본 연구는 정부에서 시행하고 있는 중대재해처벌법의 적용대상이 되는 국내 건설업계의 중대재해처벌법에 대한 인지도 및 필요성과 시행에 따른 문제점을 분석하고, 향후 개선방안을 제시하는 것을 목적으로 연구를 수행하였다. 연구결과, 안전관련업무 실무자들은 안전사고 예방 및 저감 방안 중 중요한 것은 젊고 유능한 국내 기능인력을 많이 확보하는 것이 가장 시급하고, 협력업체의 안전관리수준과 근로자의 안전의식을 향상하는 것이 필요하다고 생각하고 있음을 알았다. 그리고, 현행 중대재해처벌법에 대한 주요 개선방안은 현행 법규정 중에서 불명확한 규정을 구체화하고, 중대재해처벌법의 실효성을 제고하기 위해 정부의 정책적인 지원이 필요하며, 안전한 작업환경을 조성할 수 있도록 유도하는 사전 예방중심에 초점을 맞추어 개정하는 것이다.

Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

This paper defines the Safety Management System(SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the investigation of establishment and implementation status of domestic rail operators' SMS, the improvement directions of the current rail SMS are developed. First, to establish the continual improvement system for SMS, the guide which describe detailed continual improvement method for each steps of SMS including management review by CEO shall be established and implemented. Second, to settle the SMS based on the risk management, it is necessary to endeavor for converting the rail operators mind and to establish the supply system of operating model and basic data and to define the requirement precisely and to include in the related guide for the risk management.

Purpose: This study provides an overview of the Product Liability Act which was revised in 2017 and took effect in 2018. It analyzes the effects of the revised Act on corporate management from internal and external perspectives to present coping strategies so that companies can synthetically respond to such effects. Methods: In order to achieve the purpose of this study, experts like companies, academia, governmental institutions, and consultants were invited, and Delphi techniques were applied to derive means, standard deviations, and Content Validity Ratio. Results: In this study, based on two expert questionnaire surveys, strengths and weaknesses of the internal environment of companies and opportunities and threats of the external environment were derived, followed by provision of S/O, W/O, S/T, and W/T strategies. Conclusion: To fundamentally remove the causes of accidents on their products, the relevant companies should strengthen the activities to increase product safety. They shall cooperate with suppliers to arrange the measures to speedily secure safety of consumers.

Job characteristics have influence on the organizational effectiveness. The job characteristics are the core job dimension and organizational effectiveness. Aptitude and personality also act on job characteristics. In this study, we investigate chinese characters by province and city. The purpose of this study is to develop the job characteristics and organizational effectiveness model for chinese by province and city. Consequently, we suggest to be applied the model to korean finns strategically, which push into China, by view of improvement of organizational effectiveness and adaptation in China.

The railway safety in Koreaisthreatenedduetotherestructuring of the railway industries, introduction of the Korea Train eXpress (KTX) and electrification of the conventional lines. Many technical backgrounds are required to control railway accidents as low as reasonably practicable, such as a railway safety act, safety standards, and safety assessment infrastructures. Korean government and the Korea Railroad Research Institute (KRRI) are conducting an integrated R&D program for improvement of the railway safety, where the target is to reduce the accident fatalities by half. The program is composed of three parts; the safety system engineering and the program management, the establishment of a safety management system, and the development of techniques for assessing and preventing major railway accidents. Details of the research programs are explained in this paper, where risk is used as the major control measure.

Self-Inspection is being used in the workplace hazardous, dangerous machinery and equipment to build capacity for the voluntary safety risks due to use of machinery and prevention of industrial accidents that inspect facilities for safety issues, is to check. The policies is always changes according to the changing times, and changes take place in educational facilities welfare policy. Early childhood facilities, is no exception. Recent, increase in the number of kindergarten and kindergarten children according to policy changes of government's active welfare. This change in pattern, policy changes and increased support to know the impact on the community, and this is not just a simply agenda that they need to be recognized social change. In addition, it can be seen changes in relevant laws and educational process according to childhood policy change flow and depending on social change. In this study, comparative study infants and installation of the facility based on criteria, ensuring standards of early childhood facility site, facilities of evolution of infants care act, act infants, infants of activities safety management. And Standards and facilities that are required to change the direction of the revision is for the purpose of research through changes in kindergarten curriculum to respond the policies flow. Research methods are literature on the various laws and research analysts, leading comparison of different child care and child care policy changes in laws and regulations to review materials are analyzed.

공중의 안전을 확보하고 나아가 국민의 복리증진에 기여하기 위해 1995년에 시특법이 제정되었고, 시설물을 보다 효율적으로 관리하기 위해 FMS가 개발 운영되고 있지만, 몇몇 문제점이 발생하고 있다. 이에 본 연구에서는 FMS와 유관시스템의 현황을 면밀히 분석하여 (1) 1 2종 외 소규모 시설물을 포함한 범 국가 시설물정보 관리체계로 확장, (2) 시설물별 표준화된 점검진단시스템 개발 및 보급, (3) 관리주체 의사결정지원기능 등 DB활용시스템 개발, (4) 최신 정보기술을 활용한 FMS 성능 향상 및 안정적 운영환경 마련 등의 개선방향을 제시하였다. 본 연구에서 제시한 개선방향에 따라 개선해 나간다면 소규모 시설물의 안전관리를 강화하는데 도움을 줄 수 있으며, 시설물 안전 및 유지관리 업무 관계자에게 최적의 정보서비스를 제공함으로써 업무효율을 향상시키고 대국민 서비스를 개선할 수 있을 것이다.

Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.
