  • A huge marine accident causes a loss of valuable lives, property and the serious environmental contamination. In the IMO, active discussions about a potential occurrence possibility of marine accidents and appropriate place(place of refuge) to minimize the damage are being developed as appropriate transferring vessels which has a worry of a secondary marine environmental pollution from a previous marine accident Our country has a great potential et marine accidents due to the foreign vessel in distress because there is a huge vessel traffic amounts of the passage since which locate with in the important navigation connects the Asian region. and North America centering around north Pacific Ocean Also, we need the minimize the secondary damage from accident which occurs in domestic ports as transferring safe쇼 place when it is needed In this paper, analyzed and investigated a designated the place of refuge that analyze foreign cases, and will make a efficient and reasonable investigating plan of interior place of refuge.

  • The safe driving reward system aims to reduce the loss of life and property by reducing the occurrence of accidents by motivating safe driving and encouraging active participation by providing direct reward to vehicle drivers who have performed safe driving. In the case of the existing digital tachograph, the goal is to limit dangerous driving by recording the driving status of the vehicle whereas the safe driving reward system is a support measure to increase the effect of accident prevention and induces safe driving with financial reward when safe driving is performed. In other words, in an area where accidents due to speeding are high, direct reward is provided to motivate safe driving to prevent traffic accidents when safe driving instructions such as speed compliance, maintaining distance between vehicles, and driving in designated lanes are performed. Since these safe operation data and reward histories must be managed transparently and safely, the reward evidences and histories were constructed using the closed blockchain Hyperledger Fabric. However, while transparency and safety are guaranteed in the blockchain system, low data processing speed is a problem. In this study, the sequential block generation speed was as low as 10 TPS(transaction per second), and as a result of applying the acceleration function a high-performance network of 1,000 TPS or more was implemented.

  • Recently, around the world, active development of new renewable energy sources including solar power, waves, and fuel cells, etc. has taken place. Particularly, floating offshore wind farms have been developed for saving costs through large scale production, using high-quality wind power and minimizing noise damage in the ocean area. The development of floating wind farms requires an evaluation of the Maritime Safety Audit Scheme under the Maritime Safety Act in Korea. Floating wind farms shall be assessed by applying the line and area concept for systematic development, management and utilization of specified sea water. The development of appropriate evaluation methods and standards is also required. In this study, proper standards for marine traffic surveys and assessments were established and a systemic treatment was studied for assessing marine spatial area. First, a marine traffic data collector using AIS or radar was designed to conduct marine traffic surveys. In addition, assessment methods were proposed such as historical tracks, traffic density and marine traffic pattern analysis applying the line and area concept. Marine traffic density can be evaluated by spatial and temporal means, with an adjusted grid-cell scale. Marine traffic pattern analysis was proposed for assessing ship movement patterns for transit or work in sea areas. Finally, conceptual design of a Marine Traffic and Safety Assessment Solution (MaTSAS) was competed that can be analyzed automatically to collect and assess the marine traffic data. It could be possible to minimize inaccurate estimation due to human errors such as data omission or misprints through automated and systematic collection, analysis and retrieval of marine traffic data. This study could provides reliable assessment results, reflecting the line and area concept, according to sea area usage.

In Vitro Bioassay for Transforming Growth Factor-$\beta$ Using XTT Method

  • Research in the cytokine field has grown exponentially in recent years, and the validity of such studies relies heavily on the appropriate measurement of levels of cytokines in various biological samples. Transforming growth factor (TGF)-$\beta$, a hormonally active polypeptide found in normal and transformed tissue, is a potent regulator of cell growth and differentiation. The most widely used bioassay for TGF-$\beta$ is the inhibition of the proliferation of mink lung epithelial cells. Though detection of [$^3$H]thymidine incorporation is more sensitive than the MTT assay, it presents some disadvantages due to the safety and disposal problems associated with radioisotopes. In this study, we attempted to ascertain the experimental conditions which could be used for measuring the in vitro biological activity of TGF-$\beta$ in a safer and more sensitive way compared with the currently available methods. We compared the commonly used method, the MTT assay, to the XTT assay using different parameters including cell number, incubation time and the wave length used for detecting the product. We examined the anti-proliferative activities of TGF-$\beta$ in three different cell lines: Mv-1-Lu mink lung epithelial cells, MCF10A human breast epithelial cells and H-ras-transformed MCF10A cells. Herein, we present an experimental protocol which provides the most sensitive method of quantifying the biological activity of TGF-$\beta$, with a detection limit of as low as 10 pg/ml: Mv-1-Lu or H-ras MCF10A cells ($1{\times}10^5/well$) were incubated with TGF-$\beta$ at $37^{\circ}C$ in a humidified $CO_2$ incubator for 24 hr followed by XTT treatment and determination of absorbance at 450 or 490 nm. Our results may contribute to the establishment of an in vitro bioassay system, which could be used for the satisfactory quantitation of TGF-$\beta$.

