The Impact of COVID-19 on the Labor Market in India: Focusing on the Expansion of the Labor Gap and Digitization (COVID-19가 인도 노동시장에 미친 영향: 노동격차 확대와 디지털화를 중심으로)

  • India has recently experienced an acute crisis confronting the COVID-19 pandemic as confirmed cases exceeded 11.73 million in March 2021, which was the second worst scale only after the United States. The strict lockdown measures as well as the pandemic itself posed a serious threat of survival, in particular, to immigrant workers engaged in informal sectors, which triggered their reverse immigration. In case the COVID-19 pandemic continues in 2021, it is estimated that in the sector of tourism and service alone, more than 20 million jobs will disappear. The damage on industry is already being realized with the significant decrease of workforce. It is important to note, however, that jobless growth and labor polarization were observed even before the outbreak of COVID-19, and that the pandemic only served as one of the trigger catalysts that made those submerged problems burst out. In this study, we examine the structural problems in industry and labor market in India and consider the social context and efficacy of the "Make in India" or "Atmanirbhar Bhrat" policy. The latter initiative was presented in the trenches of the pandemic in 2020. While considering the complexity of problems, we would like to pursue a future-oriented approach and propose a direction in restructuring the labor market, attempted at reversing the critical conditions following the fourth industrial revolution and digitization into the shortcut to labor market restructuring.

Damage-Spread Analysis of Heterogeneous Damage with Crack Degradation Model of Deck in RC Slab Bridges (RC 슬래브교의 바닥판 균열 열화모델에 따른 이종손상 확산 분석)

  • RC Slab bridges in Korea account for more than 70% of the total bridges for more than 20 years of service. As the number of aging structures increases, the importance of safety diagnosis and maintenance of structures increases. For highway bridges, cracks are a main cause of deck deterioration, which is very closely related to the decrease in bridge durability and service life. In addition, the damage rate of expansion joints and bearings accounts for approximately 73% higher than that of major members. Therefore, this study defined damage scenarios combined with devices damages and deck deterioration. The stress distribution and maximum stress on the deck were then evaluated using design vehicle load and daily temperature gradient for single and combined damage scenarios. Furthermore, this study performed damage-spread analysis and predicted condition ratings according to a deck deterioration model generated from the inspection and diagnosis history data of cracks. The heterogeneous damages combined with the member damages of expansion joints and bearings increased the rate of crack area and damage spread, which accelerated the time to reach the condition rating of C. Therefore, damage to bridge members requires proper and prompt repair and replacement, and otherwise it can cause the damage to bridge deck and the spread of the damage.

Classification and Prediction of Highway Accident Characteristics Using Vehicle Black Box Data (블랙박스 영상 기반 고속도로 사고유형 분류 및 사고 심각도 예측 평가)

  • This study was based on the black box images of traffic accidents on highways, cluster analysis and prediction model comparisons were carried out. As analysis data, vehicle driving behavior and road surface conditions that can grasp road and traffic conditions just before the accident were used as explanatory variables. Considering that traffic accident data is affected by many factors, cluster analysis reflecting data heterogeneity is used. Each cluster classified by cluster analysis was divided based on the ratio of the severity level of the accident, and then an accident prediction evaluation was performed. As a result of applying the Logit model, the accident prediction model showed excellent predictive ability when classifying groups by cluster analysis and predicting them rather than analyzing the entire data. It is judged that it is more effective to predict accidents by reflecting the characteristics of accidents by group and the severity of accidents. In addition, it was found that a collision accident during stopping such as a secondary accident and a side collision accident during lane change act as important driving behavior variables.

A Study on the Method of Creating a Safety Vulnerable Class Distribution Diagram for Non-Structural Countermeasures in the Comprehensive Natural Disaster Reduction Plan (자연재해저감종합계획 비구조적 대책의 안전취약계층도 작성방안에 관한 연구)

  • The comprehensive natural disaster reduction plan, the highest plan in the disaster prevention field, was implemented by local governments. second plan is currently being formulated. In order to minimize human and property damage, structural and non-structural measures for each of the nine disaster types are established and implemented for 10 years. Structural measures are based on engineering and quantitative analysis, and the criteria for setting reduction measures are clear. Non-structural measures, however, currently lack the set criteria. the basic disaster and safety management law included the safety vulnerable class in 2018. Currently, the safety vulnerable class of the detailed establishment criteria of the comprehensive natural disaster reduction plan is being established, including children, the elderly, and the disabled. However, due to the lack of data securing and database construction by local governments, it is difficult to prepare a location map for establishing reduction measures for the safety vulnerable. Therefore, in this study, OPEN API data of the safety vulnerable class were collected and statistical information and GIS of SGIS information services were used. The distribution diagram of the safety vulnerable class in Samcheok, Gangwon-do, which is a sample area, and the distribution diagram of the safety vulnerable class in units of the output area (OA) in Geundeok-myeon were prepared.

