An Analysis of Safety Management Items for Low Pressure Hydrogen Facility below 0.1MPa in Domestic Hydrogen Town (국내 수소타운 내 0.1MPa 이하 저압 수소 사용시설의 안전관리 항목 분석)

  • As the interest in hydrogen energy is being increased, it is a widely issue to develop a lot of hydrogen technologies in the field of production, storage, transportation, application and others. In the aftermath, there is a hydrogen town in Ul San, which is expected to expand application fields of hydrogen energy, as a demonstration project. The hydrogen town in Ul San can consist of high and low pressure part by the gas pressure. The high pressure part is managed by 'the high pressure gas safety control act'. And, low pressure part is managed by 'the guideline for the safety management of demonstration project of hydrogen town'. In this paper, to improve efficiency of safety management, the direction of safety management is reviewed by an analysis of low pressure hydrogen facility and safety management items. And then, some improvement directions are suggested. In the end, it is expected that the results of this study could help to activate construction of hydrogen town and improve efficiency of safety management as well.

A Study on Bogam Yi seol's(李?) Essays in Classical Chinese (복암(復菴) 이설(李?)의 한문산문(漢文散文) 연구(硏究))

  • The present study examines some essays by Yi Seol (李?, 1850-1906; pen name Bogam), a government official at the end of the Joseon Dynasty. Written in Classical Chinese, the essays are contained in The Collected Essays of Bogam (Bogam munjib). The study begins with a brief review on the Yeonan Yi Clan to which the official's family belonged, and then on his personal life history. The study goes on to analyze the contents of Yi's essays, which are classified into two themes: 1) his affirmation of the contemporary idea that saw the world as divided into the Chinese and the Barbarians, which justified and reinforced his resistance against Japan; and 2) his views on how to regain social stability. Concerning the former theme, Yi asserts that Joseon should not betray Qing China and should purge his nation of Japanese influence. Naming Japan as the evil enemy of Joseon, Yi expresses his firm resistance against the neighboring nation. As for the latter theme, his essays put forth an array of suggestions on how to disband the Donghak rebels, who emerged at the end of Joseon, and how to restore people displaced in the aftermath of social uprising. Although the suggestions are mostly general ones, he repeatedly stresses the importance of social stability in some of his essays addressed to the king.

A Study on the Adaptation Process About Sexually Abused Children by Kin and Kith - With a Focus on the Children at the Shelter - (근친 성학대 피해 아동의 적응과정에 대한 연구 - 쉼터에서 생활하는 아동을 중심으로 -)

  • This study set out to investigate the adaptation process and experiential structure of those children who went through sexual abuse by looking into their inner worlds in order to understand what kind of meaning sexual abuse had on them. For that, the investigator conducted in-depth interviews with 13 children aged 8~16 who lived at the shelter after experiencing sexual abuse. The methodology of Grounded Theory by Strauss and Corbin(1990) was used to analyze raw data. The analysis results indicate that the core theme of the adaptation process among the children living at the shelter after sexually abused by kin and kith was "hoping to appear the same as others." According to the results, the core phenomenon was "blaming the victims." The causal conditions include "broken families," "antihuman sexual abuse," "making sexual abuse a public issue," and "the trap of the family." The contextual conditions include "the chain named family," "family as the last fortress" and "structural enforcement of silence." The intervening strategies was "dual emotions toward the shelter." The action/interaction strategies include "aftermath of violence" and "trying to escape." The consequences were "preparation for the future" and "uncertain future." The identified stages include the confusion, keeping the secret, leaking the secret to others, intervention by others, social support and challenge and adjustment stage. The three identified types were "withdrawal and avoidance," "settling down in reality" and "overcoming and challenging." Based on the analysis results, discussions were made about the social welfare plans and intervention strategies in the conclusion.

A Historical Approach to the Development of Democracy and the Archival Society in Korea (한국 기록관리와 '거버넌스'에 대한 역사적 접근)

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

Analysis of the differences in living population changes and regional responses by COVID-19 outbreak in Seoul (코로나-19에 따른 서울시 생활인구 변화와 동별 반응 차이 분석)

  • New infectious diseases have broken out repeatedly across the world over the last 20 years; COVID-19 is causing drastic changes and damage to daily lives. Furthermore, as there is no denying that new epidemics will appear in the future, there is a continuous need to develop measures aimed towards responding to economic damage. Against this backdrop, the living population is an important indicator that shows changes in citizens' life patterns. This study analyzes time-based and socio-environmental characteristics by detecting and classifying changes in everyday life caused by COVID-19 from the perspective of the floating population. k-shape Clustering is used to classify living population data of each of the 424 dong's in Seoul measured by the hour; then by applying intervention analysis and One-way ANOVA, each cluster's characteristics and aspects of change in the living population occurring in the aftermath of COVID-19 are scrutinized. In conclusion, this study confirms each cluster's obvious characteristics in changes of population flows before and after the confirmation of coronavirus patients and distinguishes groups that reacted sensitively to the intervention times on the basis of COVID-related incidents from those that did not.

