In this paper, we present the results of a study of lessons learned from the life of Caleb (Cal), a significant character in John Steinbeck's "East of Eden." His life serves as a powerful example of the process of self-discovery, overcoming conflicts with self, others, and society. He emphasizes the importance of managing and understanding your emotions, learning to acknowledge and express them throughout your journey. He makes moral judgments while confronting desires and conflicts, and transparently demonstrates the importance of self-determination based on ethical decisions, while his honest expression and acceptance of his own emotions emphasizes the core value of emotion management and understanding. Additionally, his story emphasizes the clear importance of understanding and compromise in human relationships. We present a thorough exploration of these topics and consider how the lessons from Caleb's story can be applied to our everyday lives. As a result of the analysis in this paper, we expect to gain insight into how these lessons can be applied and put into practice.

This study is based on a review of how and in which stages evidence can be used, in practice, in the policy process and proposes an information analysis framework capable of inducing continuous interaction among stakeholders and an operation procedure that allows experts to reconcile conflicts through the analyzed information. In particular, it focuses on the strategic planning process carried out in the policy formation stage of the R&D policy process, which promotes the creation of knowledge related to science and technology required to improve national competitiveness and solve social and environmental problems. Conflicts are negotiated and resolved by ensuring rationality in the policy process, following the operation procedure and inducing communication between the stakeholders participating in national R&D strategic planning related to the issue of population aging throughout utilizing the provided useful information. Our results showed that the proposed operating procedures and information analysis framework had a positive effect on the communication-oriented shift. Thus, in order to promote conflict management, an agreed operating procedures and information analysis framework should be established between stakeholders, thereby reducing a conflict of opinions in advance. This article realizes the true meaning of movement of evidence-based policies. In addition, the framework is helping support evidence-based R&D policies by strengthening rational behavior.

The "cognitive warfare," which has emerged as a result of the Ukrainian-Russian war, has already existed in the previous war and is now emerging as a major aspect of the war, its meaning and influence are increasing. Recognizing the emergence and importance of cognitive warfare and understanding the meaning and characteristics of cognitive warfare must be accompanied by victory in the modern war. After Russia's alleged involvement in the U.S. presidential election in 2016 drew attention, the Israeli-Palestinian conflict in 2021 confirmed its upward influence. In particular, 'cognitive warfare' using SNS played a major role in leading the war to its advantage and maintaining the initiative by selecting clear purposes and targets such as the international community, the people, and Hamas. This new pattern of war is gradually emerging as the world is hyper connected with the advent of the Fourth Industrial Revolution. It is expected that it will play a leading role in the future battle if it clearly recognizes the main contents of the new war, "Injijeon," and has the ability and ability to actively operate it.

This study aims to deeply analyze the military strategies and tactics used in the battles between Israel and Hamas, to understand the military approaches, technical capabilities, and their impact on the outcomes of the conflict. To achieve this, methodologies such as literature review, data analysis, and case studies were utilized. The research findings confirm that Hamas employed asymmetric tactics, such as rocket attacks and surprise attacks through underground tunnels, to counter Israel's military superiority. On the other hand, Israel responded to Hamas's attacks with the Iron Dome interception system and intelligence-gathering capabilities, but faced difficulties due to Hamas's underground tunnel network. After six months of fighting, the casualties in the Gaza Strip exceeded 30,000, and more than 1.7 million people became refugees. Israel also suffered over 1,200 deaths. Militarily, neither side achieved a decisive victory, resulting in a war of attrition. This study suggests that the Israel-Hamas war exemplifies the complexity of modern asymmetric warfare. Furthermore, it recommends that political compromise between the two sides and active mediation efforts by the international community are necessary for the peaceful resolution of the Israel-Palestine conflict.

Starting from April, 2003, new pre-review system has been introduced and implemented to reduce unnecessary conflict with medical care organizations caused by current retrospective claim review system and to enhance efficiency of review system. The main purpose of pre-review system is to educate doctors to contrive adequacy of medical services. This research mainly focuses on effectiveness of pre-review system's influence on physicians' behavior changes. The analysis-participants were drawn from 1,449 clinics which implemented pre-review system, since April of 2003. The research results are as followings. First, the amount per claim has reduced by $\\3,154$, days of visit per claim by 0.1 day, and amount per visit by $\\412$, which were statistically significant. Second, anesthesiologists have decreased in three indicators the most, and the internists had least of changes. Third, the amount per claim and days of visit per claims has dropped significantly on physicians with less periods of practice and physicians with more ages. Fourth, the clinics without the expensive medical equipments, the city clinics showed significant decrease on days of visit per claim. Fifth, in intervention methods, the one-to-one education showed more significant decrease on amount per visit rather than information feedback by paper. In conclusion, the pre-review system have an impact on self-imposed physician behavioral change. The outcome of this research may be utilized for future extension implementation of pre-review system. Furthermore, it is showed that ability of transitions in medical services review system according to the future transition of payment system and context of health service policy.

