The paper suggests risk management methodology for alleviating casuality accidents at urban railway stations. Risk management deals with countermeasures for reducing accident probability or consequences to reach at the certain level of risk. First of all, Economic evaluations using cost and benefit for all the alternatives are performed. The alternatives exceeding B/C ratio greater than 1, each alternative is applied in the order of higher B/C ratio. this process is repeated when the level of risk is reduced as low as reasonably practical (ALARP). In order to determine the level of ALARP, Level of Service (LOS) for casuality risk at urban railway stations is proposed. The ALARP level is set to the LOS "C". Finally, a case study is applied to the Jongno 3-ga station, which is a highest risky station among all the stations operated by Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT).

Demand for hydrogen as a renewable energy resource is increasing. However, unlike conventional fossil fuels, hydrogen requires a dedicated refueling station for fuel supply. A risk assessment of hydrogen refueling stations must be undertaken to secure the infrastructure. Therefore, in this study, a risk assessment for hydrogen refueling stations was conducted through both qualitative and quantitative risk assessments. For the qualitative evaluation, the hydrogen dispenser module was evaluated as two nodes using the hazard and operability (HAZOP) analysis. The risk due to filter clogging and high-pressure accidents was evaluated to be high according to the criticality estimation matrix. For the quantitative risk assessment, the Hydrogen Korea Risk Assessment Module (Hy-KoRAM) was used to indicate the shape of the fire and the range of damage impact, and to evaluate the individual and social risks. The individual risk level was determined of to be as low as reasonably practicable (ALARP). Additional safety measures proposed include placing the hydrogen refueling station about 100m away from public facilities. The social risk level was derived as 1E-04/year, with a frequency of approximately 10 deaths, falling within the ALARP range. As a result of the qualitative and quantitative risk assessments, additional safety measures for the process and a safety improvement plan are proposed through the establishment of a restricted area near the hydrogen refueling station.

This paper insists that the accessibility and transfer facility has also to be included in railway investment because railway mode can not be, what is called, a door to door service. At present those facility are not included in the railway investment with them in negligence. Since those facility is not treated with railway system there is no room to get a budget from the central government. This paper suggests that all the measurements have to be implemented, based on the LOS (Level of Service) of accessibility and transfer at railway stations. The LOS has to be as low as reasonably practical (ALARP) which can be derived from the consensus between government and citizens. Also, a couple of procurement methods are suggested for accessibility and transfer facility separately. Finally, improvement of regulations are also suggested.
In this study, a quantitative risk assessment was carried out for a hydrogen complex station. The complex fueling station to be evaluated was hydrogen-LPG, and the components of each station were analyzed and the risk was evaluated. The final risk is assessed by individual and societal risks, taking into account the impact of damage and the frequency of accidents. As a result of individual risk calculation for the hydrogen-LPG fueling station that is the subject of this study, the hydrogen-LPG type fueling station does not show the unacceptable hazardous area (> 1 × 10E-3) proposed by HSE. The level of individual risk for both the public and the worker is within acceptable limits. In societal risk assessment, the model to be interpreted shows the distribution of risks in an acceptable range(ALARP, As Low As Reasonably Practicable). To ensure improved safety, we recommend regular inspections and checks for high-risk hydrogen reservoirs, dispensers, tube trailer leaks, and LPG vapor recovery lines.
The object of this study is to develop a tool for quantifying risks related to the rail transportation of hazardous commodities and to present mitigation measures. In this study, the Quantitative Risk Assessment (QRA) is used as a risk analysis tool. Based on the previous explosion history (Iri explosion) and consideration of its high risk, Iksan-si is selected as a model city. The result, expressed as average individual risk for exposed people with various distance, indicates that the model city is considered to be safe according to the nuclear energy standard. Also, the mitigation measures are provided since Societal risk of Iksan-si is set within ALARP. Risk reduction measures include rail car design, rail transportation operation, demage spread control as well as derail prevention and alternative routes for reducing accident frequencies. Finally, it is expected to achieve high level of public safety by appling the risk reduction measures.
Tube Lines has carried out a "knowledge and investigation programme" on the deep tube tunnels comprising the Jubilee, Northern and Piccadilly lines, as required by the PPP contract with London Underground. Many of the tunnels have been in use for over 100 years, so this assessment was considered essential to the future safe functioning of the system. This programme has involved a number of generic investigations which guide the assessment methodology and the analysis of some 5,000 individual structures. A significant amount of investigation has been carried out, including ultrasonic thickness measurement, detection of brickwork laminations using radar, stress measurement using magnetic techniques, determination of soil parameters using CPT, pressuremeter and laboratory testing, installation of piezometers, material and tunnel segment testing, and trialling of remote photographic techniques for inspection of large tunnels and shafts. Vibrating wire, potentiometer, electro level, optical and fibre-optic monitoring has been used, and laser measurement and laser scanning has been employed to measure tunnel circularity. It is considered that there is scope for considerable improvements in non-destructive testing technology for structural assessment in particular, and some ideas are offered as a "wish-list". Assessment reports have now been produced for all assets forming Tube Lines' deep tube tunnel network. For assets which are non-compliant with London Underground standards, the risk to the operating railway has to be maintained as low as reasonably practicable (ALARP) using enhanced inspection and monitoring, or repair where required. Monitoring techniques have developed greatly during recent years and further advances will continue to support the economic whole life asset management of infrastructure networks.

