Because an irradiation of 405 nm violet light could have a strong energy, it was used to be sterilized against various microbes in the indoor air condition or fresh food. Escherichia coli is a representative bio-pollutant in the indoor air-borne bacteria, and a hygienic microbe in the horticultural food. This study evaluated the inactivation influences on E. coli DS5α after exposure to 405 nm violet-light (VL) by investigating irradiating time, and the vertical and horizonal distance from light source. The illumination of 405 nm VL was inversely proportional to the distance from the VL source. E. coli DS5α on nutrient agar (NA) was inactivated approximately 50% more than the control when irradiated at 65 cm from 405 nm VL for 3 hours. When compared to the control, E. coli DS5α was inactivated approximately 50% within 70 cm from 405 nm VL for 3 hours. As it was irradiated for 3 hours 70 cm away from 405 nm VL, the horizonal distance from the point was negatively correlated to the inactivation of E. coli DS5α. These results indicated that the inactivation of E. coli DS5α grown on NA medium needs to be irradiated with 405 nm within 70 cm from the light source for 3 hours.
The Fundamental purpose of the Warsaw Convention was to establish uniform rules applicable to international air transportation. The emphasis on the benefits of uniformity was considered important in the beginning and continues to be important to the present. If the desire for uniformity is indeed the mortar which holds the Warsaw system together then it should be possible to agree on a worldwide liability limit. This liability limit would not be so unreasonable, that it would be impossible for nations to adhere to it. It would preclude any national supplemental compensation plan or Montreal Agreement type of requirement in any jurisdiction. The differentiation of liability limits by national requirement seems to be what is occurring. There is a plethora of mandated limits and Montreal Agreement type 'voluntary' limits. It is becoming difficult to find more than a few major States where an unmodified Warsaw Convention or Hague Protocol limitation is still in effect. If this is the real world in the 1980's, then let the treaty so reflect it. Upon reviewing the Warsaw Convention, its history and the several attempts to amend it, strengths become apparent. Hijackings of international flights have given rise to a number of lawsuits by passengers to recover damages for injuries suffered. This comment is concerned with the liability of an airline for injuries to its passengers resulting from aviation terrorism. In addition, analysis is focused on current airline security measures, particularly the pre-boarding screening system, and the duty of air carriers to prevent weapons from penetrating that system. An airline has a duty to exercise a high degree of care to protect its passengers from the threat of aviation terrorism. This duty would seemingly require the airline to exercise a high degree of care to prevent any passenger from smuggling a weapon or explosive device aboard its aircraft. In the case an unarmed hijacker who boards having no instrument in his possession with which to promote the hoax, a plaintiff-passenger would be hard-pressed to show that the airline was negligent in screening the hijacker prior to boarding. In light of the airline's duty to exercise a high degree of care to provide for the safety of all the passengers on board, an acquiescene to a hijacker's demands on the part of the air carrier could constitute a breach of duty only when it is clearly shown that the carrier's employees knew or plainly should have known that the hijacker was unarmed. A finding of willful misconduct on the part of an air carrier, which is a prerequisite to imposing unlimited liability, remains a question to be determined by a jury using the definition or standard of willful misconduct prevailing in the jurisdiction of the forum court. Through the willful misconduct provision of the Warsaw Convention, air carrier face the possibility of unlimited liability for failure to implement proper preventive precautions against terrorist. Courts, therefore, should broadly construe the willful misconduct provision of the Warsaw Convention in order to find unlimited liability for passenger injuries whenever air carrier security precautions are lacking. In this way, the courts can help ensure air carrier safety and prevention against terrorist attack. Air carriers, therefore, would have an incentive to increase, impose and maintain security precautions designed to thwart such potential terrorist attacks as in the case of Korean Air Lines Flight No.858 incident having a tremendous impact on the civil aviation community. The crash of a commercial airliner, with the attending tragic loss of life and massive destruction of property, always gives rise to shock and indignation. The general opinion is that the legal system could be sufficient, provided that the political will is there to use and apply it effectively. All agreed that the main responsibility for security has to be borne by the governments. I would like to remind all passengers that every discovery of the human spirit may be used for opposite ends; thus, aircraft can be used for air travel but also as targets of terrorism. A state that supports aviation terrorism is responsible for violation of International Aviation Law. Generally speaking, terrorism is a violation of international law. It violates the soverign rights of the states, and the human rights of the individuals. I think that aviation terrorism as becoming an ever more serious issue, has to be solved by internationally agreed and closely co-ordinated measures. We have to contribute more to the creation of a general consensus amongst all states about the need to combat the threat of aviation terrorism.

