In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

In recent years, the development of weapons systems in the field of defense research and development has become increasingly large, complex, and long-term, and so have budgets and the time spans involved. In order to improve this, the Weapon Systems Requirement Verification Committee, which benchmarked the preliminary feasibility of the private sector, was established to verify the appropriateness of requirements, and the necessity and priority of the projects. This research proposes a methodology for analyzing and prioritizing proposed weapons systems for effective and strategic allocation of defense budget funding. First, the evaluation factors that can be used in the defense sector were assessed by analyzing the related fields. We set the weighting of items by using the analytical hierarchy process for technical risk assessment and technical profitability evaluation. After that, we applied the methodology to 32 weapons systems and analyzed the results. In conclusion, through this study, it was possible to analyze profitability dimensions overlooked in the existing methodology.
The importance of challenging and creative research recently has been increased, risk-taking on the R&D is being needed. The settlement of policy is urgently required in order to protect the result of high-risk research. 'Honorable Failure' is statutory by 'Regulation on the National R&D Program management' to resolve this issue, however its standards and detailed guides are not provided enough or the ministerial funding agencies apply different guidelines, making the researchers on the field confused by far. Therefore this paper reviews the current state of 'Honorable Failure Policy'(saving the 'failed' research despite of its adequate process or performance) and compares with the cases of major countries, then points out following issues; the uncertainty of the criterion, the difference of the main agent performing evaluation, admission of the failure, the utilization of the result of 'failed' research, the vagueness of the range of sanctions and restriction, and the lack of method of inspection and prevention for repetitive failure of the research projects. Finally, this paper proposes the solutions for these issues to improve.
This paper examines government-supported university programs in South Korea over the last decade. To do this, we review the current status and issues of recent programs supported by the Ministry of Education. Thereafter, we draw some lessons and suggest policy implications for improving the effectiveness of government-supported university programs. The issues addressed include 1) low consensus amongst stakeholders in the higher education sector and top-down goal setting led by the government, 2) frequent reshuffling of the structures and contents of programs, 3) ineffectiveness due to redundancy of projects, 4) disparity between 'haves' and 'have-nots' in the higher education system, and 5) an inadequate evaluation system and assessment indicators. We suggest that government-supported programs should be realigned to stimulate the reform of higher education aimed at strengthening its publicness. The role of government needs to transit from 'leading' to 'supporting', while the universities should take initiatives in reforming the higher education system.
PURPOSES : The objective of this study is to investigate the current state of the practice, examining the steps in the process recommended by various agencies and the Asphalt Recycling and Reclaiming Association (ARRA)-namely mix design, structural design, structural capacity evaluation, and material characterization-in order to better understand the implications of hot in-place recycling (HIR). METHODS : In addition, the current practice of state departments of transportation (DOTs) is here reviewed with the purpose of learning from successful past experiences so as to forestall any difficulties that may emerge under similar circumstances. Also, HIR benefits, including reduced costs, improved construction processes, and environmental friendliness are presented, as well as advantages and disadvantages of HIR application. RESULTS : Most of the United States highway system is now deteriorating so that rehabilitation or reconstruction techniques are required for the most distressed roads, taking into account ways to increase the effectiveness of existing budgets. Several options are available in rehabilitating distressed roads, and the choice among these depends on many factors, including pavement distress condition, funding, and design life. Among these techniques, Hot In-Place Recycling (HIR) has emerged as a cost-effective treatment for deteriorated pavements, and has been proven an effective long-term strategy for pavement rehabilitation.

This study analyzes the factors affecting the survival of young start-up companies. A youth start-up company was defined as a company with a founder's age under 39. The study was based on evaluation data from 3,540 companies evaluated by the Technology Guarantee Fund to support youth start-up guarantees during the period from 2012 to 2015. In this study, independent variables were defined as founder characteristics, start-up environment, and start-up strategy, and entrepreneurship, knowledge level, and development capabilities were set as variables for start-up characteristics, competition conditions and comparative advantage with alternatives in the start-up environment, and item novelty, commercialization plan and financing plan were set as variables. For variable measurement, the evaluation index of the youth start-up evaluation model of the Technology Guarantee Fund was used. Management performance was defined as the survival of a company, and the survival of 12, 36, 60, and 84 months was measured based on the occurrence of insolvency registered by the Korea Technology Guarantee Fund. The Cox proportional risk model was used for hypothesis testing. As a result of the analysis, knowledge level and development capability were statistically significant in the characteristics of the founder, and the financing plan in the start-up strategy was statistically significant regardless of the survival period. Among the start-up strategies, the novelty of the item had a positive effect on survival after 36 months. Entrepreneurship was significant only in 12-month survival. The most important order for survival was identified in the order of financing plan, knowledge level, item novelty and development capability, of which the founder's knowledge level in the beginning and the funding plan in the second half had the greatest impact.
Since the year 2000, emphasis has been placed on a more strict evaluation of national academic societies and their journals, which has caused most societies to endeavour to produce higher quality journals and research. Korean Earth Science Society (KESS) should be such an exemplary model. Thus, the purpose of this study was to isolate characteristics of well-evaluated academic societies and explore the direction KESS should proceed to better its educational agents and strengthen its research contributions. Back in 2002, the Korean Research Foundation graded the journal of KESS as an officially qualified journal. It was bequeathed the first institute to be registered in the category of Earth Science. Furthermore, such classification was accepted as national academic classification and Scientific Citation Index through a public hearing executed by the Korea Institute of Science and Technology Evaluation and Planning in 2003. Currently, the Korean Research Foundation is reviewing a proposal to approve Earth Science as a unique citation index category. This proposal is quite crucial in that such an approval would be followed by increased funding and affect the future status of KESS. More support and interest from all members of KESS are required to establish the identity of Earth Science as an independent academic entity.

