Machine-actionable Data Management Plans Model Analysis and Improvement Direction

  • In this study, the RDA DMP Common Standard (RDCS), a data model for implementing a machine actionable Data Management Plan (maDMP), was analyzed in four aspects. First, the twelve class models proposed by RDCS were analyzed. Second, whether the DMP attribute was included in the class attribute was analyzed. Third, we analyzed the namespace used for RDCS properties. Fourth, the values and identifiers used in RDCS properties were analyzed. As a result of the analysis, four directions for improvement were derived. First, it is necessary to add an academic record class to describe information such as papers and reports, which are representative academic documents. Second, the primary research institution, responsibility, resources, option attribute, and additional attributes are needed to describe the researcher's affiliation information. Third, it is necessary to additionally use a namespace such as Friend of a Friend that can be used universally. Fourth, the use of digital object identifier should be considered to identify academic literature.

  • The current meaning of "Big Data" refers to all the techniques for value eduction and actionable analytics as well management tools. Particularly, with the advances of wireless sensor networks, they yield diverse patterns of digital records. The records are mostly semi-structured and unstructured data which are usually beyond of capabilities of the management tools. Such data are rapidly growing due to their complex data structures. The complex type effectively supports data exchangeability and heterogeneity and that is the main reason their volumes are getting bigger in the sensor networks. However, there are many errors and problems in applications because the managing solutions for the complex data model are rarely presented in current big data environments. To solve such problems and show our differentiation, we aim to provide the solution of actionable analytics and semantic reusability in the sensor web based streaming big data with new data structure, and to empower the competitiveness.

  • Gartner predicts that by 2012, 40% of EA programs will be stopped due to poor execution and the failure of delivering business value. An organization needs a practical solution to achieve an EA vision. The EA essential approach should be that of business service and process orientation than systems and IT orientation. We propose an Actionable Enterprise Architecture (AEA) which is based on BPM (Business Process Management) and SOA (Service Oriented Architecture), and connected to service & process orientation and engineering. The architecture proposed provides traceability between service-oriented enterprise architecture and its solution. The proposed architecture can transform enterprise architecture from conceptual to physical levels (solutions) with a service and business process paradigm.

  • The search for relevant and actionable information is a key to achieving clinical and research goals in biomedicine. Biomedical information exists in different forms: as text and illustrations in journal articles and other documents, in images stored in databases, and as patients' cases in electronic health records. This paper presents ways to move beyond conventional text-based searching of these resources, by combining text and visual features in search queries and document representation. A combination of techniques and tools from the fields of natural language processing, information retrieval, and content-based image retrieval allows the development of building blocks for advanced information services. Such services enable searching by textual as well as visual queries, and retrieving documents enriched by relevant images, charts, and other illustrations from the journal literature, patient records and image databases.

  • Cyber-attacks emerge in a more intelligent way, and various security technologies are applied to respond to such attacks. Still, more and more people agree that individual response to each intelligent infringement attack has a fundamental limit. Accordingly, the cyber threat intelligence analysis technology is drawing attention in analyzing the attacker group, interpreting the attack trend, and obtaining decision making information by collecting a large quantity of cyber-attack information and performing relation analysis. In this study, we proposed relation analysis factors and developed a system for establishing cyber threat intelligence, based on malicious code as a key means of cyber-attacks. As a result of collecting more than 36 million kinds of infringement information and conducting relation analysis, various implications that cannot be obtained by simple searches were derived. We expect actionable intelligence to be established in the true sense of the word if relation analysis logic is developed later.

  • Recently, the preparation and submission of DMP is gradually becoming compulsory, centering on domestic government-funded research institutes. However, as DMP preparation is described in written or free text, there is a problem that research data management cannot be properly explained due to non-standardization and insufficient preparation in terms of standards, formats, and management. Therefore, in this study, a case study was conducted on a machine-readable DMP that can be automatically generated and maintained by a machine, and a method for applying maDMP was proposed. Examples of maDMP investigated included RDCS, Argos, Haplo Repository, and DMap. In addition, the use of permanent identifiers, application of controlled vocabulary, and application of semantic technologies such as ontology can be mentioned as possible ways to apply maDMP.

  • This paper presents how Digital Knowledge Ecosystem such as "Govi Nena" (translates as agriculture intelligence) can be used to provide a more effective and practical solution to eliminate the inefficiencies in agricultural markets and achieve higher productivity and price stability. In order to establish the framework to analyze the system, this paper uses a set of hypothetical scenarios faced by value chain actors based on a review of the literature, established knowledge and recent developing country experiences. The scenario analysis reveals that "Govi Nena" enables farmers to make effective production decisions, deepens the level of value chain integration, and enhances the level of welfare for the society as a whole.

  • Web mining is an emerging science of applying modem data mining technologies to the problem of extracting valid, comprehensible, and actionable information from large databases of web in e-Business environment and of using it to make crucial e-Business decisions. In this paper, we present the noble framework of data visualization system based on web mining for analyzing the characteristics of on-line customers in e-Business. We also propose the framework of forecasting system for providing the forecasting information of sales/purchase through the use of web mining based on artificial intelligence techniques such as back-propagation network, memory-based reasoning, and self-organizing map.

A Multiple Case Study of Government Internal Ideation Programs: Understanding Challenges and Identifying Effective Practices

  • Ideation is a process of generating new ideas or solutions using online crowd-sourcing technologies. This process has the potential to change the ways by which government agencies innovate and solve problems. Although increasingly more government agencies are implementing online ideation programs to tap into their employees' ideas and creativity, little is known about the unique challenges and effective practices of such programs. Thus, many government agencies are undergoing trial and error and often reinventing the wheel. This research aims to address this problem. By analyzing a focus group session and four cases of U.S. federal government ideation programs designed for their employees, this research identifies important organizational and technological challenges and effective practices. Furthermore, effective practices are grouped into different phases of ideation process and strategic vs. tactical levels to provide more meaningful and actionable insights. This research is an important step towards building a theoretical foundation for government ideation programs. The implications and limitations of this study are discussed.

  • Knowledge Management (KM) is a collaborative and integrated approach adopted at various levels to ensure that an organization's knowledge assets are best utilized to increase organizational performance. While KM has been adopted in a large number of sectors and organizations, colleges and universities, and the higher education sector in general, is yet to take full advantage of the possibilities offered by KM. Also, while past research has sought to highlight the importance of implementing KM in higher education, there is a lack of a single, clear template for KM implementation that universities leaders and administrators can adopt. The contribution of the paper is a practical, actionable, step-by-step plan, as well as a diagrammatic, theoretical framework for initiating KM successfully in colleges and universities.