Recently, the conclusion of Comprehensive Test Ban Treaty(CTBT) is globally constructing a network system for nuclear test monitoring. The radionuclide experts of the Conference on Disarmament recommended that the detection of nuclear debris in the atmosphere was an essential factor of nuclear test monitoring and proposed the technical requirements. Based on those requirements, atmospheric radionuclide monitoring system to detect nuclear debris generated from the nuclear explosion test was composed. The system is comprised of high volume air sampler(HVAS), filter paper presser and high purity germanium detector(HPGe). Minimum detectable concentrations(MDCs) of the key nuclides requiring in CTBT monitoring strategies are determined by considering of decay time, counting time and flow rate of the high volume air sampler for the rapid explosion and the optimum measurement condition. The results were selected $10{\pm}$2h, $20{\pm}$2h and $850{\pm}50m^3$/h as parameters, respectively. The relation between the natural air-borne radionuclide concentration of $^{212}Pb$ and MDC were calculated which gave effect in the Compton continuum baseline due to those nuclides in the gamma-ray spectroscopy. These results can be used as an actually tool in the CTBT monitoring strategies.

The gravity data collected and reserved in Korea is seriously biased in its distribution. That is, only the west-southern part of the peninsula including Chungcheong and Jeonla area has dense distribution while only a part is covered in Gyoungsang area. Especially, the low density of the gravity data in mountainous area basically limits the accuracy of the gravimetric geoid in Korea. As one of the solution to overcome the problem, an airborne gravity survey were conducted from Dec. 2008 $\sim$ Jan. 2009. In this study, free-air gravity anomaly derived from the airborne gravity data which has consistent quality are presented. The data processing for the airborne gravity is composed of several corrections of errors such as errors from gravity measurement, errors from flight dynamics, errors from GPS, and errors from time synchronization. We presented detailed explanations on the data processing with the final cross-over results. The free-air anomaly from airborne gravity finally shows the cross-over accuracy of 2.21mGal which reflects the precision of each track is 1.56mGal. It is expected that the result from this study will play a role as input data in precision geoid determination with ground and ship-borne gravity data after appropriate fusion process.

The measurement of radium ($^{226}Ra$) in the groundwater was established using ${\gamma}$-ray spectroscopy without sample preparation. The background interference by air borne radon daughter nuclides was reduced by $N_2$ gas flow into the counting chamber. Leakage of radon gas produced in the radioactive equilibrium with radium and its daughter nuclides was prevented by use of the air-tighted aluminium container. We investigated the effect of air layer in the counting container. Radioactivity variation due to emanation of radon into the air layer was within the counting error range 5%. When the nitrogen gas was flowed around the detector, peak counts of ${\gamma}$-rays from the daughters of airborne radon was decreased and detection limit was decreased to 0.02 Bq/L. The detection limit of detector was lower than 0.74 Bq/L, the $^{226}Ra$ Maximum Contaminant Level (MCL) in the groundwater proposed by US Environmental Protection Agency (EPA). It was confirmed that $^{226}Ra$ radioactivity in the groundwater could be determined by the ${\gamma}$-ray spectroscopy.

This study was designed obtain and early detection the workers exposed to excessive copper dust and also to present biological exposure index. The exposed group consisted of 62 male workers at the metallurgy workplaces. To evaluate the degree of individual exposure the copper dust, each personal air sampling was collected. Biological exposures in the exposed group was quantified for the blood and urine copper levels using flameless atomic absorption spectrophotometer. The control group consisted of 70 male adults with the history of nonexposure to copper by the inhalation occupationally. The average concentration of copper in blood and urine of the exposed group was $49.44{\pm}8.90(29.05-80.63){\mu}g/dl$, $39.99{\pm}11.04(29.62-80.63){\mu}g/l$ respectively. The average concentration of air borne copper was $0.48{\pm}0.31(0.03-1.18)mg/m^3$. The average concentration of blood and urine copper in the control group was $42.93{\pm}5.84(25.05-57.85){\mu}g/dl$, $33.02{\pm}13.38(12.00-82.05){\mu}g/l$ respectively. The difference observed in the average concentration of blood and urine copper of the exposed and control groups was statistically significant seperately (blood copper, p<0.05 ; urine copper, p<0.05). The relationship between the individual exposure concentration of air borne copper and the concentration of the blood and urine copper was statistically significant, respectively (blood copper, r=0.54, p<0.05 ; urine copper, r=0.37, p<0.05). The relationship between the working duration and the concentration of blood and urine was not statistically significant respectively (blood copper, r=0.14 ; urine copper, r=0.12). The relationship between the age and the concentration of blood and urine copper was statistically not significant respectively (blood copper, r=013 ; urine copper, r=-0.06). The relationship between blood and urine copper concentration in the exposed group was statistically significant (r=0.62, p<0.05), and the relationship between blood and urine copper concentration in the control group was also statistically significant (r=0.39, p<0.05).

