Human resource planning for authorized inspection activity

  • When newcomer countries consider a nuclear power programme, it is recognized that the most important organizations are the Nuclear Energy Programme Implementing Organization (NEPIO), the regulator, and an operating organization. Concerning the number of construction delays these days, one of the essential organizations is an Authorized Inspection Agency (AIA). According to World Nuclear Industry Status Report, all of the reactors under construction in eight out of the thirteen countries have experienced delays. Globally, the Flamanville 3 project and Sanmen Unit 1 are 6.5 years and 5 years late respectively. One of the major reasons of delay is due to inappropriate manufacturing and inspection on safety class components. The recommendations are made to develop such an organization: (i) find existing inspection organizations in relevant industries, (ii) contract with expatriates who have experience on nuclear inspection, (iii) develop a legislative framework to authorize the inspection organization with enforcement, (iv) include a contract clause in the BIS for developing the AIA, (v) hold training programmes from vendor country, (vi) during manufacturing and construction, domestic AIA shall be involved.

Characteristics Analysis of Evaluation Measures and Submission Requirements of Sustainable Design Awards -Comparison between AIA COTE Top 10 and Korea Green Building Awards- (완공작 친환경 건축물 공모전의 평가기준 및 제출요구자료 특성 분석 - AIA COTE TOP 10 공모전과 녹색건축대전의 비교를 중심으로 -)

  • Purpose: As we are facing the global crisis from the climate change and energy depletion, urgent actions are needed to design a integrated sustainable building. This paper suggests that a sustainable design awards can stimulate for architects to bring the cutting-edge ideas into a realized building in comparison to green building certification system. AIA COTE Top 10 design awards, organized and run by AIA(American Institute of Architects) COTE(Committee on the Environment) from 1997, is analyzed as a case study. By researching the core of the AIA COTE Top 10 design awards system in terms of evaluation measures and submission requirements, meaningful suggestions were drawn to supplement Korea Green Building Awards system and to design and realize leading green buildings in Korea. Method: The comparison between AIA COTE Top 10 and Korea Green Building Design Awards was made in terms of evaluation measures, submission requirements, and green building certification systems. Result: This paper finally suggests the following three points in conclusion: 1) Set the standards of evaluation measures reflecting the three aspects(economy, environment, social) of sustainability, 2) Set the qualitative evaluation measures and corresponding submission requirements that can apply in the design awards in comparison to green building certification system, 3) Develop and balance submission requirements in response to evaluation measures to proceed systematic evaluation of the green buildings.

FISS and SDO Observation of a Brightening Event Near a Pore

  • We report a fine scale transient brightening event near a pore boundary with the Fast Imaging Solar Spectrograph (FISS) of the 1.6m Goode Solar Telescope (GST), the Atmospheric Imaging Assembly (AIA) aboard the Solar Dynamics Observatory (SDO), and Helioseismic and Magnetic Imager (HMI) aboard SDO. The event appears in all AIA extreme ultraviolet bands, also in the two FISS lines, $H{\alpha}$ and Ca II $8542{\AA}$, and lasted for a minute. The brightening occurred at a footpoint of a loop. The conjugate brightening occurred at the other foot point outside the FISS field of view. The brightening near the pore exhibit a redshift of 4.3 km s-1 in the $H{\alpha}$ and about 2.3 km s-1 in Ca II line. Differential emission measure derived from 6 AIA EUV passbands and cloud model fitting of the two FISS lines indicate the temperature increase of between 10,000 and 20 MK at the main event. After the brightening, the upward mass motion appears in the AIA images. We discuss the physical implication of this brightening in the context of magnetic reconnection and coronal heating.

Study of a coronal jet observed by Hinode, SDO, and STEREO

  • We have investigated a coronal jet near the limb on 2010 June 27 by Hinode/X-Ray Telescope (XRT), EUV Imaging Spectrograph (EIS), SDO/Atmospheric Imaging Assembly (AIA), and STEREO. From EUV (AIA and EIS) and soft X-ray (XRT) images we identify the erupting jet feature in cool and hot temperatures. Using the high temporal and multi wavelength AIA images, we found that the hot jet preceded its associated cool jet and their structures are well consistent with the numerical simulation of the emerging flux-reconnection model. From the spectroscopic analysis, we found that the jet structure changes from blue shift to red one with time, which may indicate the helical structure of the jet. The STEREO observation, which enables us to observe this jet on the disk, shows that there was a dim loop associated with the jet. On the other hand, we found that the structure of its associated active region seen in STEREO is similar to that in AIA observed 5 days before. Based on this fact, we compared the jet morphology on the limb with the magnectic fields extrapolated from a HMI vector magnetogram of this active region observed on the disk. Interestingly, the comparison shows that the open and closed magnetic field configuration correspond to the jet and the dim loop, respectively, as the Shibata's jet model predicted.

