In order to make clear the relationship between sample design and sample survey in community, it was conducted research on sample design for National Nutrition Survey in 1983. In this paper it was tried to analize the data based on The Report of a Settled Population, 1981 conducted by National Bureau of Statistics Economic Planning Board. The sample was basically using stratified two-stage sampling with systematic sampling of Ban or Li as administrative unit. The population represents the whole nation excluding Jeju-do because of budget. The selection of sampling unit and sampling procedure was as follows. 1) Stratify the nation-wide area in 20 sections according to administrative districts. 2) Determine the sample size in each section according to equal proportional rate (1 / 8040) and to about 1,000 households in the sample. 3) Select the 25 sampling units by section according to households proportion. 4) Select the 10 households at random from each Ban or Li according to equal probability proportion as the final sampling unit. Using the procedure, it was sampled 1,000 households for National Nutrition Survey in 1983.

In order to achieve full-scale economic cooperation between North Korea and South Korea, the Gaesong Industrial Complex should reopen first. In this case, the Inter-Korean commercial arbitration system should be clearly established to effectively resolve the disputes arising in the special economic zones of the Gaesong Industrial Complex. Even though the Inter-Korean Investment Security Agreement, the Agreement on the Resolution of Commercial Disputes between North Korea and South Korea, the Agreement on the Formation and Operation of the Inter-Korean Commercial Arbitration Committee, and the Agreement on the Formation and Operation of the Inter-Korean Commercial Arbitration Committee in the Gaesong Industrial District are in place, specific arbitration procedure is not concretely agreed upon and realized between the two Koreas. Therefore, the realization of commercial arbitration between them led by the Ministry of Unification or the government should be accomplished. In addition, it is necessary to consider the administrative trial or administrative litigation system in order to deal with administrative disputes that are not subject to commercial arbitration. Lastly, discussions on legal integration between the two Koreas should continue, focusing on the special economic zone of the Gaesong Industrial Complex, in order to prevent integration from being hindered by a different culture for a long time.

Delivering documents within school itself, has been ignored, since it is not considered as a large organization such as government education agencies. It is necessary to change the procedures in delivering official documents within school's administrative services along with the outside administrative procedure changes. For the above purposes, this study can be practiced toward the actual schools therefore it is to design the framework for Distributable Official XML Document management and to implement official document management system based on JSP component. As a result, this system will reduce the negativity in producing the time critical official documents in educational activities. It is important at the fact that electronic document management procedures will incredibly improve the quality in school's administrative services.

It is necessary to recognize the urgency and importance of administrative information dataset management and study effective management measures and specific procedures applicable in practice. Particularly, identify dataset records and developing records schedule for records management needs to be presented in detail and specific. This study designed and verified an identification method and appraisal procedure of dataset records in public administrative information systems dataset operating in public institutions. In addition, this study presented the role of the participants including the records center in the appraisal process. Through this, useful implications are derived for the development of specific and practical processes and tools for dataset management in the records center.

Korea is the only country in the world where the regulation of vehicle homologation has been changed from "Type Approval" to "Self-Certification". But there are some regulations that have not been fully changed, so they became double-regulations. In this research, we find out double-regulations in Self-Certification systems focused on "Specification Notice Procedure", and suggest a proposal of amendment to avoid duplication. Through the research, we can reduce unnecessary requirements about homologation, management of vehicle and administrative procedure significantly.

Structural health monitoring (SHM) systems have been recently embraced in long span cable-supported bridges, in which buffeting-induced stress monitoring is one of the tasks to ensure the safety of the bridge under strong winds. In line with this task, this paper presents a SHM-oriented finite element model (FEM) for the Tsing Ma suspension bridge in Hong Kong so that stresses/strains in important bridge components can be directly computed and compared with measured ones. A numerical procedure for buffeting induced stress analysis of the bridge based on the established FEM is then presented. Significant improvements of the present procedure are that the effects of the spatial distribution of both buffeting forces and self-excited forces on the bridge deck structure are taken into account and the local structural behaviour linked to strain/stress, which is prone to cause local damage, are estimated directly. The field measurement data including wind, acceleration and stress recorded by the wind and structural health monitoring system (WASHMS) installed on the bridge during Typhoon York are analyzed and compared with the numerical results. The results show that the proposed procedure has advantages over the typical equivalent beam finite element models.

A single-person-house-holder has been increased since 2000s in South Korea, which led to high demands for small and medium-sized new houses requiring municipal architectural review committee consideration. And it has been argued recently that there are many limitations in the review system. Comprehensive expert surveys and interviews were conducted and the results were analyzed using the AHP to explore limitations in B city. The analysis with the data of 27 survey responds found that 'Related ordinance itself', 'Committee members limitation', and 'Absurdity on administrative procedure' are problematic in order of priority. It is also revealed that architects and administrative officials have different thoughts on the seriousness of those. The results of this study are expected to be used as basic data on studies for improving the system.

Objectives: To review the occurrence of cancer cluster in S Electronics semiconductor factories, process of epidemiological researches and lawsuit for industrial accident compensation. Methods: Occupational Safety and Heatlh Research Institute (OSHRI) epidemiological research report, Seoul National University (SNU) field survey report and Seoul Administrative Court ruling were investigated. Result:: OSHRI denied the association between working environment and outbreak of cancers, but SNU survey team reported that carcinogens do exist in workplace and the workers are exposed to them. Seoul Administrative Court ruled that 2 victims got cancer due to hazardous chemicals in working environment and be compensated but 3 victims were not acknowledged. Conclusions: Procedure of current OSHRI epidemiological research should be reassessed by the purpose of Occupational Accident Compensation Insurance Law.

In Japan, 24th May 2013, the Act on the Use of Numbers to Identify a Specific Individual in the Administrative Procedure (From now on referred to as the My Number Act) had raised. My Number system is used to confirm that information on individuals possessed by multiple agencies such as administrative agencies and local governments are information of the same person. In this paper, we analyzed the all item assessment report of the Specific Personal Information Protection Assessment conducted in local governments in Japan, etc. We investigated two directions: (1) Adequacy of risk assessment and measures, (2) Reuse of the Assessment Report.
