  • In modem buildings, the concept of open-space plan gets more acceptance as it supports more flexibility for the internal space design. This open-space can be easily subdivided by internal partitioning to provide each individual working zone. Although the partitioning forms each physical working zone, its indoor environment could be different Iron what the occupants require. Especially the air movement and contaminant spread in each working zone could be blocked or distorted by the partitioning, which may produce unexpected change in ventilation performance designed. "Legal Study on Boundary between Airspace and Outer Space" (영공(領空)과 우주공간(宇宙空間)의 한계(限界)에 관한 법적(法的) 고찰(考察))

  • One of the first issues which arose in the evolution of air law was the determination of the vertical limits of airspace over private property. In 1959 the UN in its Ad Hoc Committee on the Peaceful Uses of Outer Space, started to give attention to the question of the meaning of the term "outer space". Discussions in the United Nations regarding the delimitation issue were often divided between those in favour of a functional approach ("functionalists"), and those seeking the delineation of a boundary ("spatialists"). The functionalists, backed initially by both major space powers, which viewed any boundary as possibly restricting their access to space(Whether for peaceful or military purposes), won the first rounds, starting with the 1959 Report of the Ad Hoc Committee on the Peaceful Uses of Outer Space which did not consider that the topic called for priority consideration. In 1966, however, the spatialists, were able to place the issue on the agenda of the Outer Sapce Committee pursuant to Resolution 2222 (xxx1). However, the spatialists were not able to present a common position since there existed a variety of propositions for delineation of a boundary. Over the years, the funtionalists have seemed to be losing ground. As the element of location is a decisive factor for the choice of the legal regime to be applied, a purely functional approach to the regulation of activities in the space above the Earth does not offer a solution. It is therefore to be welcomed that there is clear evidence of a growing recognition of the defect inherent to such an approach and that a spatial approach to the problem is gaining support both by a growing number of States as well as by publicists. The search for a solution of the problem of demarcating the two different legal regimes governing the space above the Earth has undoubtedly been facilitated, and a number of countries, among them Argentina, Belgium, France, Italy and Mexico have already advocated the acceptance of the lower boundary of outer space at a height of 100km. The adoption of the principle of sovereignty at that height does not mean that States would not be allowed to take protective measures against space activities above that height which constitute a threat to their security. A parallel can be drawn with the defence of the State's security on the high seas. Measures taken by States in their own protection on the high seas outside the territorial waters-provided that they are proportionate to the danger-are not considered to infringe the principle of international law. The most important issue in this context relates to the problem of a right of passage for space craft through foreign air space in order to reach outer space. In the reports to former ILA Conferences an explanation was given of the reasons why no customary rule of freedom of passage for aircraft through foreign territorial air space could as yet be said to exist. It was suggested, however, that though the essential elements for the creation of a rule of customary international law allowing such passage were still lacking, developments apperaed to point to a steady growth of a feeling of necessity for such a rule. A definite treaty solution of the demarcation problem would require further study which should be carried out by the UN Outer Space Committee in close co-operation with other interested international organizations, including ICAO. If a limit between air space and outer space were established, air space would automatically come under the regime of the Chicago Convention alone. The use of the word "recognize" in Art. I of chicago convention is an acknowledgement of sovereignty over airspace existing as a general principle of law, the binding force of which exists independently of the Convention. Further it is important to note that the Aricle recognizes this sovereignty, as existing for every state, holding it immaterial whether the state is or is not a contracting state. The functional criteria having been created by reference to either the nature of activity or the nature of the space object, the next hurdle would be to provide methods of verification. With regard to the question of international verification the establishment of an International Satelite Monitoring Agency is required. The path towards the successful delimitation of outer space from territorial space is doubtless narrow and stony but the establishment of a precise legal framework, consonant with the basic principles of international law, for the future activities of states in outer space will, it is still believed, remove a source of potentially dangerous conflicts between states, and furthermore afford some safeguard of the rights and interests of non-space powers which otherwise are likely to be eroded by incipient customs based on at present almost complete freedom of action of the space powers.

A Study on Application of Radiant Floor Heating in Large Space (대공간의 바닥 복사 난방 적용에 관한 연구)

  • This paper addresses the indoor air quality when radiant floor heating is applied in large space. Radiant heat exchange between surfaces depends on the orientation and the temperature of the surfaces. Also, the temperature and the radiant characteristic of the wall and the roof that face the floor have great influence on the indoor air environment due to the largeness of the wall and the roof in large spaces. In this study, we simulate a test-cell(25X20X10) using a ies YE And using a CFD(microflo in VE), an indoor air environment was investigated to establish the optimum temperature of floor. At the first time of the heating, high floor temperature is demanded. At the middle of the heating, however, the temperature of the residential space was formed appropriately, although the temperature of the floor was set low.

