A Case Study of GHG Reduction Based on Electricity Consumption Pattern of Individual Rooms : In case of Seoul National University (실별 전력 소비패턴에 의거한 온실가스 감축 잠재량 산정 - 서울대학교 관악 캠퍼스를 대상으로 -)

  • As GHG target management is introduced in Korea, designated establishment takes responsibilities to reduce more than 30% of expected GHG emission until 2020. Although decreasing GHG has been requested to universities which consume great amount of energy, there are difficulties to apply high cost countermeasures. Therefore, this research suggest a low cost, easily-applicable energy saving method, and derive potential GHG reduction amount in the case of SNU, Kwan-ak campus. First of all, 11 rooms of different use were chosen as the samples, and energy consumption in each room was measured. Standard models for each room were built through researching on the electric devices in each room. Moreover, energy consumption was computed for each devices through analyzing the pattern of electricity consumption. 32 GHG reduction technology and action program were chosen, and they were applied to the standard models for individual rooms. Through multiplying energy reduction rate of each program to energy consumption of each electric device, maximum energy reduction of each electric device is derived. Through that, Maximum GHG reduction for individual rooms and each month and the total GHG reduction capacity of Kwan-ak campus were computed. It was found out that approximately $5,311tCO_2$-eq can be reduced, when reduction technology and action program suggested by this research are applied. It appeared 24.48% of requested reduction amount to SNU can be reduced, till 2016.

  • Recently many countries around the world are actively promoting smart city projects to address various urban problems such as traffic congestion, housing shortage, and energy scarcity. Due to development of the Internet of Things (IoT), the development of a smart city with sustainability, convenience, and environment-friendliness was enabled through the effective control and reuse of urban resources. The purpose of this study is to analyze the technical trends of IoT and present a development plan for smart city which is one of the applications of the IoT. To this end, the news articles of the Electronic Times between 2013 and 2015were analyzed using the text mining technique and smart city development cases of other countries were investigated. The analysis results revealed the close relationships of big data, cloud, platforms, and sensors with smart city. For the successful development of a smart city, first, all the interested parties in the city must work together to create new values throughout the entire process of value chain. Second, they must utilize big data and disclose public data more actively than they are doing now. This study has made academic contribution in that it has presented a big data analysis method and stimulated follow-up studies. For the practical contribution, the results of this study provided useful data for the policy making of local governments and administrative agencies for smart city development. This study may have limitations in the incorporation of the total trends because only the news articles of the Electronic Times were selected to analyze the technical trends of the IoT.

  • TravTek이란 Travel Technology의 합성어이며, 미래의 여행자들이 차를 사용하여 여행할 때, 보다 편리하고 쾌적한 여행이 될 수 있도록 차에 컴퓨터단말기를 부착하여 현재 주행하고 있는 도로 를 차안에서 화면을 통하여 볼 수 있고, 컴퓨터가 최단경로를 운전자에게 제시하고, 도로의 상황과 여 행정보(즉 호텔, 관공명소, 행사안내등)를 컴퓨터화면으로 나타내고, 그 정보를 컴퓨터음성으로 들려 주는 것등이 TravTek 시스템의 주된 요소들이다. 현재 미국 플로리다주의 올란도시에서 GM회사가 TravTek 시스템을 설치한 차 100대를 가지고 10개의 기관이 합작으로 평가연구중에 있으며, 이 논문에서 다루고자 하는 것은 그중에서 이차의 인간공학적 평가로 제한하고자 한다. 이러한 시스템을 설치한 차 를 타고 여행할 때, 여행자가 과연 얼마나 안락하게 여행할 수 있으며, 도로의 체증현상을 줄이고, 사 고를 예방하며, 차의 설계와 목적이 인간공학적으로 합당한 가를 알아보고자 하는 연구이다. 인간공학적 평가 인자들은 (1) 운전자의 수행도, (2) 사용자 선호도, (3) 사용자 인식, (4) 운행정보등이다. 그리고 컴퓨터음성을 사용하였을 때와 사용하지 않았을 때의 두가지 경우와 (1) 움직이는 컴퓨터 지도를 사용하 였을 때, (2) 단순화 한 도로안내를 사용하였을 때, (3) 컴퓨터 지도를 사용하지 않았을 경우(종이지도 사용)에 관해 위의 4가지 인간공학적 인자들을 평가하고자 한다. 이 연구는 아직도 진행중이라 발표하 고자 하는 논문역시 현재까지의 연구결과를 토대로 발표하는 것이므로 완전한 결론을 내릴 수는 없고, 진행과정의 내용과 토의사항과 잠정적인 결론을 제시하고자 한다.기서 사용된 아이콘에 대해서만 타당한 것으로 이것을 모든 아이콘에 대해 일반화시키기는 어려우나 이후에 행해질 Icon-based User Interface 분야의 많은 연구들의 기초가 될 것이다. 더불어 아이콘과 관련된 많은 요인들(문화적 영향, 아이콘 색깔, 크기, 아이콘의 위치등이 인식에 미치는 영향)에 대해서도 연구가 행해져야 할 것이다. 확인하고 각각의 기능을 분명히 했다.가 수월하게 하였고 메모리를 동적으로 관리할 수 있게 하였다. 또한 기존의 smpl에 디버깅용 함수 및 설비(facility) 제어용 함수를 추가하여 시뮬레이션 프로그램 작성을 용이하게 하였다. 예를 들면 who_server(), who_queue(), pop_Q(), push_Q(), pop_server(), push_server(), we(), wf(), printfct() 같은 함수들이다. 또한 동시에 발생되는 사건들의 순서를 조종하기 위해, 동시에 발생할 수 있는 각각의 사건에 우선순위를 두어 이 우선 순위에 의하여 사건 리스트(event list)에서 자동적으로 사건들의 순서가 결정되도록 확장하였으며, 설비 제어방식에 있어서도 FIFO, LIFO, 우선 순위 방식등을 선택할 수 있도록 확장하였다. A Study of Social Workers' Reflections on the Supportive Practice for Community Welfare Center Single Parent Self-Help Groups based on Participatory Action Research (지역사회복지관 한부모 자조집단 실천에 대한 사회복지사의 성찰 연구 -참여실행연구 자료를 중심으로)

