Impacts of Abnormal Weather Factors on Rice Production (패널분석-확률효과모형에 의한 등숙기 이상기상이 쌀 단수에 미치는 영향 분석)

  • The yield of rice production is affected severely by abnormal weather events, such as flood, drought, high temperature etc. The objective of this paper is to assess impacts of abnormal weather events on rice production, using a panel model which analyzes both cross-section data and ti- me series data. Abnormal weather is defined as the weather event which goes beyond the range of ${\pm}2{\sigma}$ from the average of a weather factor. The result of an analysis on impacts of high temperature on rice production showed that the yield of rice was decreased 5.8% to 16.3% under the conditions of extremely high temperature, and it was decreased 8.8 to 20.8% under the conditions of both extremely high and heavy rain. Adaptation strategies, development of new varieties enduring high temperature and heavy rain, adaptation of crop insurance, modernization of irrigation facilities are needed to minimize the impacts of abnormal weather on rice production, and to stabilize farmers' income.

Recent Changes in the Frequency of Occurrence of Extreme Weather Events in South Korea (최근 우리나라의 이상기상 발생횟수의 변화)

  • The frequency of extreme weather events was analyzed using meteorological data (air temperature, precipitation, and duration of sunshine) collected from 61 stations over a 36-year span (1981-2016). The 10-day meteorological data were used as a basic unit for this analysis. On average, the frequency of occurrence of abnormal weather was 9.88 per year and has increased significantly during this 36-year period. According to the type of abnormal weather, the frequencies of occurrence of abnormally high air temperature and short duration of sunshine have increased by 0.50 and 0.41 per 10 years, respectively; however, that for abnormally low air temperature has decreased by 0.31 per 10 years and the trend was statistically significant. The highest frequency of abnormal weather appeared in 2007, with a frequency of 14.31. Abnormal weather was the most frequent at Yeongdeok station with an average frequency of 11.78 per year over this 36-year span.

  • Potential impacts for unfavourable weather conditions and the assessment of the magnitudes of their adverse effects on crop yields were studied. EPIC model was investigated for its capability on crop yield predictions for rice and soybean. Weather generationmodel was used to generate long-term climatic data. The model was verified with ohserved climate data of Suwon city. Fifty years weather data including abnormal conditions were generated and used for crop yield simulation by EPIC model. Crop yield probability function was derived from simulated crop yield data, which followed normal distribution. Probable crop yield reductions due to abnormal weather conditions were also analyzed.

  • Since 2018, due to climate change, heat waves and cold waves have caused gradual damage to social infrastructure. Since the damage caused by cold weather has increased every year due to climate change in recent 4 years, the damage that was limited to a specific area is now appearing all over the country, and a lot of efforts are being concentrated from experts in various fields to minimize this. However, it is not easy to study real-time observation of sudden abnormal low temperature in existing studies to reflect local characteristics in discontinuously measured data. In this study, based on the weather-related data that affects the occurrence of cold-weather damage, we developed an algorithm pattern that can identify the time when abnormal cold temperatures occurred after searching for weather patterns at the time of cold-weather damage. The results of this study are expected to be of great help to the related field in that it is possible to confirm the time when the abnormal low temperature occurs due to the data generated in real time without relying on the past data.

  • The climate of the $21^{st}$ century is likely to be significantly different from that of the 20th century because of human-induced climate change. An extreme weather event is defined as a climate phenomenon that has not been observed for the past 30 years and that may have occurred by climate change and climate variability. The abnormal climate change can induce natural disasters such as floods, droughts, typhoons, heavy snow, etc. How will the frequency and intensity of extreme weather events be affected by the global warming change in the $21^{st}$ century? This could be a quite interesting matter of concern to the hydrologists who will forecast the extreme weather events for preventing future natural disasters. In this study, we establish the extreme indices and analyze the trend of extreme weather events using extreme indices estimated from the observed data of 66 stations controlled by the Korea Meteorological Administration (KMA) in Korea. These analyses showed that spatially coherent and statistically significant changes in the extreme events of temperature and rainfall have occurred. Under the global climate change, Korea, unlike in the past, is now being affected by extreme weather events such as heavy rain and abnormal temperatures in addition to changes in climate phenomena.