A Study on the Improvement of Wave and Storm Surge Predictions Using a Forecasting Model and Parametric Model: a Case Study on Typhoon Chaba (예측 모델 및 파라미터 모델을 이용한 파랑 및 폭풍해일 예측 개선방안 연구: 태풍 차바 사례)

  • High waves and storm surges due to tropical cyclones cause great damage in coastal areas; therefore, accurately predicting storm surges and high waves before a typhoon strike is crucial. Meteorological forcing is an important factor for predicting these catastrophic events. This study presents an improved methodology for determining accurate meteorological forcing. Typhoon Chaba, which caused serious damage to the south coast of South Korea in 2016, was selected as a case study. In this study, symmetric and asymmetric parametric vortex models based on the typhoon track forecasted by the Model for Prediction Across Scales (MPAS) were used to create meteorological forcing and were compared with those models based on the best track. The meteorological fields were also created by blending the meteorological field from the symmetric / asymmetric parametric vortex models based on the MPAS-forecasted typhoon track and the meteorological field generated by the forecasting model (MPAS). This meteorological forcing data was then used given to two-way coupled tide-surge-wave models: Advanced CIRCulation (ADCIRC) and Simulating Waves Nearshore (SWAN). The modeled storm surges and waves correlated well with the observations and were comparable to those predicted using the best track. Based on our analysis, we propose using the parametric model with the MPAS-forecasted track, the meteorological field from the same forecasting model, and blending them to improve storm surge and wave prediction.

  • The demand of ginseng which has attracted many people for a long time has expanded further with great spotlight ; but it has caused anxiety of some safety-sensitive customers due to unavoidable pesticides and its weakness for disease and insect pest. On the other hand, sluggish studies on effective doses of ginseng and red ginseng which is produced and processed after hardship have worsened confusion of customers. Against this backdrop, this study is about to find out measures for safe ginseng cultivation and effective dose of white or red ginseng which are safely produced and reaches meaningful conclusions as follows ; As for a study to minimize the use of chemical fertilizers and pesticides or to change them into environmentally-friendly products, ginseng cultivation utilizing Lime Sulfur complex might be an alternative. The effects of Lime Sulfur complex are great on ginseng seeding with under 200 times compound KHCO3 and five-year-old ginseng with over 200 times compound using NaHCO3. When using with green materials like Bordeaux mixture, there would be great potential to realize ginseng without pesticide use.

Method of Earthquake Acceleration Estimation for Predicting Damage to Arbitrary Location Structures based on Artificial Intelligence (임의 위치 구조물의 손상예측을 위한 인공지능 기반 지진가속도 추정방법 )

  • It is not efficient to install a maintenance system that measures seismic acceleration and displacement on all bridges and buildings to evaluate the safety of structures after an earthquake occurs. In order to maintain this, an on-site investigation is conducted. Therefore, it takes a lot of time when the scope of the investigation is wide. As a result, secondary damage may occur, so it is necessary to predict the safety of individual structures quickly. The method of estimating earthquake damage of a structure includes a finite element analysis method using approved seismic information and a structural analysis model. Therefore, it is necessary to predict the seismic information generated at arbitrary location in order to quickly determine structure damage. In this study, methods to predict the ground response spectrum and acceleration time history at arbitrary location using linear estimation methods, and artificial neural network learning methods based on seismic observation data were proposed and their applicability was evaluated. In the case of the linear estimation method, the error was small when the locations of nearby observatories were gathered, but the error increased significantly when it was spread. In the case of the artificial neural network learning method, it could be estimated with a lower level of error under the same conditions.

