가치기반 체계에 근거한 의료기술평가: 영국 NICE의 신뢰 지향적 가치판단 과정을 중심으로 (Health Technology Assessment and Appraisal: Lessons from Reliability-Based Health Technology Appraisal in NICE, England)

  • This paper is a general review contextualizing the state of the domestic health technology assessment. The aim of the paper is to present an overview of health technology assessment in Korea based on examining clinical efficacy as well as cost-benefit analysis, and to suggest the issue of appraisal based on social value. We have included a discussion of a major case study of the technology appraisal process of NICE (the National Institute for Clinical Excellence) in the UK. The review of the existing process of NICE shows that the appraisal both gives interest in health technology a sense of value perspective and raises methodological issues in terms of reliability. Details of the appraisal process and several guidelines for best practice have emerged. Suggestions are listed and their role in assessing is explained as a conclusion.

Psychological Impact of Health Risk Appraisal of Korean Women at Different Levels of Breast Cancer Risk: Neglected Aspect of the Web-based Cancer Risk Assessment Tool

  • Objective: Health risk appraisal is often utilized to modify individual's health behavior, especially concerning disease prevention, and web-based health risk appraisal services are being provided to the general public in Korea. However, little is known about the psychological effect of the health risk appraisal even though poorly communicated information by the web-based service may result in unintended adverse health outcomes. This study was conducted to explore the psychological effect of health risk appraisal using epidemiological risk factor profile. Methods: We conducted a randomized trial comparing risk factor list type health risk appraisal and risk score type health risk appraisal. We studied 60 women aged 30 years and older who had no cancer. Anxiety level was assessed using the Spielberger State-Trait Anxiety Inventory YZ. Results: The results of multivariate analysis showed that risk status was the independent predictors of increase of state anxiety after health risk appraisal intervention when age, education, health risk appraisal type, numeracy, state anxiety, trait anxiety, and health risk appraisal type by risk status interaction was adjusted. Women who had higher risk status had an odd of having increased anxiety that was about 5 times greater than women who had lower risk status. Conclusions: Our findings indicate that communicating the risk status by individual health risk appraisal service can induce psychological sequelae, especially in women having higher risk status. Hospitals, institutes, or medical schools that are operating or planning to operate the online health risk appraisal service should take side effects such as psychological sequelae into consideration.

  • 소프트웨어에 대한 저작권 분쟁에서 통상 감정절차를 거치는데 이 과정에서 상당한 기간이 소요되고 있는 점은 신속한 재판받을 권리를 구현함에 있어 장애로 지적된다. 이에 실무적으로 소프트웨어 감정 절차를 간이절차로 운영하고자 하는 논의가 오랜 기간 있어왔다. 기존의 논의는 주로 감정절차에 투입되는 자원을 줄이는 방식에 따르고 있는데, 이러한 방식은 필연적으로 감정을 통하여 도출되는 결과에 차이를 가져올 수밖에 없다. 이에 간이절차의 본질적 성격 및 재판 과정에서 소프트웨어 감정의 역할을 중심으로 기존 논의되던 소프트웨어 감정의 간이절차 운영에 대해 검토하였다.

  • Performance appraisal system is to evaluate employee' work performance, work ability and work attitude. It becomes a important foundation of personnel management. This system's goal is to accomplish employee ability development. The purpose of this study is to make some contributions in order to efficient performance appraisal system of hotels by analyzing the problems of current performance appraisal system. The suggestions for efficient performance appraisal system are as follows: 1. Performance appraisal by job analysis. 2. Though evaluators' training for objective assessment. 3. The assistance system of appraisal results for employees. 4. Magnifying use of appraisal results. 5. Object management strategy by using self-rating.

An Overview of Time Estimation in the Appraisal of Completeness for Software

  • The completeness appraisal of software is performed in various forms, such as assessing the completion level in the development process, calculating the defect rate, estimating the development cost, and calculating the redevelopment cost. Along with this, the problem that is often dealt with is estimation of the development time. Even in a dispute over completeness due to delays in software development, issues of calculating an appropriate development time required to develop a delivery software or a development time required for change requests are often included in the appraisal request. In this paper, we introduce the procedure and method for estimating the appropriate project time of software development so that the appraiser can be applied to the appraisal work for determining the completeness. The method is based on the manual for calculating the appropriate project period of software development project.

