GIS기법을 이용한 도시공공서비스 시설의 입지분석 -울산시 구 관할구역과 구청입지를 중심으로- (Location Analysis of A Collective Consumption Facility with GIS: The Location of Gu-Office and Its Administrative District in Ulsan, South Korea)

  • 본 연구는 GIS기법을 이용한 도시공공서비스 입지 분석의 시론적 연구이다. 연구내용은 공공서비스의 효율성과 형평성 측면에서 울산시 구청입지와 그 관할구역의 문제점을 밝히고 그 대안으로 기존 관할구역을 재조정하고 구청의 최적입지를 선정하였다. 기존의 구청입지와 그 관할구역은 앞으로 울산시 개발 잠재력을 극대화하고 행정서비스의 효율성과 협평성을 극대화함에 있어서 한계가 있음을 밝혔다. 구관할구역을 재구성하여, 기존의 울주구 강동면과 중구 염포동 및 양정동을 동구로 편입하고, 울주구 농소면을 중구로 편입하는 한편 중구 태화동과 남부 무거동 및 옥동을 울주구로 편입하였고, Centroid에 의해 구청의 최적입지들 선정하므로서, 공공서비스의 효율성과 형평성을 재고할 수 있을 뿐만 아니라 구청간 격차를 줄일 수 있다.

행정구역 분리가 지역의 인구와 산업 변화에 미친 영향에 대한 연구: 충청북도 괴산군과 증평군을 사례로 (A Study on the Effect of Administrative Districts Separation to the Changes of Population and Industry in a Region: A Case Study on Goesan-gun and Jeungpyeong-gun, Chungcheongbuk-Do)

  • 충청북도 괴산군과 증평군은 2003년에 행정구역이 분리되었다. 괴산군은 농촌, 증평군은 도시 지역이다. 본 연구의 목적은 행정구역이 분리된 충청북도 괴산군과 증평군의 변화를 살펴보는 것이다. 충청북도 괴산군과 증평군의 변화를 인구와 최고지가, 산업별 종사자와 입지 계수를 중심으로 살펴보았다. 괴산군의 인구는 감소, 증평군의 인구는 증가하였고, 최고지가의 상승률은 증평군이 더 높다. 2013년 기준으로 입지 계수를 보면, 증평군은 제조업과 생산자 관련 서비스업, 괴산군은 농업과 광업, 소비자 관련 서비스업이 발달하였다. 이러한 결과가 나타난 것은 괴산군과 증평군의 지역 특성이 다르기 때문이다.

  • The policy of the Ministry of education through the social awareness and issues are being changed. Accordingly, in response to the school building which also has to be changed. This study is Low-floor(1~2 floor) for high accessibility, important management and a lot of locomotion. This study is analysis by floor of newly established schools in Chungbuk. Facility and space on the possible low-floor situated are classified administrative zone, health zone, student support + local exchange zone, STEAM(creativity, personality) supporting zone. The administrative area includes administration office, principal's office and board rooms. The administrative zone is located against schoolyard. Because it is possible visual control of schoolyard. also it controls visitor access so it is placed near main entrance. Health zone is located near a special class, counseling center and wee class for emergency situation. and is located near schoolyard for visual control. Student support + local exchange area includes library and computer lab, audio-visual room, auditorium or gymnasium. It put more emphasis resident welfare, culture and education. So it opens for local residents. It is located center of few stories or near entrance. STEAM(creativity, personality) supports science lab, art room, family room. It is possible such a theory class, experience class and indoor and outdoor class. It is located few floors. This study is used as a reference for school building projects planing.

자치단체장의 선거공약이 도시공간구조 변화에 미치는 영향에 관한 연구 (Impacts of An Election Pledge of Chief 3of Regional Government on the Change of Urban Spatial Structure)

  • 지방자치단체는 중앙정부의 하위 조직이 아니라 독립된 하나의 경제 사회 행정적 단위로서 기능을 수행한다. 자치단체장의 역할과 소신은 매우 중요하며, 최근 들어 공약 선거의 중요성에 대한 국민적 이해와 관심이 높아지고 있는 실정이다. 이에 본 연구는 도시계획의 주요한 변수로서 작용할 것으로 판단되는 선거공약에 대하여 연구하였다. 특히 선거공약이 도시공간구조 및 지역경제구조에 미치는 영향을 분석하고자 하였다. 선거공약과 용도지역 면적변화 관계를 분석한 결과 개발관련 전체 용도지역 면적변화는 선거공약과 관계가 있음을 알 수 있었다. 이를 용도지역별로 세분화해본 결과 선거공약과 도시공간구조 중 용도지역 변화와의 관계는 주거지역을 중심으로 비교적 높은 관계가 형성됨을 알 수 있다. 또한 인구요인과 선거공약간의 관계가 높게 나타남을 알 수 있다. 이를 통해 선거공약과 도시공간구조 변화와는 관계가 있는 것으로 판단할 수 있으며, 특히 주거와 관련된 부문들의 변화가 높은 상관관계를 보일 것으로 예상할 수 있다. 그 결과 지역경제개발관련 공약이 많은 지역에서는 일반복지행정 부문의 공약이 적게 나타나는 것을 알 수 있었다. 즉 지역경제개발지향형 공약제시지역과 일반 복지 행정지향형 공약제시지역으로 구분이 가능할 것으로 판단되며, 이러한 공약의 실현을 통해 도시공간구조 변화에 영향을 미칠 가능성이 있을 것으로 판단된다.

