This study is about dissemination of moxa education using voucher service. Moxa is one of the traditional medicines of Oriental medicine. Moxa is the only medicine in which is characterized by self-management of preventive medicine. Moxa whixh is prescribed in advance when it is healthy can prevent Alzheimer's dementia and cancers. Moxa activates neurotransmitter dopamine system and cerebral vasoconstrictor substance serotonin system, which actively helps to prevent and cure Alzheimer's dementia. Also moxa produces HSP (heat shock protein), which can prevent and treat cancers. Moxa, which costs little, is a strongly effective medicine. Therefore, this study emphasizes the necessity of moxa education and suggests a self-care training program for the reduction of medical expenses. As a methodology for this, moxa education can be done by using voucher service. At the same time, it proposes the establishment of a moxa instructor.

IEC 60300 series, the international standards on dependability management system are newly developed and introduced rapidly worldwide. In order to meet this situation, it is necessary to apply them to the Korean industries effectively. This requires for us to prepare in advance for the introduction of the certification system of IEC 60300. It includes the establishment of the infrastructure such as documentation of Korean Standards, introduction of test equipments and test manuals, recognition of the certification body and training of specialists etc. This paper addresses the first step for the Introduction of IEC 60300. It includes the necessity of introduction of the system, general requirements and procedures for the certification of the industries, sampling methods design and establishment of the dependability assurance system of the materials.

The discovery of nearest neighbors, without training in advance, has many applications, such as the formation of mosaic images, image matching, image retrieval and image stitching. When the quantity of data is huge and the number of dimensions is high, the efficient identification of a nearest neighbor (NN) is very important. This study proposes a variation of the KD-tree - the arbitrary KD-tree (KDA) - which is constructed without the need to evaluate variances. Multiple KDAs can be constructed efficiently and possess independent tree structures, when the amount of data is large. Upon testing, using extended synthetic databases and real-world SIFT data, this study concludes that the KDA method increases computational efficiency and produces satisfactory accuracy, when solving NN problems.

Environmental issues are currently in the forefront of the political and economic area both globaly and nationally. In the all spheres of socio-economic development and policy, it is suggested that there are need, to measure environmental impacts and to produce and disseminate environmental statistics systematically for environmentally sound and sustainable development. Specially, because environmental statistics encompass a wide spectrum of sectors from the natural to the social sciences and are dispersed among various agencies, an organized approach and compilation methods in complicated fields such as environment are required. This article includes the methodology on the framework for development of environmental statistics to advance korean environmental statistics.

Our furniture industry is rapidly changing due to the declining economy. The existing weak furniture industry in Korea has yielded its inability to complete in a very competitive marketplace. The furniture companies lack the special necessary skills and professional knowledge necessary to design and manufacture furniture. Therefore, constant effort by designers and managers is needed in order to strengthen the Korean furniture industry's strategy and advance it into becoming a recognized player in the area of furniture design, worldwide, Designers has to have systematic training in order to have insight into upcoming international trends and incorporate new manufacturing techniques immediately This study will analyze the curriculums related to furniture design departments in Universities and technical schools in Germany, a leader in the furniture industry. It will present new educational ideas and program for furniture designers in the Korean universities.

Active Appearance Model is a well-known model that can represent a non-rigid object effectively. However, since it uses the fixed appearance model, the fitting results are often unsatisfactory when the imaging condition of the target image is different from that of training images. To alleviate this problem, incremental AAM was proposed which updates its appearance bases in an on-line manner. However, it cannot deal with the sudden changes of illumination. To overcome this, we propose a novel scheme to update the appearance bases. When a new person appears in the input image, we synthesize illuminated images of that person and update the appearance bases of AAM using it. Since we update the appearance bases using synthesized illuminated images in advance, the AAM can fit their model to a target image well when the illumination changes drastically. The experimental results show that our proposed algorithm improves the fitting performance over both the incremental AAM and the original AAM.

The conventional SiC-type of lightning arresters in distribution systems has been replaced by ZnO-type because the ZnO-type has characteristics such as outstanding non linearity, high energy absorption capability, surge suppressing performance, and excellent response to abrupt wave. Out of the various types of lightning arrester failures, some which have been often reported could be prevented in advance. Therefore, the preventive countermeasures which can cope with the failures are strongly required. This paper summed up and analyzed the lightning arrester failures which occurred, from 1983 to 1992, in distribution systems in order to provide fundamental data, classified by year, to make countermeasures.

Purpose : Emergency medical services in China are increase in demand by people and under the greater pressure than ever before. So it is, necessary to advance the pre-hospital system in order to promote the development of emergency medical services. Methods : This is based on China-related articles, books, journals, reports, statistical data and other literature. Results : First, pre-hospital emergency medical care with the introduction of specialist training program should be established. Second, to strengthen pre-hospital emergency services and to develop the EMS guidelines. Third, the "120" reporting systems unification and awareness activation. Fourth, the preparation of the EMS facilities equipment system. Fifth, the rapid transport system establishment to the selected medical institutions. Conclusion : It is necessary to strengthen the emergency medical personnel at the scene, rapid transport, rapid patient triage and to improve the survival rate of the patients.

In this paper, the maritime educational and training systems in different countries were compared and analyzed. The sample countries have been divided into two large groups, one of which comprising the countries adopting European maritime educational system and the other of which consisting of countries adopting American maritime educational system. From the comparison of the two educational systems, the merits and demerits of each system has been analysed. The results of the analyses show that the maritime educational institutes of the countries such as U.S.A., Japan, Korea, Taiwan, which have American maritime educational system, have more adaptability to the rapidly changing, shipping environment. In addition, it has been concluded that the college of the Maritime Science of the Korea Maritime University is required to set up a new educational model which is similar to the of the SUNY Maritime College in the U.S.A to meet the recent changes in Korean shipping industry.

To predict deep excavation wall movements is important in the urban areas considering the cost and the safety in construction. Failing to estimate deep excavation wall movements in advance causes too many problems in the projects. The purpose of this study is to propose the forecast model of deep excavation wall movements using artificial neural networks. The data of the Deep Excavation Wall Movements which were done form Long research is used of Artificial neural networks training and apply the real construction work measured data to the Artificial neural networks model. Applying the artificial neural networks to forecast the deep excavation wall movements can significantly contribute to identifying and preventing the accident in the overall construction work.
