耕地整理事業의 推進 基本方向에 관한 調査硏究 -農村整備를 中心으로- (Study on the Basic Ways for Propulsion of Land Consolidation Project -Laying Stress on Rural Integral Development)

  • Many problems were found out the remarkable unbalance between paddy fields and up-land areas, or between plain and mountainous areas, unreasonable establishing of land consolidaton boundaries without consideration of rural development, lower leverl of construction technology of the roads and canals for agricultral use ad operation and maintenance of them by human power far apart from the ages of high technology, high information and free internationalisation, and too slow progress to overcome the weak agricultural circumstances etc. through the survey in the past executed land consolidation projects. The basic ways for solution of these problems for propulsion of land consolidation project through investigation are summarized as follows : 1. Land consolidation project should be executed to the direction of balanced regional development, laying stress on the upland and mountainous areas in order to carry out the agriculture effectively. 2. the acreage of land consolidation project to be conducted anually should be increased to overcome the serious underdeveloped agricultural development. 3. It should be developed to the way in accordance with the order of land use from the view point of rural integral development including the rural readjustment. 4. The level of the structures of road and canal, the size of standard lot and the grouping of land substitution should be to incraese the productivity of land and labour more than ever and reached to a degree in cope with the age of industrialization, information and free internationalisation. 5. The level of the management of agricultural water use and the maintenace of the various facilities should be developed to be automatization, remote control, central control and information processing instead human work. 6. Land substitution should take a measure of grouping method in accordance with the agricultural plan and farming organization, which can overcome high industrialized society in place of the substition by origin land. 7. Land consolidation project should be planned in order to fulfil a conservative function of ecosystem and resources together with improvement of land and labour productivity.

북한 농업생산기반조성 현황과 협력 방안 (Cooperation Measures for Agricultural Infrastructure Development in North Korea)

  • The objectives of this article are to identify the current status of agricultural infrastructure in North Korea and to suggest some cooperation measures among South and North Koreas and international agencies in order to develop the North Korea's agricultural infrastructure. The area of cultivated land in North Korea is 1,992 thousand ha (paddy field: 585 thousand ha: upland: 1,407 thousand ha) in 1997. Major water use facilities in North Korea are 1,900 reservoirs (included 100 big dams), 36,400 irrigation pumping stations, 1,600 drainage pumping stations, and 14'a,000 wells. In addition, there is 'two thousand Ri canal construction project' linking the rivers of Aprok, Daeryong, Daedong, Jaeryong, and Yesong. The unit of paddy land consolidation is about 1 ha which is regarded as rational for agricultural mechanization. The project of 'Darak' upland construction to create small size farmland, which has been carried out since 1976 has been unsuccessful due to the shortage of construction equipment. The area of farmland created by reclamation by 1995 is only 75 thousand ha although the potential project area is at)out 320 thousand ha along the western coast. It is due to the fact that civil engineering technologies and equipments are old and investment funds are insufficient. These are a few suggested areas of cooperation among South and North Korea and international agencies in order to improve North Korea's agricultural infrastructure : i) see land reclamation and land consolidation projects to increase paddy fields for rice production; ii) rehabilitation project in farm land areas devastated by flood; and iii) agricultural water development project which including diagnosing and rehabilitating irrigation and drainage facilities.

친환경간척농지개발과 우리농업 (Phil-Environmental Tide Land Reclamation and Korean Agriculture)

  • In Korea, It was natural and inevitable to reclaim tidal land for farming due to over-population in small territory. Looking back upon the history of tidal land reclamation in Korea, We can find the first case of it in 13th century KangHwaDo(Island), and also find several records of small scale reclamations of western sea-coast from Korea dynasty to Chosun dynasty. A lot of wide fertile agricultural areas on western sea-coast have been developed through tidal land reclamation for about 1000-year after Korea dynasty. and on these areas, we have produced rice which we live on. An average areas of farming land per capital in korea is only 0.04ha, which is one sixth of global average. For water resources, similarly, capacity of water resources alloted to one person is $11{\%}$ of global average. So, without supplementary water development, we will have suffered from a severe deficiency of water Therefore we must prepare for these predictable short water and food problems. and tidal land reclamation may be suitable alternative to settle these problems. However, tidal land reclamation is a work of closing estuary, intercepting sea water inflow, developing a freshened estuary lake and farming lands etc. therefore it apparently causes a change of ecosystem, water quality and littoral environment. Nowadays, widely recognized the importance of environmental preservation, it is desirable or requested to make phil-environmental and sustainable development minimizing the environmental influence due to tidal land reclamation project. In this paper, the role of tidal land reclamation project in the development process of Korean agriculture was reviewed and the direction of afterwards tidal land reclamation project was suggested.