  • The purpose of this study was to explore the social workers' reflections developed during the participatory action research seeking practice methods in the community welfare center single parent self-help groups. Nine social workers and researchers sharing difficulties in the community welfare center single parent self-help group practice were involved in the participatory action research. We performed a circulatory research repeating 'plan-action-reflection-replan' cycles through ten sessions of research meetings including peer supervision in parallel with 4 self-help group practices. Multiple practice methods were derived as the result among which change in the social workers' perception was the key. We focused on the result that the social workers' perception was changed by reflections from participatory action research and the contents of the reflections were qualitatively analyzed using materials acquired during the study. As a result the following 5 themes were derived; 'recognition and worry on the lack of appropriate practice for the self-help group', 'specification of the social workers' role based on the changed perspective on the member-social worker relation', 'confirmation of the possibility of the concerned person initiated practice', 'detailed understanding of the single parent self-help group in the community welfare center', and 'renewed recognition of the development of the single parent self-help group in the community welfare center'. Based on these results, empowerment and reflection/reflective practice for single parent self-help group in the community welfare center were discussed.

A Qualitative Case Study on the Low-Income Divorced Single Parents Self-help Group: Focusing on the Case of 'Jinggomdari' at Wolgye Social Welfare Center (저소득 이혼 한부모 자조집단에 관한 질적 사례연구 - 월계종합사회복지관 '징검다리' 사례를 중심으로 -)

  • This is a case study with the objectives of performing an in-depth investigation of the development process, outcome, and the factors related to the development process of Jinggomdari-the self-help group for divorced single parents at Wolgye social welfare center. Document review, in-depth interviews of the member/practitioner/middle manager, and participatory observations were performed and qualitatively analyzed. The results showed that the development process of Jinggomdari consisted of 4 phases including initiation, formation of basis, growth, and expansion/independence. Two categories including 'nurturing abilities and growth as an individual or within families or communities' and 'beyond Jinggomdari, into society', 6 subcategories, and 31 concepts were derived as the outcome. In terms of the factors related to the development process and outcome, 6 categories including 'members participating with sympathy despite various issues', 'outstanding and stabilized leadership', 'commitment of the practitioners showing utmost efforts despite shortcomings', 'effective functions as the hub supporting the low-income divorced single parents families based on the institution's firm determination', 'mixed group showing cautious but synergistic effects', 'dilemma of managing the low-income divorced single parents self-help group and lack of manual for management', 20 subcategories, and 61 concepts were derived. Management issues concerning low-income divorced single parents' self-help group was discussed based on these results.

