A Case Study on Airport Concession Contract of Korean Hotels and Arbitration Award (우리나라 호텔기업의 공항 컨세션 계약과 중재판정 사례연구)

  • This study is focused on the cases that Korean hotels stepped into international airports, public facilities, and successfully solved the contract related disputes by using arbitration in accordance with arbitration law. This case study on arbitration derives the hotel management strategy points as follow: 1. It must be a good chance for a famed hotel to step into international airports that have big publication effect. The feasibility study focused on marketing feasibility rather than finance feasibility may, however, not be good. 2. Written contract is required in entering into a contract with government organizations. However, oral contract still exists. 3. If the contract is made to always pay the higher amount between annual minimal guarantee and sales rate in expenses of store using charge, such contract shall cause very hard sales environment from the initial stage of the contract. 4. The airports have made optional contracts for national service. Such optional contracts are, however, not free from public criticism. 5. This case study is the first case study on arbitration applied to hotels. This study shall be, therefore, frequently referred to in setting a management strategy of hotels that want to run restaurants in another facility outside themselves.

A Study on the Approval Process and Criteria for Operation of Ground-Based Augmentation System (GBAS) in Korea (GBAS 국내 운용을 위한 승인 절차 및 기준 연구)

  • Ground-Based Augmentation System (GBAS) is providing precision approach and landing service with aircraft around airport. FAA granted System Design Approval (SDA) of SLS-4000 to Honeywell as the first GBAS category I system on September 2009. Since then, according to their own kind of approval process including System Design Approval, Facility Approval and Operational Approval, USA, Germany, Spain and Australia have approved GBAS category I system which are installed in some airports in order to provide commercial GBAS service. Recently, KARI has also installed GBAS category I system into Gimpo international airport to establish operational technology of GBAS domestically and to validate effectiveness of GBAS system in Korea. This paper introduces overseas trends and activities regarding approval process of GBAS system and presents approval process and criteria appropriate for future commercial operation of GBAS in Korea.

A Study on the Improvement of Aviation Safety in Jeju Southern Air Corridor(AKARA-FUKUE Corridor) (제주남단 항공회랑(AKARA-FUKUE Corridor)의 항공안전 개선에 관한 연구)

  • ICAO recommended that airspace monitoring and periodic safety assessments in each Contracting State ensure the stability of the airspace, since reducing the aircraft lateral and vertical separation intervals would rather increase the risk of collision. The target level of safety of the AKARA-FUKUE Corridor at the southern end of Jeju was 247×10-9. In simple comparison, this means that the risk of an aircraft collision in this area (international safety standards, 5.0×10-9) is about 50 times higher. The scope of this study is to organize the concept of terms, analyze the air traffic volume, the current status of navigational safety facility usage fees, and investigations of an aircraft collision risk in Jeju southern air corridor. Analyzing government policies and overseas evaluations, revising some of the existing contents, presenting some of the additional contents of new routes, and changing the instrument procedure for Korean-Chinese routes, change of arrive/departure route between Incheon Airport and Shanghai Airport, reduce the risk of aircraft collisions. We hope to restore airspace sovereignty, contribute to policies for the government to take the lead in solving this problem, and expect stability and operational efficiency in air traffic.

A Design and Implementation of Web-based System for Real-Time Infographics of Airport Refueling Facilities (공항 급유 설비의 실시간 인포그래픽을 위한 웹 기반 시스템 설계 및 구현)

  • A controlling system for airport refueling facilities is connected to sensors which collect various informations. Informations which are transmitted at a high speed in various sensors are processed by a dedicated software in the controlling system. The problems of system maintenance and network traffic caused by the use of dedicated software reduce the efficiency of the system operation. Therefore, a web-based system that can be accessed using the Internet environment is required. In this paper, we propose a system showing web-based real-time informations. To do this, we change the function of the communication by each sensor to a facade structure, and design a system for transferring web-based real-time informations. Also we propose data-driven infographics for displaying the real-time big data information at a high speed on the web. Finally, we compare and analyse the proposed system between the existing system and show that our system can effectively display the real-time information on the web.

