A Study on the Traffic Accident Analysis using by 3-D Photogrammetric System (삼차원 사진측량 시스템을 이용한 교통사고 해석에 관한 연구)

  • A diagram has been annexed to the spot inspection record of the traffic accident were drawn up with measuring-tape heretofor. However, conventional reduction method have been usually contained the various problems according to the social development. To solve these problems, it was performed that photogrammetric method are measured 3-D coordinate of needed points and precised plotting of traffic accident spot investigation. Also, they have produced some good effects on speedy spot investigation and settlement of traffic stagnation. Because semi-metric camera and MR2 system are utilize for low cost, simple operation and almost unnecessary for control point surveying, these fittings being at the close-range photogrammetry will be extremely powerful over versatile fields like traffic accident in police.

Analysis of the Operation Status and Function based on the Overseas Accident Investigation Agency (국외 재난원인조사기구의 운영 현황 및 기능분석)

  • Purpose: The objective of this study is to suggest desirable direction of Korean accident investigation organization by analyzing the operation status and way of overseas developed countries' investigation agency. Method: To accomplish the objective of this study, we were examined four main characteristics of accident investigation agencies of the U.S., Japan, and Sweden, focusing on (1); the background of the establishment, (2);organizational structure, (3);major tasks and functions, (4); accident investigation procedures. Result: First, the purpose of its establishment and task is to prevent recurrence of disasters and accidents, at the same time, administrating and researching duties such as legal system, policy, recommending improvement and conducting scientific disaster-cause analysis to contribute safety for the government. Second, it is operated as an independent organization under the president, not belonging to the ministry, in order to enable fair investigation in an impartial position. Third, it has the authority to be recognized for its expertise in the results of investigation. In other words, it is operated as a permanent organization with professional personnel, and secures authority through the accident research with indepth investigation and high-quality recommendations. Conclusion: The overseas investigation agencies rapidly manage and coordinate their operational practices in order to resolve national requirements and social conflicts with fairness, accuracy and expertise in accident investigations. In order to prevent the recurrence of similar events, Korea needs to efficiently reconstruct its investigative functions distributed by each government department. In addition, institutional improvement is needed to make general adjustments at the national level, organize and operate control tower for when the accident has happened.

  • Objectives: Methanol poisoning accidents in smartphone parts manufacturing facilities were analyzed using a systemic accident analysis method, and the necessity and possibility of the application of this systemic method in the field of occupational health were reviewed. Methods: A STAMP model for accident analysis was created based on the previously published literature. CAST analysis was performed to find the causal factors of the components and between the components. Results: The STAMP model visually showed the abstract and complex system control structure. The CAST analysis results could include all the causal factors from the previously published literature, and presented them holistically. Additional causal factors that were not presented in the literature were found. Conclusions: The holistic accident analysis results in this study will be helpful to establish comprehensive measures to prevent methanol or other chemical poisoning accidents. Therefore, it will be necessary to use systemic accident analysis methods in the field of occupational health.

  • Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

  • As an Accident data recorder (ADR) is a system to record a vehicle's status and dynamics information on the before and after of accident, Traffic accident investigation agencies and parts developers have a lot of interest to analyze an accident objectively and develop automotive safety devices by using real accident data, This study is to analyze an accident objectively and scientifically on the basis of traffic accident reconstruction with the use of output data of an event data recorder. This study is conducted double lane change test six times and slalom test one time as a field driving test and simulation. Based on the vehicle speed, the longitudinal and transverse acceleration, steering angle, driving path, and other kinds of information obtained from the field driving test, this study performed a simulation with PC-Crash program of reenacting and analyzing a traffic accident. The simulation was performed twice in the acceleration-steering angle input method and in the acceleration-driving path input method. By comparing the result of the field driving test with the results of the two simulations, we drew an analysis method with the optimal path reconstruction.

  • Modern traffic accidents are a complex occurrence. Various indicators are needed to analyze traffic accidents. Countries that have been investigating traffic accidents for a long time accumulate various data to analyze traffic accidents. The Korean In-Depth Accident Study (KIDAS) database collected damaged vehicles and severity of injury caused by Collision Deformation Classification code (CDC code), Abbreviated Injury Scale (AIS), and Injury Severity Score (ISS). As a result of the investigation, data relating to the injuries of the occupants can be easily obtained, but it was difficult to analyze human severity based on the information of the damaged vehicle. This study suggests a method to measure the speed change at the time of an accident, which is one of the most important indicators in the vehicle crash database, to help advance KIDAS research.

  • 'UAS flight recording system' is a system that is mounted on an unmanned aircraft system consisting of various components and records flight-related data. The data recorded by this system should be used for aviation accident and incident investigations to prevent similar accidents. In particular, for the category of UAS with high operating risk, safety devices close to that of manned aircraft are required, and it is urgent to develop flight recording systems reflecting the characteristics of the UAS to secure airworthiness. This paper highlights the need for UAS flight recording systems for aviation accident and incident investigations and seek a method to derive flight recording system parameters for 'Certified Category' with high operational risk. To this end, Inter-City UAM was used as a concrete use case, and the process of approaching system parameters was devised by assuming accident occurrences and hazards from mission profiles and scenarios. As a result of the study, it was confirmed that parameters could be derived through this process.
