A Methodology for Justification and Optimization of Countermeasures for Milk After a Nuclear Accident and Its Application (원자력 사고후 우유에 대한 비상대응의 정당화/최적화를 위한 방법론 및 적용연구)

  • The methodology for justification and optimization of the countermeasures related with contamination management of milk was designed based on the cost and benefit analysis. The application results were discussed for the deposition on August 15, when pasture is fully developed in Korean agricultural conditions. A dynamic food chain model DYNACON was used to estimate the time-dependent radioactivity of milk after the deposition. The considered countermeasures are (1) the ban of milk consumption (2) the substitution of clean fodder, which are effective in reducing the ingestion dose as well as simple and easy to carry out in the first year after the deposition. The total costs of the countermeasures were quantitatively estimated in terms of cost equivalent of doses and monetary costs. It is obvious that a fast reaction after the deposition is an important factor in cost effectiveness of the countermeasures. In most cases, the substitution of clean fodder was more effective countermeasure than the ban of consumption. A fast reaction after the deposition made longer justifiable/optimal duration of the countermeasure.

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

  • When the long - lasting stationary fronts were pushed northward by the Pacific Highs in late July, mostly clear skies with intermittent showers were a typical weather of August in Korea. However, torrential rains and flash floods are now a seasonal event of August in recent years. Some meteorologists suspect this unusual phenomenon might be connected with the global change and are concerned about the possibility of change in summer climatic pattern in Korea. August of year 2002 must be remembered to be one of the record breaking months with respect to the rainfall events. In this paper, we analyzed the weather and crop data nationwide for August in 2002, and suggest a few countermeasures necessary to overcome the wet and cool summer impacts on agricultural sector.

An empirical analysis of the factors influencing Chinese consumers' willingness to purchase organic agricultural products before and after the COVID-19 epidemic through the application of planned behavior (계획행동이론을 적용한 COVID-19 전후 중국 소비자의 유기농 농산물 구매의향에 영향을 미치는 요인에 관한 실증분석)

  • This paper takes the factors influencing consumers' purchase of organic agricultural products before and after the COVID-19 epidemic as the starting point, decomposes Chinese consumers' purchase behavior of organic agricultural products into questionnaire surveys before and after the COVID-19 epidemic with the help of the theory of planned behavior, and builds structural equation regression models to compare and analyze them respectively. The study investigates whether this change has any impact on consumers' purchasing behavior of organic agricultural products, and proposes rationalized countermeasures from different perspectives based on the results of the study. To this end, this study collected 219 valid questionnaires by combing through domestic and international literature and referring to scholars' mature scales for measurement. The results showed that consumers' attitudes, subjective norms and perceptual behavioral control of organic agricultural products before and after the COVID-19 epidemic had a significant positive effect on consumers' willingness to purchase; however, it can be seen that the intervention of the COVID-19 epidemic event has significantly improved consumers' attitudes, subjective norms and perceptual behavioral control of organic agricultural products.

  • In the light of these analysis of the recorded rainfall data from the meteorological observatories in Kyungpook area, hydraulic and hydrological data based on the representative watershed area and questionnaire or visiting letters to the 21 Land Reclamation Association in Kyungpook province, the hydrological backgrounds being the question to the irrigation facilities in Kyungpook Province or nation wide were studied partialy and the system of conservation and management of agricultural water sources facilities, prevention countermeasures to the drought and flood disasters, prediction of available surface waterflow and need or needless of new facilities establishment were reviewed in this paper. In the results, Technical and financial management and conservation investments of the already constructed ficalities should urgently and firstly be considered than the newly being established one.

  • This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.

Investigation on Regional Distribution of Potential Energy Production with Agricultural By-Products in Agricultural Sector

  • The objectives of this study were to estimate the potential biomass yield by using the biomass conversion index and evaluate the potential energy production by using the energy conversion index of biomass. Estimating the total biomass yield in Korea showed 9,646.3 thousand tons produced in 2012. Subsequent evaluation of the potential energy production using the estimated biomass yield in 2012 indicated that the calorific values were varied from 3,800 to 4,500 kcal $kg^{-1}$ for crop- and from 4,100 to 4,300 kcal $kg^{-1}$ for woody-based biomass, respectively. Among the examined biomass materials, the pruned branch of a nut tree appeared to be the greatest in bio-energy production showing 6,300 kcal $kg^{-1}$ in calorific value. Total potential energy production from agricultural by-products was estimated approximately at 3,966,000 TOE. Among the agricultural by-products examined, rice straw showed the greatest energy production potential being at 2,321,000 TOE. Furthermore, it might contribute to establishing the countermeasures of biomass utility in agricultural sector based on regional distribution chart of the potential biomass and energy yields in Korea.

  • BACKGROUND: It is essential to prioritize the exact and clear understanding of agricultural nonpoint source pollution (NPS) controls. The realistic policies and systems should also be developed based on this understanding. Therefore, this study aimed to present agricultural Best Management Practices (BMPs) applicable for the fields based on the Delphi survey result. METHODS AND RESULTS: This study deduced the evaluation items to assess each BMP for agricultural NPS control and conducted the surveying using the Delphi method based on agricultural BMP experts. In addition, its on-the-spot application were evaluated. Considering its importance, technical, social and economic proprieties showed that political support was ranked first and followed by cost investment, labor investment, reduction effect and resident participation. The survey findings by agricultural BMP experts showed the good performance of on-the-spot application can be achieved from fertilization by soil testing, residue and green manure application and contour plowing which are applicable within a field. Agricultural BMPs, highly applicable for the fields, were the countermeasures that farmers who are the principal bodies of agricultural NPS control could be participated directly. CONCLUSION: The active participation of farmers is essential for effective control of agricultural NPS. It is necessary to establish various incentive systems.

Temporal and Spatial Variation of Soil Moisture in Upland Soil using AMSR2 SMC

  • Temporal and spatial variation of soil moisture is important for understanding patterns of climate change, for developing and evaluating land surface models, for designing surface soil moisture observation networks, and for determining the appropriate resolution for satellite-based remote sensing instruments for soil moisture. In this study, we measured several soil moistures in upland soil using Advanced Microwave Scanning Radiometer 2 (AMSR2) Soil Moisture Content (SMC) during eight-month period in Chungbuk province. The upland soil moisture properties were expressed by simple statistical methods (average, standard deviation and coefficient of variation) from the monthly context. Supplementary studies were also performed about the effect of top soil texture on the soil moisture responses. If the results from this study were utilized well in specific cities and counties in Korea, it would be helpful to establish the countermeasures and action plans for preventing disasters because it was possible to compare with the relationship between soil moisture and top soil texture of each region. And it would be the fundamental data for estimating the effect of future agricultural plan.