  • South Korea opened Incheon international airport(IIA) in march 29, 2001, with high expectations of becoming the distribution hub of Northeast Asia and aiming at a world best air hub. IIA compares quite well with any other leading airports in the world in it's facilities for the movement of people and vehicles. However, with the sequence of events following the September, 2001. terrorist attack and the war in Iraq, South Korea, an ally of the US, cannot be considered a safe haven from terrorism. At a point in time when national security is given utmost importance, it is necessary to reevaluate the security of airports, because international terrorism can only occur via air and seaports. Nowadays all the countries of the world have entered into competition for their national interests and innovation of their images. with the increasing role of international airports also comes an increased likelihood as a terrorist target, because it can affect so many people and countries. From the condition of current international terrorism, we can realize that our IIA is not completely safe from a terrorist attack. The major part of counterterrorism is event control process. It's very important for quickly saves an accident and rescues a life of person, In addition for the normalization which the airport operation is prompt. In conclusion, we should secure the legal responsibility and establish and establish a system under which we can work actively in order to implement counter terror activities from being taken an airport.

Especially, The U.S.A made Transportation security Administration in Homeland security adminstration and strongly execute for policies related anti-terror. many countries over the world enforce airport and airplane security facilities with science-technology contents. and with security exploitation for the passengers and freight security inspection level enforcement, many countries also make effort to interupt aviation terror threat. In this process, in the center of developed countries that need science-technology contents adaption, much budget and personals are invested and exploited a security inspection instrument and complimented of many facilities As a result, according to the development of science-technology, prevention of Terror have much developed. The contents using intelligence-communication technology inevitably needed on the goal of terror prevention and safty. From simple monitoring for the people who come in and out airport to boarding process and inspection for the freight, security inspection process for the passengers, bio information input, confirmation, of the level that there is no cases of adaption of contents, The reality have generalized of using contents. The study is going to research contents application situation.

Development of B-Value Based GBAS Ground Facility Error Standard Deviation Model and Verification (B-Value를 이용한 GBAS 지상국 오차 표준편차 모델 개발 및 성능 평가)

  • The ICAO and FAA are developing and verifying of GBAS for civil aircraft landing and take-off. The guarantee of aircraft integrity issue is the important part of GBAS. To guarantee integrity, the GBAS ground facility broadcasts various informations to aircraft. The informations are related to the estimated accuracy of each pseudorange correction and the estimated error terms, for example B-value and standard deviation of the ground facility error. These parameters are used to calculate position error (estimated value of the user). If estimated position errors don't satisfy requirements, aircraft use alternate navigation means. In this paper, GBAS reference stations's real data, which operated by KARI (Korea Aerospace Research Institute) in Jeju international airport, are used to development of new ground facility error standard deviation model. We verify improvement of GBAS availability, with respected to vertical protection level, using B-value based a new ground facility error standard deviation model and a sigma inflation factor.

  • SOC(Social Overhead Capital) projects such as road, power plant, airport or telecommunication facility construction require a large scale of cost, a long period of time and management of a number of sub-contractors. So systematic and efficient management tool in SOC projects is inevitable. Information system provides a valuable tool which can integrate and manage the large volume of information for SOC projects. This study investigates and analyzes the information system of nuclear power plant construction project. Based on this study, we can suggest the direction for designing information system for SOC projects.

  • The purpose of this study is provide better suggestions to utilize the small aircraft by examining current situations of those airports. Then, the results of this study should help explain about the Availability of the airports for small aircraft in view of airplane exhibition, air-sports activity fields for aviation sports population, aviation theme park, and aviation-related education facility. This study examines current situations of the small airports for small aircraft which have been limited in their utility and compares the airports at the same level abroad. By examining these airports, this paper can make suggestions for the Availability of the small airports. Significance of the study lies in providing businessmen planning to invest the small airports and owners of airports with profitable consequences. At the macro level, it is expected to have a more effective development of land and an increase of aviation market value.

Improving Aviation Sector for International Tourism Promotion in Korea

  • This paper is intended to identify the main problems for attracting inbound tourists in Korea in conjunction with aviation sector. This paper mainly deals with policy issues of tourism-aviation sector. The major impediments in the aviation sector for attracting inbound tourists can be lack of flight seat supply at peak season, flight time schedule, and cooperation of Airlines. Policy suggestions for international tourism promotion in Korea can be summarized as: re-adjustment of flight time schedule between Japan-Korea routes, market promotion for attracting Chinese visitors, development of Korea-China-Japan triangular tourism product, efficient provision of airport facility, and in particular collaboration between government sectors of countries and private sectors of Airlines and travel agencies.
