This study is to verify the applicability of statistical models in predicting flood frequency at the stage gaging stations of which the flow is under natural condition in the Han River basin. The results of the study show that the statistical flood frequency models were proven to be fairly reasonable to apply in practice, and also were compared with sampling variance to calibrate the statistical efficiency of the estimators of the T year floods Q(T) by two different flood frequency models. As a result, it was showed that for return periods greater than about T = 10 years the annual exceedance series estimators of Q(T) has smaller sampling variance than the annual maximum series estimators. It was showed that for the range of return periods the partial duration series estimators of !(T) has smaller sampling variance than the annual maximum series estimate only if the POT model contains at least 2N(N : record length) items or more in order to estimate Q(T) more efficiently than the ANNMAX model.

The objective of this study is to induce the design floods by the methodology of L-moment including test of homogeneity, independence and outlier of the data of annual maximum flood flows for 12 water level gaging stations of South Korea. To select appropriate distribution of the data for annual maximum flood flows, the distributions of Wakeby and Kappa are applied and the appropriateness is judged by Kolmogorov-smirnov (K-S) test. The parameters of selected Wakeby and Kappa distributions are calculated by the method of L-moment and the design floods are induced. Through the comparative analysis using the relative root mean square errors (RRMSE) and relative absolute errors (RAE) of design floods, the result shows that the design floods by Wakeby distribution are closer to the observed data than those obtained by the Kappa distribution.

This paper is to induce design floods through L-moment with 3 and 4 parameter Kappa distributions including test of independence by Wald-Wolfowitz, homogeneity by Mann-Whitney and outlier by Grubbs-Beck on annual maximum flood flows at 9 water level gaging stations in Han, Nakdong and Geum Rivers of South Korea. After analyzing appropriateness of the data of annual maximum flood flows by Kolmogorov-Smirnov test, 3 and 4 Kappa distributions were applied and the appropriateness was judged. The major purpose of this study is to develop a regionalized regression model, which predicts flood peaks from the characteristics of the ungaged catchments, through the regional flood frequency analysis for the selected stage gauging stations located on several natural rivers of Korea. The magnitude and the frequency of flood peaks with specified recurrence intervals were estimated from the flood frequency analysis on the 28 selected stage gauging stations distributed on the five major rivers of Korea. The results of the analysis were compared with the predictions from the two different flood frequency models. From the statistical evaluation of these models, it was revealed that the POT model (Peaks Over a Threshold model), which is based on the partial duration method, is more effective in predicting flood peaks from short period records than the ANNMAX model (ANNual MAXimum model) which is based on the annual maximum series method. A regionalized regression model was developed to facilitate the estimation of design floods for ungaged catchments through the regression analysis between flood peaks and the topographic characteristics of the catchments assumed to be important in runoff processes. In addition to this, the correlation diagrams are presented which show the relationships between flood peaks with specified recurrence intervals and the major characteristics of the catchments.

The evidence of changes in the climate system is obvious in the world. Nevertheless, at the current techniques for flood frequency analysis, the flood distribution can not reflect climate change or long-term climate cycles. Using a linear regression and a Mann-Kendall test, trends in annual maximum precipitation and flood data for several major gauging sites were evaluated. Moreover, this research considered incorporating flood trends by climate change effects in flood frequency analyses. For five rainfall gauging sites (Seoul, Incheon, Ulleungdo, Jeonju, and Gangneung), upward trends were observed in all gauged annual maximum precipitation records but they were not statistically significant. For three streamflow gauging sites (Andong Dam, Soyanggang Dam, and Daecheong Dam), upward trends were also observed in all gauged annual maximum flood records, but only the flood at Andong Dam was statistically significant. A log-normal trend model was introduced to reflect the observed linear trends in annual maximum flood series and applied to estimate flood frequency and risk for Andong Dam and Soyanggang Dam. As results, when the target year was 2005, 50-year floods of the log-normal trend model were 41% and 21% larger then those of a log-normal model for Andong Dam and Soyanggang Dam, respectively. Moreover, the estimated floods of the log-normal trend model increases as the target year increases.

In this research, various characteristics of South Korea's design flood have been examined by deriving appropriate design flood, using data obtained from careful observation of actual floods occurring in selected main watersheds of the nation. 19 watersheds were selected for research in Korea. The various characteristics of annual rainfall were analyzed by using a moving average method. The frequency analysis was decided to be performed on the annual maximum flood of succeeding one year as a reference year. For the 19 watersheds, tests of basic statistics, independent, homogeneity, and outlier were calculated per period of annual maximum flood series. By performing a test using the LH-moment ratio diagram and the Kolmogorov-Smirnov (K-S) test, among applied distributions of Gumbel (GUM), Generalized Extreme Value (GEV), Generalized Logistic (GLO) and Generalized Pareto (GPA) distribution was found to be adequate compared with other probability distributions. Parameters of GEV distribution were estimated by L, L1, L2, L3 and L4-moment method based on the change in the order of probability weighted moments. Design floods per watershed and the periods of annual maximum flood series were derived by GEV distribution. According to the result of the analysis performed by using variation rate used in this research, it has been concluded that the time for changing the design conditions to ensure the proper hydraulic structure that considers recent climate changes of the nation brought about by global warming should be around the year 2002.
The study shows the possible use of the index flood frequency curves for an estimation of flood quantiles at ungauged locations. Flood frequency analysis were made for the annual maximum flood data series at 9 available stations in the Han river basin. From the flood frquency curve at each station the mean annual flood of 2.33-year return period was determined and the ratios of the flood magnitude of various return period to the mean annual flood at each station were averaged throughout the Han river basin, resulting mean flood ratios of different return periods. A correlation analysis was made between the mean annual flood and physiographic parameters of the watersheds i.e, the watershed area and mean river channel slope, resulting an empirical multiple linear regression equation over the whole Han river basin. For unguaged watershed the flood of a specified return period could be estimated by multiplying the mead flood ratio corresponding the return period with the mean annual flood computed by the empirical formula developed in terms of the watershed area and river channel slope. To verify the applicability of the methodology developed in the present study the floods of various return periods determined for the watershed in the river channel improvement plan formulation by the Ministry of Construction and Transportation(MOCT) were compared with those estimated by the present method. The result proved a resonable agreement up to the watershed area of approximately 2,000k $m^2$. It is suggested that the practice of design flood estimation based on the rainfall-runoff analysis might have to be reevaluated because it involves too much uncertainties in the hydrologic data and rainfall-runoff model calibration.
This study aims to predict the future flood damage cost of 113 middle range watersheds using 26 GCM outputs, hourly maximum rainfall, 10-min maximum rainfall, number of days of 80 mm/day, daily rainfall maximum, annual rainfall amount, DEM, urbanization ratio, population density, asset density, road improvement ratio, river improvement ratio, drainage system improvement ratio, pumping capacity, detention basin capacity and previous flood damage costs. A constrained multiple linear regression model was used to construct the relationships between the flood damage cost and other variables. Future flood damage costs were estimated for different RCP scenarios such as 4.5 and 8.5. Results demonstrated that rainfall related factors such as annual rainfall amount, rainfall extremes etc. widely increase. It causes nationwide future flood damage cost increase. Especially the flood damage cost for Eastern part watersheds of Kangwondo and Namgang dam area may mainly increase.