  • The purpose of this study is to analyze the characteristics of Educational Reforms Policy in lately Japan and to evaluate it. Especially focus on the activities of the [MEXT; Ministry of Education, Culture, Sports, Science and Technology] and [CCE;The Central Council for Education] This article composed of five chapters; Implication and problem situation, History of the Japanese educational reforms, the characteristics in the site of process of educational reforms policy, evaluation on the main policies, and Conclusion(contain the suggestion for Korea). The method of study composed of the literature search and interview. The System Analysis[input-process-output-feedback] is used as a model of the analyze the characteristics of educational reforms policy. By the new Basic Act on Education, the principles of educational administration is changed. Education administration shall be carried out in a fair and proper manner through appropriate role sharing and cooperation between the national and local governments(Article 16). As a conclusion, The initiative in the establishment of educational reform plans has gone over to the cabinet side from MEXT. And evaluate the five policies. That is Japan's Basic Plan for the Promotion of Education, The new Basic Act on Education(enacted on 2006), Provincial Governor's (Tokyo & Oska) Educational Reform Plan, Reform plan of the Boards of Education, and Improvement Policy of the Quality of Teachers.

The Impact of Nursing Hospital Workers' Hospice·Palliative Care Knowledge and Awareness, End-of-Life Care Attitude and Death Awareness on Their End-of-Life Care Performance (요양병원 근무자의 호스피스 완화돌봄 지식과 인식, 임종돌봄 태도, 죽음에 대한 인식이 임종돌봄 수행에 미치는 영향)

  • Purpose: This descriptive study is aimed at identifying how nursing hospital workers' performance of end-of-life care is influenced by their knowledge and awareness of hospice palliative care, attitude towards end-of-life care, performance, importance, awareness of death and the factors. Methods: A self-reported questionnaire was used to collect data from 113 workers at an accredited nursing hospital in K province. Variables were their knowledge and awareness of hospice palliative care, attitude towards end-of-life care, end-of-life care performance and importance and awareness of death. An analysis was performed with the frequency, percentage, mean, standard deviation, t-test, ANOVA, Scheffe's test, Pearson's correlation coefficient and multiple regression using IBM SPSS 21.0. Results: The factors affecting the nursing hospital workers' end-of-life care performance were the importance of end-of-life care and their marital status, which showed an explanatory power of 38.2%. Conclusion: In order to improve the nursing hospital workers' end-of-life care performance, a training on the importance of end-of-life care should be provided. Therefore, we would like to propose establishing administrative measures such as 1) efficient staffing to help the caregivers better perform what they think is important, 2) development of a training program that can improve their performance of end-of-life nursing care and 3) a study to verify the effectiveness of the program.

  • This paper suggests that the Internet is not free through analysis of U.S. Internet history and lawsuits related to the Charter merger in 2016. Generally speaking, the players in internet connectivity market agree to Non-Disclosure Agreement, when connecting their facilities and networks each other. So, I adopted the case study & analysis as research methodologies due to limitation of collecting the transaction data between them. The former finds that Internet access has never been free in U.S Internet history. As we know, some including Content Providers(CPs) argue that the Internet is a free network and there are many cases to use the internet for free, so they came to conclusion that ISPs have no right to charge the users like CPs. This study refutes these arguments in two ways. One is that using the internet has never been free. From ARPANET, known as the beginning of the U.S. Internet, to the commercialization of backbone, no Internet has been considered or implemented for free since the early Internet network was devised. Also, the U.S government was paying subsidies or institutions were paying fees to secure network operations for the NSFNET backbone. the other is that "free peering" refers to barter transactions between ISPs, not to free access to counterpart internet networks. Second, this study analyze the FCC' executive order of conditioned merger approval and the court's related ruling and verify that using the internet is not free. According to the analysis, this study finds that it's real situation to make paid settlements between ISP-CPs (including OTTs) in the US Internet market at the moment. This study concludes that the Internet has never been free in terms of its technical characteristics, network structure, network operation, and system. Also it proposes how to improve the domestic settlement system between ISPs-CPs in terms of policy and regulation.

