Reviews on the Responsibilities and Obligations of States Sponsoring Persons and Entities with Respect to Activities in the Area (심해저활동에 대한 보증국의 의무와 책임에 관한 고찰)

  • On February 11, 2011, upon request of the International Seabed Authority, 'the Seabed Dispute Chamber of the International Tribunal for the Law of the Sea(henceforth Chamber)' rendered its advisory opinion on the responsibilities and obligations of States sponsoring persons and entities with respect to activities in the Area. The advisory opinion covered three questions: What are the legal responsibilities and obligations of the sponsoring states with respect to the sponsorship of activities in the Area? What is the extent of liability of a State Party for any failure to comply with the LOS Convention and relevant instruments? What are the necessary and appropriate measures that a sponsoring State must take in order to fulfil its responsibilities? In particular, the Chamber delivered its opinion on the different responsibilities and obligations of developed and developing sponsoring states. This paper reviews the above three questions through analyzing the advisory opinion and makes some recommendations for the fulfillment of the responsibilities and obligations of Korea as a sponsoring states.

  • It is impossible to obtain the growth of library and the information culture of high quality without the desirable policies. Korean libraries have been developed steadily through the efforts of the authorities concerned. libraries, the library and information science, and the library business area. For the growth of Korean library culture and knowledge information society in the 21st century, I suggest that we should set up new library policies: (1) establishment and effective administration of advisory organizations of library, (2) revision of "the library and reading promotion law" and other related laws, (3) establishment of an exclusive bureau for administration of library, and (4) continuous development of informatized library.d library.

  • Product Lifecycle Management is a well-defined management method consisting of 8 knowledge areas. Since the 4th industrial revolution is closely related to smart factories, the importance of product lifecycle management, which effectively manages the entire process from product idea generation to disposal, is emerging. This study analyzed the current and future applications of the knowledge domain of product life cycle management from the perspective of the 4th industrial revolution for experts in the field of product life cycle management. The expert's perception was analyzed from the current point of view and the future point of view to see how the product life cycle management knowledge area is applied in the field. The current and future application degree of the knowledge domain of product life cycle management was analyzed, and whether there was a difference between the knowledge domains in terms of the level of application was analyzed. Based on the analyzed results, its meaning and future flow are presented.

  • A knowledge based hybrid simulation environment has been established which supports the simulation procedure from the modeling step to the experimentation step by providing various tools, query, and advisory. The knowledge base in the established environment uses the If-Then Rule to transfer the fact input from the user to the act for the execution of the simulation process. Simulation non-experts are the user target and non-specific area is the application target.

  • For the world's safest air traffic, safety-related areas through the large investment made in a sufficient safe level, but the airport's lack of safety management is concerned about the safety. Airside area is essential area for the flights, and activities of safe management in airside area is very important. Grafting of airside safety management and IT, importance of the safety and efficiency is growing. Advanced airports of world has applied GIS over 10 years ago, and through applying GIS, Airports GIS has been a specialized area. Therefore, this research is for geographic information standards and related laws, providing a guideline of regulations and standards for AIXM (Aeronautical Information Exchange Model), RTCA DO-272A (USER REQUIREMENTS FOR AERODROME MAPPING INFORMATION), FAA Advisory Circular 150/5300 -18A (General Guidance and Specifications for Submission of Aeronautical Survey to NGS: Field Data Collection and Geographic Information System Standards), and by analyzing aviation information and air map(notice "Civil Aviation Safety Authority No. 2009-1"), provide the direction of standardization for air map.

  • The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.

A Study on Jeollajwasuyeong Dongheon in the Late Joseon Dynasty (조선후기 전라좌수영 동헌 고찰)

  • This study explored the Jeollajwasuyeong Dongheon in the Late Joseon dynasty and its findings are as follows. Buildings in Jeollajwasuyeong were completed since the mid-18th century. They formed areas based on functions and were largely classified into two areas. The buildings within Yeongseong included Gaeksa (guesthouse), Dongheon(government office), Hyangcheong(advisory organ), Jungyeong(military camp), Guncheong (county office), Gongbang(workroom), and Changgo(warehouse). There were also buildings for low-ranking government officials. The central part of Jeollajwasuyeong was the areas of Gaeksa and Dongheon. Gaeksa was iconic area where local governors served King and had 75 Jinnamgwan Guesthouses and 3 inner gates. Those were measured off by separate walls. The Dongheon area was located in the northeast of Gaeksa. There were three gates such as Wanyeongru, Gongsamun, and Jeongbyeonmun at the entry area, which were also divided by walls like Gaeksa. Unjuheon (Dongheon) was at the center of the area where Gyeolseungdang, Mugwonjae, Naea, Chaekbang, and Gongsu were built. Outside the area, Baekwadang(used as Bijangcheong), Jinhyulgo, and Byeonggo were composed of part of the Dongheon area. Most of the buildings in Dongheon seemed to be repaired since 1664. It was difficult to locate the area of previous Dongheon. In particular, Jinnamgwan was first built in 1599 and destroyed by fire in 1716. In 1718, the building was reconstructed and shared historic denominator with Unjuheon before 1858 and reconstructed Unjuheon in 1869. It was found that Unjuheon was reconstructed more than at least three times, which was the central building in Dongheon. The buildings including Gyeolseungdang, Mugwonjae, and Baekwadang in the area were not existed within Jeollajwasuyeong and were reconstructed more than once and maintained until the early 1900s.

  • For the purpose of processing weather data for air conditioning equipment de sign in Busan area Korea, this study collected weather observations made by Busan weather Administration from 1970 to 2003, and then established external conditions for heating and air-conditioning design. For changes of temperature in external conditions for design, the highest temperature had little changed, whereas the lowest had been on the rise as the years went by through the 1970s, 1980s, 1990s, and 2000s, but insolation has a little lessened. Absolute humidity does not show a significant change but an incessant rise.

  • In 2005, the KMOE and an advisory members for environmental health policy are exploring new environmental policy directions in the 21st century by suggesting a 10-year plan of environmental health policy with its specific goals, grounded on four basic principles: preemptive environmental control instead of post hoc facto control of environmental contaminants or discharged substances, receptor-centered approach, priority on protection of the people vulnerable and sensitive to environmental contamination, and warranty of citizens' rights to be engaged and informed. Such new policy challenges in the area of environmental health, which must be significant of important policy shift for environmental health in the 21t century, is expected to conduct to improvement of environmental health in Korea and Northeast Asian Regions as well.

Standards, Certification, Advisory Service and Education of Organic Agriculture in Germany (독일 유기농업의 기본규약과 품질인증제, 기술지도 및 교육)

  • The aim of this study was to introduce the history and development of German organic farming(Bio-dynamic Agriculture and organic agriculture) which has a worldwide reputation and initiative in organic agriculture. And also the organization of organic producer's or farmer's group such as AGOL, POB, OSL, ALOG & Schweisfurth Stiftung and its regional distribution, the basic standard of organic farming and certification system for organic food, an actual cultivated area for organic forming and organic livestock were also shortly reported. The government subsidizing programmes and Agenda 2000, the extension services for organic farming by government and private level, the research activities of organic agriculture by governmental research body(FAL) and universities, the education system for organic agriculture in the German universities(University of Bonn, Gesamthochschule Kassel, University of Hohenheim, University of Gie$\beta$en and etc) were also explained. In the conclusion it was suggested several issues what should be considered to facilitate an organic farming in Korea in the view of organic production, marketing, distributing, extension and organic processing.
