We conducted an explorative study about the types of APEC government's policies for SME(Small and Medium Enterprise) informatization. Informatization means the process whereby information and communication technologies shape cultural and civic discourse. By using Qualitative study methods such as interviews and case studies, we identified the influential factors for the effectiveness of government policies on SME's informatization. Based on the implementation levels of these factors, we also developed the typology of government policies for SME informatization. Our conclusion ends up with the suggestion of a contingency approach for SME informatization of underdeveloped and developing countries.

Business incubators (BIs) could be regarded as an effective mechanism for linking research and industry to inspire technology and knowledge based entrepreneurship and innovation of start-up SMEs. The performance of BIs for small and medium enterprises (SMEs) innovation should be differentiated in accordance with the technology capacity of SMEs, the national entrepreneurial culture and characters in each economy. Therefore, the research intended to categorize BIs in the selected 10 APEC member economies into four types by investigating the issue of member economies' strategies, functions and characteristics in various focused programs.

This study examines the impact of trade facilitation on China's trade for the period 2010-2017 using a gravity model with a measurement of APEC trade facilitation through principal component analysis. The empirical results confirmed that trade facilitation was a key factor to have a positive effect on Chinese exports and that the higher the level of trade facilitation in APEC countries, the more positive the increase in exports and quantities with China. Further, the size of the economy, the total population, and the border between the trading partner had a positive effect on Chinese trade volume. To promote economic growth through increase in trade volume, countries should actively improve trade facilitation and participate in global trade facilitation reform through continuous cooperation with trading partners.

This paper evaluates whether the proposed FTAAP is a desirable policy option for APEC member economies and the world economy. More specifically, this paper qualitatively investigates whether the FTAAP satisfies conditions for a trade bloc to generate positive and sufficient net trade creation effect. In addition, this paper estimates the likely impact of the FTAAP by using a CGE model analysis. From the qualitative analysis based on statistical data, this paper strongly argues that the FTAAP can be a desirable regional trade bloc able to generate positive gains from freer trade. From the ex-ante scenario analysis using both static and capital accumulation CGE Models, this paper concludes that the FTAAP has great potential for improving welfare of participating APEC economies and will boost economic growth in the region. In particular, the FTAAP would be even better if it can be linked with liberalization of trade in services and enhanced trade facilitation.

This study aims to establish ways of how languages are used as determination factors for investment decisions among Asian countries where used languages are diversified. According to the analysis result, language segmentation of the investing country increases investment whereas the language segmentation of the invested countries is analyzed as the decreasing factor of investment. Also, it is analyzed that the further the linguistic distance between the investing country and the invested country the more investment increases. In the aspects of approached language distance and investment time selection, along with the increased linguistic distance, the elasticity to foreign direct investment is apprehended to be more flexible than other forms of investment. Such result shows the more segmented the languages of the targeted invested country the more investment cost will increase and therefore the results in linguistic distance can be explained as diversification of the invested country and the result to the forming of bridgehead at the invested area.