A Study on Effective Enclosing Method for Noise Reduction of Press Machine (공장 기계 소음 경감을 위한 효율적 차폐 방안 연구)

  • The purpose of this study is to obtain an effective enclosing method for noise reduction of press machine operating in a manufacturing company located in Taegu region. Noise level of the machine is about 95~120 ㏈ which is higher than legal standards by industrial safety and health law. In this study, two experiments were conducted to achieve the above purpose. In the first experiment in which the effects of three independent variables-type and depth of sound-absorbing materials, and depth of air space-on noise level was investigated, it was found that depth of sound-absorbing materials and air space was significant at $\alpha$ = -0.01. In the second experiment studying relationship between depth of sound-absorbing materials and air space and noise level, it was shown that noise level lowered as depth of sound-absorbing materials and air space became thick. Based on these results, two alternatives of enclosing method adequate for the selected company's noise characteristics were suggested.

Design and Implementation of a Simulation Framework for Wireless Data Broadcasting based on Data ID Space Partition

  • For the information services supporting requests of data items from a great number of mobile clients, wireless data broadcasting is an effective way because it can accommodate any number of clients. In the wireless data broadcasting, various air indexing schemes and data scheduling schemes have been developed in order to enable the clients to access their desired data items efficiently. The broadcasting system needs a method to simulate newly designed air indexing and scheduling schemes of the system, and to evaluate the performance parameters of the schemes. In this paper, we design an expandable and efficient simulation framework for the wireless data broadcasting based on the partition of data ID space. The framework can adopt regular and irregular space partition and evaluate various performance parameters of the broadcasting system. We implement a testbed of the broadcasting system using the framework, that adopts IIP, GDI and EXP as its air indexing schemes. We simulate the system using the testbed and evaluate the performance parameters of the system. Thus, we show the efficiency and expandability of the designed and implemented framework.

  • The problem of space debris has been dealt with at the STSC of the COPUOS. The technical discussion at the said Committee was finished by adopting the Technical Report in 1999. Its legal discussion will be followed very soon at the LSC of the COPUOS. In this paper, I try to outline certain legal points concerning the space debris.

  • Space debris mitigation has become an international custom for international space activities. IADC and COPUOS adopted a Guideline on Space Debris Mitigation. Two Guidelines provided that member states or international organization shall establish a national mechanism to mitigate space debris. China has made progress in legislation on space debris mitigation and management system. It establised a fundamental framework on the legislative mechanism on space debris mitigation and managemental mechanism on space debris mitigation. In order to further improve the national mechanism on space debris mitigation, it is essential for China to strenghen legislation on space activities and specify the duties of management administrates.

Experimental Analysis of Thermal Comfort of an Office Space for Ceiling and Floor Supply Air Conditioning Systems (사무실 공간의 냉방시 천장 및 바닥 급기 공조 방식에 따른 열환경 평가 실험)

  • Thermal comfort plays an important role in modern office buildings. Four major factors affecting thermal comfort are air temperature, velocity, humidity and radiation temperature. Distribution of these thermal factors in indoor space depends largely on the air flow which is related to the method of supplying and extracting air. In this study, an experimental analysis on indoor thermal comfort is conducted to study the difference between a ceiling supply cooling system and a floor supply one. The two cooling systems are applied to an office space during summer season and the distributions of temperature, velocity, radiation temperature and PMV are measured. Results show that the floor supply cooling system is superior in terms of thermal comfort and energy saving. Studies need to be done, however, to reduce the vertical temperature difference of a floor supply air conditioning system.

Development of IoT based Real-Time Complex Sensor Board for Managing Air Quality in Buildings

  • Efforts to reduce damages from micro dust and harmful gases in life have been led by national or local governments, and information on air quality has been provided along with real-time weather forecast through TV and internet. It is not enough to provide information on the individual indoor space consumed. So in this paper, we propose a IoT-based Real-Time Air Quality Sensing Board Corresponding Fine Particle for Air Quality Management in Buildings. Proposed board is easy to install and can be placed in the right place. In the proposed board, the air quality (level of pollution level) in the indoor space (inside the building) is easy and it is possible to recognize the changed indoor air pollution situation and provide countermeasures. According to the advantages of proposed system, it is possible to provide useful information by linking information about the overall indoor space where at least one representative point is located. In this paper, we compare the performance of the proposed board with the existing air quality measurement equipment.

A Study on the Simplified Presumption Method for the Prediction of Cooling and Heating Performance in a Fresh Air Load Reduction System by Using Geothermal Energy (지열을 이용한 외기부하저감시스템의 냉각 및 가열효과 예측을 위한 간이추정법에 관한 연구)

  • This paper presents a feasibility study of a fresh air load reduction system by using an underground double floor space. The fresh air is introduced into the double slab space and passes through the opening bored into the footing beam. The air is cooled by the heat exchange with the inside surface of the double slab space in summer, and heated in winter. This system not only reduces sensible heat load of the fresh air by heat exchange with earth but also reduces latent heat load of the fresh air by ad/de-sorption of underground double slab concrete. In this paper, we proposed a simplified presumption method for the prediction of cooling and heating performance in the system. In conclusion the proposed method has been verified by comparing with the calculated value of the numerical analysis model by using nonlinear two-dimension hygroscopic question.