소규모 농촌개발사업의 사회.경제 부문 환경영향평가 방안 연구 (A Study on the Social and Economic Aspects of Environmental Impact Assessment in Small Scale Rural Development Projects)

  • The objectives of the study are to improve techniques for social impact assessment and to suggest their measuring methods to apply in small scale rural development projects. Population, residence, industries, and traffic volumes were selected to measure the social and economic impact assessment of Seongeup agricultural water development project in Jeju Province. Existing data gathering methods were used to estimate the changes of population and traffic volumes. Interview schedule for villagers was applied to estimate the residents' satisfaction to living environments. Interview schedule for experts was applied to estimate agricultural productivity and land price. The results of social and economic impact assessment show that there will be considerable changes in living environments, agricultural productivity, and land price. On the contrary, the project will make little impacts on the changes of population, em-ployment, and traffic volumes.

간척사업(干拓事業)의 다기능적(多機能的) 편익(便益)-비용분석(費用分析)과 발전방향(發展方向) (Multi-functional Benefits & Costs Analysis of Tide Land Reclamation Project and Development Guidelines in the Future)

  • The most limited production resource in Korea is land. During the period from 1995 to 2002, annual farm land area of 17,600ha have been converted to urban and industrial land. The self-sufficiency rate of rice, Korean staple food, is expected to be decreased from 97.5% in 2003 to 60-70% in 2020. Under such conditions, this study is aimed at first identifying multi-functional benefits of the reclamation projects such as agricultural production, industrial water supply, urban land supply, transportation effects, sightseeing effects and environmental values with and without the projects. To carry out the objectives, three existing tideland reclamation projects such as Daeho, Kumgang and Yongsangang irrigation project stage II were evaluated and Saemangeum tideland reclamation project which was jointly revaluated by environmental NGO and Govn't appointed specialists in 2000 was reviewed. According to this study results, tide land reclamation projects were showed financially and economically feasible and environmentally sustainable. The joint cost like estuary dam should be allocated based on the multi-functional benefits of the projects. To allocate the joint cost, legal and institutional improvement should adapt the joint cost allocation method as the specific cost-remaining benefit method. Korea has more than 402,000 ha of tidal flat of which 76,396ha have been reclaimed in 2003. To meet food security and to cope with shortage of land, phil-environmental reclamation projects should be continuously implemented and necessary tidal flats for protecting environmental ecosystem should be remained according to the detail survey results of reclaimable resources.

  • It can be important framework data to monitor the change of land-use pattern of river boundary in design and management of river. This study analyzed the change of land-use pattern of Gab- and Yudeung River using time-series aerial images. To do this, we carried out radiation and geometric correction of image, and estimated land-use changes in inland and floodplain. As the analysis of inland, the ratio of residential, commercial, industrial, educational and public area, that is urbanized element, increases, but that of agricultural area shows a decline on the basis of 1990. Also, Minimum Distance Method, which is a kind of supervised classification method, is applied to extract water-body and sand bar layer in floodplain. As the analysis of land-use, the ratio of level-upped riverside land and water-body increases, but that of sand bar decreases. These time-series land use information can be important decision making data to evaluate the urbanization of river boundary, and especially it gives us goodness in river development project such as the composition of ecological habitat.

