  • Current is change to concept that management traffic of ship os magnified gradually to near shore waters from harbor. Therefore, introducing the technology of AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AIS for aids to navigation are required to efficient method. With this actuality, sea advanced nation of EU, USA, Japan that has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for constructor AtoN operating administration center. It has been realization send protocol for information interchange.

A Study on the Standardization Scheme for Aids to Navigation & the Related Marine English (항로표지와 관련해사영어의 표준화 방안)

  • With today's continuous increase of both seaborne trade and foreign crew boarding ships, it is necessary to study the standardization of Marine English with respect to Aids to Navigation(AtoN) for the safety of ships. After reviewing the organization of the standard council of the equipment and article of AtoN, the standardization of various types of AtoN was not capable of meeting by the only existing council's activities. For on-the-job progress, it was necessary for the subcommittee to be composed by types of AtoN. It is thus desirable to the integrated approach to the combination of the civil, the public, academic circles and research institutes, which harmonized the council's flexibility and professionalism in the composition of the members. Subjects, levels and targets in each course were presented from results of the study on the standardization scheme of Marine English related to AtoN. The ET steps were classified by the difficult degree to which the principles of interpretation and communication were applied. This study contributed to the scheme that was firstly established to solve the problem of the audiovisual English ET due to the lack of the professionalism of the existing marine affairs by presenting the standardization scheme of Marine English prior to the institutional reform related to AtoN.

A Study on Implementation of Safety Navigation Mobile Application Converging Marine Environment Information and Location-Based Service

  • In this paper, we implemented a safety navigation mobile application that converged AtoN information and location-based services. When application user uses the smartphone's GPS sensor to transmit the user's vessel location data to the data server, the user receives information of which its providing range is considered, such as stored AtoN data, neighboring vessels information, danger area, and weather information in the server. Providing information is sorted based on the smartphone's direction and inclination and it will be also delivered via wireless network (5G, LTE, 3G, WiFi). Additionally the application is available to implement other functions such as information provision through voice and text alarming service when the user's vessel is either approaching or entering the danger area, and an expanded information provision service that is available in shadow area linking with data-storing methods; other linkable data such as weather and other neighboring vessels will be applied based on the lasted-saved data perceived from the non-shadow area.

Perception Survey on the Necessity of Improvement for the Standard Buoys Fouling Maintenance

  • In 2001, about 20 years after the introduction of the standard buoys, the natural environment and maritime traffic flow changes in the waters near Korea and the necessity of improvement of the AtoN (Aids to Navigation) maintenance was suggested. The IALA provides guidelines for maintenance and management of AtoN, and Korea provides guidelines for the management and operation of standard buoys by means of the Enforcement on the AtoN laws. The objective of this study was to investigate the installation status and the repair status of the standard type buoys by sea area in order to improve the management and operation of the steel standard buoys. In addition, a survey was conducted on the improvement of the steel buoy fouling and the improvement of the lifting inspection cycle towards on the AtoN managers and producers of the representative authority by sea area. In the case of LL-26 (M) buoy type, the standard type buoy installation status of Korea in 2017 was 57.1%, and the LL-26 (M) type was 58.9% showing the highest repair rate. According to the results of the survey on buoys fouling, 51.2% were caused by the attachment of shellfish, and 43.2% were caused by bird feces. The results of the survey on the improvement of the regular buoy inspection cycle showed that the measures are to maintain the current inspection period of 2 years regardless of the characteristics of the sea area (water depth, inside and outside port, buoy size, etc.).

Study on Development of Social Cost Estimating Model for Aids to Navigation Accident(II) (항로표지사고의 사회적비용 추정모델 개발에 관한 연구(II))

  • Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).

  • We intend to improve the navigation system integrated management system that is constructed and operated to meet the changes in marine traffic environment and prevent large-scale marine casualties and human casualties by applying the standard specification of integrated management system of marine traffic facilities in 2012. I t reuses the existing system resources and improves the operating software and standardizes the system installation to facilitate operation and maintenance.

  • The AtoN is subsidiary navigation facilities for ship to navigate safely. AtoN includes signs of visual, sound, special and radio. Receltly as GNSS and AIS are developed rapidly, AtoN has been considered as a promising candidate technique for ensuring fairway safety of ship. However, present AtoN systems are not adopted to ship fully, but are adopted to ship partly, and total management systems are not installed. In this study, AtoN Monitoring system based on AIS is developed. It consists of AIS system and AIS viewer program. In the system AIS gathers data of AtoN and ship information and AIS viewer is a program that plots AIS data on ECDIS.

  • 연안 수역에서의 해상교통 환경변화에 부응하고 나아가 대형 해양사고 방지와 인명사고 예방을 위해 필요한 해양기상신호표지 시스템 구축을 위하여 해양기상 관측 및 항로표지 정보제공 시스템을 도입, 통항선박에게 안전항해에 필요한 정보를 제공함으로서 해양교통 안전을 확보하고자 한다. 인천 연안의 팔미도를 포함한 15개 항로표지시설에 기상(온습도, 풍향/풍속, 기압) 및 해양(유향/유속, 수온, 파고/파향) 관측시스템을 설치하고 항로표지용 AIS (AtoN AIS) 통신시스템을 이용하여 육상 정보수집 처리서버 및 항행 선박에게 해양기상관측자료를 실시간 전송하는 시스템을 구축하였다.

A Study on Implementation of the Mobile Application of Aid to Navigation Using Location-based Augmented Reality

  • In this paper, we implemented a mobile application of location-based augmented reality that combines self-sensing technology and various safety information using technological advancements of the smartphone. Vessel navigation is a suitable area for augmented reality because it requires accurate knowledge of the distance and location of destinations, danger zones, AtoN, and adjacent vessels. Current smartphone applications only provide 2D images and location information. Such applications do not include information about the surrounding environment, and as a result, they can only function using their own sensing information and surrounding information into a location-based augmented reality. If you provide a variety of sensor information embedded in the smartphone to 'BadaGO', the implemented application through this study, 'BadaGO' can provide safe navigation information to the user device in real time with a variety of its own formed information. The user has a high practicality and applicability of a small ship that is supplied with safe navigation information in a changing marine environment only by providing information through the application on the smartphone.

  • If the Visual Aids(light wave signs) is not supplied the general power it is using solar power system. These power supply systems, the role of the charge/discharge control is very important. Introduction of IT(AIS etc.) for the effective management of the AtoN(Aids to Navigation) is a Visual Aids has been added to the device using the power to charge/discharge control, the need increases. The current charge/discharge controller is attached to the inside of the AtoN and checks on and verification of the maritime environment, depending on the difficulty. In order to resolve these issues in this paper, the Bluetooth module is mounted on the inside of the charge/discharge controller and proposed a possible system monitoring at close range. Advantage of the system implemented is a simple configuration and low installation cost. In addition, it can be applied to a variety of AtoN. Also, it has been able to check the real-time status information of the charge/discharge controller at a short distance in to reduce inspection costs, and reduce risk factors that might occur during check.
