The purpose of this study is to analyze an effect for the resident satisfaction and quality of life against public administrative service to provide for community residents by the rural-urban consolidation community in the case of 3 cities (Sunchon, Gwangyang, Naju) that have consolidated since January 1995 and Yeosu city that has consolidated in March 1998. This study attempted to empirical survey and analyzed 270 number of 4 cities residents samples in Jeollanamdo through SPSSWIN. As a result of this factor analysis, equality of public administrative service, counterplan of residents, efficiency and access of administrative organ are showed as factors are associated with the satisfying degree of public administrative services for community residents.

The study aims to discuss various issues on administrative information dissemination of local governments based on analysis of local legislations related to freedom of information. As a theoretical study, it reviews a history and significance of the administrative information dissemination. Furthermore, this study analyzes articles related to administrative information dissemination which are defined by local legislations. As a result, firstly, it confirms that there are a number of cases which those articles are inadequate. Secondly, this study classifies articles related to administrative information dissemination into five types, including the A type which separately contains two different administrative information dissemination contents to the D type which only describes management aspects of administrative information dissemination, and the E type which does not define any articles related to administrative information dissemination.

본 연구는 e-행정서비스의 개념을 소개하고 실제 국내에 이를 구현하기 위한 방안을 제시한다. 이를 위해 선진 4개국의 사례를 도입기간, 시스템 체계, 시스템 범위, 도입 환경 등에 대해 살펴보고 논의한다. 본 연구에서 제안하는 e-행정서비스 실현 방안으로는 인터넷 패러다임에 부응한 추진전략의 수립, e-행정서비스 통합시스템의 구축, 정부 공개키 기반구조 체계의 정립, 다목적 스마트카드 도입, 인터넷 시대에 적응할 수 있는 행정정보화 관련 법 제도 보완, 그리고 마지막으로 인터넷 기반기술의 신속한 도입을 위한 유연한 환경 조성 등이다.

그 동안의 선박교통관제에 대한 법률적 연구는 관제지시를 법률적 효력이 없는 비권력적 행정작용인 행정지도에 불과하여 행정법 측면에 있어 행정행위나 행정처분으로 인정하지 않아왔으며 이에 따라 그 강제력을 부정하여 왔으나, 실무상의 선박교통관제에 있어 관제지시는 선박에 일정한 조치의무를 명령하는 행위로 사용되고 있으며, 관제지시의 상대인 선박에는 실효성을 위하여 관제지시에 따르지 않을 경우 벌금이 부과되도록 규정되어 있는 등 이론과 실제가 불일치하여 관제지시의 행정행위로서 효력과 한계에 대한 분석을 통해 근거 규정의 개선점을 제시해보고자 한다.

지방자치제의 실시에 따라 지방행정 부서는 보다 독립적으로 업무를 수행하게 되 고 이와 함께 정보화 시대의 도래에 따라 신속, 정확 및 원활한 정보제공의 필요성이 증대 하게 되었다. 따라서 행정정보시스템(Public Management Information System)의 구축은 필연적이며, 이에 따라 행정전산화에 대한 공무원들의 의식구조도 능동적인 대처가 요청된 다. 본 연구는 행정전산화의 구축에 대한 준비도와 기대효과에 대해 설문 방법을 이용하여 지방공무원들의 의식을 조사하였다. 연구결과 공무원들은 동료직원과의 인간관계, 컴퓨터 관련 교육의 경험 및 전산화 장비의 보유정도가 행정전산화의 효율성에 중요한 영향을 미친 다고 생각하고 있었다. 이와 함께 남자공무원이고, 학력이 낮을수록 행정전산화에 대해 수 동적인 입장을 가지고 있었다. 또한, 중간계층의 직급일수록 행정전산화의 효율화에 필요한 직접적인 요인들의 중요성을 강조하였다. 이와 함께 근무년한이 낮을수록 전산화와 직접적 으로 관계되는 요인들의 중요성을 강조하는 반면, 근무년한이 높을수록 간접적인 요인들의 중요성을 강조하였다. 본 연구는 제한된 지역에서 데이터를 수집하였기 때문에 연구결과에 한계점을 지니고 있다. 따라서 본 연구결과를 일반화하기 위해서는 보다 넓은 지역에서의 데이터 수집 및 분석이 필요하다고 본다.

This paper includes consideration for construction of Sejong City and seeking its alternative. Korean government has gone ahead with the relocation of 35 ministries of central government from Seoul metropolitan area to Sejong city for balanced regional development. But many specialists are worried about the spatial division of government function because such a spatial division would bring down the functional efficiency of central government. This paper proposes to make Sejong city the administrative capital city instead of the relocation of some ministries to Sejong city, and discusses the necessity and appropriateness to develop Sejong city as an administrative capital city.