  • 2016년 3월 29일 개정된 민사소송법은 감정절차에 관한 변화를 가져왔다. 감정인의 의무 신설, 감정진술 방식의 변화, 비디오 중계를 통한 감정인신문 도입 등과 같은 제도 변화는, 그 동안 제기되어 온 소송절차 상 감정이 갖는 문제를 절차적으로 개선하는데 초점을 맞춘 것 이다. 이러한 변화는 민사소송 절차의 틀 안에서 이루어지던 저작권 감정 절차에도 영향을 미치게 된다. 이에 감정절차에 관한 민사소송법 개정이 저작권 감정절차에 미치는 문제, 즉 감정인 추가지정과 위임금지 문제, 복수감정 운영의 문제, 참여 전문가 공개 문제, 감정인 체계의 밀접성 문제 및 전문분야의 일치 문제에 대한 실무적 대응방안을 살펴보았다. 이를 통하여 저작권 감정 절차와 소송 절차 간 절차적 정합성을 확보하고 효과적인 감정 절차를 확립하기 위한 논의의 시작이 될 수 있을 것으로 본다.

SW감정에서 완성도와 기성고의 의미 및 산출 방법 (Meaning and Computation of Completeness and Payment in SW Appraisal)

  • 본 논문에서는 SW감정에서 많이 사용되는 완성도와 기성고의 용어의 정의를 재조명하고, 최근 SW분쟁에서 요구하는 완성도와 기성고의 의미와 산출 방법을 제시한다. 일반적으로 SW감정에서의 완성도는 최종 구축/구현된 SW의 기능상의 완성된 정도를 의미하고 있으며, 기성고는 개발비를 정산하기 위하여 현재까지 완료된 산출물 또는 기능을 기반으로 비용을 산출하는 것을 의미한다. 따라서 완성도는 최종적으로 개발 완료된 제품/산출물의 기능이나 인터페이스를 기준으로 판단하며, 기성고는 SW개발 단계별로 산출물 및 투입된 비용으로 산출된다. 최근에는 SW감정이 복잡해지고 완성도와 기성고에 대한 요구사항이 구체적으로 변화되고 있으므로, 본 논문에서는 각 용어의 의미와 목적을 다시 살펴보고 그 산출 방법을 제시한다.

Primary care에서 지역사회 건강과 사회적 요구사정을 위한 Rapid appraisal 경험 (Experiences with Rapid Appraisal to Assess Health and Social Needs in Primary Care)

  • 본 연구의 목표는 rapid appraisal의 사용을 통한 지역사회의 건강과 사회적 요구들을 알아내고 이들의 우선순위를 파악하여 지역주민과 써비스 제공자들 사이에 활동계획을 만들기 위함이다. 자료 수집은 Rapid appraisal의 정보피라미드를 통한 primary care team에 의해 3개의 자원들인 지역사회내 기존자료들과 지역 내에서 많이 사용해왔던 반 구조화된 면담지, 방문과 크리닉을 통한 직접 관찰로 자료수집을 하였다. 반 구조화된 면담지는 pilot study하고 검증한 후 사용하였다. 자료수집 대상은 Northern General hospital내에 등록되어진 100가구의 도시영세민 주택에 거주하는 자로 하였다. 결과로 면담자 들과 focus groups은 지역사회 내 지역건강요구들을 만나고 알아내며 건강뿐만이 아닌 사회적인 많은 변화가 요구되는 건강관련 우선순위를 알아내는 첫단계로써 rapid appraisal의 사용이 유용하다. 결론적으로 Rapid appraisal은 지역사회 내 Primary care에서 muti-displinary approach를 촉진하여 건강에 영향하는 다양한 요인사정의 질적인 방법으로 변화를 위한 행동 계획을 세우는데 좋은 평가 방법으로 확인되었다.

A Study on Performance Assessment Methods by Using Fuzzy Logic

  • Performance assessment was introduced to improvement of self-directed learning and method of assessment for differenced learning as the seventh educational curriculum is enforced. Performance assessment is overcoming limitation about problem solving ability and higher thinking abilities assessment that is problem of a written examination and get into the spotlight by way for quality of class and school normalization. But, performance assessment has problems about possibilities of assessment fault by appraisal, fairness, reliability, and validity of grading, ambiguity of grading standard, difficulty about objectivity security etc. This study proposes fuzzy performance assessment system to solve problem of the conventional performance assessment. This paper presented an objective and reliable performance assessment method through fuzzy reasoning, design fuzzy membership function and define fuzzy rule analyzing factor that influence in each sacred ground of performance assessment to account principle subject. Also, performance assessment item divides by formation estimation and subject estimation and designed membership function in proposed performance assessment method. Performance assessment result that is worked through fuzzy performance assessment system can pare down burden about appraisal's fault and provide fair and reliable assessment result through grading that have correct standard and consistency to students.
