Efficient Token Flow Design for the MPEG RMC Framework

  • This paper proposes an efficient token flow design methodology for a decoder in the MPEG Reconfigurable Media Coding (RMC) framework. The MPEG RMC framework facilitates a decoder to be configured with a set of modules called functional units (FUs) that are connected by tokens. Such a modular design philosophy of the MPEG RMC framework enables the reusability and reconfigurability of FUs. One drawback of the MPEG RMC framework is that the decoder performance can be affected by increasing the token transmissions between FUs. The proposed method improves the design of the FU network in the RMC framework toward real-time decoder implementation. In the proposed method, the merging of FU, the separation of token flow, and the merging of token transactions are applied to minimize the token traffic between FUs. The experimental results of the MPEG-4 SP decoder show that the proposed method reduces the total decoding time by up to 77 percent compared to the design of the RMC simulation model.

A Framework and Guidelines for Personal Data Breach Notification Act (개인정보 유출 시 통지.신고 프레임워크 및 가이드라인)

  • Recent personal data breach incidences draw the public's attention to their privacy and personal rights. The new personal data protection law effective in September 2009 imposes additional legal responsibility on personal data controllers and processors. For instance, if a data breach occurs, this new law requires that the processors must notify individuals (data subjects) and data protection authorities of the nature of incidents. This research reviews the U.S. forty six state laws and related acts, and offers a framework for managing incidents. This framework includes five major components: (1) type of personal data required to be reported and notified, (2) the ultimate subject notifying data subjects, (3) event occurrence and notification time phases, (4) notification message details, and (5) direct/indirect communication media. Along with this framework, we also offer directions for effective/manageable guidelines on data breach notification act.

  • To develop computer and communication in the information society, difficulties exist in managing the enormous data manually. Also, loss of data due to natural disasters or hacker attacks, generate a variety of disasters in the IT securities. Hence, there is an urgent need for an information protection management system in order to mitigate these incidents. Information Security Management System has various existing frameworks for IT disaster management. These include Cyber Security Framework, Risk Management Framework, ISO / IEC 27001: 2013, and COBIT 5.0. Each framework analyses and compares the entry for IT disaster recovery from among the various available data. In this paper, we describe a single integrated management scheme for fast resolution of IT disasters.

An English School of International Relations Approach to Public Diplomacy: A Public Diplomacy Framework for Global Governance Issues

  • Throughout the six decades evolution of the public diplomacy concept, international relations approaches have remained at the margins of the field. An important international relations theory that has been virtually non-existent in the public diplomacy literature is the English School of international relations. This theory has been the centerpiece of literature in diplomatic studies, but curiously, has not been applied to public diplomacy. In this editorial, I outline a public diplomacy framework for global governance issues that builds on the English School and Pamment's framework on the intersection of international development and public diplomacy.

The Evolution of Korea's Basic Acts on Science and Technology and their Characteristics

  • This study examined the evolution of S&T Basic Acts in Korea from the Science and Technology Promotion Act (1967) through the Special Act on STI (1997) to the Framework Act on Science and Technology (2001) in the following aspects: 1) comprehensive plans, 2) coordination mechanisms for S&T policies, 3) enforcement of R&D programs and performance diffusion, 4) promotion of human resources, 5) and S&T investment and budgeting. Before the Framework Act on S&T was enacted in 2001, critical issues were found in establishing S&T master plans, promotion of R&D programs, comprehensive coordination mechanisms, and R&D budgeting. The three Basic Acts have expanded the scope of regulation over time to cover the entire cycle of the S&T process. They concern a wide range of issues, including creating a basis for scientific and technological development, S&T promotion, disseminating and commercializing research outcomes, and preventing adverse effects from science and technology. The content of the Basic Acts has evolved in response to changes in the political, economic, and social environment of Korean industry during the past five decades.

