Characteristics of AS9100 Rev. C Quality Management System and Its Implementation (AS9100 Rev. C 규격의 특징과 적용 방안)

  • The AS9100 standard builds upon the ISO 9001:2000 quality management system requirements(in their entirety) and defines additional quality management system requirements for the aerospace industry. The 9100 standard on quality management system requirements is intended to be used at all levels of the supplier chain. The International Aerospace Quality Group has released a revision to 9100 for the aviation, space and defense industries. This change aims at improvement on quality, schedule and cost performance by adopting new requirements based on stakeholders' needs. This paper is to review how the AS9100 QMS Requirement has been established and improved, and to communicate the significant changes from AS9100, Rev. B to Rev. C focusing on reasons for revisions. The proposed schedule and considerations on the transition of the changes to Rev. C are also dealt with in this paper.

  • Most of the aerospace industries establish the SAE AS9100 Quality Management System, and acquire commercial certification by the 3rd party. Nevertheless, they repeatably have to cope with similar quality system evaluation by the airworthiness authority for the production certificate, parts manufacturer approval, and technical standard order authorization in accordance with the applicable regulations. The current quality system evaluation criteria of the airworthiness authority could be recommended for reforms in order to reduce duplication and correspond to the industrial development and environmental changes. In this paper, we propose measures to reform the authority's evaluation criteria through comparative analysis among the IAQG SAE AS9100, the FAA quality system codes, and the MOLIT ACSEP requirements.

A Study on Certification Activities on Aerospace Quality Management System (항공 품질경영시스템 인증활동에 관한 연구)

  • The AS9100 aerospace standard has become the aerospace quality management system standard instead of ISO9001 and MIL-Q-9858A by international aerospace manufacturing companies. The organization which adopts AS9100 standard is to be certified by an independent third party certification body as IAQG requests. The quality management system certification assessor shall utilize the AS9101 standard prepared by IAQG to assess AS9100 organization. In this paper, AS9101 quality system questionnaire is analyzed and scoring method which characterizes AS9101 is reviewed. Score attained can be utilized as an organizational quality index. Practical data gathered by certified assessors from 2002 to 2007 are analyzed and suggested to improve the organization's system operational efficiency based on the analysis results. Suggestions can be utilized by any organization to prepare assessment or to enhance the level of quality system maturity. This study is applicable to the future as well as present aerospace manufacturing activities throughout the world.

  • 항공 산업은 다양한 요소가 유기적으로 결합된 복합시스템으로 고장 또는 사고가 발생하면 큰 희생과 비용을 초래한다. 또한 복구와 신뢰회복에 많은 자원과 노력이 소모되므로 높은 안전과 신뢰성이 요구된다. 따라서 항공 산업에서 제품 또는 시스템을 개발, 생산 및 운용함에 있어 안전성과 신뢰성의 입증을 위해 엄격한 인증 제도를 규정하고 있다. 현재 항공품질경영시스템은 모든 산업에 걸쳐 공통으로 사용할 수 있는 ISO9000을 기반으로 항공 산업의 자본집약적, 기술집약적인 특징요소를 추가시켜 AS9100으로 제정하였고, 2009년 AS9100C로 제정되었다. ISO9000의 기반으로 성장한 AS9100은 품질경영에 있어서 강력한 관리 규격이지만 신뢰성경영(Dependability Management)에 있어서는 미흡하다. 때문에 항공품질경영시스템의 신뢰성 향상을 위해 신뢰성경영시스템의 통합으로 효과적 실행을 모색하고자 한다. 본 연구에서는 먼저 항공품질경영시스템과 신뢰성경영시스템의 구성을 살펴보고, 항공품질경영시스템과 신뢰성경영시스템에서 다루고 있는 핵심 개념인 품질과 신뢰성의 차이점을 비교할 것이다. 또한 각 규격의 요구사항을 비교하여 항공품질경영시스템의 신뢰성과 안전성, 보전성에 향상을 위한 신뢰성경영시스템의 통합을 제시하고자 한다.

  • The aircraft production quality management system in Korea has been implemented to support the developmental phase of Korean aircraft industries, from overhaul of the aircraft and engines to development of military trainer aircraft. After the deletion of the Mil-Q-9858A standard in 1996, Korean aerospace companies established ISO 9001 and AS 9100 as their basic aerospace quality management system specifications. These quality standards were adopted in the same period of time by other leading international aircraft manufacturing companies. This paper presents a future direction on the improvement of quality management systems for Korean aircraft production company by considering (1) Korean governments strategy for the development of Korean aircraft Production industries, (2) short and long term business plan of Korean aerospace industries, and (3) benchmarking leading international company's quality management systems.

  • The AS 9100 aerospace standard has become the aerospace quality management system standard agreed to, instead of ISO 9001 and MIL-Q-9858A by international aerospace manufacturing companies. In this paper correlative requirements of each of the standards are compared and analyzed. Then the evolutionary concept and its direction is proposed as a guide to participate in the preparation and establishment of current aerospace quality management systems. This study is applicable to the future as well as present aerospace manufacturing activities throughout the world.

  • 1996년 10월 미국 국방성은 복잡한 형태의 군사적 무기체계에 적용해 왔던 군사규격(MIL-Q-9858A)을 폐기하고, 전투기 납품 계약에 ISO 9001 을 포함한 민수 사업용 품질시스템 규격을 채용했다. 한편 보잉사 등 미 연방항공국(FAA) 관할 항공기 관련업체와 유럽 유수의 항공 업체는 ISO 9001 내용에 항공기 고유의 관리사항을 추가한 항공 품질시스템 표준규격(AS 9100)을 제정하여 국제 표준화를 추진하고 있다. 본 논문은 \circled1 항공기 생산에 적용된 품질시스템 발전과정, \circled2 규격간 특징비교, \circled3 품질시스템의 세계적인 발전추세, \circled4 한국의 항공기 설계 및 생산 품질시스템 구축방안에 대해 의견을 제시하였다.

  • Quality for civil aviation is very important to maintain the safety of aircraft and public, and strict quality requirements are prescribed in aviation regulations to ensure that each article produced conforms to the type design and is a condition for safe operation. In this study, the quality system requirements for aircraft and parts will be reviewed a concept of FAA's ACSEP(Aircraft Certification System Evaluation Program) and policy for aviation quality system evaluation in comparison with AS9100 for aviation quality management system.
