Recently, the occurrence of a ship capsizing was analyzed as the main cause of the lack of stability or loss because of the improper management of the center of gravity, the movement of cargo or heavy weight when excessive steering occurs or when navigating during bad weather. Thus, to prevent a ship from capsizing, it is necessary to secure stability to enable the ship's return to its upright position, even if a dangerous heel occurs. The GM is a crucial evaluation factor regarding stability, which the navigation officer uses to preserve stability. In this study, based on the stability data collected from the operating of ships for five years, The GM by ship's type according to the operating status was analyzed specifically such as a ship's length, breadth, and gross tonnage. The feature of the GM distribution according to a ship's length was confirmed, and after performing the correlation analysis between the breadth and the GM, the ratio of the GM to breadth was calculated, and the result was compared with the previous ratio. Additionally, a simple approximation formula and minimum GM for the estimation of the GM by ship type were proposed by the regression analysis of the GM using the gross tonnage (GT)/breadth (B) to reflect the trend of larger ships being built. The results of this study are expected to be used as data for the review of securing a stable GM on ships.
This study investigates the differences in medical practices and medical cost according to auto insurance companies based on 8,589,602 cases that were treated by auto insurance corporation for the year of 2015, from the beginning of January to the end of December. The results of this study can be summarized following. First, in terms of the general characteristic in medical treatment, especially the age, the highest figure in both non-life insurance and mutual aid cooperative was shown in the age of 50 to 59 at 22.8 per cent(p<0.001). Second, in terms of a medical cost per a hospital care, classified by clinic, the costs in the department of internal medicine were much higher than those in the surgical department, and the thoracic surgery among parts of the surgical department showed the highest figures in both non-life insurance and mutual aid cooperative. According to the above summarized results of this study, it can be concluded that Health Insurance Review and Assessment Service has to address the problem on the increase of unnecessary costs and the occurrence of social expenses caused by the delay of patients' rehabilitation and return to their daily lives, by carrying out the evaluation for the appropriateness to organizations that ask for payments of auto insurance.
The major court rulings delivered in 2017 include the ruling that separated the legal character of denture production agreement signed together with medical care agreement and found a subcontracting dimension in the former, and the ruling that overcame the limitations of the theory of entire appearance of a fetus as discussed in civil law by using the legal principle of insurance which suggests that unborn child insurance takes effect after the contract is signed and the first installment of the premium is paid in. As more court rulings find the medical specialists responsible for accidents and injuries from drugs, some argue that medication counseling by the druggist who makes and dispenses drugs should be upgraded. And with respect to a court ruling that denied the hospital's responsibility for an infection-involving accident even if there were no records on specific measures taken in infection management, some criticized the court for being too conservative in recognizing responsibilities. And with respect to infectious disease management, some criticized the court for its interpretation and application of the facts in the direction of denying the negligence. In addition, some claimed that it is necessary to establish institutional system for hospital infection control and its aid for victims, and to improve the system including the reversal of the burden of proof given the special nature of hospital infections. A number of rulings on the duty to disclose included the one which stated that the specific matter did not require a doctor's explanation as it was explained or the specific medical service would have been performed even if no explanation had been given. There was a greatly controversial ruling over the scope of indemnification, which accepted the occurrence of multiple scars and deformation as disorders while regarding breast as a thoracic organ. And a Supreme Court ruling over interpreting Medical Service Act was criticized as overstepping the boundary allowed in the law.
By implementing epoch-making policies for industrial promotion, the national economy has made a remarkable development. As a result of such economic growth, industrial accidents and occupational diseases have become a serious problem in Korean society. In the presidential order for the execution of the Korean Labor Standard Law, neuritis and other diseases stemming from health impairments due to vibrations in industrial processes are designated to be dealt with as vibration diseases. In the case of vibration disease, industrial accident compensation is not effectively paid. In order to investigate the vibration hazards of rock-drill operation, the authors studied the subjective symptoms and performed physical function tests on a total of 79 persons (vibration exposed group) who used rock-drills, and 39 persons (control group) who did not use rock-drills at anthracite mines. The results of the physical function test were as follosws : 1. The right hand was more affected by white finger than the left hand. 2. Independent variables such as duration of rock-drill operation, age, drinking and smoking were indentified as statistically significant factors for the occurrence of white finger. 3. In the pain sense threshold, the group with Raynaud's phenomenon showed a statistically higher level than that of the control group. 4. The skin temperature of the group with Raynaud's phenomenon was lower than that of the control group. The recovery time of skin temperature aftr cooling was delayed compared with the value of the control group.