SaaS application mashup based on High Speed Message Processing

  • Diversified SaaS applications allow users more choices to use, according to their own preferences. However, the diversification of SaaS applications also makes it impossible for users to choose the best one. Furthermore, users can't take advantage of the functionality between SaaS applications. In this paper, we propose a platform that provides an SaaS mashup service, by extracting interoperable service functions from SaaS-based applications that independent vendors deploy and supporting a customized service recommendation function through log data binding in the cloud environment. The proposed SaaS mashup service platform consists of a SaaS aggregation framework and a log data binding framework. Each framework was concreted by using Apache Kafka and rule matrix-based recommendation techniques. We present the theoretical basis of implementing the high-performance message-processing function using Kafka. The SaaS mashup service platform, which provides a new type of mashup service by linking SaaS functions based on the above technology described, allows users to combine the required service functions freely and access the results of a rich service-utilization experience, using the SaaS mashup function. The platform developed through SaaS mashup service technology research will enable various flexible SaaS services, expected to contribute to the development of the smart-contents industry and the open market.

Low-power Scheduling Framework for Heterogeneous Architecture under Performance Constraint

  • Today's computer systems are widely integrated with CPU and GPU to achieve considerable performance, but energy consumption of such system directly affects operational cost, maintainability and environmental problem, which has been aroused wide concern by researchers, computer architects, and developers. To cope with energy problem, we propose a task-scheduling framework to reduce energy under performance constraint by rationally allocating the tasks across the CPU and GPU. The framework first collects the estimated energy consumption of programs and performance information. Next, we use above information to formalize the scheduling problem as the 0-1 knapsack problem. Then, we elaborate our experiment on typical platform to verify proposed scheduling framework. The experimental results show that our proposed algorithm saves 14.97% energy compared with that of the time-oriented policy and yields 37.23% performance improvement than that of energy-oriented scheme on average.

  • This paper concerns about how and why design frameworks for optimization should consider various software development environments such as MATLAB, VB, VBscript, Python, Tcl, PHP, Perl, and JAVA. The frameworks can be utilized by many engineers who have a basic concept about the optimization theory and/or basic knowledge about the computer programming languages. The framework will integrate a number of remote CAE tools, automatically execute them for design optimization, and have the capabilities of post-processing of data such as objective functions, state variables and design variables using a third-party spreadsheet program like Excel. The prototype framework developed in this study will be applied to various examples of optimization problems and show the validity of the proposed method of a framework implemenation.

  • 유비쿼터스 네트워크는 언제, 어디서나, 어떤 기기로도 고품질의 다양한 유비쿼터스 서비스를 가능하게할 것이다. 디지털 홈, 전자정부, e-비즈니스 서비스를 제공하기 위해서 통신서비스, 방송서비스, 인터넷서비스가 BcN을 중심으로 컨버전스 된다고 볼 수 있다. 안전한 유비쿼터스 환경을 위해서는 새롭게 제안하는 fusion security framework의 조기정착이 필수적이며, 이를 위한 기술적 측면의 정보보호와 법적/제도적 측면의 정보보호를 알아보고, 향후의 유비쿼터스 정보보호에 대한 정책적 방향을 제안하고자 한다. 특히, 기술적인 측면에서의 국가 정책방향은 크게 인터넷 안전 대응체계 강화를 위한 u-secureKorea, 깨끗한 사이버 환경 구현을 위한 u-clean Korea, 개인정보보호 환경 구현을 위한 u-privacyKorea의 3가지 분야로 구분할 수 있으며, 3개 분야별로 BcN 인프라 보호기술 개발, 정보침해 방지기술개발, 개인정보 보호기술 개발을 추진하여야 하는 당위성을 제시하고자 한다.

Success Story: How Storytelling Contributes to BTS's Brand

  • Good storytelling is at the heart of BTS as both a brand and a band. Modern brands know that story is no longer an option, but a requirement for keeping audiences engaged. With their consistent and creative reliance on story, BTS has transformed the K-Pop landscape, providing a framework for others in the industry that relies on open-structure narratives, sincerity, and active audience engagement, among other components. To investigate BTS's storytelling strategies, this article breaks down how stories permeate BTS's content, from music and videos to the Bangtan Universe and documentary films. The importance of transmedia storytelling and participatory audiences is also examined. The analysis resulted in a proposed framework that suggests the following components: 1) story as central to the brand; 2) authenticity and sincerity; 3) idol participation in creative output; 4) use of transmedia storytelling and story gaps; 5) intertextuality and cohesion; 6) opportunities for audience engagement; and 7) dedicated creative staff. Utilizing this framework can help K-Pop groups elevate their brands, better use storytelling elements, and gain larger, more engaged audiences.
