도로점용허가 행정업무에 공간정보 활용을 위한 시스템 구축방안 (System Implementation Plan for Applying Spatial Information to Road Occupation Permit Administrative Works)

  • 대부분의 행정업무는 주소를 기반으로 수행하고 있기 때문에, 공간정보는 행정업무 수행에 핵심적인 요소이다. 행정업무에 공간정보를 활용하기 위한 많은 시스템이 구축되어 있으나, 도로점용허가 업무에 공간정보를 활용하기 위한 시스템의 구축에 대한 연구는 이루어지고 있지 않은 실정이다. 본 논문에서는 도로점용허가 행정업무에 공간정보를 활용하는 시스템의 구축방안을 다룬다. 시스템 구축방안은 업무분석, 활용 시나리오 도출, 시스템의 기능도출, 그리고 데이터마트 구축방안을 포함한다. 첫째, 업무편람 분석을 기반으로 도로점용 업무의 프로세스 및 각 프로세스를 구성하는 활동을 정의하고 도식화 한다. 둘째, 도출된 업무 활동 중 공간정보가 활용 될 수 있는 시나리오를 도출한다. 셋째, 도출된 업무 프로세스 및 공간정보 활용 시나리오를 시스템으로 만들기 위한 서비스의 기능을 도출한다. 마지막으로 본 시스템에 사용될 공간정보의 데이터마트 구축방안을 수립한다. 본 연구에서 제안하는 시스템 구축방안은 응용 아키텍처 및 데이터 아키텍처의 일부를 포함한다. 추후 시스템을 구축하려면 하드웨어 아키텍처와 소프트웨어 아키텍처의 구성방안이 추가로 연구되어야 할 것이다.

  • Korea has made the rapid economical development under the condition with the high population density and low available land. In this context, conservation of land environment, connected directly with living quality of human, has mostly ignored. Prior Environment Review System(PERS) is the one to investigate the locational validity, environmental impacts, harmony with surrounding environment, from the early stage of administrative plan or development project. PERS was amended to include SEA(Strategic Environment Assessment) system on June 1, 2006. But, several problems, including the loss of administrative ability, cost, and time, have been appeared, since the system is applied to all administrative plans without any distinction and plans or projects are delayed generally. In this study, the weaknesses of PERS were indicated through the comprehensive analysis including literature survey, study of legal and internet database, and the recently published PERS reports. Based on that, the improvement schemes were suggested to be harmonized with the nature of SEA. This study was mainly focused on a PERS for the designation of conservational area of hot-spring wells, conducted by authors.

도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 - (Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

표준화행정기구의 변천과정 및 개선방안 (The Changes of Standardization Administrative Organization and Improvement Plan)

  • This thesis introduce the organization system and office regulation of standardization administrative organization for the change of times, also suggest improvement plan for its effective management. The main improvement plan refer to the standardization administrative organization\`s work, this thesis suggest, 1. Readjustment of national standardization system and effective reorganization for standards information organization. 2. For industrial standards system, the korea industrial standards should be maintained uniform system, So decentralized korea industrial standard at government ,must be unified and maintained to unique policy for its effective improvement. 3. To strengthen with international standards organization, a institutional device, budget funds, and expert should be backed up. 4. For training and education of expert, Refer to the performance of one\`s duty, the proper expert should be chosen and posted. Also, systematic training and education system for expert must be developed, So they can be on duty continuously, Finally, this thesis suggest that the necessity of systematic and unique policy must be established for high position at international area. Since the limitation of data, the future research will be performed for budget funds and personnel setup.

공공도서관 행정체계 개편방안 연구 (A Study on the Reform Plan of the Public Library Administrative System in Korea)

  • 이 연구는 국내 공공도서관 행정체계의 변천과정과 난맥상, 그에 따른 폐해를 진단하고 종래의 개선논의와 쟁점을 분석한 다음에 바람직한 개편방안과 후속조치를 제안하는데 목적이 있다. 이를 위하여 도서관 행정체계의 일원화(통합) 모형, 도서관의 지방행정기구화 방안, 자치단체의 도서관 운영 관리 방안을 제안하였다. 그리고 일원화를 위한 후속조치로 재산권 이관, 재정부담의 해소, 신분변동에 따른 불이익 차단, 관장직급의 조정, 사서직제의 개편, 관계법령의 개정 등을 제시하였다.

  • 본 연구는 제1, 2차 도서관발전종합계획상의 '도서관 행정체계 일원화' 과제의 추진성과 분석과 정책 평가를 통해 해당 정책과제의 중요도, 타당성 등을 고찰하고, 일원화 추진방안의 쟁점사항에 대한 검토를 통해 도서관 행정체계 일원화에 대한 추진전략을 모색하고자 시도되었다. 제1차 도서관발전종합계획에서의 성과 분석에서는 구체적이고 실질적인 실적이 전무한 거의 선언적인 정책과제로 밝혀졌고, 도서관전문가 집단을 대상으로 수행한 제2차 도서관발전종합계획상의 정책 평가에서는 실현가능성이나 구체성이 떨어지는 정책과제로 평가되었다. 선행연구 조사, 전문가 정책 평가, 현장 실무자에 대한 심층 면접조사 결과 지자체로 일원화하는 일원화 주체에 대한 정책방향은 타당한 것으로 나타났다. 하지만 일원화 방식, 조직구성, 인력 이관 및 직급 조정, 재산 이관 등에서 상당한 쟁점이 있음이 분석되어, 도서관 행정체계 일원화를 위해서는 거시환경 차원의 구호성 정책이 아니라 과업환경 차원의 실현가능한 실질적이고도 구체적인 실천 전략이 필요함이 판단되어졌다.

