Adaptation of climate change is necessary to avoid unexpected impacts of climate change caused by human activities. Vulnerability refers to the degree to which system cannot cope with impacts of climate change, encompassing physical, social and economic aspects. Therefore the quantification of climate change impacts and its vulnerability is needed to identify vulnerable regions and to setup the proper strategies for adaptation. In this study, climate change vulnerability is defined as a function of climate exposure, sensitivity, and adaptive capacity. Also, we identified regions vulnerable to ozone due to climate change in Korea using developed proxy variables of vulnerability of regional level. 18 proxy variables are selected through delphi survey to assess vulnerability over human health sector for ozone concentration change due to climate change. Also, we estimate the weighting score of proxy variables from delphi survey. The results showed that the local regions with higher vulnerability index in the sector of human health are Seoul and Daegu, whereas regions with lower one are Jeollanam-do, Gyeonggi-do, Gwangju, Busan, Daejeon, and Gangwon-do. The regions of high level vulnerability are mainly caused by their high ozone exposure. We also assessed future vulnerability according to the Intergovernmental Panel on Climate Change (IPCC) Special Report on Emissions Scenarios (SRES) A2, A1FI, A1T, A1B, B2, and B1 scenarios in 2020s, 2050s and 2100s. The results showed that vulnerability increased in all scenarios due to increased ozone concentrations. Especially vulnerability index is increased by approximately 2 times in A1FI scenarios in the 2020s. This study could support regionally adjusted adaptation polices and the quantitative background of policy priority as providing the information on the regional vulnerability of ozone due to climate change in Korea.
In an effort to analyze the impact of climate change, Gangwon provincial forest was divided into three sectors; forest ecology, forest disaster, and forest productivity and analysis of their current status from 2000 to 2009 and vulnerability assessment by climate change has been carried in this study. In case of vulnerability assessment, except for the forest ecology, forest disaster (forest fires and forest pests) and forest productivity sectors were analyzed in current status, the year of 2020, and 2050. It turned out that vulnerability of forest fires in the field of disaster would become worse and forest pests also would make more impact even though there is some variation in different areas. In case of the vulnerability of forest productivity there would be not a big difference in the future compared with current vulnerability. Systematic research on the sensitivity index used for vulnerability assessment is necessary since vulnerability assessment result greatly depends on the use of climate exposure index and adaptive capacity index.
The current transportation regime is largely based on two alternatives: (1) fixed route public transit, and (2) private ownership of internal combustion engine (ICE) powered vehicles per households. This paper analyzes one possible transportation alternative, Micro Electric Vehicles or MEVs, and compares with the ICE vehicles in terms of social, economic and environmental benefits, especially emphasizing its environmental advantage over ICE vehicles for future sustainability. While some representative models of MEVs exist in a limited market capacity, but global technical standards are generally insufficient and non-homogenous across nations, which restricts the development of the proposed transportation sector. The focus of this paper is to analyze the characteristics and potential benefits of MEVs in economical and environmental perspectives, including development status and technical standards, with a particular focus in the E.U., the U.S., Japan, and Korea. Based on the data of analysis, this paper aims to derive and propose a cooperative and adaptive global policy framework designed to speed up adoption and expansion of the global MEV market, including passenger and utility vehicles. We propose MEV to be a new mobility segment in the global transportation market because of their advantage in environmental impact, sustainability, overall cost of ownership, and safety.
The Denver Developmental Screening Test was devised to provide a simple method of evaluating the developmental status of infants and preschool children. To assess the development of Korean children, 667 children (390 boys and 277 girls) between the ages of 2 weeks and 6 years who live in Kwangju city and rural areas in Chonnam were examined according to the DDST. The ages at which 25%, 50%, 75%, and 90% of the children performed each item were calculated for the entire sample. The results of these were compared with the norms of Denver children and other related previous studies in Korea. The development of the boys was also compared with that of the girls, and further the test results of city children and country children were also compared. Girls performed the DDST items in personal-social, fine motor-adaptive and gross motor sectors slightly earlier than boys. In general, however, there were no significant differences in the developmental rate between boys and girls. In all four sectors of the DDST, urban children performed the items significantly earlier than rural children. In comparing Korean children and Denver children, Korean children tended to perform gross motor and personal-social items at a slightly earlier age than Denver children. In the language sector, Denver children tended to perform a little earlier than Korean children. But on the whole there were no significant differences in developmental status between Korean and Denver children. It should be noted that a few items, such as“Uses plurals”, needed to be changed due to the structure of Korean language.
