Since the problems associated with disaster management have been at the core social issues in Korea, this study analyzes the relevant ordinances of the metropolitan city of Busan and its 16 autonomous subregions, called gu in Korean language, based on the evaluation model of disaster management organizational system, which consists of interrelatedness, professionalism, integrity and responsiveness. As a result, the ordinances related to responsiveness are the most frequently identified in the ordinances, followed by interrelatedness, professionalism and integrity. A range of suggestions are discussed, including: establishing cooperative network between officials and the community; and restructuring of the work system for unity.

Two experiments were conducted to examine the role of Kulja and morpheme in processing two-syllable Sino-Korean words. In Experiment 1, the effects of morphemic frequency were not significant at the initial and final positions of a word while Kulja frequency and Kulja-morpheme correspondence at both positions in a word had a significant impact on the processing of nonwords. Lexical decision times were longer for nonwords with high frequency Kulja and for nonwords with ambiguous Kulja-morpheme correspondence whose Kulja can go with many different morphemes. In Experiment 2 Kulja-morpheme correspondence was examined for words as well as nonwords. Lexical decisions were slower for stimuli with ambiguous Kulja-morpheme correspondence. The effect was more stable for nonwords, which replicated the result of Experiment 1. In sum, the results of this study suggest that words with ambiguous Kulja-morpheme correspondence activate many different morphemes and competition among these morphemic candidates slows down the lexical selection process. Kulja frequency, Kulja neighborhood, morphemic frequency, morphological neighborhood, and Kulja-morpheme correspondence in Korean word recognition were also discussed.

This study evaluated PMM (Probability Matching Method) for parameter estimation of the Z - R relation. As a first step, the sensitivity analysis was done to decide the threshold number of data pairs and the data interval for the development of a histogram. As a result, it was found that at least 1,000 number of data pairs are required to apply the PMM for the parameter estimation. This amount of data is similar to that collected for two hours. Also, the number of intervals for the histogram was found to be at least 100. Additionally, it was found that the matching the first-order moment is better than the cumulative probability, and that the data pairs comprising 30 to 100% are better for the PMM application. Finally, above findings were applied to a real rainfall event observed by the Bislsan radar and optimal parameters were estimated. The radar rain rate derived by applying these parameters was found to be well matched to the rain gauge rain rate.
