 11 million VND/ha/year. The second case is on impacts of Penaeid shrimp farming conducted in Duyen Hai District, Tra Vinh Province in 2004-2005. Ninety households and 12 local officials were interviewed. Four PRAs were conducted and 36 water samples were taken inside and outside shrimp pond to measure values of DO, COD, Fe total, TSS, N-$NO_3{^-}$, N-$NH_4{^+}$, P-$PO{_4}^{3-}$, and Chlorophyll-a. Research results showed only 36.7% of the households got profit from shrimp farming. Highest financial efficiency was 0.72 for the semi-intensive system. Tested water indicators showed surface water quality did not match Vietnamese standard for surface water in coastal area (TCVN 5943-1995) and in rain. The water was very muddy and contaminated by organic aluminum. Summarily, the impacts were clarified more obviously via adding socio-economic values to assessment. Importantly, the values were transformed to household's income which is an indicator for policy-makers to consider the impacts obviously. Besides, data of different group of people impacted are cases contributing to consideration of the impacts in an appropriate social level.
This study was carried out to investigate the effect of EFDC hydrodynamic result on the WASP7.3 water quality modeling result in accordance with the change of number of grid for the dam reservoir to be constructed. The simulated flow and BOD, T-N and T-P loads by the HSPF watershed model was used for boundary conditions and the hydrodynamic modeling results was linked with WASP model to predict future water quality after dam construction. The scenarios for EFDC modeling were composed of Scenario 1(141 grid cells) and Scenario 2(568 grid cells). The results of Scenario 2 showed that BOD, T-N, T-P and Chl-a concentrations were decreased 0.073mg/L(8.5%), 0.032mg/L(2.6%), 0.003mg/L(6.8%), 0.644mg/L(4.2%) compared with those of Scenario 1, respectively. As number of grid cell increased, water quality concentrations were decreased and also it caused the longer running time. Therefore, this study suggests that the consideration of the geometry of water body is more important than the number of grid cells for the prediction of water quality of a dam reservoir in EIA.
This study makes an attempt to appraise how much successful both (Ham-Pyung) Butterfly Festival and (Mu-Ju) Firefly Festival are in the view point of ecology-friendly effects, and based on this appraisal, searches for desirable and developmental directions of other eco-festivals. The empirical analysis of the study shows that even if the Butterfly Festival turns out to be more famous than the Firefly Festival, the latter is confirmed to be more eco-friendly than the former. The fact that the latter is more eco-friendly seems to be due to the fact that the subject matter, that is the theme, of the festival is the fireflies which are not only natural monuments but also peculiar in-site-resources specific to Mu-Ju. This fact suggests that the other eco-festivals, newly emerging ones in particular, need to find and designate in-site-resources inherent in their regions as the theme, as far as possible.
불확실한 지반의 상태는 항상 터널 건설에 있어서 많은 문제점을 일으킨다. 그러므로 새로운 터널의 건설에 앞서 위험에 대한 평가가 필요하다. 이 논문은 수정된 안정계수를 이용한 간편 위험도 평가 시스템인 URI(Underground Risk Index)를 제안하였다. URI의 평가요소들은 각 요소의 등급에 따라 점수화하여 분석함으로서 설계단계에서 위험 가능성에 대한 평가에 이용이 가능하도록 하였으며, 기존의 Interaction Matrix에서 8개의 설계 요소 중(RQD, 일축압축강도, 풍화도, 안정계수, 토피고, 지하수위, RMR, 투수계수)안정계수 산정방법을 수정하여 보다 신뢰성을 높였다. 또한 현장적용에 대한 신뢰성을 검증하기위하여 URI 시스템을 실제현장에 적용하였다.
수변지역은 하천의 수질 및 수생태계의 보전과 수변경관의 훼손 방지 특히, 안정적인 상수원의 확보를 위하여 다양한 정책과 계획이 수립되어 왔다. 그럼에도 불구하고 상수원보호구역과 수변구역 등 특정지역을 제외한 수변지역은 소규모 개발사업이 무분별하게 입지하게 되면서 하천의 수질 및 경관을 훼손되고 있다. 본 연구에서는 사업유형별로 동 식물, 지형 지질, 경관, 수질 등의 측면에서 예상되는 환경영향을 분석하고, 환경적 영향 정도에 따라 3-12점까지의 환경점수를 부여하여 중점검토사업과 일반검토사업, 간이검토사업 등으로 구분하였다. 마지막으로 사업유형별로 예상되는 환경영향을 회피하거나 최소화할 수 있도록 평가항목별로 평가기준을 마련하여, 수변지역의 소규모 개발사업을 합리적으로 규제하여 친환경적 개발이 이루어질 수 있도록 하였다.
