Weather causes much of the risk of agricultural activity. For efficient farming, we need to use weather information. Modern agriculture has been developed to create high added value through convergence with state-of-the-art Information and Communication Technology (ICT). This study deals with the quality control algorithms of weather monitoring equipment through Ubiquitous Sensor Network (USN) observational equipment for efficient cultivation of cabbage. Accurate weather observations are important. To achieve this goal, the Korea Meteorological Administration, for example, developed various quality control algorithms to determine regularity of the observation. The research data of this study were obtained from five USN stations, which were installed in Anbandegi and Gwinemi from 2015 to 2017. Quality control algorithms were developed for flat line check, temporal outliers check, time series consistency check and spatial outliers check. Finally, the quality control algorithms proposed in this study can also identify potential abnormal observations taking into account the temporal and spatial characteristics of weather data. It is expected to be useful for efficient management of highland cabbage production by providing quality-controlled weather data.

Climate change, abnormal weather, and unprecedented extreme weather events have appeared globally. Interest in their size, frequency, and changes in spatial distribution has been heightened. However, the events do not display regional or regular patterns or cycles. Therefore, it is difficult to carry out quantified evaluation of their frequency and tendency. For more objective evaluation of extreme weather events, this study proposed a rainfall extreme weather index (STARDEX, 2005). To compare the present and future spatio-temporal distribution of extreme weather events, each index was calculated from the past data collected from 66 observation points nationwide operated by Korea Meteorological Administration (KMA). Tendencies up to now have been analyzed. Then, using SRES B2 scenario and 2045s (2031-2050) data from YONU CGCM simulation were used to compute differences among each of future extreme weather event indices and their tendencies were spatially expressed.The results shows increased rainfall tendency in the East-West inland direction during the summer. In autumn, rainfall tendency increased in some parts of Gangwon-do and the south coast. In the meanwhile, the analysis of the duration of prolonged dry period, which can be contrasted with the occurrence of rainfall or its concentration, showed that the dryness tendency was more pronounced in autumn rather than summer. Geographically, the tendency was more remarkable in Jeju-do and areas near coastal areas.

The crops cultivated and consumed in Korea require specific climate conditions corresponding to their own growth characteristics. This study aims to analyze the relationship between climate change and agricultural productivity. According to growing concern about climate change internationally, many agricultural studies are developing technology to prevent damage from climate change. Before developing technology, we should figure out what kind of crop gets huge damage and how much caused by climate change. In the context of agricultural economics, we can define the reduction of agricultural product yield as a decline in productivity. As a result, this study analyzes the effects of climate change on agricultural productivity using Stochastic Frontier Analysis model. There are several kinds of climate change phenomena that increase the inefficiency of production. In other words, there are several kinds of crops that get negative influence by climate change. The result of this study can be used as basic guideline for producers to prepare for changing weather prior to developing disaster tolerance technology coping actively with special weather report.

This study analyzes the propagation of the path losses between Jeju-do and Jin-do transceivers located in the coastal areas of Korea using the Advanced Refractive Prediction System(AREPS) simulation software based on the actual coastal weather database. The simulated data is used to construct a duct map according to the altitude and thickness of the trap. The duct map is then divided into several regions depending on the altitude parameters of Tx and Rx, which can be used to effectively estimate the abnormal wave propagation characteristics due to duct occurrence in the Jeju-do coastal area. To validate the proposed duct map, two representative atmospheric index samples of the weather database in May 2018 are selected, and the simulated path losses using these atmospheric indices are compared with the measured data. The simulated path losses for abnormal conditions at the Rx point at Jeju-do are 167.7 dB and 192.3 dB, respectively, which are in good agreement with the measured data of 164.4 dB and 194.9 dB, respectively.