3-D Structure of a Coronal Jet Seen in Hinode, SDO, and STEREO

  • We have investigated a coronal jet near the limb on 2010 June 27 by Hinode/X-Ray Telescope (XRT), EUV Imaging Spectrograph (EIS), Solar Optical Telescope (SOT), SDO/Atmospheric Imaging Assembly (AIA), and STEREO. From EUV (AIA and EIS) and soft X-ray (XRT) images we identify the erupting jet feature in cool and hot temperatures. It is noted that there was a small loop eruption in Ca II images of the SOT before the jet eruption. Using high temporal and multi wavelength AIA images, we found that the hot jet preceded its associated cool jet. The jet also shows helical-like structures during the rising period. According to the spectroscopic analysis, the jet structure changes from blue shift to red one with time, implying the helical structure of the jet. The STEREO observation, which enables us to observe this jet on the disk, shows that there was a dim loop associated with the jet. Comparing the observations from the AIA and STEREO, the dim loop corresponds to the jet structure which implies the heated loop. Considering that the structure of its associated active region seen in STEREO is similar to that in AIA observed 5 days before, we compared the jet morphology on the limb with the magnetic fields extrapolated from a HMI vector magnetogram observed on the disk. Interestingly, the comparison shows that the open field corresponds to the jet which is seen as the dim loop in STEREO. 활동정보회계의 개념과 시스템의 응용

  • 원가 및 관리회계분야에서는 이미 선진국을 중심으로 활동개념을 도입한 활동기준 원가 계산(ABC : activity-based costing)이 성공적으로 도입·운영되고 있다. 하지만 국내외 적으로 재무회계분야에서는 전통적으로 복식부기시스템(double-entry bookkeeping system)에 지나치게 편중되어 있어서 회계정보의 산출과정에서 여러 가지 제약을 받고 있 는 것도 사실이다. 이러한 문제점을 개선·보완하기 위해서 재무회계 분야에도 활동개념을 도입했는데, 이것이 바로 활동정보회계(AIA : activity information accounting)이다. AIA는 기업의 활동이 발생하는 즉시 복식부기처리과정을 거치지 않고 활동과 대응가치의 처리방법 을 통해 실시간으로 회계정보를 생산하며, 기업의 모든 부서가 정보를 즉시 공유하고 교류 함으로써 기업유기체를 가능케 하는 새로운 회?리방법론이다. AIA의 개념을 구현하기 위해 이스턴컨설팅(주)에 의해서 개발된 활동정보회계시스템(activity information accounting system)은 복식부기시스템을 전면 부정하기 보다는 이를 점자 개선하고 보완하려는 의도에 서 개발된 종합회계처리프로그램이며, 따라서 복식부기의 모든 회계처리과정을 누락시키지 않으면서도 다양 회계, 관리 및 경영분석보고서를 제공해준다.

  • 2013년 5월 개정건축사법에 의한 건축사등록제도와 함께 우리 건축사는 법에서 정한 실무교육을 이수하여야만 한다. 이 개정 건축사법은 건축사에 대한 체계적 관리를 함으로써 곧 직면하게 될 시장개방에 따른 MRA를 대비하기 위한 것이었다. 실무교육 실시를 시작한지 2년이 경과한 현 시점에서 해외사례 등을 통해 우리의 건축사 실무교육에 대한 점검의 필요성을 느끼고 있었다. 이러한 때 마침 우리협회와 긴밀한 교류를 유지해온 미국건축사협회(AIA)로 부터 지난5월 CONVENTION초청이 있었다. 그간 우리협회는 매년 참가를 하였지만 대부분이 회장과 국제위원회를 중심으로 한 친선교류의 역할을 하였지만 이번에는 교육원의 입장에서 특정한 목적을 갖고 참여함으로써 미국의 건축사교육을 조사하고 점검한 좋은 기회를 가질 수 있었다.
