Study on Reform of Development Regulations in Greenbelt - Focused on Agricultural, Forestry and Fisheries Facilities - (그린벨트내 개발행위허가 규제제도의 변천에 관한 연구 - 농림수산업용 시설을 중심으로 -)

  • The objective of this study is to analyze 1) the law system in relation with the development permissions 2) characteristics of the development permissions change 3) especially focusing on the development permissions changes in agricultural, forestry and fisheries facilities in light of socio - economic conditions in Korea Greenbelt. The following results were obtained: 1) The purpose of Greenbelt in Korea is to control the land use in order to protect the surrounding areas from urbanization. 2) During the 1990s, the number of formulated development regulations increased one and half times than that of the previous decades(1970s 1980s). The main reasons are advancements of local autonomy and democratization. 3) Three patterns were observed with respect to ease the regulations in agricultural, forestry and fisheries facilities those are: (1) increase in types of businesses ; (2) increase the maximum area permitted ; (3) decrease in qualification for establishing facilities. 4) There were few development permissions in a agricultural, forestry and fisheries facilities in consideration to the regional agricultural condition. The development permissions were only during the period of restricted to use ($1979.12{\sim}1993.11$). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.

A Study on the Appropriate Size of Large Rainwater Utilizing Facilities and Estimation of Agricultural Water Availability in Namwon eup, Jeju Island (제주도 남원읍지역 대용량 빗물이용시설의 적정규모 및 농업용수 공급 가능량 산정 연구)

  • Jeju Island is seeking reliable ways to secure alternative water resources using rainwater in order to conserve and manage its groundwater as sustainable water resources. The purpose of this study is to investigate the rainwater storage capability of small-size storage facilities installed at farmhouses in Uigwi and Wimi of Namwon-eup region. The rainwater outflows from the storage facilities in rain events were analyzed. The appropriate size of rainwater utilizing facilities are suggested to be about 5,800 ㎥ in Uigwi area and 4,900 ㎥ in Wimi area based on the calculation from the rainfall frequency and runoff amounts. If those facilities are put into operation in Uigwi and Wimi area, it is estimated approximately 32.3 and 11.5% of total agricultural water can be supplied by the facilities. Wimi area showed low rainwater usage because of less number of facilities relative to the size of farm areas and less intensive underground water usage. It is analyzed that more than 55% of agricultural water can be supplied by rainwater if 70 facilities without the rainwater facilities are connected to the rainwater utilizing facilities.

  • Recently agricultural productivity innovation projects are increasing all over the farming countries. To reform and improve the productivity of agricultural industry is important factors. This research is to do the functional Analysis for P-C-M support System Design in Agricultural Facilities. By analyzing the for P-C-M support System modules in the agricultural construction process, P-C-M support System factors are derived and defined. The result of this study would widely be used as a fundamental research guide to develop the agricultural P-C-M support System in the agricultural construction process.

Calculation of Road Circuity Factors Considering Public Facilities and Road Condition in Rural Area (농촌지역의 공공시설 및 도로 상황을 반영한 도로 우회계수 산정)

  • This study is to estimate the circuity factors which can be used to assess for public facilities accessibility and analyze traffic in the area. We set the range of the administrative districts by Si Gun Gu unit and Eup Myeon Dong unit (more subdivided unit than Si Gun Gu unit). The average circuity factor in Si Gun Gu unit is 1.364 (maximum 2.953 and minimum 1.711). The region indicated the highest value of circuity factor is wando-gun in jeollanam-do, which area consists of 4 island and is connected to the bridges. Having to use the bridges for using public facilities hinders its accessibility. In the case of Eup Myeon Dong unit, the average circuity factor is 1.353 (maximum 2.950 and minimum 1.154). The region indicated the highest value of circuity factor is buksan-myeon in chuncheon-si, Gangwon-do. This region also has to use bridges for using public facilities because there is the largest lake, called Soyangho. This circuity factor is used to analyze the location of public facilities and assess vulnerability of accessibility. And also the factor can be applied to some policies, such as rural public service planning based on spatial big data.

  • The purpose of this study was to determine whether public services in rural areas performed the functions of public interest value that benefited all residents of rural areas. Therefore, the results were derived through spatial distribution and population characteristics analysis at the level of basic living service facilities. As a result, the status of spatial distribution in the Favorable and Vulnerable areas of rural villages and the status of population distribution in the vulnerable areas was analyzed for retail, child care and medical facilities. In the case of retail facilities, it was found that more than 80.0% of the country's farming villages were distributed in the favorable areas that could be reached within 15 minutes. In the case of child care facilities, 91.5% of the total number of favorable areas could be reached within 15 minutes, and the distribution of child care facilities nationwide was deemed proper. In the case of medical facilities, 90.8% or more villages could be reached within 15 minutes of travel time as a lawmaker, and in the case of hospitals and emergency medical services, 92.7% of hospitals and 68.2% of emergency medical services were analyzed as favorable areas. Through these results, the government intends to establish objective spatial data in rural areas to provide basic information on policy directions and contribute to planning.

