A Study on Modification of Industrial Accident Indicator Considering Working Environment Change (근로 환경 변화를 고려한 산업재해지표 수정 방안에 관한 연구)

  • Although the working environment has changed significantly compared to the past, such as the implementation of the five-day work week and the aging of the population, it is not reflected in the current industrial accident index calculation such as frequency rate, severity rate, and safe T-score. In this study, statistical data were used to understand time-series trends such as increase in life expectancy, working age, shortening of working hours, and average age of death by accident. As a result of time series trend analysis of statistical data, life expectancy increased to 83.3 years, and the legal working age was raised to 65 years due to the aging of the population. Also, with the advent of the 5-day work week since 2001, the average annual working hours decreased to 2008.1 hours. It can be confirmed through statistical data that these phenomena are applied to the current working environment due to a complex action, and these environmental changes affect the calculation results of the industrial accident index.

Comparison of Systemic Accident Investigation Techniques Based on the Sewol Ferry Capsizing

  • Objective: This study aims to survey and compare three systemic accident investigation techniques of Accimap, STAMP and FRAM, based on the application studies of the Sewol ferry accident. Background: Traditional accident investigation methods such as domino models, FTA, etc. work well for losses caused by physical component failures or actions of human in relatively simple systems, but are unable to depict mechanisms generating errors and violations in the current complex socio-technical systems. For better understanding the structure and behavior of the socio-technical systems, systemic techniques have been developed and used. Method: This study was mainly based on survey of literatures through surfing webpages of ScienceDirect and Google, and ergonomics relevant journals. The key words of Sewol, Sewol ferry, Sewol ferry accident, etc. were used in the survey. Results: Three systemic accident investigation methods included similar actors in the Sewol ferry accident including government, Ministry of Ocean and Fisheries, Korean Coast Guard, Korean Register of Shipping, Korea Shipping Association, Chonghaejin Marine Company, crew members. The methods graphically represented each level's failures or performance variabilities of relevant functions and relationships between them. It was shown that the systemic methods consider the entire system, ranging from the environment in which the accident occurred, to the role of government in shaping the system of work. Each method has its own comparative pros and cons, but the Accimap has advantages in terms of time of analysis, data required, model complexity and degree of comprehensiveness. Conclusion: This study reviewed and compared three systemic accident investigation methods, which showed that there are systemic characteristics and pros and cons in the methods. Application: The results would be used as a guideline when selecting accident investigation methods.

Cause Analysis and Reduction of Safety Accident in Modular Construction - Focusing on Manufacturing and Construction Process - (모듈러 건축에서의 안전사고 원인 분석 및 저감방안 - 제작 및 시공단계 작업을 중심으로 -)

  • Modular Construction is regarded as having enhanced safety compared to traditional construction since most of modular manufacturing process in plants. Unlike general consideration for safety in modular construction, several industrial accident data and studies have pointed out that the accident rate of modular construction is not enough less as much as the practitioners have expected. It means that there is a clear need for improvement of safety management in modular construction. To enhance safety, it is necessary to identify the type and cause of accident through accident cases in order to prevent safety accident in advance. In this consideration, this study analyzed the types and causes of accidents through root cause analysis procedure with accident cases of U.S. OSHA. The classification was carried out in the order of process type, accident type and cause of accident. By following the classification criteria in this study, the causal factor was derived and the root cause map was created. Based on the analysis results, cross-analysis was conducted and it is shown that activity characteristics of modular construction are related to safety accidents. In addition, prevention methods to reduce safety accident by major activity are presented in terms of organizational, educational and technical aspects. This study contributes that the result can be used as the basic safety management in the manufacturing and construction process of modular construction.

