설계.시공일괄입찰공사 및 대안입찰공사의 생애주기비용 분석 및 평가체계 개선방향 (Improvement Directions for Life Cycle Cost Analysis and Evaluation in the Design-Build and Alternative Bidding Projects)

  • The report of the Korean Board of Audit and Inspection(BAI) on May 2007 indicates the problems of Life Cycle Cost (LCC) analysis and evaluation in the Design-Build(Turn-Key) and alternative bidding system. The point which the report indicates is that the cost estimation system for LCC analysis has nothing in common each other and there's no consistency among the repair cycle and ratio per facilities parts. For solving these problems, BAI demands the establishment of the guidelines for LCC analysis and evaluation from the competent authority Korean Ministry of Construction And Transportation(MOCT). The objective of this study is to develop the improvement directions for LCC analysis and evaluation which are suitable to the public construction projects especially for the Design-Build and alternative bidding system in Korea. For this study, the LCC related raws and regulations, LCC analysis guidelines of public cooperations, actual condition of LCC analysis and evaluation which include, the elements of LCC, the estimation rules of the initial cost and the maintenance cost, the analysis standards of time value of money, etc. are investigated to provide the improvement directions for LCC analysis and evaluation.

C2C 옥션 플랫폼 사용자의 충동적 입찰행동에 관한 연구 (Users' Impulsive Bidding Behavior in C2C Auction Platform)

  • Purpose While the popularity of C2C auction platforms such as eBay is gradually decreased, this domain is still undermined to explain online bidding behaviors. Online bidders sometimes engage in impulsive bidding due to some of the online auction characteristics. Therefore, this study develops and tests a model of the impulsive bidding exhibited by online bidders in C2C auction platforms. Based on S-O-R framework, our model posits that both perceived time-pressure and competition intensity affect cognitive absorption which ultimately influences the impulsive bidding. Design/methodology/approach This study collected survey data from 214 C2C auction participants, who have prior experience on impulsive bidding and tested both measurement model and structural model by using CB-SEM (covariate-based structural equation modelling) technique. In this study, by using AMOS 20.0, we tested the measurement model for its overall fit, item reliability, and validity and further conducted the structural model to test our proposed hypotheses. Findings Based on our results, we found that perceived tim-pressure and competition intensity were positively related to cognitive absorption. We also found that the cognitive absorption was positively associated with impulsive bidding behavior. In this study, by developing our research model in S-O-R framework, we provide an alternative theoretical mechanism to describe online impulsive bidding behavior.

  • The aim of this paper is to investigate how the public procurement policy exerts an effect upon the technology innovation of the firm and to make alternative proposals how to reinforce the effect. Although the pubic procurement process based on its monopsonic idiosyncrasy implies the means to lead the firms' supply function, the present system has contributed a little to accelerate the technology innovation. In fact, the system is lacking of the evaluation capability referring to the technological computer among the bidding films. So as to reinforce the function of technology innovation of the public procurement policy, it is necessary to improve the procurement institutions, in particular bidding and contract system. Finally, the paper propose, on the on hand, to enlarge the application range of the total bidding system in order to apply more strictly the technology evaluation standards on bidding, and on the other hand, to multiply the competitive proposal and the incentive contract type.

공공공사 기술형 입찰에서의 낙찰가격에 미치는 요인 분석 (Analysis of Factors Affecting Successful Bid Price in Public Construction Technical Bidding)

  • Purpose - The purpose of this study is to find out any potential factors for explanatory variables when calculating the virtual successful bid rate in case of no collusion. Design/methodology/approach - An empirical analysis was conducted in this study with a regression analysis that included 725 bid samples under the public construction technical type bidding. Findings - The result of the basic analysis showed that there are several factors affecting the successful bid rate. First, collusion variable; second, government variable; third, successful bidder design score variable and the number of bidder variable among bidding features; fourth, turnkey variable based on the alternative method; fifth, civil works variable and plant works variable based on building work; sixth, asset variable and the fourth-quarter performance difference variable. However, the technical proposal method variable among bidding features was found to be statistically insignificant in column(4). Research implications or Originality - The significance of this research is that new variable such as the government variable and the fourth-quarter performance difference variable were added in the regression model, which showed statistically significant research results.

  • 찰자를 선정하는 과정에서 치열한 경쟁이 벌어지게 되며 이때 다양한 부패가 발생될 가능성이 있다. 계약체결후에도 공사금액의 결정과정에서 다양한 부패가 발생되기도 한다. 이러한 건설부패는 건전한 산업의 발전을 저해하기도 하고 그로 인해 다양한 피해를 유발시키기도 한다. 그러므로 건설공사의 투명성을 강화하여 부패를 방지하기 위한 전략을 수립할 필요성이 있다. 따라서 본 연구에서는 입찰계약제도 측면에서 건설부패를 최소화하기 위해 전문가에 의한 낙찰자 선정서비스 도입방안을 제시하고, 다양한 발주방식의 도입, 대체분쟁해결방법의 활성화 등을 제시하였다.