Assessing vulnerability to climate change is the first step to take when setting up appropriate adaptation strategies. Adaptive capacity to climate change is the important factor comprising vulnerability. An adaptive capacity index in agricultural water management system was developed considering agricultural water supply and demand for rice production in Jeolla-do, Korea. The agricultural water supply was assumed to be equal to the amount of water stored in the major agricultural reservoirs, while data on the agricultural water demand was obtained from the dynamic simulation results by Korea Agriculture Corporation(KAC). The spatial unit for analysis was conducted at the county(Si, Gun, Gu) level and temporal scale was based on every month from 1991-2003. Adaptive capacity for drought stress index(ACDS index) was calculated as the percentage of data points where the irrigated water supply was greater than the crop water demand. The ACDS index was compared with SWSCI(Standard Water Storage Capacity Index) and the relationship showed high degree of fit($R^2$=0.84) using the exponential function, indicating that the developed ACDS index is useful for evaluating the status of the balance between agricultural water supply and demand, especially for the small sized agricultural reservoirs. This study provided the methodological basis for developing climate change vulnerability index in agricultural water system which is projected to be more frequently exposed to drought condition in the future due to climate change. Further research should be extended to the study on the water demand of the crops other than rice and to the projection of the change in ACDS index in the future.

Development process of agricultural technology has been studied with a case study of Korean agriculture. Technological is considered as a transformer of inputs into outputs and hence technological appropriateness, an important aspect of agricultural development strategies, is considered as a dynamic concepts. Considering the concept of agricultural system as a delivery system for providing essential materials and services to producers and consumers, it has been divided into two major groups of dimensions vis. external challenge dimensions and internal response dimensions. Market, investment and agro-ecosystem constitute the external challenge dimensions : whereas trade , technology as well as production and resources allocation constitute internal response dimensions. The system manager is responsible for maintaining equilibrium in the mentioned six sub-systems. Two kinds of alternatives paths of technological development viz. land saving technology and labour saving technolog have been studied. Technology is considered as a combination of four basic components viz. facilities, abilities, facts and frameworks. Adoption of innovation in agriculture depends on profitability, awareness, risk aversion, financial capacity, institutional infrastructure, availability of physical inputs and adaptability to the local conditions. For a cast study of Korea, changes in the agricultural system through external challenge dimensions are investigated. The impacts of industrialization on agro-ecosystem reported are shift of labour from the agricultural sector to non-agricultural sectors and continuously increasing demand of farm the agricultural sector to non-agricultural sectors accompanied by increase in land prices. The impacts on the commodity market discussed are shift in demand from rice, barley and other cereals to meat , dairy products and vegetables : and increasing in supply capacity of agricultural inputs. The process of agricultural development from 1962 to 19 1 9 (i.e. from start of the first to the end of the sixth five year plan) are also discussed in details with several policy measures taken. The trend of agricultural income and productivity are also analyzed. The main cause of increase in the agricultural income is considered as increase in labour productivity. The study revealed that during the span of 1965-88, holding size has not changed significantly, but both the land and labour productivity increased and so did the agricultural income. R&D activities in Korea have changed over time in three stages vix. import of improved technology, localization by adaptive research and technological mastery. For the new technology to be made affordable to farmers, policy measures like fertilizer and food grain exchange system, dual price system in rice and barely and loan for machinery were strengthened.

