A Study on the Evaluation of Agricultural Drought Index (농업한발지수 설정에 관한 연구)

  • This study, based on the monthly rainfall data, was carried out to determine the agricultural drought index which enables to describe the regional and seasonal drought characteristics of rice cropping system in Korea. The results obtained were summarized as follows ; 1.A new agricultural drought index (ADI) was evaluated seasonally according to the product of drought intensity and duration. This ADI is proposed as standard design criterion for irrigation planning. 2.The relationship between agricultural drought index and return periods was figured out. These diagrams could be used to estimate the seasonal drought severity of a certain year and to select design year corresponding to the specific drought frequency. 3.The regional drought characteristics were classified and those are useful to determine proper rice varieties and planting time and make drought counterplans. 4.Spring drought occurred once in 3 or 4 years and in a regional respect, rather frequently occurred in Seoul and Daegu areas than in Busan, Daejeon, Kwangju and Chuncheon areas. Summer drought occurred once in 5 years in Daegu and Busan areas and once in 7 or 8 years in other areas. 5.Sequential drought which gave severe drought damage of rice production occurred once in 20 years in Daegu area and in 10 years in Kwangju area.

Evaluation of Regional Drought Vulnerability Assessment Based on Agricultural Water and Reservoirs (지역기반 농업용수의 가뭄재해 취약성 평가)

  • Drought is one of the most influential disasters in sustainable agriculture and food security of nations. In order to preemptively respond to agricultural droughts, vulnerability assessments were conducted to predict the possibility of drought in the region, the degree of direct or indirect damage, and the ability to cope with the damage. Information on agricultural drought vulnerability status of different regions is extremely useful for implementation of long term drought management measures. The purpose of this study is to develop and implement a quantitative approach for measuring agricultural drought vulnerability at sub-district level based on agricultural water and reservoirs. To assess the vulnerability in a quantitative manner and also to deal with different physical and socioeconomic data on the occurrence of agricultural drought, we selected the appropriate factors for the assessment of agricultural drought vulnerability through preceding studies, and analyzed the meteorological and agricultural reservoir data from 2015 to 2018. Each item was weighted using AHP (Analytic Hierarchy Process) analysis and evaluated through the agricultural drought vulnerability estimation. The entire national vulnerability assessments showed that Ganghwa, Naju, and Damyang were the most vulnerable to agricultural droughts. As a result of analyzing spatial expression, Gyeongsang-do is relatively more vulnerable to drought than Gangwon-do and Gyeonggi-do. The results revealed that the methodology and evaluation items achieved good performance in drought response. In addition, vulnerability assessments based on agricultural reservoir are expected to contribute supporting effective drought decisions in the field of agricultural water management.

Assessment of Agricultural Drought Vulnerability Focus on Drought Response Capability in Irrigation Facilities and Paddy Fields (수리시설물 및 농경지 가뭄대응능력 중심의 농업가뭄 취약성 평가 - 태안 지역을 중심으로 -)

  • Due to recent climate change, the amount of rainfall during the summer season in South Korea has been decreasing, leading to an increase in areas affected by frequent droughts. Droughts have the characteristic of occurring over a wide area and being unpredictable in terms of their onset and end, necessitating proactive research to cope with them. In this study, we conducted an assessment of agricultural drought vulnerability in Taean-gun, Chungcheongnam-do, focusing on irrigation facilities and paddy fields. The assessment criteria were meteorological impact, drought occurrence status, supplementary water supply capacity, and drought response capability, with nine specific indicators selected. The drought response capability was analyzed by applying a scoring system as a key component of the agricultural drought vulnerability assessment, while the other indicators were quantified using an entropy weighting technique. The results of the assessment showed that Anmyeon-eup and Taean-eup were the safest areas, while Wonbuk-myeon, Nam-myeon, and Gonam-myeon were the most vulnerable. It is expected that the findings can be utilized to enhance understanding and proactive measures for coping with agricultural drought, and to determine the priority of drought response in different regions.

