  • Air pollution is very serious in China. This paper reviews the relevant research and countermeasures in China. The followings are focused in this article: 1) three major types of air pollutions: sulphur dioxide, vehicle emission and indoor air pollution; 2) the health effect of the three types of pollution; 3) major countermeasures adopted by Chinese Government.

  • 선박의 추진 및 전기 발생장치의 연료에 포함되어 있는 황산화물이 연소 중에 대기로 방출되는데 이러한 황산화물들은 공기오염의 주된 원인이 되고 있다. 행상에서 선박에 의해 발생하는 황산화물은 육상운송 수단에 의한 것 보다 훨씬 심각하여, 국제 해사 기구 및 유럽연합에서는 해상에서 선박에 의해 발생되는 황산화물 배출에 대한 규제를 강화하고 있다. 해양에서 황산화물 배출 규제를 근본 적으로 만족하기 위해서는 저유황의 연료유사용하는 것이고, 다른 한 가지는 선박에 황산화물 처리장치를 설치하여 배출되는 황산화물을 처리하는 것이다. 저 유황유의 사용은 선주들에게 운항비 증가를 가져다 주며, 처리 장치의 설치는 선가 상승의 원인이 될 수 있어, 선박이 어떤 해역을 운항하는 가에 따라 적용 방법에 대한 세심한 주의가 요한다. 본 소고는 이런 국제 규제의 변화와 대응에 대한 검토와 제언을 담고 있다.

Comparison of Air Pollution Management Policies between China and Korea

  • With the rapid development of China's industrialization and urbanization, air pollution has become a growing concern. The emergence of air pollution not only affects people's health, but also restricts the development of China's social economy. This paper puts forward specific measures for air pollution control by examining the causes of air pollution and by comparing air pollution status and management policies between Korea and China. Methods of control involve improving the urban environmental management mechanism, spreading awareness of urban environmental management and air pollution management laws and regulations system, strengthening clean energy utilization and urban environmental greening, increasing investment and management funds and more. Through these measures, urban environmental management in China can be accelerated and level of environmental management improved.

자동차가 대기오염에 미치는 영향과 저감방안 (Air Pollution by Automobiles and Ways of Reduction)

  • Due to the rapid increase of automobiles and daily driving distances, air pollution by automobiles is still dominant problem of large city in spite of strict emission refutation and development of reduction technologies. Among the air pollution resources of automobile , industry. electricity generation and heating. automobile keeps 51% of total nationwide air pollution in 1998 and this proportion Is increasing in large cities from 65% to 85%. To reduce these air pollution. catalytic converter and electronic engine control, exhaust gas re-circulation and evaporative emission control system have continuously developed and applied to automobiles since 1987. Also strong emission standards and emission durability warranty have enforced and monitored annually by sampling several vehicle models. But technologies and regulations are incomplete, driver should participate in reducing air pollution for himself by planning driving, avoiding unnecessary idle and air conditioning, keeping periodic maintenance and using mass transportation.

악취관리제도의 국가간 비교연구 (A Comparative Study for Odor Control Regulations)

  • This study analyzed the regulations concerning odor management or control in Korea, Japan, and developed countries such as USA and Germany. The Korean restriction standards and measurement methods for offensive odor substances are very similar to the Japanese standards and methods promulgated in 1976. Japan promulgated the odor control act and the specific measurement methods of the offensive odor substances in 1973. In Japan, currently, the local governments can establish their own odor restriction areas and proclaim their own standards suitable for their situations. Also, Japan has more strict regulations and more offensive odor substances to be monitored than Korea. The restriction standards of odor in German is quite similar to the permissible limits and standards of air pollutants at emission sources in Korea. Many states in USA are adopting their own restriction standards and measurement methods, e.q., the ambient air pollution standards, organic functionstest methods by dilation, and establishment and addition of air pollution control equipment at emission sources. Finally, this study analyzed the problems of the regulations, standards, and measurement methods concerning the Korean offensive odor management. Since the direct organic fuctions measurement(DOFMM) method is depending upon the personal sensitives of odor substances, the measurement odor value can be equivocal. That is, the odor measurement value by an examines can differ from that by the other examines. Also, there can be conflicts with the measured odor values depending upon the applied measurement methods, e.q., the DOFMM, the dilation method, and the instrumental analysis method.