Korea has the highest traffic accident occurrence rate in the world. It means that we are forced to face a tremendous amount of economic loses and great cost of life. Even though this phenomenon consistently has arose as a public issue every year and many researchers have emphasized the importance of safety education as the fundamental solution, we are still trying to make a long-lasting and effective traffic safety education programs for children and adolescents. The purpose of this study was to test the effectiveness of web-based learning for traffic safety in Korea middle school. For this purpose, the instructive model was constructed based on the ASSURE model and a special web-site of education was developed on behalf of practical use of multi-media learning materials for the traffic safety. The research subject was represented by 259 students from second grade in 2 middle schools located in Seoul Korea. The traffic safety education program using web-site was preceded to the 136 students as a case group for 45 minutes total 3 times. Other 126 students are control group those who did not get with this program. The survey was conducted before and after the education. The results of this study were as follow: 1. The knowledge analysis from the comparison between before and after of the lesson showed case group and control group scored average at 11.25 points and 10.97 points. However, after they attended programs, case group scored 13.57 points and control group scored 10.85 points. The difference from the result of the case group was statistically significant(p<0.001). 2. The attitude analysis from the comparison between before and after of the lesson showed case group and control group scored averages at 29.59 points and 28.21 points. However, after they attended program, case group scored 37.23 points and control group scored 32.71 points. The difference from the result of the case group was statistically significant(p<0.05). 3. Regarding the domain analysis by means of web-based traffic safety education, only the case group had a statistically significant score in the case of knowledge 'safe utilization of bicycle' and 'The Characteristic of Automobile and Safer Mode of Walking for Pedestrian'(p<0.01, p< 0.001), and in the case of attitude 'safe walking and crossing' 'The Characteristic of Automobile and Safer Mode of Walking for Pedestrian'(p<0.01, p<0.001). 4. Web based instruction for traffic safety was effective in terms of improving students' knowledge and attitude for traffic safety.

This study focused on the development of a simulation-based educational program for communication, targeted to prevent safety accidents of patients. Application of the program to nurses working in public medical institutions was assessed to identify the effects of the program in terms of communication skill, self-efficacy, critical thinking disposition, and problem solving ability of nurses, before and after completion of the education. Method: A total of 32 nurses, working in hospitals designated as public medical institutions, were selected as subject participants in the present study. Data were collected during the period August 19 to 20, 2019, and analyzed by SPSS 23.0. Results: Results obtained from the present study reveals significant efficacy of the educational program, in respect of improved communication skill, self-efficacy, and problem-solving ability. On completion of the educational program, we observed an increase in the critical thinking disposition of nurses, although it was statistically insignificant. Conclusions: We believe that the educational program developed in the present study can be exploited as a foundation for developing other programs intending to improve the communication skill of nurses employed in clinics of public medical institutions, targeted to prevent occurrence of safety accidents of patients.
Objective: Traumatic epidural hematomas (EDHs) in children are a relatively unusual occurrence. The cause and outcome vary depending on period and reg ion of study. The aims of this analysis were to review the cause and outcome of pediatric EDHs nowadays and to discuss outcome-related variables in a large consecutive series of surgically treated EDH in children. Methods: This is a retrospective review of 29 patients with surgically treated EDHs between Jan 2000 and February 2010. Patients' medical records, computed tomographic (Cl) scans, and, if performed, magnetic resonance imaging (MRI) were reviewed to define variables associated with outcome. Variables included in the analysis were age, associated severe intracranial injury, abnormal pupillary response, hematoma thickness, severity of head injury (Glasgow Coma Scale score), parenchymal brain injury, and diffuse axonal injury. Results: The mean (SO) age of the patients was 109 months (0-185 months). Most of the injuries with EDHs occurred in traffic accident (14 cases, 48.2%) and followed by slip down in 6 cases and falls in 6 cases. There were one birth injury and one unknown cause. EDHs in traffic accidents occurred in pedestrians hit by a motor vehicle, 9 cases; motorbike and car accidents, 5 cases and bicycle accidents, 1 case. The locations of hematoma were almost same in both sides (left side in 15 cases). Temporal lobe is the most common site of hematomas (13 cases, 44%). The mean size of the EDHs was 18 mm (range, 5-40 mm). Heterogeneous hematomas in CT scans were 20 cases (67%). Two patients were referred with unilateral or bilateral dilated pupil(s). There was enlargement of EDH in 5 patients (17%). All of them were heterogeneous hematomas in CT scans. Except for 4 patients, all EDHs were associated with skull fracture(s) (87%). There was no case of patient with major organ injury. CT or MRI revealed brain contusion in 5 patients, and diffuse axonal injury in one patient The mortality was zero, and the outcomes were excellent in 26 and good in 2 patients. None of the tested variables were found to have a prognostic relevance. Conclusion: Regardless of the EDH size, the clinical status of the patients, the abnormal pupillary findings, or the cause of injury, the outcome and prognosis of the patients with EDH were excellent.