  • The $14^{th}$ general election which should be held by August 2018 has been a dominant factor for Malaysian politics, economy, social changes and foreign policy in 2017. UMNO, the dominant party within the ruling governmental coalition, has focused on securing Malay support, voters which made them to sought political cooperation with PAS, Malaysia's Islamist opposition party. A consequent event followed by the strategic ties between the two parties is the rise of political Islam in Malaysia though PAS' 'Islamization' or 'desecularization' has never been adopted by UMNO. The rise of political Islam and Malay support have become the most important factor for the next election, which increasingly enhanced the role of 3R of Malaysia politics; Race, Religion, and Royalty. The Pakatan Harapan (PH), the newly formed opposition coalition without PAS, has elected Mahathir Mohamad, the former Prime Minister, as its candidate for prime minister. Malaysian economy and foreign policy seem to be subordinated to politics. Stabilizing ringgit and restoring economic growth enabled the Najib's government to reveal 'election budget' for 2018. Najib has spoken out Islam-related international issues including the Rohingya crisis and Jerusalem issue. It is to some extent the extension of domestic politics. The rise of political Islam will be a highly influential not only in the coming election but in the political and social development in the aftermath of the election.

  • After the financial crisis in 2008, the financial market still seems to be unstable with expanding the insolvency of the financial companies' real estate project financing loan in the aftermath of the lasted real estate recession. Especially after the illegal actions of people's financial institutions disclosed, while increased the anxiety of economic subjects about financial markets and weighted in the confusion of financial markets, the potential risk for the overall national economy is increasing. Thus as economic recession prolongs, the people's financial institutions having a weak profit structure and financing ability commit illegal acts in a variety of ways in order to conceal insolvent assets. Especially it is hard to find the loans of shareholder and the same borrower sharing credit risk in advance because most of them usually use a third-party's name bank account. Therefore, in order to effectively detect the fraud under other's name, it is necessary to analyze by clustering the borrowers high-related to a particular borrower through an analysis of association between the whole borrowers. In this paper, we introduce Analysis Techniques for detecting financial loan frauds in advance through an analysis of association between the whole borrowers by extending SNA(social network analysis) which is being studied by focused on sociology recently to the forensic accounting field of the financial frauds. Also this technique introduced in this pager will be very useful to regulatory authorities or law enforcement agencies at the field inspection or investigation.

Imagination of Infection in SF and Zombie Narratives (SF와 좀비 서사의 감염 상상력)

  • The aftermath of the COVID-19 virus continues. There are two potential fears behind the various preventive and quarantine measures. : the fear that "I may be infected" and the fear that "someone may infect me". This subconscious is built on the 'imagination of infection'. This paper attempted to analyze science fiction(SF) narratives and zombie narratives that influenced our imagination of infection. And this paper attempts to examine how SF novels and movies understand and express "infection", and how zombie narratives reveal "infection" and its horror. Mary Shelley's novel "The Last Man" revealed the paradox that the fear of an infectious disease gave humanity an opportunity for reflection. The films and showed that fear and aversion to infectious diseases can lead to riots and conflict. Zombie narrative is a genre that most dramatically expresses the horror of infection. Director Yeon Sangho's zombie trilogy, including , reveals that people around you can turn into the most dangerous source of infection. Through SF and zombie narratives, we can realize that humanity must have a humble sense of solidarity, ethics, and empathy in the face of infectious diseases. Through this narrative texts, we can realize the importance of the imagination of infection. Imagination of infection is the basis for understanding the causes and consequences of the spread of infection, the process and future prospects.

Phenomenological Study on the Victim's Life after May 18 1980 and the Experience of Testimony Therapy (5·18민주화운동 참여자의 80년 5월 이후 삶과 증언치료 경험에 관한 현상학적 연구)

  • This study explores the aftermath of state violence and the meaning of its healing by analyzing testimony therapy designed to deal with trauma of the victims of May 18 democratization movement("May 18"). In order to have a point of view that May 18 had catastrophic impacts on many individuals and communities and to observe the after-effects of such event to individuals' lives, this study analyzed the contents of testimony therapy sessions of four people who were tortured, arrested and detained after their participating in May 18 in 1980. The experiences of those participants with their testimony therapy and the interactions they had with the audience during the sessions made sure what are the key factors to healing the trauma from state violence. Nineteen topics were drawn from analyzing the statements made in the therapy process, and out of them, seven subjects below were chosen as the most significant; 'repetitive pain', 'social and economic damage', 'isolation and disconnection', 'transition of suffering to other generations', and 'Safety', 'healing through connections', 'obligation as a survivor'. Based on its findings, this study also examined the characteristics of trauma caused by state violence and made suggestions for healing such trauma.

The Political Recognition Surrounding Candlelight Rally and Taegeukgi Rally: A Big Data Analytics on Online News Comments (촛불 집회와 태극기 집회를 둘러싼 정국 인식: 온라인 뉴스 댓글에 대한 빅데이터 분석)

  • This study analyzed the major issues of the Candlelight Rally and Taegukgi Rally registered in news comments of the politics section of the portal site from October 24, 2016 to March 19, 2017. We examined the political recognition of the two rallies with the Named Entity Recognition. The main analytical items are the responsibility for impeachment, the subject and method of settlement, and other major issues. As a result of the analysis, the comments of the Candlelight Rally focused on the impeachment support and the legal penalties of the regime ministers, and insisted on resolving the political situation through the next election after impeachment. The comments of the Taegukgi Rally focused on the rejection of the impeachment to maintain the regime and insisted on rejecting the impeachment of the Constitutional Court. The conflicts between the group that supported Candlelight Rallis and the group that supported Taegukgi rallies are predicted to last at least for the time being (Park Geun-hye's trial period) after the presidential election. After the impeachment of the President and replacement of the regime this conflict will develop into the confrontation between the pursuit of liquidation and new politics and the attempt to influence the trial of Park Geun-hye. Therefore, the efforts to integrate society in the aftermath are necessary.