Development of a Prototype S-100 Data Model (프로토타입 해사데이터 모델 개발)

  • In this paper, we developed a prototype model accident management SMART-Navigation project. In order to develop a prototype model, we analyzed the status of maritime data exchange standard and procedure. We developed accident management prototype application schema, feature catalog and portrayal catalog in accordance with S-100 standard data model development procedure by collecting requirements related services and referring to related standards. In order to verify accident management prototype model, we test data set based on Gwang-yang Port. The prototype model and test data verified verification software, and it was confirmed that the designated symbol was displayed at the correct position through the S-100 simple viewer.

Accident Reduction Effects by year After Installation of Red Light Cameras (무인신호위반단속장비 설치 후의 연도별 사고감소 효과)

  • Because ROTA(road traffic authority) analyzes the effects of accident reduction based on the data of 1-year after installation of RLC(red light camera), study of accident reduction effects over year after the installation of RLC is very short. This study deals with the traffic accident reduction during 3 years after the installation of RLC. The objective is to analyze the effects of accident reduction by year using EB method. In pursuing the above, the study uses the 951 accident data occurred at the 20 intersections which RLC are installed. The main results analyzed are as follows. First, the safety performance function (SPF) has been developed by the Poisson regression models which are statistically significant. Second, the results of an Empirical Bayes(EB) analyses showed that the accidents were reduced by the range from 2.73 to 38.75% after 1 year, from 6.85 to 47.36% after 2 year, and from 6.04 to 39.31% after 3 year from the installation of RLC.

Development of a Voluntary Hazard Assessment Model for Small- and Medium-Sized Ship-building Plants (중소규모 조선업 사업장을 위한 자율 위험성 평가 모델의 개발)

  • Industrial accident frequency in small- and medium-sized ship-building plants is much higher than that of large-sized ones so that safety management activities should be different. In that sense, voluntary hazard assessment would be helpful for small- and medium-sized plants. However, conventional hazard assessment items and methods had some problems that discouraged voluntary participation of plants concerned. This study aimed to develop a new model for small- and medium-sized ship-building plants that can promote and encourage voluntary hazard assessment activities. For that purpose, ship-building process was assumed as a sequence of phases, and accident characteristics were compared with them. From that result, relative weights of accident factors including ship-building phases, accident types, occupational category, accident-induced objects, and hazardous items were determined with accident frequency data and with the help of expert groups. Therefore, for web-based integrative computer programming, a plain but accident data-dependent model was developed, with an additive function for related agencies that want to collect assessment results. It is expected that this model would help small- and medium-sized ship-building plants that wanted not only simple checklists but also effective assessment and management guidelines.

An evaluation of the effectiveness of the Behaviour Based Safety Initiative card system at a cement manufacturing company in Zimbabwe

  • Background: A behavior-based safety initiative card-issuing system was introduced at a cement-manufacturing company in Zimbabwe in 2008 to try and curb accident occurrence. The purpose of this study was to evaluate the effectiveness of the Behaviour Based Safety Initiative card system as a tool used for reducing accident frequencies. Methods: A mixed-method approach that involving administering piloted questionnaires to 40 out of 244 randomly selected employees, making observations, and reviewing secondary data were done to collect data from different sources in the organization in 2013. A paired t-test was conducted to test whether there was significant difference in accident occurrence before and after the implementation of the BBSI. Scatterplots were also used to establish the correlation between the issuance of cards and the accident and injury occurrence. Results: The findings suggest that the introduction of the card system brought a significant decrease in accident and injury occurrence. A negative correlation between card issuance and accident occurrence was observed, i.e., the greater the number of cards issued, the fewer the number of accidents. It was also noted that the card system positively influenced the mindset of workers towards safe work practices. Conclusion: The card system had an influence on the reduction of accidents and injuries. The organization should leverage on issuing more cards to further reduce the number of accidents and injuries to zero.