Evaluation of torsional response of a long-span suspension bridge under railway traffic and typhoons based on SHM data

  • Long-span cable-supported bridges are flexible structures vulnerable to unsymmetric loadings such as railway traffic and strong wind. The torsional dynamic response of long-span cable-supported bridges under running trains and/or strong winds may deform the railway track laid on the bridge deck and affect the running safety of trains and the comfort of passengers, and even lead the bridge to collapse. Therefore, it is eager to figure out the torsional dynamic response of long-span cable-supported bridges under running trains and/or strong winds. The Tsing Ma Bridge (TMB) in Hong Kong is a suspension bridge with a main span of 1,377 m, and is currently the world's longest suspension bridge carrying both road and rail traffic. Moreover, this bridge is located in one of the most active typhoon-prone regions in the world. A wind and structural health monitoring system (WASHMS) was installed on the TMB in 1997, and after 17 years of successful operation it is still working well as desired. Making use of one-year monitoring data acquired by the WASHMS, the torsional dynamic responses of the bridge deck under rail traffic and strong winds are analyzed. The monitoring results demonstrate that the differences of vertical displacement at the opposite edges and the corresponding rotations of the bridge deck are less than 60 mm and $0.1^{\circ}$ respectively under weak winds, and less than 300 mm and $0.6^{\circ}$ respectively under typhoons, implying that the torsional dynamic response of the bridge deck under rail traffic and wind loading is not significant due to the rational design.

THE STUDY ON TISSUE CULTURED WILD MOUNTAIN GINSENG(Panax Ginseng C.A. Meyer) ADVENTITIOUS ROOTS EXTRACT AS A COSMETIC INGREDIENT

  • Korean ginseng(Panax Ginseng C.A. Meyer) known as a oriental miracle drug is an important medicinal plant. Ginseng has been used for geriatric, tonic, stomachic, and aphrodisiac treatments for thousands years. Also, it is an antibiotic and has therapeutic properties against stress and cancer. Ginseng is widely distributed all over the world. Among them, Korean mountain ginseng has the most valuable effect on pharmaceuticals. The roots of mountain ginseng contained several kinds of ginsenosides that have many active functions for the human body. However, the study of mountain ginseng has a limit because the mountain ginseng is very expensive and rare. So, we artificially cultured mountain ginseng adventitious roots using the bioreactor culture system. We induced callus from original mountain ginseng, directly dug up in mountain and aged about one hundred ten years. Separated adventitious roots were precultured in 500ml conical flasks and then, transferred in 20L bioreactors. The adventitious roots of mountain ginseng were harvested after culturing for 40days, dried and then, extracted with several solvents. In this study, we investigated the whitening effect, anti-wrinkle effect and the safety of tissue cultured adventitious roots extract of mountain ginseng in order to identify the merit as a cosmetic ingredient. Particularly, extract of mountain ginseng adventitious roots showed whitening and anti-wrinkle effects. The inhibitory effect of this extract on the melanogenesis was examined using B-16 melanoma cell. When B-16 melanoma cells were cultured with adventitious root extract, there was a dramatically decrease in melanin contents of 8-16 melanoma cell. And we identified this extract inhibited Dopa auto-oxidation significantly. Also, when transformed mouse fibroblast L929 cells were treated with this extract, there was a significant increase in collagen synthesis. The results show significant inhibited melanization and wrinkle without inhibiting cell viability.

