The purpose of this study is to suggest the effective alternative plan of the human resource training in the new reproduction energy industry, here in Gwang-Ju area. Nowadays, we, Korea is confronted with great changing moment to reform the developmental model in social situation & economical paradigms. Based on the aspect, the study showed that how suitable place to carry out the aims in Gwangju area ; first, the good equipped natural environment for activating is apt to build the new reproduction energy industry. And next, the good skilled human resource training is to get into the newly industry. According, the various policy of educating manpower for activating new reproduction energy industry need to be driven in short and long term.

This study proposed digital close-range photogrammetric technique to measure deformation of I-plate-girder bridge. To compare deformation-measurement using the proposed method, a loading tester is used in the same time. As results, deviations of measuring values between the two methods range from 1mm to 2mm, and we could find-out simultaneously deflection and torsion of I-plate girder by repeated load of train. Then this study verified a measuring feasibility of I-plate-girder deformation by the proposed method. This may be alternative method of precise-stability inspection and manpower inspection.
The aging of the population has a fundamental impact on the national economy, including decline in productive population, atrophy of available funds, slowdown of technological innovation, slowdown of economic growth, and decrease in vitality of society as a whole. Increase of elderly population would lead to increase in elderly welfare consumers, which would also lead to increase the demand for elderly welfare services. However, due to the continuation of the low birth rate, there is a great shortage of human resources who can handle this. In such a situation, the main goal of the elderly welfare system in the future should aim to actively try to design effective policies, prepare systems, and implement services for the problems of the aged society, and to find ways to expand the finances, manpower, methods, and facilities necessary for the welfare of the elderly. Elderly welfare services in Korea have been changed and developed in accordance with socioeconomic changes such as industrialization and urbanization. This study examines the changes in elderly welfare services in Korea by the flow of times and presents a method which utilizes artificial intelligence and Internet of Things in services for the elderly welfare consumers to improve both quality and efficiency.
Background: There have been some concerns related to manual handling of large items in industry. Manual handling operations of large sheet metal may expose workers to risks related to efficiency as well as occupational safety and health. Large sheet metals are difficult to move and burdensome to lift/transfer, and handling the sharp sheet edges may result in contact stress and/or cut injuries on the workers. Methods: Through observation, interview, and immersive simulation activities, a few problems related to current handling of sheet metals were identified. A sheet metal trolley-lifter was then designed and fabricated to address these issues. A pilot study on the use of the developed trolley-lifter for handling sheet metals was conducted to compare between the new and traditional handling methods. Results: The pilot study of the trolley-lifter showed promising results in terms of improving the cycle time, manpower utilization, and working postures compared with the traditional handling method. Conclusion: The trolley-lifter offers an alternative solution to automation and a mechanized assistive device by providing a simple mechanism to assist the handling of sheet metals effectively and safely.

It is our imminent project that we should train young and able manpower to strengthen the international competitiveness under the free trade of agricultural products, to solve the problem of decrease in farm population and of aging people in agriculture. The objective of this research is to suggest an alternative policy plan through the survey and analysis on the controversial issues in loans for starting agricultural business based on the survey of graduates of Korea National Agricultural College from 2002 to 2005. According to the survey, in case of graduates who are not available sufficient fanning capital such as land and agricultural facilities on it, they are not able to get loans from banks in that situation. The survey, as a result, points out that those who are legally required to do farming should be given several special aids by the government such as the improvement of Credit Guarantee Fund System for Farmers and Fishermen and the farming loans conditions for initial farm business, a long term lease of public land, giving a priority in lease-farmland project of farmland bank and allowing loan for working capital for farm management.