지역 보건서비스의 산출에 영향을 미치는 요인 (Determinants of the Community Health Service Utilization)

  • This study focuses on the determinants of the community health service utilization. Theories suggest seven models for community health service utilization, which are divided largely into two groups such as Health Service Supply Model and Health Service Demand Model: Supply Model includes Medical Implements Model, Personnel and Budget Model, Management System Model, Staffs' Behavior Model, Service Quality Model; Demand Model includes Area Model and Clients' Characteristics Model. This paper tests how the above models influence on the community health service utilization. After interviewing some administrative staffs of the Community Health Service Center at Pusan, questionnaires were made and mailed to the staffs of 198 Korean Community Health Service Center as a universe, among which from 98 centers we got response. Analyzing the data from the questionnaires, we found "the number of personnels in the health service center" and "demands for medical service" as important variables to affect the utilization of the community health service center. These two variables are typical factors representing Supply Model and Demand Model each. However, the variables selected from Management System Model, Administrative Behavior Model, Service Quality Model and Area model are not significant in a statistical sense. The paper suggests that to recruit the personnels, especially nurses, and to make out the demands of the clients for health service be the precedent conditions to increase the utilization of the Community Health Service Centers in Korea.ce Centers in Korea.

전라북도 무료양로시설의 건물배치에 따른 공간구성 특성 (The Spatial Composition by Block Plan of the Free Elderly Facility in Jeonbuk Province)

  • The purpose of this study was to evaluate and to analyze the spatial composition by block plan of the free elderly facility and to provide basic information for building up the detail architectural guidelines. The results of the study were as follows: Elderly welfare law needed to control the poor physical environments of the free elderly facility such as the residential space for more than 4 individuals. The facility of single building type should strengthen the informal support networks through the dispersion of public spaces or should encourage moving of the residents through the outdoor space, especially in rural area. On the other hand, the linking type needed to focus on the administrative spaces on the first floor for the managerial convenience, and to group and disperse the public/recreational spaces to decrease the unnecessary moving of the residents and staffs. The passageway linking building to building should directly connect each administrative space or public space so that elderly used them without any inconvenience. In the dispersion type, which is suited to rural area, the lounge, dining hall, and the place for the staff on duty should be located in the same as the residence building for the convenience and the safety of the elderly residents.

지역균형발전을 위한 지역정보체계의 구축에 관한 연구 (A Study on Establishment of Regional Information System for Regional Equal Development)

  • In spite of the rapid development of information and computer technology, the software side of those technologies has not been well studied especially in the area of regional planning. Throughout this study we identified some critical facts as below: 1) the necessity of region-specific information which is vital for urban and regional development, 2) the necessity of integration of information system into a regional unit rather than setoral unit, 3) aggravated regional inequality through the spread of communication and computing tools, and 4) advanced regional information system linking satellite and graphic computers in developed countries. From these facts, we recommend some policy directions as below: 1) It is desperately needed to establish a regional information center covering large administrative area. 2) In establishing these system, we can utilize existing communication network or estblish a brand new system. Utilization of existing administrative network and board of statistics for data collection and management, and the utilization of postal office or telephone company for distribution are recommended through the evaluation of those two alternatives, 3) It is also recommended that one-step data collection system should be established. 4) The Dat Base should be organized in many steps in close relationship with development goal and planning process. In order to make most use of this system, we need to develop a monitoring system, regional indicators and ex-ante impact studies.

민간경비(民間警費)의 환경(環境)과 이론적(理論的) 배경(背景) 고찰(考察) (A Study on the Environment and the Theoretical Background of Private Security)

  • Private security will be of great importance in the coming 21st century. In the future, most of the crimes will be violent and frequent. In order to prevent crimes private security must be dealt with in public service area and private area. For this reason, nowadays studies on private security is going on actively. But in reality, serious studies on theoretical backgrounds of private security has not been made yet. Currently, almost all of the theories propose various grounds, such as administrative, economic, and social grounds. And they are based on five backgrounds, that is, profit-oriented enterprise theory, economic reduction theory, vacuum theory, interest group theory, and private management theory. The article furnishes several grounds in addition to these. They are local self-government, management of local self-government, and task-force of guard enterprise. In this article, I am going to present some perspectives in classifying the theories. They are administrative, economic, and social perspective. They are shown as follows by figure. In conclusion, based on theoretical backgrounds mentioned above, private security will be advanced constantly in the future. But in carrying out studies on private security, approaching method of proposing the developmental model is more important than theoretical approaching method.