월남국 고콩지구 수리 개발 기본 조사 (The Engineering Services on the Go Cong Water Control Project in Vietnam)

  • Go Cong Water Control Project was conducted on its preliminary survey and design by Agricultural development Corporation for the Korean Government, an Executing Agency, and Directorate of Irrigation and Rural Engineering of the Ministry of Land Reform, Agriculture and Fishery Development for the Vietnamese Government, a cooperation Agency, under Korean and Vietnamese Economic and Technical Cooperation Program. The main purposes of the project are aimed at the improvements of irrigation and drainage, and salt water prevention of the Go Cong area located at northern part of the Mekong Delta. All the works from field survey through design to preparing reports were carried out by ADC alone and recently Korean Government submitted the relevant reports to vietnamese Government through official channel. The contents of the project are summarized as following: 1. The project comprises irrigation, drainage and salt water prevention facilities on the benefited area of about 55,000 hectares, covering Go Cong and Dinh Tuong(My Tho) Provinces and it will be possible to cultivate rice cropping twice a year, irrigating all the area in the dry season; 2. With completion of this project, annual production of rough rice and vegetables are anticipated to increase by 222,600 .T. and 142,600 M.T. respectively and the internal rateof return stants at 26 per cent, applying for the exchange rate of US $ 1 to VN $ 275. 3. Total investments required for the project are estimated at US $ 56,394,000 of which actual construction cost is estimated at US $ 39,183,000. The project has planned to be d to be developed by four stages, taking bout 7 years. 4. The project needs for three places of pumping plants. 57Km of feed and main irrigation canals, 81Km of drainage channels, 97Km of dike, 23 places of sluices and navigation locks, etc.

Region-Scaled Soil Erosion Assessment using USLE and WEPP in Korea

  • During the summer season, more than half of the annual precipitation in Korea occurs during the summer season due to the geographical location in the Asian monsoon belt. So, this causes severe soil erosion from croplands, which is directly linked to the deterioration of crop/land productivity and surface water quality. Therefore, much attention has been given to develop accurate estimation tools of soil erosion. The aim of this study is to assess the performance of using the empirical Universal Soil Loss Equation (USLE) and the physical-based model of the Water Erosion Prediction Project (WEPP) to quantify eroded amount of soil from agricultural fields. Input data files, including climate, soil, slope, and cropping management, were modified to fit into Korean conditions. Chuncheon (forest) and Jeonju (level-plain) were selected as two Korean cities with different topographic characteristics for model analysis. The results of this current study indicated that better soil erosion prediction can be achieved using the WEPP model since it has better power to illustrate a higher degree of spatial variability than USLE in topography, precipitation, soils, and crop management practices. These present findings are expected to contribute to the development of the environmental assessment program as well as the conservation of the agricultural environment in Korea.

ASSESSMENT AND CONTROL OF TOTAL NUTRIENT LOADS IN WATERSHED AND STREAM NETWORK IN SOUTH-WEST TEXAS

  • Recently, the population growth and agricultural development are rapidly undergoing in the South-West Texas. The junction of three river basins such as Lavaca river basin, Colorado-Lavaca Coastal basin and Lavaca-Guadalupe Coastal basin, are interesting for non-point and point source pollutant modeling: Especially, the 2 basins are an intensively agricultural region (Colorado-Lavaca Coastal/Lavaca-Guadalupe Coastal basins) and several cities are rapidly extended. In case of the Lavaca river basin, there are many range land. Several habitat types wide-spread over three relatively larger basins and five wastewater discharge regions are located in there. There are different hazardous substances which have been released. Total nutrient loads are composed of land surface load and river load as Non-point source and discharge from wastewater facilities as point source. In 3 basins region, where point and non-point sources of poll Jtion may be a big concern, because increasing fertilizers and pesticides use and population cause. This project objective seeks to how to assess and control the accumulation of non-point and point source and discuss the main impacts of agriculture and environmental concern as non-point source with water quality related to pesticides, fertilizer, and nutrients and as point source with wasterwater discharge from cities. The GIS technique has been developed to aid in the point and non-point source analysis of impacts to natural resource within watershed. This project shows the losses in $kg/km^2/year$ of BOD (Biological Oxygen Demand), TN (Total Nitrogen) and TP (Total Phosphorus) in the runoff from the surface of 3 basins. In the next paper, sediment contamination will show how to evaluate in Estuarine habitats of these downstream.