Descriptive analysis of COVID-19 statistics across nations (OECD 국가별 코로나19의 기술 통계 분석)

  • COVID-19 is an emerging infectious disease that is hard to predict in terms of fatality rate, treatments, and the timing of its end. World is developing treatments and vaccines for COVID-19. Several treatments and vaccines currently have emergency use authorization, but the treatments are only allowed for critically ill patients with COVID-19. Therefore, the aim of this study is to analyze the confirmed cases of COVID-19, including mortality and testing, in OECD countries and to assess the effect of vaccination on mortality. Looking at the confirmed cases, mortality, and vaccination rates of COVID-19, the number of confirmed cases was lower than previously reported cases after full vaccination. In early 2022, with Omicron, the confirmed cases increased sharply, while mortality dropped, and the mortality showed a gentle curve as the cumulative fully vaccinated exceeded 50%. This indicates that COVID-19 vaccines have an effect on reducing mortality. However, the duration of effectiveness of vaccines was considerably short, which decreased the initial inoculation effect and increased the monthly mortality. As this study was carried out during the COVID-19 pandemic, there was not enough data to analyze comprehensively. However, it is meaningful to compare and analyze the impact of COVID-19 by country.

Prediction of Crack Distribution for the Deck and Girder of Single-Span and Multi-Span PSC-I Bridges (단경간 및 다경간 PSC-I 교량의 바닥판 및 거더의 균열분포 예측)

  • PSC-I girder bridges constitute the largest proportion among highway bridges in Korea. According to the precision safety diagnosis data for the past 10 years, approximately 41.3% of the PSC-I bridges have been graded as C. Furthermore, with the increase in the aging of bridges, preemptive management is becoming more important. Damage and deterioration to the deck and girder with a long replacement cylce can have considerable impacts on the service and deterioration of a bridge. In addition, the high rate of device damages, including expansion joints and bearings, necessitates an investigation into the influence of the device damage in the structural members of the bridge. Therefore, this study defined representative PSC-I girder bridges with single and multiple spans to evaluate heterogeneous damages that incorporate the damage of the bridge member and device with the deterioration of the deck. The heterogeneous damages increased a crack area ratio compared to the individual single damage. For the single-span bridge, the occurrence of bearing damage leads to the spread of crack distribution in the girder, and in the case of multi-span bridges, expansion joint damage leads to the spread of crack distribution in the deck. The research underscores that bridge devices, when damaged, can cause subsequent secondary damage due to improper repair and replacement, which emphasizes the need for continuous observation and responsive action to the damages of the main devices.

A Comparative Study of Rain Intensities Retrieved from Radar and Satellite Observations: Two Cases of Heavy Rainfall Events by Changma and Bolaven (TY15) (장마와 볼라벤(태풍 15호)에 동반된 집중호우 레이더관측과 위성관측 자료로부터 도출한 강우강도의 비교연구)

  • The heavy rainfalls caused large property damages and human casualties. For example, Changma caused 0.25 billion dollars in damages and 57 deaths and 112 missing by accompanying the torrentially convective heavy rainfall in Seoul, 2011. In addition, TY15 (Bolaven) caused a small damage by bringing a relatively small amount of rainfall and strong wind in Gwanju, 2012. The investigation and analyses of these mesoscale processes of rainfall events for different physical properties using KLAPS for weather environments of the above cases were performed. These typical and ideal meoscale systems by better and more favorable cloud systems were chosen to retrieve rain intensity from Radar and Chullian data. The quantitative rain intensities of Radar and Chullian differ greatly from the ground-based gauge values with underestimating over 50 mm/hr at the peak time of hourly maximum rain intensity about over than 85 mm/hr. However, the Radar rain intensity demonstrated approximately lower than 35 mm/hr, and the Chullian rain intensity less than 60 mm/hr for Changma in Seoul, 2011. For typhoon (TY15, Bolaven) in Gwangju, similarly, the quantitative rain intensities of Radar and Chullian differ from the ground-based gauge values. At the peak time, the hourly maximum rain intensity of ground-based gauge was more than 15 mm/hr. However, the Radar rain intensity showed lower than 5 mm/hr, and the Chullian rain intensity lower than 10 mm/hr. Regarding the above two cases of typhoon and Changma, even though Radar and Chullian rain intensities have been underestimated when compared to the ground-based rain intensity, the distributions of time scale features of both Radar and Chullian rain intensities still delineated a similar tendency of rain intensity distribution of the ground-based gauge data.