Performance Analysis of Water-Water Heat Pump System of 100 kW Scale for Cooling Agricultural Facilities

  • Purpose: In this study, the performance of cooling system with the water-water heat pump system of 100kW scale made for cooling agricultural facilities, especially for horticultural facilities, was analyzed. It was intended to suggest performance criteria and performance improvement for the effective cooling system. Methods: The measuring instruments consisted of two flow meters, a power meter and thermocouples. An ultrasonic and a magnetic flow meter measured the flow rate of the water, which was equivalent to heat transfer fluid. The power meter measured electric power in kW consumed by the heat pump system. T-type thermocouples measured the temperature of each part of the heat pump system. All of measuring instruments were connected to the recorder to store all the data. Results: When the water temperature supplied into the evaporator of the heat pump system was over $20^{\circ}C$, the cooling Coefficient Of Performance(COP) of the system was higher than 3.0. As the water temperature supplied into the evaporator, gradually, lowered, the cooling COP, also, decreased, linearly. Especially, when the water temperature supplied into the evaporator was lower than $15^{\circ}C$, the cooling COP was lower below 2.5. Conclusions: In order to maintain the cooling COP higher than 3.0, we suggest that the water temperature supplied into evaporator from the thermal storage tank should be maintained above $20^{\circ}C$. Also, stratification in the thermal storage tank should be formed well and the circulating pumps and the pipe lines should be arranged in order for the relative low-temperature water to be stored in the lower part of the thermal storage tank.

A Study on the Maintenance Plan of Common Farming Facility Using Space Syntax (공간구문론을 이용한 농업공동시설 입지 방안에 관한 연구)

  • With a view to creating beautiful farm villages, this study aims to exploit space syntax and thereby establish a systematic plan for refurbishing common farming facilities in farm villages by expanding a remodeling plan that has so far been focused on farm houses to cover different villages as well as in spatial scope. For this purpose, the study has extracted a system of categories for common ownership facilities in farm villages and applicable elements needed for collaboration in the space of joint production by performing a comprehensive analysis of related literature for the purpose of researching the distribution of common farming facilities. Based on such categorization of applicable elements, the study conducted a field survey of the four types of farm villages such as suburban area (Hwaseong), inland farming-centered area (Jeungpyeong), coastal & plain area (Goheung), and mid-mountain area (Gangneung), through group discussions by participating researchers and field pilot surveys. Also, space analysis has come up with measurements based on the five criteria of integration, local integration, control, connectivity, and spatial depth. And a plan for type-specific remodelling of common farming facilities has been drawn up through standardization based on the values in integration for different villages and spatial depth for common farming facilities. The significance of the current study consists in identifying how the location of common farming facilities influences the characteristics of different villages in terms of spatial structure and then drawing up guidelines for planning their placement.

  • Currently, agricultural facilities are evaluated using either basic inspections or detailed analysis. However, conventional analyses as well as methods based on fuzzy logic and rule of thumb have not been very successful in providing a clear relationship between rating and real state of agricultural facilities, because they can't provide exactly acceptable reliability of degraded structures with manager or supervisor. Therefore, in this stage, we must define probabilistic variables for representing degradation of structures being given damages during a survival time. This paper describes the application of neural network system in developing the relation between subjective ratings and parameters of agricultural reservoir as well as that between subjective and analytical ratings. It is shown that neural networks can be trained and used successfully in estimating a rating based on several parameters. The specific application problem for agricultural reservoir in the rural area of Korea is presented and database is constructed to maintain training data set, the information of inspection and facilities. This study showed that a successful training of a neural network could be useful, especially if the input data set for target problem contains parameters with a diverse combination of inter-correlation coefficients. And the networks had a prediction rating of about $^{\ast}^{\ast}^{\ast}%$. The neural network system is expected to show high performance fairly in estimate than statistical method to use equation that is consisted of very lowly interrelated variables.

Spatial Distribution and Regional Characteristics of Meteorological Damages to Agricultural Farms in Korea (우리나라 농업기상재해의 공간 분포 및 지역 특성 분석)

  • Along with global warming, ever intensifying weather events have increased damages to agricultural farms and facilities. The objective of this study was to investigate the spatial distribution and regional characteristics of agricultural damages by extreme weather events. Agricultural disaster statistics provided by the National Emergency Management Agency were summed over for a 13-year period from 1998 to 2010 and used for the spatial analysis. Two indices of damage area ration and property damage per unit area were introduced to quantify regional agricultural damages. As the results, farm inundation accounted for the largest area primarily damaged by typhoons with heavy rainfalls. Most property damages to farm lands originated from farm erosion in the alpine regions by localized guerrilla rains. The two major causes of damages to greenhouse and livestock facilities were typhoon with strong wind and winter blizzards. Gangwon was the province of the largest property loss mostly from farm land erosion losses, followed by Gyeongnam, Jeonnam, and Chungnam where losses to greenhouse and livestock facilities were relatively greater. Property loss per unit area was also the greatest for the Gangwon province (4.91 M\/ha), followed by Gyongnam and Chungnam of 2.20 and 1.50 M\/ha, respectively. Unit loss for greenhouse and livestock facilities was 13.3 M\/ha, approximately 13 times greater than that for farm land (1.06 M\/ha). The study findings indicated the importance of reducing highland farm erosion and reinforcing farming facilities structures for agricultural disaster management.

A Study on the Characteristics of Irrigation Facilities (수리시설물의 특성조사 연구)

  • It is important to build new irrigation facilities as a countermeasure against new water demand, however the effective use of existing facilities is rather advantageous economi cally and socially.Since many irrigation facilities were constructed before 1960's, the functions of them have been declined and rehabilitation of deteriorated facilities needs great expenses. To operate the irrigation facilities efficiently, the criteria for the maintenance and repair of irrigation facilities should be established according to the importance of structures. for the reasonable evaluation of the irrigation facilities, the Irrigation Facility Inquiry System(IFIS) was developed. The present status of the irrigation facilities are grouped by the type and scale of structures, and the characteristics of irrigation facilities under control of Farmland Improvement Association(FIA) were analysed.
