A Relative Importance Evaluation of Bridge Navigational Equipment Using AHP (AHP를 이용한 선교항해장비의 상대적 중요도 평가)

  • According to IMO, MASS is defined as a vessel operated at various levels independent of human interference. The safety navigation support service for MASS is designed to improve the safety and efficiency of MASS by developing public services on shore for ship arrivals/departures and for cargo handling. The safety navigation support service consists of a total of six types of services: autonomous operation, berthing/unberthing/mooring, cargo handling and ship arrival/departure service, PSC inspection, condition monitoring, and accident response support services. In order to support accident response service, the relative importance of a bridge navigational equipment was assessed by stratifying the navigation system to provide safe and efficient support services by objective judgment through specific and quantitative methods using AHP, one of decision-making methods used by an expert group. The survey was conducted by dividing the bridge navigational equipment into depth, location, and speed information. As a result of applying the AHP method, the importance of depth, location, and speed information was assessed. The relative importance of each equipment for providing location information was also assessed in order of Radar, DGPS, ECDIS, Gyro compass, Autopilot, and AIS. This was similar to survey results on the utilization of each operator's preference and its impact on marine accidents.

A Study on the Influencing Factors for the Establishment of a Public Asset Management System Based on AHP-ISM (AHP-ISM기반의 공공자산관리 관리체계 영향요인 도출 연구)

  • Many studies have been conducted on asset management of public facilities, as the importance of such management has been increasing. This basic study aims to present strategies for the practical use of public asset management, and seeks to propose efficient management and utilization measures from a cost perspective by comparing and analyzing the importance and impact relationship between cost items for public asset management. In this study, 19 sub-items and the top 4 items were chosen by deriving cost factors based on the previous literature. A survey was conducted, and the results of the survey were analyzed by using the Analytic Hierarchy Process(AHP) and Interpretive Structural Modeling (ISM) methods. The AHP was used to derive the priority between items, and ISM was used to identify major groups and mutual influences. As a result, those items showing both high priority and high importance, such as user cost, dismantling/disposal cost, replacement cost, maintenance/repair cost, etc. are determined as priority items to be considered for public asset management of public facilities. Also, it is necessary to minimize the impact on other items in public asset management by those items which are impacted less by other items but have significant impact on the items such as initial construction costs, conceptual design costs, construction costs, and supervision costs. It is expected that the results and analysis methods presented in this study can be used to provide strategies for asset management of public facilities.

  • Emerging technologies have significant implications in establishing competitive advantages and are characterized by continuous rapid development. Efficient benchmarking is more and more important in the development of emerging technologies. Similar input level and importance are two necessary criteria need to be considered for emerging technology's benchmarking. In this study, we proposed a sequential use of self-organizing map(SOM), data envelopment analysis(DEA) and analytical hierarchy process(AHP) method for the stepwise benchmarking of emerging technology. The proposed method uses two-level SOM to cluster the emerging technologies with similar required input levels together, then, in each cluster, uses DEA-BCC model to evaluate the efficiencies of the emerging technologies and do tier analysis to form tiers. On each tier, AHP rating method is used to calculate each emerging technology's importance priority. The optimal benchmarking path of each cluster is established by connecting the emerging technologies with the highest importance priority. In order to validate the proposed method, we apply it to a case of biotechnology. The result shows the proposed method can overcome difficulties in benchmarking, select suitable benchmarking targets and make the benchmarking process more efficient and reasonable.

  • The public and private sectors have quite different views on the operation of community welfare alliance. Their understanding of the issues has a vast difference, which may lead to twisted operation of the community welfare alliance. In fact, there are many areas that have troubles in the operation of the alliance. This study systematically analyzes limitations that the alliance has and it goals to draw out improvement policies to overcome them. As a study method, a survey is conducted on the leaders of community welfare alliance to suggest an AHP analysis model on the issue awareness and improvement policy. Concentrated on the analyzed results and implications entailed through the analysis, this study suggests improvement policies to overcome such limitations that the community welfare alliance has.