The purpose of this qualitative research is to compare the community service and situation of SH apartment in Yangcheon-Gu and PHA apartment in Minnesota in order to grasp the requirement for livable community. For the study, depth-interview method was used to collect the data. Throughout this research, we found the ways to create a livable community as follows: Rental apartments are supplied by Seoul Housing agency in Korea while in US by PHA, an independent government agency. Both of them are in direct management. There are five main topics to be discussed. First, as a main supplier of services, it is Yangchun-Gu's social welfare center in Korea, while PHA in US. Second, as a mean of giving services, Korean residents visit the welfare center. On the other hand, PHA apartments enforces service-to-customer policies. Third, as a Korean service, they are consultation targeting families, children, teenagers, disabled, olds, education, medical examinations, rehabilitation and free meals. In US PHA apartments, they are medical health professionals, social worker, beauty salon or barber shop, bus to shopping area, bookmobile, OK card program, CHSP, ASI, ALP, personal care, senior/congregate dinning and etc. Fourth, both Korean and US have same hindrance for the 'livable community' policies which is funding and conflict of residents. Fifth, both Korean and US think that the key for the success of 'livable community' are resources, service and residents. The differences between Korea and US concerning service conditions such as supply of rental apartments, management and services are caused by cultural, ethnic and economical differences. From another point of view, Korean apartments are predicted to have similar problems like PHA apartments, and preparative attitude for this is needed.

This article examines cultural content distribution system, particularly of game industry based on the development of digital technology. In this period of convergence and fusion, some phenomenon leads the cultural content distribution system change like value transfer from platform to content. In relation to it, especially in the game industry, three types of distribution is categorized by the industrial structure (offline, online, mobile game) through the case studies and it is expected to be evolve into a base for development of distribution integration model in the future. In conclusion, the article suggest the policy subject for the promotion of cultural content that hold so much competitiveness for long-lasting development by the improvement of distribution structure, blowing off the conflict between companies and publishers, and global business, etc.

PURPOSES : Permitted left turn is a turning maneuver in which a vehicle turns left using a gap between oncoming vehicles, called gap acceptance, and it enables for more efficient traffic operation at intersections. In Korea, the permitted left turn has not been a common maneuver at signalized or un-signalized intersections. However, many experts and the Police Agency tried to apply this effective turning maneuver at intersections in Korea since 2010. Though the investigation of gap acceptance is significantly important in understanding a driver's behavior at intersections, there have not been many studies about this topic, specifically a study to develop probability models of gap acceptance behavior. METHODS : In this study, the probability model of gap acceptance behavior for a permitted left turn was developed based on observational field studies. To develop the model, seven variables were analyzed including gap, waiting time, traffic volume, conflict-flow vehicle type, left-turning vehicle type, the number of lane, and time. RESULTS : In the final model, gap and left-turning vehicle type were found to be significant influencing factors. CONCLUSIONS : Through this model development, it was concluded that as the gap size increased, the probability of gap acceptance was higher. Moreover, when a left-turning vehicle was a passenger car, the probability of gap acceptance was higher than compared to large size buses or freight cars.

This discovery-oriented study explored 31 social workers' perceptions of discrepancies between explicit and implicit rules in their work places that are supposed to affect the quality of social work services, and identified eight categories of dilemmas: (a) confused accountability or purpose, (b) ambiguous principle, (c) improper authority, (d) confused role of social workers, (e) conflict between ideal and reality, (f) confused work ethics, (g) confused boundary of workers' rights, and (h) binds. These eight categories revealed the real philosophy and purposes of social work agencies, work ethics and values prevalent among social work agencies, agencies' orientation toward clients, and the conditions of social support from the society in large. Instead of searching for discrete variables as separately responsible for inefficient social work services, this approach probed malfunctioning implicit rules in a holistic context to see if inefficient or ineffective provision of social work services is a logical response to a much larger and deeper nexus. Insight into discrepant rules does not solely ensure the improvement of social work practice in the field, particularly if their identification is simply used as another opportunity to blame and avoid self-responsibility. However, such discrepancies between implicit and explicit rules are real enough to the staff workers and agency administrators that they may want to begin the dialogue of contradictory rules as a way of sanctioning discussion of previously forbidden topics. This study provided the ground-work for the dialogue.

ADR has recently been expanded, making it possible to solve traffic accident disputes, which is a matter of urgency for parties to avoid. This point serves as an important procedural element. Such disputes are an area that requires a quick resolution. To try to solve any dispute that occurs in the complex environment of modern times one-by-one through litigation does not make sense. It gives an undue burden on the judicial body and the investigation agency. Like litigation, today's arbitration system, should have effective conflict resolution. The arbitration of automobile traffic accident disputes can be seen as roughly adjusted through the insurance company, the Dispute Coordinating Committee, and the Crime Victims Protection Act. It consists of experts mainly, and the resolution of automobile traffic accident disputes can be resolved through the Sajonsa and workers insurance company. However, adjustments to failure incident mostly need attention. Most of a company's compensation insurance indemnity needs to be processed in practice. In addition, a vicious cycle of litigation and delay period is repeated if a lawyer is appointed. There are unreasonable adjustment systems in the midst of these. Avoiding traffic accidents allows parties to resolve disputes better. Arbitration of disputes in automobile traffic accidents handled by arbitration institutions is desirable. It is determined that the handling of a case by a village attorney is efficient.
