A survey on the application of ICTs in automated water level gauges for agricultural reservoirs

  • Timely and appropriate water supply to paddy fields is crucial for efficient agricultural water management. In South Korea, 17,240 agricultural reservoirs supply approximately 60% of the agricultural water and play a pivotal role in irrigation and drought mitigation. These reservoirs are managed by the Korea Rural Community Corporation (KRC), which oversees 3,411 reservoirs, and various local governments, which manage 13,829 locations. Guidelines from the Ministry of Agriculture, Food and Rural Affairs (MAFRA) mandate the installation and operation of water level measurement instruments. Currently, automated water level facilities are installed in 1,734 reservoirs and 1,880 irrigation canals, generating water level data at ten-minute intervals. In this study, a survey was conducted to enhance the management of agricultural reservoirs by integrating advanced information and communications technology (ICT) into existing automated water level gauge systems. We propose directions for enhancing the automated water level gauges in agricultural reservoirs. The findings would provide foundational data for stable and systematic management of these gauges.

Event Mean Concentration of Nitrogen and Phosphorus from a Dairy and Crop Farming Complex Watershed

  • Event mean concentration (EMC) of nitrogen (N) and phosphorus (P) is primary information for non-point source pollution assessment of a watershed. The EMCs for various types of agriculture such as dairy and crop farming under different climate and geologic conditions are not fully investigated. A diary- and cropfarming complex agricultural watershed in Piedmont region in Maryland, USA has been monitored for 10 years as a section 319 national monitoring program of US EPA. Dairy manure was the main source of fertilizer for crop farming in this watershed. Observed mean concentrations of N and P for each event were analyzed. Distribution of EMCs for N and P showed a wide range of variations. Representative EMCs of T-N and $NO_{3}-N$ tended to be higher than those reported for other agricultural watersheds. This study confirmed that site-specific EMC information for various agricultural practices is required for better assessment of non-point source pollution using EMC method.

Impact of ICT Investment on Agricultural Sector: Analysis of Korean Corporations Based on IT Portfolio Framework

  • In several industries, including the agriculture industry, information and communication technology (ICT) expenditure has been gradually increasing. This study explores the ICT investment of Korean agricultural corporations, and examines the effect of ICT investment on their profitability using an IT portfolio framework. As the organizational capabilities and environment in which ICT is used is critical in examining its impact, the IT-savvy level is used as a moderator. An increase in ICT investment size results in a significantly positive effect on profitability in organizations with higher IT-savvy levels, whereas there is no effect in organizations with lower IT-savvy levels. This study shows the necessity of understanding the structure of ICT investments in the agriculture industry, and suggests the importance of organizational capabilities and environment in making best use of ICT.

  • This study was conducted to provide a improving direction of R&D investment for agricultural technology. The results is summerized as follows : 1) it is necessary to make a systematic master-plant of R&D investment for agricultural technology especially including management system 2) Reinforcement of researchers and investment related with agricultural technology might be im-portant factor 3) To clarify the roles by organization is necessary to efficient management for this is needed to efficient use of research resource 5) In the meeting pro-vice era a synthetic management of tech-nology developed by researchers and mutual exchange between research organization researcher is necessary. Finally Builing up a information delivery system of agricultural technology compatible to use the technology developed is recommended.

  • Agricultural Technology Center is an education center to provide agriculturalists with information and technology related with agriculture. As domestic and international environment of agriculture and rural area is changing, functions and roles of Agricultural Technology Center are evolving according to stream of times. In 1995, a new urban and rural complex city was created for symbiotic relationship between city and rural area, As a result, user group of Agricultural Technology Center expanded to nonagriculturalists. Though the change of agricultural extension service is necessary to perform extended functions of rural area and to satisfy needs of new group of users, it is difficult to find enough studies on new functions and roles of Agricultural Technology Center to manage the service change. Therefore, this study is aimed to suggest new functions and roles of Agricultural Technology Center according to stream of times. This study were surveyed through questionnaire targeting users of Namyangju Agricultural Technology Center to compare user group awareness of Agricultural Technology Center in urban and rural complex city. According to this study result, while main purpose of agriculturalists' visiting at Agricultural Technology Center was participating in education programs related with agriculture. In contrast, nonagriculturalists usually visited the center for agricultural understanding, leisure activities, and children education, participating in field work programs. From the survey result of required functions of the center, it was revealed that nonagriculturalists expected urban agriculture, research for living improvement in rural area, adjustment education for returning farmer, and function of farming promotion, comparing agriculturalists. It is verified that this difference of user group awareness reflects the necessity that Agricultural Technology Center should change services and accept increasing use of nonagriculturalists with new functions and roles.

  • Web2.0 refers to a new service models based by a community oriented philosophy. This creates new opportunities for technology providers and service. The agricultural technology information service in the base of open source technology provide opportunities for increased distribution and visibility to farmer and general user. We would like to find out vest service models and platform that will find new ways of agriculture technology information service. This study suggests that these new agriculture information service strategy in new paradigm of web 2.0. should be revised and adapted to Open API and new applied strategy in agriculture should be developed considering the impact of web 2.0.

Predicting Crop Production for Agricultural Consultation Service

  • Smart Farming has been regarded as an important application in information and communications technology (ICT) fields. Selecting crops for cultivation at the pre-production stage is critical for agricultural producers' final profits because over-production and under-production may result in uncountable losses, and it is necessary to predict crop production to prevent these losses. The ITU-T Recommendation for Smart Farming (Y.4450/Y.2238) defines plan/production consultation service at the pre-production stage; this type of service must trace crop production in a predictive way. Several research papers present that machine learning technology can be applied to predict crop production after related data are learned, but these technologies have little to do with standardized ICT services. This paper clarifies the relationship between agricultural consultation services and predicting crop production. A prediction scheme is proposed, and the results confirm the usability and superiority of machine learning for predicting crop production.

A Study on the Presence of the Information Management Division and its Effect on the Digital Divide among Different Regions of Korea

  • With the confirmation of the Free Trade Agreement (FTA) and as cheap foreign agricultural products are beginning to be freely distributed in Korea, the government has taken a greater interest in securing the competitiveness of domestic agriculture. Accordingly, the Korean government has presented plans to advance the interests of 'small but strong farmers' and secure their competitiveness in line with the agricultural conditions in Korea. The government also announced that it will focus on leading these efforts in rural areas. The main thrust of this plan to support 'small but strong farmers' focuses onutilizing advanced peripheral technologies such as IT and BT; however, there are only a few Information Management Division centers currentlyoperating across the nation, and these are mainly in the IT-related divisions of the Agricultural Research and Extension Services and Agricultural Technology Centers. Therefore, in this study, we used the responses from a survey of farmers to identify regional differences in informatization levels and the digital divide among 'small but strong farmers' according to the presence or absence of an Information Management Division center. As a result, we found that the 'small but strong farmers' in regions with an active Information Management Division center received more IT services and had a higher level of informatization. Thus, to increase the use of IT-related peripheral technology by these 'small but strong farmers', it is important to maintain or increase the number of Information Management Division centers.