This paper is an anthropological study on the regional revitalization movement by the traditional ceramic industry in Mashiko-cho, Japan. It especially deals with the issues like history of revitalization based on ceramics, idealogical features and roles of core activist group, and adaptive strategies of local society to the ever-changing circumstances. The ceramic industry of Mashiko-cho had developed vigorously in 19C, and had passed many critical points in 20C. In 1960s, the ceramic industry of Mashiko-cho developed stably through introducing of Mingei(民藝) ideology and artists. This is evaluated as a 'bottom-up' regional revitalization movement and a active utilization of traditional cultural resources. In Mashiko-cho, the ideological leadership of cultural artist groups have been central roles in the regional revitalization movement. The representative cases are transformation of production of ordinary ceramics to production of Mingei ceramics from the middle of 1950s, official organization of core activist group and establishment of direct sale system by the producers in the middle of 1960s, and full-scale cooperation of private sector and public sector from the beginning of 1980s. Nonetheless the regional revitalization movement by the traditional ceramic industry in Mashikocho have come out well up to now, it should make new tradition which is well-matched to the ever-changing circumstances as seeing various and complex differentiation on the inside of local society.

The cooperative transmission between sectors in next generation communications standards, e.g., 3GPP LTE-Advanced and IEEE 802.16m, has become an important research issue. Hence methods to decide the optimal antenna tilting angle in cooperative transmission between sectors are needed. This paper proposes methods to decide the optimal antenna tilting angle in cases of non-cooperative and cooperative transmissions between sectors. The proposed methods use an objective function that maximizes the cell average log rate or the cell average rate for users distributed uniformly within the radius of the sector. Also, the objective function which maximizes the cell average rate determined by adaptive modulation and coding (AMC) used in actual cellular systems is considered. When the cell average rate becomes the objective function, the system rate efficiency increases significantly for both cooperative and non-cooperative transmission. When the cell average log rate and the AMC rate become the objective functions, an optimal antenna tilting decision method which effectively increases the efficiency of cell boundary users is discussed.

This study aims to assess vulnerability in urban thermal environments of Seoul by using indicators frequently used in previous studies as well as effective indicators for spatial planning like urban and environmental planning. For this purpose, fifteen indicators that influence urban thermal environments such as heat waves, urban heat island effects, and urban micro-climates were identified based on literature reviews. Indicators for presenting urban structure and spatial properties were included; for example, building volume as 'exposure to climate', buildings completed before 1980 as 'sensitivity', and green space areas as 'adaptive capacity'. Among them, twelve indicators were applied to assess vulnerability in urban thermal environments of Seoul by using a GIS spatial analysis combined with fuzzy logic. The results show that the Gangnam area is identified as more vulnerable to a heat environment as compared to the Gangbuk area. In the Gangnam area, Seocho-gu, Gangnam-gu, Dongjak-gu, Yeongdeungpo-gu, Gangseo-gu were relatively high in vulnerability, while Dongdaemun-gu, Gangbuk-gu, Gwangjin-gu, Jungrang-gu were relatively high in the Gangbuk area. Gwanak-gu, Dobong-gu, Eunpyeong-gu, and Nowon-gu, which include forested areas, have low vulnerability in the sectors of 'exposure to climate' and 'sensitivity' due to the impact of Gwanaksan and Bukhansan. However, some areas with high vulnerability like Seocho-gu and Gangnam-gu may have lower vulnerability if the indicator 'status of air conditioning' from the sector of 'adaptive capacity' is used. This study could support the establishment of a practicable thermal environment policy and spatial planning to reduce heat-related risks in the field of urban and environmental planning.
Low-Orbit satellite mobile networks can provide services through miniaturized terminals with low transmission power, which can be used as reliable means of communication in the national public disaster network and defense sector. However, the high traffic environment in the emergency preparedness situation increases the new call blocking probability and the handover failure probability of the satellite network, and the increase of the handover failure probability affects the QoS because low orbit satellites move in orbit at a very high speed. Among the channel allocation methods of satellite communication, the FCA shows relatively better performance in a high traffic environment than DCA and is suitable for emergency preparedness situations, but in order to optimize QoS when traffic increases, the new call blocking and the handover failure must be minimized. In this paper, we propose LEO-DBC (LEO satellite dynamic beam width control) technique, which improves QoS by adaptive adjustment of beam width of low-orbit satellites and call time of terminals by improving FCA-QH method. Through the LEO-DBC technique, it is expected that the QoS of the mobile satellite communication network can be optimally maintained in high traffic environments in emergency preparedness situations.