This study aimed to identify the entire lifecycle of research projects in science and technology. Specifically, it attempted to reveal major research steps and research activities from the beginning to the end of R&D projects. It also investigated information needs, source use and problems scientists encounter in each research step. In-depth interviews with 24 Korean scientists in the fields of bio- and nano-science and technology revealed five major steps of lifecycle, namely idea formation, seeking funding, experiment and analysis, output disseminations, and evaluation. We further identified specific information behaviors and salient communication and research tools in each step.
Scientometrics means the metrics of science, and it plays a role in the measurement of scientists' activities by using research results like papers. Objective numerical values or indicators obtained by scientometric analysis may make a significant contribution to correct evaluation by excluding political or relationship bias or revealing significant researchers or their research fields that have been assessed relatively lower for their performance. In the period when the scale of technology was relatively large, such as for the development of heavy chemistry, it was possible to make a not-bad selection by an assessment made only with the intuition of the assessor. However, it is nearly impossible for experts with a narrow knowledge in a field to judge the direction of change correctly as the current science technology changes rapidly and tremendously. Even in an assessment of research performance of researchers or research institutions, only some notable researchers are able to attract attention owing to the Metthew effect, and the majority who have accumulated research results in depth are not able to receive reasonable research funding. Therefore, it might be natural that there is a growing need for assessment using scientometrics. The purpose of this research is to suggest some applicable scientometric techniques for an assessment of research performance to science and technology researchers and policy planners. In order to accomplish this, we used a frequency analysis of papers and its citations to assess the research performance of researchers, institutions, and countries for OLED technology as a case study. Furthermore, we position detailed technologies for OLED technology as arriving, growing, maturing, and declining technology by utilizing several network analysis techniques, make groups with researchers and institutions of same research interest. And we review the current international joint research of Korea, China, and Japan, who are in a competitive relationship. Also, at the end of each analysis result, we describe what kind of assessment should be available to Korean policy planners and research managers for such scientometric analysis results.
The Korean government's support towards the establishment of leading research hubs at universities began with the initiation of the Science/ Engineering Research Center in 1990. Such efforts to provide support to research organizations have continued for some twenty years in various forms, which implies that building research hubs was critical in acquiring global leadership in research. However, the effect of such research hub nurturing policies has never been properly evaluated, apart from an assessment of their validity. Therefore, this paper analyzes how major programs to form research groups by providing assistance to joint research by researchers at universities are operated, and the characteristics of such programs through comparative analysis with other programs. There are two major focal points in the analysis: the first is the evaluation of the level of differentiation between Research Organization Support Programs (ROP) and other R&D Programs from an efficiency perspective, and the second is an examination of the extent of systematization of research organizations that exist at universities and impact of Research Organization Support Programs on the activities of participating professors from an effectiveness perspective. The result showed that the ROP were no longer only relevant for the formation and maintenance of research groups. Other R&D Programs are growing increasingly larger in scale and conducted over longer periods of time. Thus, the ROP can no longer be differentiated from other programs in research period and size of funding. An analysis on the effect of ROP demonstrated that all activities by participating professors in organizations that were the beneficiaries of group research assistance were more active compared to their counterparts in organizations that received other research support, but there was little difference in the elements of systematization. This implies that the joint research conducted at universities is not systematized and that it is still research based on individual themes but conducted jointly. In addition, it also means that the ROP is failing to effectively lead the systematization of research. In other words, today, university research organizations are not operated as independent, long-term bodies, but are more relevant as a combination of research units of individual professors.