This study aims to establish safety zones for bunkering operations of hydrogen propulsion ships in coastal areas through risk assessment and evaluate their validity. Using a 350 kW-class ferry operating in Busan Port as the subject of analysis, with quantitative risk assessment based on accident consequence and frequency analysis, along with a social risk assessment considering population density. The results of the risk assessment indicate that all scenarios were within acceptable risk criteria and ALARP region. The most critical accident scenarios involve complete hose rupture during bunkering, resulting in jet flames (Frequency: 2.76E-06, Fatalities: 9.81) and vapor cloud explosions (Frequency: 1.33E-08, Fatalities: 14.24). For the recommended safety zone criteria in the 6% hose cross-sectional area leakage scenario, It could be appropriate criteria considering overall risk level and safety zones criteria for hydrogen vehicle refueling stations. This research contributes to establishing safety zone for bunkering operations of hydrogen propulsion ships through risk assessment and provides valuable technical guidelines.
Since reports on trip delays or incidents often appear as accident articles on the press, the social criticisms and concerns on the safety of the urban railway are increasing. Therefore, a railway authority sometimes adopts an abstract safety goal like "let's build the urban railway to a masterpiece level" or "let's obtain an aeronautic safety level" to make citizens relieved and to alert involved persons. However with a vague goal, it is almost impossible to make an implementation plan systematic which helps the authority academically verify and validate if the goal is achieved or not. In this paper, the features of the railway safety are described and the safety models for securing the safety of the urban railway are surveyed and categorized. Based on the comparisons among the features and limitations of the models, we identify a more practical model which can be applied to the urban railway more effectively.
In Korea, hydrogen stations are being promoted and commercialized. However, the risk assessment for the hydrogen station is not clear. In particular, it is not clear how to calculate the risk and acceptable criteria for a hydrogen station. Therefore, in this study, three hydrogen stations being installed were selected and general risks were calculated and the social risk of each hydrogen station was calculated. In general, the method of risk assessment is individual/social risk. This is an individual's death rate considering the frequency of accidents, And the likelihood of death according to the number of nearby residents. These can be used to calculate the level of risk for a hydrogen station. However, this method of calculate risks is the criteria for judging whether it is acceptable are unclear. For this reason, this study investigated the allowable standards for foreign risks and considered that they were acceptable by applying the risks of selected domestic hydrogen stations.