농업가뭄의 평가를 위한 가뭄지수의 적용성 분석

  • The objictive of this study is to analyze regional drought using agricultural drought indicator. Toforecast and evaluate the drought, the drought indices for agriculture were applied. In the present drought preparedness plans of Ministry of Agriculture and Forestry (MAF), it is prescribed that the preparedness levels should be classified by considering the precipitation, reservoir storage, soil moisture in paddy and upland, and the growing status of crops. There are many drought index to analyze and evaluate the drought. However, these indices do not exactly explain all drought events. Thus, we select 4 drought indices to evaluate agricultural drought:reservoir storage index, 3-month delayed SPI, mean rainfall index, and dry day index. Using these ineices, six drought stages are classified. The results show that agricultural drought could be apprppriately analyzed and evaluated by agricultural drought stage and four drought indices.

Decoupling of the Spatiotemporal Pattern of Agricultural Drought from that of Meteorological Drought in Korea (한국의 기상가뭄의 시공간 패턴으로부터 농업가뭄의 시공간 패턴 분리하기)

  • The Korea Meteorological Administration (KMA) regularly publishes various drought indices. However, most of these are meteorological drought indices that are not only difficult but often inappropriate to apply to agriculture. In this study, the meteorological drought index and the agricultural drought index were calculated for the representative points of South Korea during the same period, and the differences in geographical distribution were analyzed according to the characteristics of drought. Although the overall drought patterns estimated by multiple drought indices were similar, the differences were also confirmed due to the different simulation methods depending on the character of drought. Especially, agricultural drought index (ADI) showed higher accuracy in the agricultural sector than that of meteorological drought index (e.g., SPI, PN). In addition, the drought patterns in recent years analyzed by ADI were more severe in spring and early summer compared with normal year. In autumn and winter, drought was weaker than normal year. For the recent periods, inland areas had more droughts than coastal areas. Considering the specific drought indices for the individual sectors, it will be helpful to take measures against drought according to the individual characteristics.

  • Drought is the recurrent natural disasters which harshly affect agricultural production and society in various parts in Bangladesh. Information on the spatiotemporal variability of drought events plays a vital role to take necessary action towards drought mitigation and sustainable development. This study aims to analyze the spatial and temporal variation of meteorological drought in Bangladesh during 1981-2015 using Effective Drought Index (EDI). Monthly precipitation data for 36 years (1980-2015) were obtained from 27 meteorological stations. Drought frequency (DF) and areal extent of drought were considered to investigate the spatiotemporal structure of drought. The DF analysis showed that the northern, southwestern and central regions of the country are comparatively vulnerable to meteorological drought. The frequency of drought in all categories has considerably increased during the recent five years from 2011 to 2015. Furthermore, the most significant increasing trend of the drought-affected area was found over the central region especially for pre-monsoon (March-May) season during this period while the decreasing trend of the affected area was found within the eastern region during the study period. To prevent and mitigate the damages of drought disasters in Bangladesh, agricultural and government managers should pay more attention to those regional drought events that occur in pre-monsoon season. The outcome of the present study can be used as explanatory data in building the strategies to drought monitoring and mitigation activities in Bangladesh.

A Study on the Derivation of the User-Oriented Agricultural Drought Assessment Criteria Using the AHP technique (AHP기법을 이용한 수요자 중심의 농업가뭄 영향 평가 기준 도출 연구)

  • Currently in the drought evaluation, which is a supplier-oriented standard that applies storage rates of reservoirs, evaluation for users that use agricultural water is not done. Therefore, this study established drought evaluation items for drought evaluation based on farmers' judgement, conducted a survey on farmers and experts, compared and analyzed weighted value between two groups, and then classified the evaluation standards per each evaluation item. The agricultural drought evaluation items are 5 major items of water supply lapse rate, agricultural weather, agricultural irrigation facility, crop and soil, and 12 subsections for regional characteristics and opinions of consumers that use water to be reflected. The result of analyzing weighted value of farmers and experts' major items shows that farmers is agricultural irrigation facility(0.219), water supply lapse rate(0.211), agricultural weather(0.204), crop(0.183) and soil(0.183). Experts is agricultural weather(0.297), agricultural irrigation facility(0.202), water supply lapse rate(0.189), crop(0.162) and soil(0.150), which displays difference between the two groups. The agricultural drought criteria standards are established based on precedent studies and cases, and grades of evaluation items are 1st grade(extreme stage), 2nd grade(warning stage), 3rd grade(alert stage) and 4th grade(attention stage). The above analysis per each consumer-oriented agricultural drought evaluation item and the analysis on the standards of evaluation grades are expected to be used as a basic resource for establishing agriculture drought policy and selecting drought area in the future.