This study aims to identify the characteristics of soil in Mongolia, one of the major Asian dust sources that influence the Korean Peninsula. Soil particle size was analyzed and the result shows that sand (57.5~97.3%) was identified prominently in most regions, followed by silt (2.5~34.7%) and clay (0.0~7.8%). Soil pH of the covered regions were in the range 7.1~10.1, either weak alkaline or strong alkaline. Analysis of ion species in the soil samples exhibited that $Na^+$ ($91.9\;mg\;kg^{-1}$), $Cl^-$ ($65.9\;mg\;kg^{-1}$), and $Ca^{2+}$ ($53.5\;mg\;kg^{-1}$) were detected more in the soil than other species such as ${SO_4}^{2-}$ ($19.2\;mg\;kg^{-1}$), ${NO_3}^-$ ($46.6\;mg\;kg^{-1}$), ${NH_4}^+$ ($3.9\;mg\;kg^{-1}$), $K^+$ ($22.0\;mg\;kg^{-1}$), and $Mg^{2+}$ ($10.2\;mg\;kg^{-1}$). As for heavy metal content in the soil, concentrations of soil-borne metals including Fe, Al, Ca, Mg, and K tended to be high, while metals that come from manmade sources Pb, Cd, Cr, V, and Ni were remarkably low. The concentration of organic carbon (OC) was relatively high at $15.9\;{\mu}g\;mg^{-1}$, while elemental carbon (EC), directly released in the process of fossil fuel combustion, was not detected at all or found in very small amounts. The result indicates that pollution from manmade sources scarcely occurred. The analysis results from this study may contribute to improving modeling accuracy by providing input data for Asian dust prediction models, and be used as base data for determining the process of physiochemical transformation of Asian dust during long-range transport.
The purpose of this study was to assess the microbiological quality of home-delivered meals during production and delivery for children from low-income families. Production flows from a facility in Seoul that provides home-delivered meals were analyzed and the time-temperature of the food was measured. Microbiological assessment was performed for the production environment, personal hygiene, and food samples at each production and delivery step based on the process approach. It took 2 hours or longer from completion of production to meal delivery. An aerobic colony count (ACC) and coliform were not detected at knives, cutting boards, and dish towels. However, ACC (at pre-preparation, preparation, and packing areas) and coliform (at the preparation area) were detected on the hands and gloves of employees. Air-borne bacterial counts varied according to day and preparation area (ND~6 CFU/plate/15 min). Food temperatures, on the completion of production and meal delivery, fell into temperature danger zones. ACC and coliform counts of raw ingredients did not decrease after pre-preparation (washing and sanitizing) for menus involving food preparation with no cook step. ACC decreased after cooking step for menus of food preparation with cook step, but the ACC of the stir-fried and seasoned dried filefish fillet on the completion of cooking was too numerous to count due to improper heating. The ACC of seasoned young Chinese cabbages (a menu with complex food preparation) increased during delivery (from 2.5 log CFU/ml to 5.0 log CFU/ml). This qualitative assessment of foodborne pathogens revealed that B. cereus was detected in vegetable and meat product menus. These results suggest time-temperature control is necessary during production and delivery and management guidelines during production of home-delivered meals are provided for safe production.
The purpose of this research helps to make full use for perfect performance by grasping the defects of Ropez motion performed by athlete CSM who was under the training for the 28th 2004 Athene Olympic Garnes, and by presenting complementary methods. For the better Ropez motion which had been performed by CSM for the 1st dispatch selection test and the final for the 28th Athene Olympic Game was analyzed with 3-dimensional cinematographic method. Here are the conclusions: 1. During the board contact phase, powerful kicking and rapid forward flexion motion of upper body make increasing vertical velocity of C. O. G and enlarging body angle. 2. It was indicated that rapid forward flexion motion of upper body during the board contact phase get a large body angle in horse take-off. 3. rapid forward flexion motion of upper body during the board contact phase makes a longer time at horse contacting phase. It showed that this result increased velocity of horse take-off causing by powerful blocking motion. 4. Increasing of air-borne height during pre- flight phase, makes a higher C. O. G; and larger angle of hip, angle of knee and body angle in the landing phase. And it revealed that these results have a stable landing.

Recently, large scale of the damage from the natural disasters are occurring frequently such as Japanese and New Zealand's earthquake. Collecting information quickly and accurately from damaged area is important for effective react in emergency situations. UAV is effective method to collect information because it can fly low attitude and spend small operational costs/time. In this study, collecting data about the UAV regulations are analyzed for effective UAV operation in disaster detection. And Improvement of Regulations were proposed about Problem of UAV Operation. Regulation of UAV for disaster detecting is not exist. But It's possible to classify into Ultra Light Plane. So addition of some clauses like definition, scope and air-borne equipment for UAV will be needed. Also, it is difficult to manage effectively because of process about flight permission, therefore it is need to enact exceptional regulations to solve this problem. More analytical research based on applications of UAV operation for disaster detection will be present improvement of disaster detection and damage investigation.
