This paper compares the relative performances of area and cordon tolls as opposed to the first-best congestion tolls with respect to alleviation of traffic congestion and social welfare. The comparison is done in the monocentric city where all the jobs are located at the city center. The study shows that the size of charging zones is similar in the two second-bests, but that the optimal toll level is higher in area pricing than in cordon pricing. Area pricing schemes turn out to perform better than cordon pricing schemes as measured by average speeds and daily average travel time. Accordingly, the former is shown to increase the social welfare more than the latter. In the case of the cordon tolls, the residents at the charging zones are exempted from the tolls. In this way, cordon tolls invite people into the most congested areas over the optimal level while partially negating the whole spirit of the congestion tolls.
This research alms at quantifying economic impacts of free trading policy on environment-friendly fuel industry applying a static general equilibrium (CGE) model for Korea. Theoretically, 'polluters haven' hypothesis had been debated as major issue on the environmental effects of trade liberalization during 1970s and 1980s but recent literature emphasizes that production, scale, structural, and regulatory effects may derive rapid diffusion of environment friendly technologies. In this study, trade liberalization policy affects output of agricultural sectors negatively while that of biodiesel as environment-friendly technology positively. The rise m the output of biodiesel is derived from the reduction in import prices of agricultural products due to the abolishment of tariff. The policy implication from the analysis is that feedstock for producing biodiesel should be exploited in the foreign countries where productivity of agriculture is quite predominant compared to Korean agriculture.
Purposes: 우리나라 공공의료기관들의 경영실적 보고에 따르면 대부분의 공공의료기관들이 만성적자로 인한 경영난 문제를 겪고 있는 실정이다. 이는 공공의료서비스 제공 등이 주요 원인이겠지만 그럼에도 공공의료기관들의 경영효율화 문제는 지속적으로 지적되고 있음은 공공연한 사실이다. 이에 본 연구는 고정비 성격이 강한 인적자원관리비용과 경영성과 간의 관계를 분석하여 공공의료기관의 경영성과 개선을 위한 경영적 함의를 제공하고자 하였다. Methodology: 분석자료는 2014년부터 2019년까지 39개 지역거점 공공병원의 재무자료를 이용하였고, STATA SE 12.0을 사용하여 다중회귀분석과 패널회귀분석을 실시하였다. Findings: 다중회귀분석을 통한 단면연구 결과에서는 인건비가 높을수록 경영성과가 높은 경향을(2014년 의료수익:1.523/ 2015년 의료수익: 2.002, 의료수익의료이익률: 0.002/ 2016년 의료수익: 1.223) 보였으나 패널회귀분석을 통한 종단연구 결과에서는 복리후생비가 높을수록 경영성과가 의미있게 높은 경향을(의료수익: 3.232582/ 의료수익의료이익률: 0.0014502) 보였다. 이는 인건비는 경영성과에 단기적인 효과가 있는 반면 복리후생비는 경영성과에 장기적인 효과가 있음을 반영하는 것이라고 볼 수 있다. Practical Implication: 본 연구는 이러한 결과를 기반으로 장기적인 효과가 있는 복리후생비의 중요성을 제시하고, 공공의료기관의 경영성과에 영향을 미치는 인건비와 복리후생비의 특성 파악을 통하여 효과적인 인적자원관리방법을 위한 경영적 함의를 도출하였다는 점에서 의의가 있겠다.
Research and Development(R&D) investment is an issue of central importance in any economy. In this paper we analyze the relationship between R&D spillovers and trade-related variables, using a two-stage model where duopolists simultaneously decide on R&D in the first stage and engage in Cournot competition in the second stage. We characterized and compared the free-trade and trade-restriction R&D equilibrium in a two-stage game of R&D investment followed by Cournot market competition. We also assessed the impact of varying the R&D spillover on the equilibrium outcomes and tariff. We showed for both free trade and protection cases that there exists a unique symmetric solution(subgame perfect Nash equilibrium). As the solution, while analytical, cannot be stated in closed form, we resorted to numerical experiments to investigate the equilibrium results. Our estimates indicate for both free trade and protection cases that the level of R&D investment and the rate of R&D expenditure decrease as the degree of R&D spillovers increases, and that there is an inverse relation between the degree of R&D spillovers and level of protection. The latter implies that the larger the degree of R&D spillovers, the lesser the level of protection.