  • The ministry of security and public administration provide the secure coding guide that can remove the vulnerability of applications and defend cyber attack from the coding step because cyber attack like the hacking about 75% abusing the vulnerability of applications. In this paper we find the oder of priority and did the criticality analysis used by AHP about 7 items in the secure coding which the ministry of security and public administration provide. The result is decided that 'exception handling' is the most important item. There is no secure coding items in software supervision currently, therefore the result of the research will make good use audit standards in the process of the software development.

  • This study presents about the method of alternatives selection by considering wall performance and interior design. Wall is selected fur the object and 3 items of cost, performance, and design as the objective function for optimizing are determined. Thus the wall performance selected problems, which are improvement of insulation performance, sweaty prevention, sound insulation performance and design selected problems, which is satisfactory Improvement of users about Interior design. It is important to select alternatives that can satisfy the performance and design on the capital given as much as possible. But quantitative problem such as performance or expanses and qualitative problem such as design are not in the same dimension. Therefore this problem is a multi-criteria optimization problem and also has used AHP method as the method to solve these. Moreover GA is used to solve a problem of the alternatives occurrence, which is the characteristic of multi-criteria problem. This study presents the solution method on multi-criteria problem that has been mix loaded of quantitative problem and qualitative problem by using AHP(Analytic Hierarchy Process) and GA(Genetic Algorithm).

A Method to Improve the Risk Assessment in the Defense Quality Assurance Using AHP (AHP를 활용한 국방 품질보증 위험도 평가 개선 방안)

  • While Defense Agency fur Technology and Quality(DTaQ) has been utilized a risk assessment method as a quality assurance activity for defense goods since 1999, a risk assessment method is known to be ineffective to identify defective items. The objective of this study is to propose the new evaluation method, that adjusts a relative priority of evaluation elements using AHP(Analytic Hierarchy Process). Newly evaluated scores have been applied to the risk assessment result of 2005 defective items to test a validity of the new evaluation model. The new model is capable to identify more high and medium risk-level items than the current method. The company risk-level gets more scores than the item risk-level in the new model.

  • The procedure of present military facility remodeling has many problems at the stage of evaluating the priorities in various remodeling projects which have been caused from lots of corps. These problems have usually happened not only because of the shortage of the cooperation system in the related divisions but also because of the nonexistence of the effective process and method for evaluating the priorities. I've reviewed the study of remodeling and military facility business and applied the AHP(Analytic Hierarchy Process) method which is effective to evaluate the priorities in various groups' decision.

  • In this study, TBM selection methods to meet soil and site conditions were presented. Factors and excavation equipment affecting TBM selection by soil and environmental condition were selected and classified. Weights between equipment and influencing factors selected were calculated by applying the AHP (Analytic Hierarchy Process) method. The results of the analysis influence factors, Ground condition was a major factor in objective factors and strength was a major factor in the hard condition of criteria factors and water pressure was a major factor in the soft ground condition of criteria factors. In Environment condition, existence of adjacent structures was evaluated more important than existence of feasible site. Lastly, Adequacy was verified through the deduction of results that coincide with input equipment by applying derived weights to actual site conditions.

  • Through rail transit has many merits as a safe, environmental harmonic and scheduled transit, there are many problems to construct railroads because of the public resentment. However, there is no reasonable way to settle the conflict properly and it causes enormous social and economic losses. This paper suggests a methodology to evaluate public complaint using the AHP technique, which is generally used as the methodology to evaluate public complaint using the AHP technique, which is generally used as the Multi-Criteria Decision Making (MCDM). However, the result from the AHP has some defects to control conflicts because the interests related to railroad projects are so complex that it is hard to make people persuaded easily. Therefore, this paper suggests 'the improvement ranking method', 'the sensitive analysis', and 'the assessment of independence relationship' which can aid the basic AHP to be robust. And the AHP. modified by fuzzy method, is also suggested to apply this methodology to example rail paths in Korea.
