국내 항공인증과 미국 인증체계의 비교 (Comparison of Airworthiness Certification System between Korea and U.S.)

  • 항공기는 설계에서부터 완성까지 감항당국으로부터 형식증명, 제작증명 및 감항증명으로 구분된 복잡한 인증과정을 거치며, 부속품은 기술표준품형식승인 및 부품제작자증명으로 인증을 받아야 비로소 항공용으로 사용할 수 있다. 최근 국산 항공기와 부품의 개발진척에 따라 내수용과 해외 수출 확장을 위해 미국과의 상호항공안전협정이 추진되고 있다. 이러한 추세를 반영하여 본 논문에서는 항공제품의 안전성 확보를 위한 기본적인 인증절차를 기술하고 미국과 우리나라의 인증체계를 비교분석하였으며, 이를 통하여 국제적인 인증체계 수립을 위한 관련 요구조건을 제시하였다.

  • 항공기의 설계 안전성을 보장하기 위하여 형식증명을 받아야 한다. 형식증명을 받은 항공기의 설계가 중대하게 변경되는 경우, 형식증명을 새로 받거나 개정형식증명 또는 부가형식증명을 신청하여야 한다. 국제민간항공기구, 미국 및 유럽의 인증 규정에서 부가형식증명 대상이 되는 설계변경에 대하여 매우 추상적으로 정의하고 있으므로, 본 논문에서는 설계변경에 관한 세계 각국의 인증절차와 인증사례를 분석하여 부가형식증명 대상이 되는 "광범위하지 않은 중급 설계변경"을 판단하는 기준을 제시하였다.

  • This is the study to introduce the Japanese Type Certification System for Domestic Aircraft and current status of Bilateral Aviation Safety Agreement. The study on the Japanese Type Certification System will contribute to understand our aircraft certification system and will be a reference in performing the Type Certification Project on KC-100 airplane in the Part 23 Normal Category.

스포츠조종사 자격증명의 국내 적용에 대한 연구 (A Study on the Legal Application for Sport Pilot Certificate in Korea)

  • In september 2004, a new pilot certificate scheme referred to as Sport Pilot Certificate was declared official and standardized in the US. The designation of Light-sport aircraft and the details of the relevant pilot certificate policy was announced out of the perception that a new regulation is required to be applied whereby the limitations on the manufacturing process enhancements and current aviation rules are considered the triggering factors. US Federal Aviation Regulation retains a comprehensive range of airworthiness certificates and aircrafts are managed systematically in accordance with FAR 21, 103. The airworthiness are further segregated into sub categories, which allows differentiated management. Korean Aviation Law classify aircraft into five different categories and powered air vehicle that weighs more than 150kg(19liters fuel capacity) for one seat, 225kg for two seats(38liters fuel capacity) while the systems that fall under a specific mass threshold level are known as ultralight vehicle. The research discusses the policy of the sport pilot certificate and the light-sport aircraft ratings announced official by the Federal Aviation Administration in an intuitive fashion with the analysis of the operations providing the evidence as to the viability of adopting the policy in local grounds. Based on the findings, the report discusses the case for introducing the light-sport aircraft and make recommendation on a strategy of applying the policy in Korea with respect to the pilot certificates, safety agenda, and the written test for the pilot certificate, and operating efficiency.

항공기 엔진 감항기준에 대한 비교분석 (Comparative Study on Airworthiness Standards for Aircraft Engines)

  • An aircraft engine is considered as the most important element among aircraft systems. Thus type certificate is required for an aircraft engine to ensure its safety under appropriate airworthiness standard. U.S. FAR Part 33 or European CS-E is widely adopted as an airworthiness standard for aircraft engines, and other representative countries of the world established own airworthiness standards under their regulations. In this paper, we compared differences of the requirements between FAR Part 33 and CS-E, and proposed the rulemaking items to harmonize Korean Airworthiness Standard for Aircraft Engines with worldwide standards and to contribute to growth of aviation industry.

