This study was conducted in order to analyze weather characteristics during the reign of King Sejo in the Chosun Dynasty based on The Annals of the Chosun Dynasty. For this purpose, first of all, we need to determine whether The Annals of the Chosun Dynasty is a reliable material for research on weather characteristics. Thus, we compared weather phenomena during the reign of King Sejo with those in China and Japan in the same period. From the results, it was found that The Annals of the Chosun Dynasty is a useful material at least to grasp macroscopic trends in weather phenomena. Based on this assumption, we analyzed weather characteristics during the reign of King Sejo using data from The Annals of the Chosun Dynasty. During the days of King Sejo, the climate was not changed violently and there were not many disasters caused by abnormal climate such as bad harvests. This suggests that the climate was relatively stable during the period of King Sejo. As a consequence of stable weather, famine decreased markedly. However, this was not only because of stable climate but also because of the government's active efforts to reduce disasters. As droughts and floods were not frequent, social costs for recovery from disasters also decreased considerably and the saved money could be invested in the construction of social safety nets for the prevention of disasters. One of factors supporting the enthronement of King Sejo was a series of heavily damaging bad harvests during the reign of Kings Munjong and Danjong. The prevention of bad harvests was a historical mission given to the regime of King Sejo. During his reign, King Sejo promoted various policies in order to stop bad harvests. Such efforts included the government's active construction of embankments, introduction of seeds suitable for reclaimed lands, and inspiration of the consciousness of forceful farming enduring natural disasters such as floods. As a result, abnormal weathers such as floods and droughts did not lead directly to bad harvests.

(3) Hot-weather environment replacement a mount of fly-ash is a same of plan concrete setting period of form. Age 28day compression strength replacement a mount of fly-ash more hot-weather concrete then plan concrete.
Non-working days owing to climatic factors have been negatively affected in productivity of construction, such as delays of project completion times, decrease productivity of construction. Especially non-working days of steel erection work is about 58 days, it is influenced deleteriously to estimating uncertain construction duration. To solve this problem, Construction Factory(CF) and sliding roof system installed CF's upper side are developed in korea recently. This study is proposed the design of sliding roof system through assess relation of requirements and technical characteristics using Quality Function Deployment(QFD). The basis data for applying QFD is collected from literature reviews and questionnaires/interviews targeting system developer, experts and researchers.

Simulation is becoming increasingly popular in construction for training, planning and for assessment of projects. There are, however, significant problems inherent in simulating construction which are not common to other simulations. This paper describes the development and use of computer-based game for teaching and learning of some aspects of construction project management. It is concerned with the development of a model used to simulate the construction of a rock- and clay-fill dam. It includes detailed physical modelling of the performance of individual pieces of equipment and their interaction with the ground, the geography of the project and the weather in which the equipment operates. The behaviour of all of the individual pieces of equipment when acting as fleets is also discussed. The paper also describes the modelling issues of non-technical aspects of earthmoving operations. These include environmental impact, safety, quality and risks. The problems of integrating these with the physics-based models of the equipment performance are discussed. The paper also draws on real experience of using the game in classes in three universities in different countries.