Mulberry Growth Promotion by Nitrogen Application under Abnormally Wet and Cool Weather Conditions (하추기 이상 저온하에서 뽕나무 발육부진요인과 추비에 의한 생육증진)

  • Abnormally cool and wet weather conditions during the summer of 1993 offered an opportunity to evaluate the effects of abnormal weather conditions on mulberry growth and to develop cultivation practicies to reduce leaf yield loss under the similar abnormal weather conditions. Different methods of nutrient supplementation were evaluated in Suwon and Kongju. Nitrogen was supplemented by foliar spray of urea(1.7%) or composite chemical fertilizer Jamsibiryo #8, or by the application of ammonium sulfate(60kg/ha) to the soil. During the period between the late June and the early September which corresponds to the mulberry growing season after summer pruning, mean temperature was 1.4$^{\circ}C$ lower and precipitation 83mm higher than normal year. This weather condition in 1993 caused reduction in leaf yield by 16.4% than common year. Soil nitrogen content decreased due to higher precipitation. Leaf yield loss was reduced by the supplementation of nitrogen to the soil. Leaf nitrogen content increased with the foliar urea spray and nitrogen supplementation to the soil.

  • We investigated the trouble and the influence by weather in the distribution facilities of the home and foreign and analyzed the damage of power system, in domestic and japan, which is related to the latest typhoon and damage from sea wind. The interruption of distribution system is occurred by abnormal weather is cause of the rainstorm, lightning within the country, a tree contact by strong wind in the US and an earthquake, typhoon, damage from sea wind in japan.

Weather Characteristics and Efforts to Reduce Disasters during the Reign of King Sejo in the Chosun Dynasty (조선 세조대 기후특성과 재해 경감 노력)

  • This study was conducted in order to analyze weather characteristics during the reign of King Sejo in the Chosun Dynasty based on The Annals of the Chosun Dynasty. For this purpose, first of all, we need to determine whether The Annals of the Chosun Dynasty is a reliable material for research on weather characteristics. Thus, we compared weather phenomena during the reign of King Sejo with those in China and Japan in the same period. From the results, it was found that The Annals of the Chosun Dynasty is a useful material at least to grasp macroscopic trends in weather phenomena. Based on this assumption, we analyzed weather characteristics during the reign of King Sejo using data from The Annals of the Chosun Dynasty. During the days of King Sejo, the climate was not changed violently and there were not many disasters caused by abnormal climate such as bad harvests. This suggests that the climate was relatively stable during the period of King Sejo. As a consequence of stable weather, famine decreased markedly. However, this was not only because of stable climate but also because of the government's active efforts to reduce disasters. As droughts and floods were not frequent, social costs for recovery from disasters also decreased considerably and the saved money could be invested in the construction of social safety nets for the prevention of disasters. One of factors supporting the enthronement of King Sejo was a series of heavily damaging bad harvests during the reign of Kings Munjong and Danjong. The prevention of bad harvests was a historical mission given to the regime of King Sejo. During his reign, King Sejo promoted various policies in order to stop bad harvests. Such efforts included the government's active construction of embankments, introduction of seeds suitable for reclaimed lands, and inspiration of the consciousness of forceful farming enduring natural disasters such as floods. As a result, abnormal weathers such as floods and droughts did not lead directly to bad harvests.

  • In these days abnormal climate occurs frequently because of global warming and earthshock. So it is necessary to prepare for the abnormal conditions like gale, rainfall, heavy snow and high temperature. Fortunately, Korea high speed rail(KTX) have a safety climate detection system for the abnormal weather by using CTC. So the safety is guaranteed in most aspect. But in convention line there isn't any alarm system for the abnormal condition and the train runs until the railroad loss occurred. So convention line need additional regulation same as KTX for the abnormal climate and in the near future passenger safety must be protected by new alarm system.