  • As the issuance of type certificate and production certificate for KC-100 Naraon, Korea is ranked as the State of Design and the State of Manufacture for civil aircraft specified in the Convention on International Civil Aviation. It means that another responsibilities are imposed and new frameworks are required for the airworthiness management including the continuing airworthiness. So far the minimum airworthiness management system was sufficient as the State of Registry for the aircraft operations and safety management. However, we need to establish and maintain the airworthiness management system for the effective certification and oversight of our air operators and approval holders. This paper introduces the new obligations under the Convention on International Civil Aviation, reviews the current aviation regulations and procedures and presents the strategy for the establishment of the regulatory system to ensure the airworthiness of aircraft.

A Study on Improving Aircraft Maintenance Licensing System of South Korea for Mutual Recognition Between Countries

  • The purpose of this study is to present the internationalization of South Korea's aircraft maintenance certificate for mutual recognition of aircraft maintenance license qualifications among various countries in preparation for an internationalization of the work conducted by the aviation industry. To achieve this objective, this study reviews the aircraft maintenance license training system and compares the standards for aircraft maintenance certification established by the Convention on International Civil Aviation with the standards for issuing domestic aircraft maintenance licenses. This comparative analysis shows that the domestic curriculum of aircraft maintenance licenses differs from international standards. As a result of this study, an improvement plan of the education content was proposed to enable the licensing qualifications of domestic aircraft maintenance licenses to be mutually recognized among different countries.

항공기 형식증명 및 적합성 입증에 관한 고찰 (A Study on Aircraft Type Certification and Compliance Determination)

  • An aircraft, its engine and propeller are certified in processes of design, production, and operation respectively. Type Certificate is issued if the aviation authority finds that the design of aircraft, engine, or propeller complies with applicable airworthiness standards and environmental standards. The ICAO (International Civil Aviation Organization) prescribes the international standards and recommended practices of type certification for the contracting states. The FAA (Federal Aviation Administration) and the EASA (European Aviation Safety Agency) established their regulations and procedures applicable to type certification. In this paper, we compared the differences among the ICAO, the FAA, and the EASA regulations, and on this comparison, we proposed the rulemaking items to improve type certification regulations in Korea.

  • 항공기 엔진과 보조동력장치는 안전성에 기반하여 감항성 기준과 인증절차에 따라 반드시 인증을 받도록 규정하고 있다. 항공기 엔진은 형식증명을 통하여 설계와 제작에 대한 적합성을 입증하여야 하며, 보조동력장치의 경우는 기술표준품 표준서에서 요구하고 있는 최소성능표준(Minimum Performance Standards)에 대하여 설계와 생산에 대한 적합성을 입증하여야 한다. 우리나라는 항공기 엔진에 대한 항공기기술기준으로 Part 33을 제정하고 있으나, 보조동력장치에 대한 인증 기준은 고시되지 않은 상태이다. 항공기 엔진과 보조동력장치의 개발과 인증체계 구축은 우리나라 항공 산업을 한단계 향상시킬 수 있는 계기가 될 것이다. 이에 본 논문에서는 항공기 엔진 및 보조동력장치에 대한 인증 현황을 통하여 개선 방안을 제시하고자 한다.

민간항공기개발 시스템엔지니어링 적용 연구 (A Study on the System Engineering Application to KC-100 Aircraft Development)

  • KC-100(KAI Civil Aircraft, Small Series) aircraft is 4 seats general aviation aircraft with single piston engine which is developing under FAA part 23 category by Korea Aerospace Industries(KAI) and will be a shadow program for civil aircraft safety infrastructure improvement. This aircraft will be the first civil aircraft developed in Korea meeting the Korean regulatory KAS Part 23 requirements. Type certification for KC-100 aircraft was applied at the second half of this year. The type certificate is expected to be issued after 3 years of design, prototype manufacturing, ground and flight tests. In this paper the system engineering process for civil aircraft was first reviewed. Next, the differences and similarities in the system development between military and civil aircraft were systematically examined using experiences for KAI military aircraft development program.