Industrial accidents differ considerably according to the industry and the scale of these industries. These industrial disasters have been analyzed in various ways. Therefore, a technique was developed to evaluate the disaster level among companies using the ANP method and the data derived from the disaster statistics over the past five years(2013~2017), as well as the safety information characteristics through questionnaires. The objective of the study was to determine the disaster level and safety level of a company. In this paper, six factors that are considered important for assessing the disaster level of the enterprise among the disaster statistics were selected. These factors included the industry type and size, age of employee, duration of treatment, duration of employment, and typical occurrence. Most companies use the accident rate for their disaster level to compare only with other companies. In this study, the weighting factors of the company were derived taking the characteristics of each company into consideration. Therefore, the disaster level of each company can be evaluated using the disaster statistics from each company and the derived weighting factors.
An aircraft maintenance hangar is a building that stores, maintains, and inspects expensive aircraft. The frequency of fire occurrence is low, but the resulting human and material damage can be very serious. Therefore, in this study, we conducted a qualitative analysis of the fire safety of the currently operating fire suppression systems for aircraft maintenance hangars using the Fault Tree method, and then performed a quantitative analysis using the failure rate data for the derived basic events and analyzed the importance of the minimal cut sets. As a result of the qualitative analysis by the minimal cut set, it was found that there were 14 accident paths that could be expanded to a large fire, due to the fire control failure of the aircraft hangar fire suppression system. The quantitative analysis revealed that, the probability of the fire expanding into a large one is $2.08{\times}E-05/day$. The analysis of the importance of the minimal cut set shows that four minimal cut sets, namely the fire detector and foam head action according to the zone and blocking of the foam by the aircraft wing and the fire plume, had the same likelihood of causing the fire to develop into a large one, viz. 24.95% each, which together forms the majority of the likelihood. It was confirmed for the first time by fault tree method that the fire suppression system of aircraft maintenance hangars is not suitable for fires under the aircraft wings and needs to be improved.
As the duty to report and investigate major elevator failures has expanded due to the total amendment of the Elevator Safety Management Act in 2018, more important information on major elevator failures that have been partially identified has been collected. As of 2019, the number of elevators in Korea exceeded 700,000, making it the eighth-class elevator powerhouse in the world, but there is a trend of increasing casualties due to accidents and breakdowns. An Seung-gang-gi is a term that encompasses an elevator that moves vertically and an escalator that moves horizontally. It is an important means of transportation for most citizens that are encountered almost every day in daily life, and it is also necessary as a means of transportation that enables the construction of skyscrapers. And it seems that its importance will never diminish in the future. Major elevator failures are the main cause of dispatch when accumulating the number of 119 dispatches, and the frequency of occurrence is high. It's a shame. According to Heinrich's Law, 300 minor signs and danger phenomena precede, 29 minor accidents and 1 major accident. Accidents caused by elevators are increasing every year due to the increase in the number of installations, and the damage is threatening the valuable lives and property of users and workers in related fields due to fatal risks such as death and serious injury. Elevator safety management can achieve its purpose only when it is managed with the usual interests, awareness of safety, and full efforts of the users, workers, and the government concerned. This study was analyzed based on 2019 data notified to the Korea Elevator Safety Agency on major breakdowns improved after the revision of the Elevator Safety Management Act in 2018, and a total of 8,256 data were analyzed using the SPSS 21 version, a statistical analysis tool, to analyze the correlation with technical statistics. Proceeded. Through the analysis, it was possible to obtain preventive safety management data to prevent serious elevator safety accidents from occurring, and to derive meaningful implications that related safety management and maintenance can be effectively operated to prevent serious failures. In addition, through this analysis, we expect the development of related industries and legal and institutional improvement.