The Legal Improvement for Effective Planning of the Water Vision 2020 (효율적인 수자원장기종합계획 수립을 위한 법적 개선방안)

  • 수자원장기종합계획은 수자원의 안정적인 확보와 효율적인 이용 개발 및 보전을 위하여 "하천법" 제23조에 근거하여 수립되는 물 분야의 최상위 법정계획이다. 수자원장기종합계획은 20년 단위로 수립되며, 5년마다 그 타당성 여부를 검토하여 필요한 경우에는 계획을 변경하고 있다. 국토교통부는 지난 2016년 12월 수자원장기종합계획 제3차 수정계획(2016~2020년)을 수립 고시하였다. 그런데 수자원장기종합계획과 같이 상위 개념의 법정계획의 수립을 위해서는 관련 법정계획 및 부처 간의 수평적 수직적 연계가 중요한데, 현행 법체계는 이에 미흡한 측면이 있어 보인다. 우선적으로 수평적 연계를 위해서는 수자원장기종합계획 수립과정에 이수 치수 및 방재 분야의 업무를 담당하고 있는 관련 부처의 적극적인 참여를 독려할 필요가 있다. 현재 "하천법" 제23조제4항은 수자원장기종합계획을 수립하거나 변경할 경우, 중앙행정기관의 장과 협의하도록 규정하고 있다. 그러나 현행 규정에 따른 부처별 '협의'는 국토교통부가 수자원장기종합계획을 수립한 후 관련 부처의 의견을 수렴하는 소극적 형태의 협의라고 볼 수 있다. 효율적인 수자원장기종합계획 수립을 위해서는 "하천법" 소관 부처인 국토교통부가 수자원장기종합계획 수립을 위한 기본적인 지침을 수립하여 관련 중앙부처인 환경부(환경), 국민안전처(치수), 산업통상자원부(공업용수) 및 농림축산식품부(농업용수)에 시달하고, 각 부처는 담당 분야별 계획을 수립하여 국토교통부에 송달한 후, 국토교통부는 이를 취합 검토하여 수자원장기종합계획을 수립하는 적극적 형태의 연계를 고려할 필요가 있다. 수직적 연계를 위해서는 기존의 하향식(top-down)에서 벗어나 상향식(bottom-up)의 계획수립이 필요해 보인다. 즉 국토교통부의 수자원장기종합계획 수립에 따라 하위 개념의 유역종합치수계획("하천법" 제24조) 및 댐건설장기계획("댐건설 및 주변지역지원 등에 관한 법률" 제4조) 등을 수립하는 것이 아니라, 지역별 유역별로 수자원계획을 우선적으로 마련하도록 하고 이를 기초로 전 국토를 대상으로 하는 수자원장기종합계획을 수립하는 방안이 적절해 보인다. 이를 위해서는 수자원장기종합계획 수립하기 이전에 지역별 또는 유역별로 수자원계획을 수립할 수 있도록 "하천법"에 관련 규정을 신설할 필요가 있으며, 이수뿐만 아니라 환경, 방재 분야의 하위 법정계획의 수립 시기 및 주요 내용에 대한 종합적인 검토가 요구된다.

Comparative Study on the Early Childhood Education System in South and North Korea for the Preparation of Unification (통일대비 남·북한 유아교육제도 비교)

  • This study aims at comparing and analyzing early childhood education systems in both South and North Koreas and suggesting educational alternatives for integrating in various aspects based on it, in order to build directions of early childhood education system in the preparation of Unification. A comparative study on the early childhood education system in South and North Korea was done in terms of early childhood education, public education of early childhood. As a result, there were differences rather than similarities in many areas due to the differences of political ideology between the South and the North. First, early childhood is not compulsory, but becomes public in South, while it is partially compulsory and has an overall public system in North in terms of its compulsory education and Pulic education. Second, as a result of comparing operating systems depending on early childhood education institutions in the South and North, there were differences in various areas such as subjects of foundation, classification of age, operating types, etc. Third, looking at its administrative support system, two Koreas has a similarity of a overall dual system, but showed a specific difference. Fourth, its public support had a similarity that early childhood education is done free of charge in two Koreas. In light of the results of comparing the early childhood education system in South and North Korea, this study suggests the following implications. First, as part of an effort to restore similarities of the early childhood education system between two Koreas, a challenge that must be addressed with priority is to integrate early childhood education-nursery in the early childhood education for age 3-5. Second, we'll take an effort to include the early childhood education for age 3-5 in the basic disciplines with 'Making early childhood education public' being currently focused. In addition, we should an attitude to recover a similarity through mutual exchange and to have advantages of the early childhood education in two Koreas as a challenge of taking an effort to integrate the early childhood education in the South and the North various studies and debates, discussions will be made for the meaning of the early childhood education and the integration.