The objective of this study is to conduct a quantitative assessment of potential impacts on the Korean economy of Agreement on Trade in Services Under the Framework Agreement on Comprehensive Economic Cooperation Among the Governments of the Republic of Korea and the Member Countries of the Association of Southeast Asian Nations which was signed on 21 November 2007 using a Computable General Equilibrium (CGE) model. Tariff equivalents of services were calculated on the basis of concessions made in the Agreement between Korea and ASEAN member countries. The empirical analysis shows that Korea is to get an additional gain in real GDP of 0.04 percent and in welfare of US$106 million, with an increase in per capita utility of 0.03 percent. Total exports and imports of Korea are to rise by US$179 million and $191 million, respectively, causing a trade deficit of $12 million. Korea's exports to ASEAN member countries will increase by $108 million and Korea's imports from them will rise by $278 million, giving rise to a trade deficit of $170 million.

It is requested interoperability and inter-connection among technologies due to inertia and network externalities in the telecommunications industry. for that reason, firms in the telecommunications industry compete intensively against preempting their markets. Consumers' utilties can be increased, but searching or transaction cost of consumers may be decreased by standardization which is the core issue in the telecommunications. Also, standardization may prevent firms in that industry from overplus investment. However standardization may decrease the diversity of goods and technologies, so it can be the constraint factor in the consumption. In this paper, we'll examin the economic effects of standardization in the telecommunication industry and the effects to the industrial structure of standardization. After that, we'll suggest national policies in relation to standardization.
Recent studies on the economic effects of trade liberalization and economic integration have emphasized the significant gains associated with product differentiation and scale economies. Securing access to markets in other countries will make it possible to increase product variety and capture scale economies, thus, expanding the gains from trade. Liberalization is also expected to introduce foreign competition into the previously closed market. Concurrently, the liberalization will improve the competitive market environment for firms selling in the domestic market. Firms will be pressed to either exit or reduce cost. The output per firm, then, will increase due to the exit of rival firms, and the average total cost will decline due to the economies of scale. 'Rationalization' of the production process will eventually follow. This paper addresses the economic effects of (counterfactual) bilateral tariff elimination between Korea and Japan. It computationally assesses the gains from liberalization as well as the resource allocations and welfare effects associated with the tariff reduction. The endogenous determination of the key parameters distinguishes this paper from others. The firm's perceived elasticity of demand and elasticity of substitution in the present model are calibrated to be consistent with the base year data. Korea, Japan, and the rest of the world are modeled explicitly. The sectoral coverage of the model includes twenty-three tradable product categories based on three-digit SITC industries and seven nontradable categories based on one-digit SITC industries. Product categories are also classified into perfectly competitive and imperfectly competitive ones. In the imperfectly competitive industries, product differentiation exists at the firm level, while the perfectly competitive industries are characterized by national product differentiation. The simulation results of bilateral tariff reduction are reported. Tariff elimination tends to increase intra-industry trade flows so that the total amount of exports and imports of both countries expand. Yet, Japan is expected to increase the bilateral trade surplus in the wake of the mutual tariff reduction. Terms-of-trade for Korea will not change, while for Japan it will deteriorate. Equivalent variations reflecting the change in consumer surplus (welfare) will favor Korean consumers. Total output, however, will not change substantially, recording 0.5 and 0.6% for Japan and Korea, respectively. An interesting finding in the analysis is that the gains from increased competition and scale efficiency are not as prevailing as expected in theory.
Given the limitations of UI benefit and self-insurance through precautionary savings, this paper suggests a new scheme of income support for the unemployed, which offers unemployed workers not only UI benefit but also borrowings from their future pension incomes. Allowing individuals to have effective self-insurance through pension- borrowing, this scheme provides them with consumption-smoothing and reduction in risk burden while maintaining search incentives of the unemployed. Simulation study based upon household panel data in Korea suggests that a heavy reliance should be set upon self-insurance through pension-borrowings rather than upon UI benefit, even for the low-income individuals who are subsidized under UI system. This result provides us with insightful implications for a social safety net in (fast-growing) developing countries, where people cannot afford a good amount of UI benefit or of precautionary savings against unemployment although they expect their incomes to be much higher in the future. Indeed, it is consumption-smoothing effect of self-insurance through pension- borrowings, as well as its incentive-maintaining effect, that makes it a promising alternative of social safety net in developing countries.

This study demonstrated the relationship between members' perception of meaning of work and turnover intention and analyzed the moderating effect of work-family promotion efforts. To this end, data were obtained through a survey of 143 SME workers in Busan, and the results were used for analysis. As a result of the study, first, it was possible to confirm a negative (-) relationship with turnover intention when members in the organization positively perceived the meaning and value of their work. In addition, it was confirmed that efforts to promote work-family within the organization showed a moderating effect in this process. Based on these results, the following implications were derived. First, SMEs operate somewhat insufficient treatment and welfare systems compared to large companies, so they should pay more attention to the design and operation of various personnel systems so that they can recognize the organization's growth potential and technical advantage and meaning of work. In particular, in the case of rapidly growing SMEs, institutional support for work-family promotion may be insufficient, and the importance of introducing and operating a system to further revitalize it was suggested.