  • Recently, global warming has been accelerated due to air pollution and air pollutants are coming from the exhaust of the ICE vehicles, which are gradually increasing in number globally. That is why all the countries in the world are striving to reduce pollutant emissions of automobiles by strengthening regulations on air pollution. To comply with the regulations, the auto industry came up with hybrid vehicles, which have features of both ICE vehicles and electric vehicles. Hybrid vehicles show improvements in emissions, fuel efficiency, as well as functions as electric vehicles. This study aims to show possible troubles that occur at times of damages in high-voltage systems, and to suggest responsive measures.

A Review on the Characteristics of Air Pollutants Emitted from Passenger Cars in Korea

  • On-road source emissions are major air pollutants and have been associated with serious health effects in Seoul metropolis. Thus, it is of fundamental importance to have an accurate assessment of vehicle emissions in order to implement an effective air quality management policy. As a result, there is a need to overview vehicle emission characteristics of air pollutants. This article discusses vehicle exhaust sampling and chemical analysis, emission characteristics of air pollutants, and emission regulations from passenger cars. The vehicle exhaust sampling and chemical analysis methods were described in particulate matter and gaseous compounds. In this article, chassis dynamometer, measurement instrumentation for nano-particulate matter and carbon compounds analysis device were described. For the gasoline and diesel vehicles, the effective parameters of emissions were average vehicle speed, vehicle mileage and model year. The particle number emissions for diesel nano-particles were sensitive to the sampling conditions. Also, the particle number emissions with a diesel particle filter (DPF) largely reduced rather than those without it. This article also describes different emission characteristics of air pollutants according to biodiesel or bioethanol mixing ratio. The Korean emission standards for passenger cars were compared with those of the US and EU. Finally, the objective is to give an overview of relevant background information on emission characteristics of air pollutants from passenger cars in Korea.

  • 건설사업은 인간의 생활의 질을 높이고 편리한 인간생활을 위해서 필수불가결한 요소이지만 이러한 건설행위자체는 개발과정에서 환경오염에 커다란 영향을 미친다. 또한, 쾌적한 환경에 대한 욕구 증대로 사업수행시 대기관련민원의 증가로 인한 공사지연이 빈번히 발생하고 있어 건설사업에서의 대기환경관리 중요성이 크게 부각되고 있다. 이에 본 연구에서는 건설사업시 환경관리를 위한 관리지침개발을 위해 건설사업 추진시 발생하는 여러 가지 오염 중 대기오염에 대한 관계법령 및 규제사항 검토, 환경관리 주요검토항목 및 주요관리지침을 도출하는 과정을 통해 건설사업 단계별 행동관리지침을 개발하여 건설사업의 환경관리 체계를 구축하는 것을 목적으로 한다.

환경의 환경오염 저감방안에 관한 연구 (A Study on the Strategies for the Reduction of Port Pollution)

  • 최근 들어 항만은 국가 및 지역경제의 중심지로 역할하고 있는 동시에 연안 도시권의 주요 환경오염원이라는 인식이 점차 확대됨에 따라 국제해사기구를 비롯한 국제기구 및 주요 선진국에서는 항만에서 발생하는 환경오염을 줄이기 위해 다양한 규제조치들을 도입하고 있다. 그럼에도 불구하고 지금까지 정부의 환경오염 방지 노력은 주로 육상에서 발생하는 오염원에 대한 규제 일변도로 진행되어 옴에 따라 항만에서 발생하는 환경오염에 대한 연구는 상대적으로 크게 부족한 상황이다. 이에 본 연구는 항만 환경오염 규제의 필요성, 항만 환경오염에 관한 국내외 문헌조사, 세계 주요 항만의 환경오염 실태, 그리고 각국의 항만 환경오염 저감방안 등을 고찰함으로써 국내 항만에 대한 시사점을 도출하는데 그 목적이 있다. 연구결과, 선박에서 발생하는 환경오염을 줄이기 위해서는 정박 중인 선박에 대해 육상에서 전력을 공급하는 방안이 효과적이며, 하역장비의 경우 노후장비는 신형으로 대체하는 한편 청정연료 사용 및 배출가스 저감장치 등을 설치하는 방안이 필요한 것으로 나타났다. 또한 트레일러 및 기차의 경우 공회전 제한 및 차량 현대화를 위한 다양한 인센티브 제도의 도입이 필요하다고 사료된다.