  • Active Safety system is requested on the market of the medium and heavy duty commercial vehicle over 4.5ton beside the market of passenger car with advancement of the digital equipment proportionally. Unlike the passenger car, the mounting position of camera in case of the medium and heavy duty commercial vehicle is relatively high, it is disadvantaged conditions for lane recognition in contradiction to passenger car. In this work, we show the method of lane recognition through the Sobel edge, based on the spatial domain processing, Hough transform and color conversion correction. Also we suggest the low error method of front vehicles recognition in order to reduce the detection error through Haar-like, Adaboost, SVM and Template matching, etc., which are the object recognition methods by frontal camera vision. It is verified that the reliability over 98% on lane recognition is obtained through the vehicle test.

  • Passive tags are inferior to active tags in processing efficiency, so they have difficulty in largevolume processing. The proposed protocol reduces the volume of computation in passive tags and, at the same time, improves authentication for enhanced safety and security. That is, different from existing RFID protocols that return the same value even if an error happens when the reader reads a tag, the improved RFID security protocol returns a new value using a re-counter and processes the computation part of a tag in the reader or in a back.end system. Even if the information of a tag is acquired by an malicious way, it is not actual information but encrypted information that is not usable. In addition, even if tag information is read in sequence, it is changed in each read, so the protocol is safe from Location Tracking.

Frequency of Inappropriate Metformin Use in Patients with Diabetes Mellitus (당뇨병환자에게 부적절하게 사용된 Metformin의 처방빈도 분석)

  • We evaluated the inappropriateness of metformin use in patients with type 2 diabetes and chronic medical conditions to identify the frequency of the prescription metformin in violation of the food and drug administration (FDA) black box warning. We reviewed medical records of 307 outpatients who received metformin at endocrinology department in a hospital setting between January 1, 2005 and August 30, 2009. Of the 307 outpatients, 25 discontinued treatment of metformin due to elevated serum creatinine level (Scr${\geq}$1.5 mg/dl in male, Scr${\geq}$1.4 mg/dl in female), cancers, and/or liver disease. 5 were lost to follow-up. 89 (29.0%) of the patients had cardiovascular disease, 54.1% for hypertension, 9.8% for liver disease, and 60 (20.8%) for chronic kidney disease. 12 patients (3.9%) with chronic kidney disease and/or elevated serum creatinine level, and 1 patient (0.3%) with lactic acidosis were contraindicated to metformin use. Metformin should be avoided in 7 outpatients (2.3%) with active hepatitis and 1 patient (2.6%) with liver cirrhosis. Of the 307 outpatients, 13 (4.2%) patients who received metformin at the first visit and 16 (8.7%) patients who received metformin at the last visit violated to black box warning. 8 (2.6%) of the patients were in precautionary conditions to metformin use. Adjusted mean difference of serum creatinine was -0.16 mg/dl [95% CI: -0.22 to -0.11 (p<0.05)] and adjusted mean difference of alanine aminotransferase was 4.46 IU/l [95% CI: 2.47 to 6.44 (p<0.05)] between the first visit and the last visit. Critical number of elderly patients who are at the high risks of drug-disease and drug-laboratory interaction is exposed to the inappropriate metformin use in violation of black box warning. The periodic evaluation of metformin use and monitoring prescription through drug utility review (DUR) system is needed to improve patients' safety and to reduce adverse drug events.

The Development and Implementation of Ward Monitoring Service Using Bluetooth Low Energy Scanners for Infectious Disease Response (감염병 대응 비콘 스캐너 기반의 병실 모니터링 서비스 개발)

  • This study attempted to develop a beacon scanner based ward monitoring service in order to respond to the new paradigm of medical environment which is trying to introduce ICT technology as medical service to track and manage the spread path of large infectious diseases such as MERS. The study also included beacon hardware development, firmware development for the beacon low-power bluetooth 4.0, and server and web-based dashboard UI development. Using these, we have developed a customized monitoring system that provides functions such as locating patients by location based service and monitoring based on web UI. It is possible to maximize the efficiency of offline hospital services and to value active infection control and patient safety by integrating online technology into the area where online technologies such as beacons are not properly integrated.
