  • People who live in the Republic of Korea the world's leading information technology, all use a smartphone. When all the people calling 112 to report an emergency many use smartphone. Accordingly, this paper is not to be put on the emergency police report arguing for a second location backtrack through the 112 complainant to report a smartphone and not wasted also Identifying a false declaration to become beneficial to all citizens.

A Study on the Police-related Emergency Reporting (경찰 관련 긴급신고에 관한 연구)

  • The Purpose of this study is to search for ways to improve the police-related emergency reporting service through the analysis of its actual condition - focusing 112 emergency reporting & 122 emergency reporting. For this purpose, the main data related to police-related emergency reporting required for inspection of the administration conducted by the National Assembly in 2013 is utilized. The actual condition of the police-related emergency reporting service is examined in 3 aspects - the number of reported cases by reporting type, the number of police response, and the average arrival time. The principal analysis results of the actual condition revealed that 112 emergency reporting is increasing and 122 emergency reporting oscillates between increases and decreases in the total number of reported cases, the number of non-emergency reporting is increasing in both 112 and 122 reported cases, the number of prank call is high in 122 reported cases, the rate of other agency transmit($122{\rightarrow}112$) is higher than 12% in 122 reported cases, and the number of police response and the average arrival time are decreasing in 112 reported cases. To improve the police-related emergency reporting, based on the above actual condition, the followings are required: to operate dualistic police-related response; to publicize a police-related reporting service; to take stern measures against false report; to make continuous improvement of the police-related emergency reporting system.

  • In this research, The Police Order No. 2013-1, which is 'Electronic Security 112 Report Standards,' was analyzed and the relevant policy tasks were presented. The policy tasks to achieve the purpose of the selective report system are as follows. First, in order to construct the statistics base, the establishment of the terms related to false alarm and false call, emergency button, and sensing signal and the development of the appropriate term to replace the electronic security guard are needed. Second, the electronic security companies should build the response system to abide by the 112 report standards of the police order. Third, the police should reexamine the establishment of the emergency report objects of the selective report system. Fourth, the reinforcement of the administrative regulation and supervision to enforce the police order strictly is required.

  • The police is responsible for protecting nation's property and life. Protecting nation from crime among the core duties is the most important activity of the police. But the big problem on reported crime system of the police was founded in the recent Suwon incident. Unfortunately, the unprofessional response made a toll of human sacrifice. Taking this opportunity, we need to consider closely the problems of the reported crime and system of the police and the solutions on the problems. This study analyzes the reported crime system of the police from the law and institutional and try to seek the solutions. This study searches the management status of the police system and arranges the problems in legal and institutional terms. And then, it arranges the solutions on the problems.

The Data-based Prediction of Police Calls Using Machine Learning (기계학습을 활용한 데이터 기반 경찰신고건수 예측)

  • The purpose of the study is to predict the number of police calls using neural network which is one of the machine learning and negative binomial regression, by using the data of 112 police calls received from Chungnam Provincial Police Agency from June 2016 to May 2017. The variables which may affect the police calls have been selected for developing the prediction model : time, holiday, the day before holiday, season, temperature, precipitation, wind speed, jurisdictional area, population, the number of foreigners, single house rate and other house rate. Some variables show positive correlation, and others negative one. The comparison of the methods can be summarized as follows. Neural network has correlation coefficient of 0.7702 between predicted and actual values with RMSE 2.557. Negative binomial regression on the other hand shows correlation coefficient of 0.7158 with RMSE 2.831. Neural network has low interpretability, but an excellent predictability compared with the negative binomial regression. Based on the prediction model, the police agency can do the optimal manpower allocation for given values in the selected variables.

  • In case of the crime occurrence preliminary investigation is very important. Police perform on-site first responders throuth the First Responders Manual and 112 information system. But recently the failure cases of preliminary investigation happened. Social criticism was castrated for the police that roundup succeeded but failed to protect the victims of crime. Avoiding these accidents, improvement of preliminary investigation is required. Accordingly local police personnel system improvement, improvement of reporting systems, Integration of 112 information and 119 information, improvement of seizure search regulations, victim care, crime response exercises reinforcement is required for the protection of criminal victims in preliminary investigation.

Evaluation and Challenges of the 'Verified Report System' to reduce False Alarm (오경보 감소를 위한 '선별신고제도'의 평가와 과제)

  • A discussion on false alarm is a series of problems about a waste of police resources. The the false alarm primarily increase machine the cost of security firm but ultimately increase the costs of national and social management. Verified Report System has been in operation since July 1, 2013, We could analyze the actual operation of 112 report on false alarm rate was 82.4% before this system launched, but after implementation of the Verified Report System, this rate level downs below 69.7% records. So 12.7% is declined at the rate of false alarm. However, the actual alarm rate of Electronic Security itself is just only 0.3 % in the total number of cases responding in contrast to Police is considerable. It is more urgent to evolve the Verified Report System, so penalty system against the false alarm, Police registration system of sensors, and strengthening of the task of the company for installation and management of detection equipment are urgently needed.

Evaluating the Quality of the Differential Police Response Strategy: Applications of Statistical Quality Control Charts (통계적 품질관리도를 활용한 차별적 경찰대응전략의 평가)

  • The purpose of this research is to evaluate the quality of Differential Police Response strategy. Although it has been approximately three years since these new police response systems were introduced, there is no research to evaluate them empirically. Using two types of statistical quality control techniques, Xbar-R control charts for variables data and P charts for attributes data, this study analyzes approximately 3,000 calls reported throughout the year 2012 to the 112 Integrated Dispatch Center in Ik-san police station. The Xbar-R control charts revealed that the police did not consistently respond to an emergency call for service (i.e., code one case) within 3 minutes. The P control chart also identified that there was a significant variation in the portion/number of defective calls where police failed to respond to non-emergency calls for service within 5 minutes. The results from this study suggest the police may need to review the target response time for code 1 and code 2 respectively.