공공투자사업의 입·낙찰 분석 (Analysis on Procurement Auction System in Public Procurement Service)

  • 공공투자사업에서는 최저가낙찰제, 턴키 제도, 대안입찰제 등 다양한 방식이 사용되고 있다. 최근 가격경쟁을 통한 효율성 제고를 주목적으로 하는 최저가낙찰제가 확대되어 시행되고 있다. 본 논문은 우리나라 입 낙찰 제도의 현황과 특징을 파악하고, 대형 공공투자사업에 주로 적용되는 최저가 낙찰제, 턴키 대안 입찰제도하에서의 가격 경쟁효과가 직접적으로 드러나는 낙찰률을 비교 분석하는 것에 의미가 있다. 각 입찰제도의 성과는 경쟁의 행태에 달려 있음을 고려하여 경쟁률과 낙찰률을 중심으로 여러 입찰제도의 입 낙찰 현황을 분석하였다. 1,000억원 이상 사업의 경우 최저가낙찰제하에서 평균 입찰참여자 수는 33.75명, 평균 낙찰률은 61.18%로 나타나, 턴키 대안 입찰제의 평균 입찰참여자 수 2.94명, 평균 낙찰률 90.20%와 큰 차이를 보였다. 최저가낙찰제의 경우 규모의 차이를 고려한다 하더라도 낙찰률이 현저히 낮으며, 경쟁의 정도가 심한 것을 확인할 수 있다. 이러한 낙찰률의 차이는 근본적으로 제도의 차이로 해석할 수 있으며, 경쟁의 차이로도 일부 해석할 수 있다. 민간투자사업의 경우, 평균 입찰참여자 수는 1.88명이며, 평균 낙찰률은 90%에 이르고 있어 경쟁 활성화를 통해 효율성을 제고할 여지가 있음을 제시하였다.

  • Turnkey contract system is an effective ordering system for the ordering organizations that technical engineers are insufficient for their construction projects. It is possible to reduce project duration and to improve project quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system including railway projects. The result includes various methods for improving the system based on the analysis of bid price and selection procedure.

  • The governmental attitude toward private investment and financing for infrastructure projects has changed from the initial prohibition to the current encouragement in China, which has been embodied in the legal documents and administrative process. However, the problem of identification, bidding, and approval procedure for privately financed infrastructure projects has been observed in policies and administrative measures promulgated by different or even the same government branches, which is prohibitive factors for smooth project implementation. After analysis of the identification, bidding, and approval process of infrastructure projects, the authors proposed a simplified and alternative procedure and clarified the key points of relevant project documents.

조건부가치측정의 응답메커니즘 비교 (Comparison of Answering Mechanisms in Contingent Valuation Method)

  • 본 연구는 기존의 조건부가치측정에서 채택하고 있는 전통적 응답메커니즘은 사실상 불확실성이 존재하지 않는 실제 거래에 적용되는 응답메커니즘이라는 점을 밝히고, 불확실성이 존재하는 실제 거래에 적용되는 실제 위험응답메커니즘과 가상 거래에 적용되는 가상 위험응답메커니즘을 제안하고 있다. 지불의사(WTP)와 제시가격(bidding price)을 단순 비교하여 구매여부를 결정하는 전통적 응답메커니즘과 달리, 실제 위험응답메커니즘은 WTP의 평균값이 제시가격보다 최소한 리스크프리미엄보다 커야만 구매하고, 그렇지 않으면 구매를 포기한다. 또한 가상 위험응답메커니즘은 실제 위험응답메커니즘과 구조는 같으나 실제 리스크프리미엄보다 적은 리스크프리미엄을 기준으로 구매의사가 결정된다. 본 연구에서는 실제 데이터를 이용하여 전통적 응답메커니즘, 실제 위험응답메커니즘 그리고 가상 위험응답메커니즘에 대응하는 WTP 추정치를 비교함으로써 가상 위험 응답메커니즘이 소위 과소평가편의와 과대평가편의를 줄일 수 있는 해결 방안이 될 수 있음을 보이고 있다.

서울 은평 뉴타운 1지구 조경설계 (A Landscape Design Proposal for Eunpyeong New Town, Seoul)

  • The Seoul Housing Corporation pronounced an alternative design competition and a bidding for Eunpyeong New Town in December of 2004. At first many construction companies were interested in the first New Town Project. But at last a few companies had proposed the alternative design and construction cost. This project needed a conjunction of design ideas and technology know-hows. And the client wanted the brand power of construction company. Ultimately the Corporation hoped that the first New Town Project will end up with high quality successfully. This competition had started with the original construction drawings. Then it needed some alternative ideas and the lowest cost. There were two drawings of non changeable part and changeable part. Non changeable parts are structure like housing unit plan, underground parking lots. Changeable parts are outdoor layout, interior design and building facade. So we tried all ideas of landscape technology and design principles within limited guidelines. The author applied new technology like tilted rooftop greening and sustained container greening on high-rise apartment house. This green technology will be the first trial in Seoul and in the world as well. Daewoo Corporation have accumulated greening technology through the researches by national funding since 2002. Through this New Town Project the green technology will go forward step by step.