Assessment of Upland Drought Using Soil Moisture Based on the Water Balance Analysis (물수지 기반 지역별 토양수분을 활용한 밭가뭄 평가)

  • Soil moisture plays a critical role in hydrological processes, land-atmosphere interactions and climate variability. It can limit vegetation growth as well as infiltration of rainfall and therefore very important for agriculture sector and food protection. Recently, due to the increased damage from drought caused by climate change, there is a frequent occurrence of shortage of agricultural water, making it difficult to supply and manage stable agricultural water. Efficient water management is necessary to reduce drought damage, and soil moisture management is important in case of upland crops. In this study, soil moisture was calculated based on the water balance model, and the suitability of soil moisture data was verified through the application. The regional soil moisture was calculated based on the meteorological data collected by the meteorological station, and applied the Runs theory. We analyzed the spatiotemporal variability of soil moisture and drought impacts, and analyzed the correlation between actual drought impacts and drought damage through correlation analysis of Standardized Precipitation Index (SPI). The soil moisture steadily decreased and increased until the rainy season, while the drought size steadily increased and decreased until the rainy season. The regional magnitude of the drought was large in Gyeonggi-do and Gyeongsang-do, and in winter, severe drought occurred in areas of Gangwon-do. As a result of comparative analysis with actual drought events, it was confirmed that there is a high correlation with SPI by each time scale drought events with a correlation coefficient.

Evaluating the Agricultural Drought for Pre-Kharif Season in Bangladesh using MODIS Vegetation Health Index (MODIS VHI를 이용한 방글라데시 Pre-Kharif 시즌 농업가뭄의 평가)

  • This paper aimed to characterize the spatial and temporal pattern of agricultural drought in Pre-Kharif season using Vegetation Health Index (VHI) and illustrated drought characteristics in Bangladesh during 2001-2015. VHI was calculated from TCI (Temperature Condition Index) and VCI (Vegetation Condition Index) derived from MODIS Terra satellite data, LST (Land Surface Temperature) and EVI (Enhanced Vegetation Index), respectively. The finding showed that all drought-affected areas were experienced by mild, moderate, severe and extreme droughts in several years of Pre-Kharif seasons. Significant drought events were found in the year of 2002 and 2013. On average, Chittagong district covered the largest drought area in all drought stages, and the fraction of drought area was the highest in Sylhet and Rangpur for Pre-Kharif season. Finally, overlaying annual VHI raster maps resulted in that the most vulnerable district to agricultural drought were Sylhet, Rangpur, and Mymensingh in the northern and eastern regions of Bangladesh.

  • There are two ways to mitigate the drought. One is the structural measures such as storage of irrigation water, development of emergency wells, etc. The other one is the nonstructural measures such as water saving management by the early warning system. To precast and evaluate the drought, we need to develop the drought indices for agriculture. In the present drought preparedness plans of Ministry of Agriculture and Forestry (MAF), it is prescribed that the preparedness levels should be classified by considering the precipitation, reservoir storage, soil moisture in paddy and upland, and the growing status of crops. However there are not clear quantitative criteria for consistent judgment. This shows that we have not selected and utilized the proper drought index for agriculture and we did not have the information system to calculate the drought indices periodically and warn the outbreak of the drought. The objectives of the study are to develope of Agricultural Drought Evaluation System and to evaluate this indices for current agricultural status using the system.