Development of Accident Forecasting Models in Freeway Tunnels using Multiple Linear Regression Analysis (다중선형 회귀분석을 이용한 고속도로 터널구간의 교통사고 예측모형 개발)

  • This paper analyzed the characteristics of traffic accidents in all tunnels on nationwide freeways and selected some various independent variables related to accident occurrence in tunnels. The study aims to develop reliable accident forecasting models using the various dependent variables such as the number of accident (no.), no./km, and no./MVK. Finally, reliable multiple linear regression models were proposed in this paper. This study tested the validity verification of developed models through statistics such as $R^2$, F values, multicollinearity, residual analysis. The paper selected the accident forecasting models considering the characteristics of tunnel accidents and two models were finally proposed according to two groups of tunnel length. In the selected models, natural logarithm of ln(no./MVK) is used for the dependent variable and AADT, vertical slope, and tunnel hight are used for the independent variables. The reliability of two models was proved by the comparison analysis between field data and estimating data using RMSE and MAE. These models may be not only effective in evaluating tunnel safety under design and planning phases of tunnel but also useful to reduce traffic accidents in tunnels and to manage the traffic flow of tunnel.

A Study on Citizens' Consciousness of the Establishment of Experience-oriented (안전체험관 설립을 위한 시민의식 조사 연구)

  • This study aims at investigating basic safety consciousness as preprocessing of the establishment of experience-oriented safety education center in which citizens can have positive and active experience education, based on the data for which the investigators have investigated and analyzed such citizens' safety consciousness as awareness, consciousness and feedback of national safety accident, systematic prevention of safety accident and necessity of first-aid when safety accident happens, focused on citizens in Seoul and Gyeonggi-do where more than 1/3 of the national population live, for the purpose of establishing experience-oriented education center where citizens can be taught to prevent accidents wisely, picking up experiences of large or small accidents up to now. And the findings from the study support the followings : 1) Ordinary people think that danger factors have prevailed in our entire society, and fear that the danger may come to them directly.2) Ordinary people's consciousness of safety accident is low, that is because selfishness and 'take-it-easy' manner have prevailed in our entire society. 3) Ordinary people have the dread of safety accident individually, but they don't know how to deal with safety accident when it happened. 4) Although most people have taken lessons about safety accident, they still feel the need to have systematic education about safety accident. 5) Children and survey-respondents are highly concerned with prevention of safety accident, but there were few people who sent their children to 'safety accident prevention program by outside institute', still less they didn't participate in the above program. And especially they complained a lot about safety education conducted by school. 6) Most people truly felt the need that they should have experience-oriented safety education center to be able to see, hear and experience. The considerations (or suggestions) resulting from the above findings from the study will turn out that people will need such recreation facilities, rest and play space that the family can enjoy as space for the prevention of safety accident, appliance for field lesson and space for developed program, and in light of visitors' convenience, safer and more convenient vehicle service will have to be offered.

Characteristics of Motorcycle Collisions by Work Experience of Delivery Postmen

  • Objective:This study is on the characteristics of motorcycle accidents occurring in the mail delivery process by skill level. Background: The tendency of delivery postmen's driving in a hurry may become the cause of accidents since there is a constraint that delivery should be completed within a limited time. Method: This study analyzed the traffic accident data of 259 delivery postmen, who had been approved as occupation-related industrial accident victims from 2009 to 2012, by their work experience in view of season, day of the week of an accident occurrence, accident occurrence time, accident cause, collision type, and driving situation. Results: Accident characteristics of delivery postmen show that the ratio of accidents occurring to those who had less than 10 years of work experience was high. There were many motorcycle collisions in winter and summer by season and an unexpected object, along with road condition, took up 70.7% of the accident sources. There were no differences in accident occurrence time, the day of the week, season, accident source, and collision type between the group of delivery postmen with less than 10 years of work experience and those with 10 years or more of work experience. However, there was a difference in distribution of driving condition. Conclusion and Applications: The results of this study can be used to present the policies or guidelines for the accident prevention of delivery postmen since the results show the characteristics of the injured and accident occurrence characteristics in relation with the delivery postmen's motorcycle collisions.