Domestic nuclear power plants operate under the establishment of the "Information System Security Regulations" in accordance with the Nuclear Safety Act, introducing and implementing a cybersecurity system that encompasses organizational structure as well as technical, operational, and managerial security measures for assets. Despite attempts such as phased approaches and alternative measures for physical protection systems, the reduction in managed items has not been achieved, leading to an increased burden on security capabilities due to limited manpower at the site. In the main text, an analysis is conducted on Type A1 assets performing nuclear safety functions using Maintenance Rules (MR) and EPRI Technical Assessment Methodology (TAM) from both a maintenance perspective and considering device characteristics. Through this analysis, approaches to re-evaluate the impact of cyber intrusions on asset functionality are proposed.
The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.
The ultimate goal of treatment of carton monoxide poisoning is to promote dissociation of carboxyhemoglobin and to maintain arterial $PO_2$ above 50mmHg throughout the course of treatment to protect vital organs from damage caused by hypoxia. The hyperbaric chamber designed and manufactured for this purpose has obviousely made an enormous contribution and yet has several handicaps to be overcome by any means. These handicaps are: the financial impact to purchase the chamber (especially in a small, remote community), an extra manpower requirement to operate the device, limitation in the capacity of the chamber (one man type), and the possible hazard of oxygen intoxication and dysbarism. The primary objective of this study is to develope a new therapeutic measure as an alternative to the hyperbaric chamber when it is not available or contraindicated. The effect of intestinal perfusion with hydrogen peroxide has been studied by many investigators and was known to be an excellent way of extrapulmonary oxygen supply. the advantage of this method will include; 1) much more amount of oxygen is delivered to the tissue than one would expect from 100% saturation with oxygen at 1 ata, 2) the procedure is simple and most economical, 3) neither sophisticated equipment nor extra manpower is required. As a study preliminary to the clinical application, authors conducted a series of experiment to observe the effect of hydrogen peroxide enema on dissociation of carboxyhemoglobin in intoxicated rabbit blood. Using an animal gas chamber, 20 rabbits were exposed to CO gas of 6,000 ppm for 60 minutes. Ten rabbits of control group were given 10cc of warmed normal saline solution by reactal perfusion and for the other 10 of the experimental group, the same amount of 1% $H_{2}O_{2}$ solution was given by the same way. Two blood specimens were drawn from each rabbit: the first one immediately following the exposure and the second one after rectal perfusion, about 30 minutes after the first sampling. The result was as follows; 1) The decrease in carboxyhemoglobin concentration during the first 30 minutes in the control and experimental group were $18.18{\pm}4.49%\;and\;23.03{\pm}4.13%$ respectively shelving the significant difference (p<0.05) between the two groups. 2) Hemoglobin and hematocrit value showed no significant difference between two groups and not altered significantly by intestinal perfusion with $H_{2}O_{2}$.

The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly's records management organization and analyzed duties of a permanent records management institution based on the "Standard Operating Procedure for Archival Institutions." Moreover, this study discussed the National Archives Assembly's current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.
The World Health Organization and its member states, in 1978, declared that primary health care is a key to attain the goal of Health for All by the goal of Health for All by the yeas 2000. As a member state of WHO, the Republic of Korea has participated in the declaration of ALMA-ATA and committed to put national efforts for devedoping and implementing primary health care approach with the spirit and content of this Declaration. Since 1978, to translate the spirit of the Declaration into realization, Korean goverment has developed a new category of health manpower such as Community Health Practitioners serving people living in remote rural areas and Village Health Workers serving voluntarily their own village, strengthened the function of Health Centers and Health Subcenters through their reorientation and improved the infrastructure by their new construction or renovation. While primary health care is viewed as an essential health care in Korea, there are some circles who follow a narrow definition in referring to the health care at the periphey of a health system, which is erroneous. Considering the PHC is accepted as the best alternative approach to health care to solve problems that modern health systems are facing, we propose the followings as desirable health policy directions that modern health systems are facing, we propose the followings as desirable health policy directions which might translate the persopective into action at the national level after reviewing past and current PHC approach in Korea : 1. To improve the equity through the reduction of gaps between those who have access to health care and those who have not. 2. To reinforce multisectoral approach and intersectoral coordination through the re- establishment of the National Health Council or establishment of equivalent organization at the central level. 3. To stengthen community participation through lacal people's empowerment by leadership training, changing planning process from the top-down approach to bottom-up and giving the priority to human resources rater than technology, 4. To reinforce the Ministries of Health and Social Affairs through upgrading its role and function to Coordinate Ministries which involve human welfare policies, and creating a Division which is in charge of PHC in the Ministry.