산업안전보건청의 설립 필요성과 추진방안에 관한 연구 (A Study on the Necessity and Action Plan of Establishment of Occupational Safety and Health Executive in Korea)

  • Objectives: The major objectives of this study are to review the requirements for the advancement of occupational safety and health administrative organization and to propose measures to establish an Occupational Safety and Health Executive. Methods: The problems of occupational safety and health administrative organization in korea were examined empirically and cases of occupational safety and health administrative organizations in developed countries were investigated (United Kingdom, United States, Germany, and Japan). A plan for establishing an Occupational Safety and Health Executive was proposed over the short and medium term. Results: An occupational safety and health administration is characterized by a professional and technical nature, and even more so in modern society. Therefore the greatest value required by an occupational safety and health administrative organization is expertise. In addition, administrative values it requires include efficiency, specificity, independence, and activity. The Korean occupational safety and health administrative organization has a number of problems in terms of these values. The most appropriate way to realize these values is to establish an Occupational Safety and Health Executive. It is desirable to establish such an Occupational Safety and Health Executive in a phased manner taking into consideration its relationship with Korea Occupational Safety and Health Agency(KOSHA), including KOSHA's functional adjustment Conclusions: In order to solve the deep-seated problems in occupational safety and health administrative organization and to advance occupational safety and health administration in Korea, it is necessary to establish an Occupational Safety and Health Executive as a foundation for achieving an advanced industrial safety and health administration.

행정정보 데이터세트 종합관리시스템의 서비스 방안 연구 (A Study on the Service of the Integrated Administrative Information Dataset Management System)

  • 2020년 「공공기록물에 관한 법률 시행령」 개정에 따라 행정정보 데이터세트 기록관리 방안이 법제화되며, 국가기록원은 행정정보 데이터세트 기록관리 업무를 지원하기 위해 행정정보 데이터세트 종합관리시스템을 구축할 계획을 밝혔다. 하지만 데이터세트와 관리 기준표의 특성을 고려한 구체적인 서비스 방안은 부재한 작금이다. 이에 본 논문은 국내·외 공공데이터 포털 및 기록관 웹사이트 14곳을 대상으로 데이터세트 서비스 현황을 비교 분석하고 시사점을 도출하여 행정정보 데이터세트 종합관리시스템에 적용 가능한 서비스 방안 6가지를 제안했다. 본 연구의 결과가 행정정보 데이터세트 활용 및 서비스 활성화로 이어지기를 기대한다.

A Decade of the National Institute for Materials Science as an Independent Administrative Institution

  • In April 2001, many Japanese national institutes were reorganized as Independent Administrative Institutions (IAI) based on the General Act for Independent Administrative Institutions and the act for each institution. Under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the National Institute for Materials Science (NIMS) was established by the merger of the National Research Institute for Metals (NRIM) and the National Institute for Research in Inorganic Materials (NIRIM). One of the biggest changes was the expansion of autonomous administration. The nanotechnology and material R&D field was prioritized in the 2nd (2001-2005) and the 3rd (2006-2010) Science and Technology Basic Plans; subsequently, NIMS was assigned to take the initiative in nanotechnology as well as materials science. NIMS has proactively expanded research fields through the introduction of researchers from polymers, electronics, and biotechnology as well as member institutes of the World Materials Research Institute Forum (WMRIF). Globalization has been promoted through programs that include the International Center for Young Scientists (ICYS) and the International Center for Materials Nanoarchitectonics (MANA). The 4th Science and Technology Basic Plan (2011-2015) emphasizes outcomes-recovery and rebirth from the disaster, green innovation, and life innovation. The Midterm Plan for NIMS also follows it. R&D collaboration by multi-partners (that include industry, university, and GRI) should be strategically promoted where GRI are especially required to play a hub function for innovative R&D and open innovation. NIMS highlights are Tsukuba Innovation Arena (TIA) and the Nanotechnology Platform Project. On January 20, 2012, a new organization was decided on by the Japanese Government where several IAI from different science and technology areas will be merged to realize more effective R&D as well as administrative cost reductions. NIMS is also supposed to be merged with 4 other R&D IAI under MEXT by the end of 2013.

공공도서관 행정체계 일원화에 대한 고찰 (A Study on the Unified Policy of the Public Library Administrative System in Korea)

  • 21세기는 지식정보화의 시대이자 교육과 문화의 세기이다. 이러한 시대적 흐름의 중심에 있는 공공도서관의 중요성은 아무리 강조해도 지나치지 않다. 공공도서관은 창조경제와 문화융성을 위한 베이스캠프로서 학문과 문화의 저수지이다. 최근 이러한 공공도서관이 도서관 관련 법규도 준수하지 못하는 열악한 상태에서 행정체계 일원화 추진과 함께 도서관계의 큰 이슈로 대두되면서 많은 문제점을 야기하고 있다. 따라서 이 연구에서는 공공도서관의 행정체계 일원화 추진에 대한 제반 주장과 문제점을 분석하여 개선 방안을 제시하는데 연구의 목적을 두었다. 이를 위해 첫째, 공공도서관 일원화 논의의 전개과정을 고찰하였고, 둘째, 공공도서관 일원화의 쟁점과 문제점을 살펴보았으며, 셋째, 공공도서관 일원화 관련 개선방안을 마련하여 제시하였다.
