Auctions are appealing market-type mechanisms because they can be deployed to solve the twin problems of resources pricing and allocation. Nonetheless the effectiveness of an auction mechanism in radio spectrum property rights should not be taken for granted. Policymakers need to be aware of the complexity of introducing market discipline in an area where none existed before. Auction design is critical to the success of the allocation process. However, a poorly designed auction mechanism can have detrimental effects on the spectrum rights allocation process. This study discusses some of the key elements and issues of auction design of radio spectrum rights for its efficient allocation. Particularly this study discusses, based on the existing auction theory and other countries' experiences, such issues as bidding rule, value interdependency and sequence of auction, information structure and asymmetric bidder, and wealth constraints and imperfect capital market.

Recently, energy harvesting technology is considered as a tool to improve the lifetime of sensor networks by mitigating the battery capacity limitation problem. However, the previous work on energy harvesting has failed to provide practical information since it has assumed an ideal channel knowledge model with perfect channel state information at transmitter (CSIT). This paper proposes an energy efficient resource allocation scheme that takes account of the channel estimation process and the corresponding estimation error. Based on the optimization tools, we provide information on efficient scheduling and power allocation as the functions of channel estimation accuracy, harvested energy, and data rate. The simulation results confirm that the proposed scheme outperforms the conventional energy harvesting networks without considering channel estimation error in terms of energy efficiency. Furthermore, with taking account of channel estimation error, the results provides a new way for allocating resources and scheduling devices.

In the multiuser OFDM systems, an efficient resource allocation is necessary in order to provide the service to more users. This paper proposes u improved subcarrier allocation algorithm, satisfying each user's QoS under the limited resources, to maximize total transmission data rate and spectral efficiency. The proposed algorithm is divided into two steps. In the first step, users who are eligible for services are determined by using BER, user's minimum data rate requirement, and channel information. In the second step, first, subcarriers are allocated to users on the basis of channel state. And then, reallocation is fulfilled so that the total transmission data rate is maximized and the least reduction in the overall throughput is caused.

D2D(Device-to-Device) communication is a promising technology to improve the system capacity and spectral efficiency. By sharing the same radio resources with cellular user equipments, D2D communications can significantly enhance the overall spectral efficiency. However, it may cause interference between D2D link and cellular link. So, careful resource allocation and interference coordination between them are very important and need to be properly handled. This paper proposes a radio resource allocation scheme that decreases interference through the use of area grouping and D2D pair grouping. Simulations results are provided to verify the performance improvement of the proposed scheme in terms of the number of assigned resource blocks and computational complexity.

The two most popular virtual machine allocation schemes, both match making and round robin, do consider hardware specifications such as CPU, RAM, and HDD, but not CPU usage, which results in balanced resource distribution, but not in balanced resource usage. Thus, in this paper a new virtual machine allocation scheme considering current CPU usage rate is proposed while retaining even distribution of node resources. In order to evaluate the performance of the proposed scheme, a cloud computing platform composed of three cloud nodes and one front end is implemented. The proposed allocation scheme was compared with both match making and round robin schemes. Experimental results show that the proposed scheme performs better in even distribution of overall CPU usage, which results in efficient load balancing.

It is expected that device-to-device (D2D) communication is allowed to underlay future cellular networks such as IMT-Advanced for spectrum efficiency. This article studies the mechanisms of D2D communication and interference avoidance when the D2D subsystem reuses uplink resources and downlink spectrums with a cellular system, respectively. We firstly propose an effective scheme to establish and maintain D2D communication. Moreover, a novel method to deal with the resource allocation and interference avoidance issues by utilizing the network peculiarity of a hybrid network to share the uplink resource is proposed. Most research focuses on reusing the uplink spectrums, but how to share the downlink frequency bands is seldom addressed. To share the downlink spectrums and avoid the interference to the primary cellular devices, a labeled time slots based mechanism is proposed. Implementation details are described in a real cellular system and simulation results prove that satisfying performance can be achieved by using the proposed mechanisms.
Integration of multiple communication technologies in a smart grid (SG) enables employing cognitive radio (CR) technology for improving reliability and security with low latency by adaptively and effectively allocating spectral resources. The versatile features of the CR enable the smart meter to select either the unlicensed or the licensed band for transmitting data to the utility company, thus reducing communication outage. Demand response management is regarded as the control unit of the SG that balances the load by regulating the real-time price that benefits both the utility company and consumers. In this study, joint allocation of the transmission power to the smart meter and consumer's demand is formulated as a two stage multi-armed bandit game in which the players select their optimal strategies noncooperatively without having any prior information about the media. Furthermore, based on historical rewards of the player, a real-time pricing adaptation method is proposed. The latter is validated through numerical results.
This study introduces an example environment where wireless devices are mobile, devices use dynamic voltage scaling, devices and tasks are heterogeneous, tasks have deadline, and the computation and communication power is dynamically changed for energy saving. For this type of environment, the efficient system-level energy management and resource management for task completion can be an essential part of the operation and design of such systems. Therefore, the resources are assigned to tasks and the tasks may be scheduled to maximize a goal which is to minimize energy usage while trying to complete as many tasks as possible by their deadlines. This paper also introduces mobility of nodes and variable transmission power for communication which complicates the resource management/task scheduling problem further.

In this paper we propose a resource management method which enables to guarantee the quality of experience (QoE) for handover in the overlaid macro-femtocell networks. How to cope with the resource demand of handover calls is necessary to efficiently support the movement of mobile terminals, the QoE degradation or the load control. We attempt to satisfy the QoE requirements of users and maximize the capacity of the system at the same time. In order to achieve this goal, this scheme divides the shared resources into two part for the movement of MT and QoE degradation, and allocates those resources with the competition between four types of handovers. Simulation results show that our scheme provides better performances than the conventional one with respect to the outage probability, data transmission throughput.

In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.