Delays in completing construction projects have significant financial and social impact to all parties involved in the construction process and in particular in developing countries. This is very evident in most construction projects in Libya and in both public and private sectors. The research study was initiated by Libyan Government and the main aim of the project is to develop a new strategy in reducing the impact of delay factors. In order to achieve this, a number of objectives have been set-to conduct a comprehensive literature survey, to conduct a comparative study of the delay factors in project completion in both Libya and UK using semi structured questionnaire and finally, to identify and analyse the causes of delay and ranked them using frequency of occurrence and severity. The critical causes of delay for construction projects were quite different between Libya and UK. For the former, the most critical causes of delay in Libyan construction industry were low skills of manpower, changes in the scope of the project, slowness in giving instruction and poor qualification of consultant, while for the latter they were financial problems, bad weather conditions on the job site and change in the scope of project. Statistical experiments including Paired Samples T-Test, was run to test the significance of the survey data in both countries Libya and UK. The statistical results confirmed the collected data from the survey were significant.
Currently, the Off-Site Construction (OSC) construction method, which emphasizes the minimization of field work, is being emphasized at construction sites due to the lack of construction skilled manpower, extreme weather, and the Severe Disaster Punishment Act. In this study, we developed a stacked PC modular, which is a method of stacking PC modules, and solved the lifting problem by reducing the weight of the unit module, which is emerging as the biggest disadvantage of PC modules, to around 20 tons. For the connection between modules, structural safety was secured through repeated history tests of the wall and slab connection. Walls and slabs satisfied all statutory fire resistance times through fire resistance tests, and residential performance was evaluated to be satisfactory through mock-up demonstration. The developed PC modular has been applied to the construction of commercial houses, detached houses, shopping malls, churches, etc., and has design results for many buildings such as dormitories, detached houses with 4 floors or more, and resorts, so it is expected that an atmosphere of revitalization of construction methods will be created.
Korea space weather prediction center (KSWPC) in Korea Astronomy and Space Science Institute (KASI) has been constructing several facilities to observe mid- to low-latitude upper atmospheric/ionospheric phenomena; VHF coherent scattering radar, All-sky Imager, and Scintmon. Those new ionospheric facilities can be integrated to produce more reliable space weather forecast and nowcast with the existing facilities; Solar Flare Telescope (SOFT), Solar Optical Observatory's sunspot telescope and solar imaging spectrograph, and Magnetometer. The specification of KASI VHF coherent scattering radar is 40.8 MHz of target frequency, 200 kHz of bandwidth, 24 kW of peak power. The science goal of this radar is to measure the irregularities in E- and F-layers over Korea, especially sporadic-E, spread-F, and traveling ionospheric disturbance (TID). The radar will be installed at Gyerong in a territory of Korean Air force by early 2009.
According to the domestic construction business will continue stagnant, many domestic construction companies are expanding their business into foreign countries. As results, building design guidelines including HVAC design for foreign countries considering the regional climate conditions are needed. Also, green building design strategies to minimize the heating and cooling load are key issue to win a contract in construction business in the world. In this study, peak heating and cooling loads were calculated for the representative cities in the world : Seoul, St. Petersburg, Singapore and Mecca. The analyzed building was a typical high-rise office building and the building envelope properties, indoor heat gain, residence and operating schedules were same in all cases. Only the weather conditions were different by cases.

This study is based on the data of velocity actually measured at varied the heights in the last 3 years. As mentioned in the World Meteorological Monitoring Plan(World Weather Watch: WWW), using the meteorological data by radiosonde can calculate the probability of velocity greater than 10m/s which is the standard beginning point of non-working condition by wind. The height is divided into sections, with 100m for each section starting from the ocean surface up to 700m high. The data measured at each section could be used for estimating and predicting the probability of non-working days for the construction nearby. For example, the data of Osan region is expected to be applicable for the project located in Seoul which has similar geographical conditions. As comparing the velocity varied with height, non-working days calculated basing on the measured data shows a variation of from -0.3 to +64 days. However, this study use Weibull distribution which considered more reliable, the result is expected to be more useful, as the data was all actually measured in the real conditions.
The waterproofing systems of concrete bridge deck are installed under the complex circumstances, such as traffic loading, weather, and the condition of the deck concrete. For assuring the effectiveness of waterproofing system, the materials and the construction method and timing ought to be suitably selected with the procedures of waterproofing and the system has to ensure the economical performances. First of all, we discussed whether the quality and performance criteria for highway bridge deck are resonable or not through the investigation of domestic and foreign criteria. The basic properties of waterproofing membranes on market and the performance of waterproofing systems of concrete bridge deck have also been investigated in the view of the damages frequently reported from job site. In this way, the causes and measures of damages, the guidelines of design, construction, quality control, and maintenance, the test methods and criteria of membranes and waterproofing system, are proposed.