Anomalous propagation echo is a kind of abnormal radar signal occurred by irregularly refracted radar beam caused by temperature or humidity. The echo frequently appears in ground-based weather radar due to its observation principle and disturb weather forecasting process. In order to improve accuracy of weather forecasting, it is important to analyze radar data precisely. Therefore, there are several ongoing researches about identifying the anomalous propagation echo with data mining techniques. This paper conducts researches about implementation of classification method which can separate the anomalous propagation echo in the raw radar data using naive Bayes classifier with various kinds of observation results. Considering that collected data has a class imbalanced problem, this paper includes SMOTE method. It is confirmed that the fine classification results are derived by the suggested classifier with balanced dataset using actual appearance cases of the echo.
Because the size of population was directly related to the power of the nation in the Chosun Dynasty, various efforts were exerted to maintain the size stable and the keys to the efforts were a high birth rate and a low death rate. However, in addition to wars, epidemic diseases had an enormous effect on the death rate. Particularly during the mid Chosun Dynasty, epidemic diseases were more prevalent than ever due to the abnormal climate called the little ice age. To cope with them, the government executed several medical relief policies and published medical books. In Chinese epidemiology, infectious diseases mean sicknesses caused by hot weather, but in Korean epidemiology, they indicate large-scale infectious sicknesses caused by both hot and cold weather. Therefore, as treatment methods for diseases from the cold were not applicable to the pathology of epidemic diseases, China developed separate epidemiology. In Korea, however, the main concern was how to prevent epidemic diseases, whether from hot or cold weather, that drove many lives into death. The characteristics of Korean epidemiology are as follows. First, whenever epidemic diseases were prevalent, in order to cope with them, translated medical books were promptly published including Ganibyeokonbang, Bunmunonyeokihaebang, Sinchanbyeokonbang, Byeokyeoksinbang and Byeokonsinbang. Second, those books were annotated in Korean so that people could read easily and accurately. Third, as an extension of the Hyangyak movement from the late Koryo Dynasty, Danbang was used a lot to treat and prevent epidemic diseases with less financial burden, and things obtainable easily according to individuals' situation were mentioned for anybody to overcome the emergent situation of epidemic diseases. Fourth, methods for praying to God were suggested for practitioners to work with sincere spirit and to keep themselves from epidemic diseases.

This paper conducts researches about a classification method which can distinguish anomalous propagation echo in the radar data using naive Bayes classifier and unique attributes of the echo such as reflectivity, altitude, and so on. It is confirmed that the fine classification results are derived by verifying the suggested naive Bayes classifier using actual appearance cases of the echo.
As the concentration of people in urban area become severe and abnormal meteorological disasters such as regional torrential rains, heavy snows, sweltering heat, and so on have been increasing, the interest on the urban meteorological information service, which considers the specific characteristics of metropolitan areas in weather forecasting, are also increasing. The urban meteorological information service is one of up-to-date technologies which observes urban weather in a more microscale perspective compared to the present weather forecasting system and provides useful meteorological information which is specialized for metropolises in real time. Therefore, urban meteorological information service is expected to contribute to the increase in quality of life for citizens and to the development of industry in urban areas. In this study, we estimate the economic benefit of the urban meteorological information service using contingent valuation method with survey data of the citizens who are expected to be the direct customers of this new information service. As a result, we conclude that the household is willing to pay 5,963 Korean won per year on average, during a period of five years, for receiving this meteorological information service, and this willingness-to-pay is varied by the socio-economic characteristics of head of the household.

Abnormal weather conditions have lately been occurring frequently due to the rapid economic development and global warming. Natural disasters classified as storm and flood damages such as heavy rain, typhoon, strong wind, high seas and heavy snow arouse large-scale human and material damages. To minimize damages, it is important to estimate the scale of damage before disasters occur. This study is intended to develop a strong wind damage estimation function to prepare for strong wind damage among various storm and flood disasters. The developed function reflects weather factors and regional characteristics based on the strong wind damage history found in the Natural Disaster Yearbook. When the function is applied to a system that collects real-time weather information, it can estimate the scale of damage in a short time. In addition, this function can be used as the grounds for disaster control policies of the national and local governments to minimize damages from strong wind.

Due to man-made climate change, global abnormal weather phenomena have occurred, increasing disasters. Major developed countries(military) are preparing for disasters caused by extreme weather appearances. However, currently, disaster prevention plans and facilities have been implemented based on the frequency and intensity method based on statistical data, it is not enough to prepare for disasters caused by frequent extreme weather based on probability basis. The U.S. and British forces have been the fastest to take research and policy approaches related to climate change and the threat of disaster change, and are considering both climate change mitigation and adaptation. The South Korean military regards the perception of disasters to be storm and flood damage, and there is a lack of discussion on extreme weather and disasters due to climate change. In this study, the process of establishing disaster management systems in developed countries(the United States and the United Kingdom) was examined, and the response policies of each country(military) were analyzed using literature analysis techniques. In order to maintain tight security, our military should establish a response policy focusing on sustainability and resilience, and the following three policy approaches are needed. First, it is necessary to analyze the future operational environment of the Korean Peninsula in preparation for the environment that will change due to climate change. Second, it is necessary to discuss climate change 'adaptation policy' for sustainability. Third, it is necessary to prepare for future disasters that may occur due to climate change.
